Three senior cadres of the National Socialist Council of Nagaland-Khaplang (NSCN-K) were shot dead and another cadre was abducted by the rival National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) militants in a hideout at Mingkong in the Mokokchung district on January 14, for their alleged involvement in extortion, reports Telegraph. The NSCN-IM said the killings were necessary to prevent "illegal collection of money in and around Mokokchung". Meanwhile, the NSCN-K said the raid on its hideout and the killings were in violation of the cease-fire between the two factions since December 7, 2007.

An assistant engineer of the Thoubal Division of the Public Works Department (PWD), identified as Menjor, was abducted by the People’s United Liberation Front (PULF) militants at Ushoipokpi area when he was returning from the head office at Khoyathong on January 28-evening, reports Imphal Free Press. His wife, Sorokhaibam Neera, said, "The party has clearly stated that there is no personal enmity with my husband and that he was abducted to get some of their demands fulfilled. He is being used as a scapegoat. I appeal to the party to release him safe and sound on humanitarian ground." Meanwhile, the PULF said that Menjor would be released upon fulfilment three conditions - PWD chief engineer Rashtrapati, who is ignoring the negotiations with the outfit should surrender, or those officers who siphoned off the funds collected in the name of the outfit into their pockets should surrender, or the agreement reached with the outfit should be put into work. The outfit threatened that if any one out of these three conditions is not fulfilled till 4pm of February 1, chief engineer would collect Menjor`s dead body.

The People’s Liberation Army (PLA) militants abducted a person, Oinam Kunje, and later paraded him before media persons at an unspecified place in the Thoubal district on February 1, reports Sangai Express. Kunje allegedly issued a statement through the media in the name of PLA to save his son, Oinam Rejenson, who was involved in misbehaving with a family returning home from Silchar in Assam on January 11. The outfit asked Rejenson to ‘surrender’ in seven days time and warned of stern action in his failure to do so. Two other persons, Sapam Pradip and Haobijam Singjajit, who were also allegedly involved in the incident, had already ‘surrendered’ before the outfit. In order to save his son, Kunje allegedly stated claiming that the matter was settled.

The apex students’ organisation of Arunachal Pradesh served an ultimatum to the government on February 5 saying that it would launch a state-wide agitation if the children were not released within 10 days. Some of those kidnapped are below seven years of age. Sources said that armed NSCN-K militants kidnapped 22 children at gunpoint from their houses at Wakka and Chingkhow villages under Ponchu police station on January 9. Exactly a fortnight later, militants descended on Khasa, Jagan, Konnu and Konsa villages under Longding police station and kidnapped 17 children. All Arunachal Pradesh Students’ Union president Kanu Bagang told that, "We have also submitted a memorandum to Governor J.J. Singh and Chief Minister, Dorjee Khandu, seeking their intervention in the matter to ensure the safe return of the 39 students." While 16 other militants managed to escape, one 9-mm pistol, camouflage uniforms, jungle boots, hats, caps, utensils, and gun pouches were recovered from the hideout. Two women sympathisers, identified as Sanjenbam Indira and her younger sister Pratima, were also arrested while they were sharing information with the escaped cadres of the outfit. Additional Superintendent of Police, V.Z. Angami who led the search operations said ten persons, including a lady, were arrested from one hideout while remaining four persons were arrested from another place. Police recovered eight mobile handsets, one 7.65 pistol with five rounds, one .9mm pistol with eight live rounds and some documents from their possession. Police said the fourteen arrested were part of the same gang, which had earlier abducted three drivers belonging to Food Corporation of India in Manipur. While two drivers were released after they reportedly paid INR 8, 000 to the abductors, the other driver identified as Asem Angou, a resident of Lambia Challou in the Imphal East district in Manipur, who was kept in confinement for non payment of ransom, was rescued by police on November 6.

A timber trader from Manipur, Chongtham Sanjoy alias Dada, was assaulted severely by some armed persons who identified themselves as National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) cadres at Dimapur, in connection with a monetary demand of INR 10, 5000, according to Snagai Express. Along with Sanjoy, two persons, Naorem Pakpi of Chingamakha Irom Leikai and Ringphami of Maileng village in the Ukhrul district, were abducted from a hotel at Dimapur on November 8-morning. They went to Dimapur in connection with timber trade after a consignment of timber was supplied there. On November 9, Ringphami and Pakpi were released and Sanjoy was held back. Sanjoy’s family members received the threat phone call that Sanjoy would be killed in case of their failure to give INR 10, 5000 before 5 pm of November 10. On the request of Sanjoy’s family, the deadline was extended for some more time. Later, the family members managed to give INR 1, 00, 000 to the NSCN-IM cadres at an unspecified place in Ukhrul. Following the payment of ransom, Sanjoy was assaulted and released on November 13.

The report added that a local man of Ninu village, suspected to be a NSCN-IM cadre, had recruited 16 youths from the village, besides two from Longsom area, three from Bera area and one from Konsa area in the district, with a target to recruit 50 youths from Khonsa, Longding and Kanubari circles. However, the report mentioned that the district administration was not sure whether the youths were abducted or they voluntarily joined the outfit.
