The dead bodies of the abducted civilians identified as, the village chief of N-Gamnom village S Otkhomang (57) and church chairman Tilpao Haokip (51) were found on January 8 in Nungkham Gamnom Village in Manipur’s newly-created Tengnoupal District, reports the Nagaland Post. Earlier, on January 6, these two civilians were abducted by some unidentified assailants and they were taken toward Indo-Myanmar border. According to the sources, the assailants also fired some rounds while taking away the duo. The sources also added that fatal bullet injuries were seen on the dead bodies. Regarding this sensitive issue, a joint meeting attended by members of various organisations including Hill Tribal Council, Meitei Council Moreh, Kuki Chiefs Association (Moreh Block) and women leaders was held on January 8 and the meeting resolved to impose a bandh along Moreh road on January 9.

The trio was abducted by a group of criminals linked to Bangladesh from a place near Gasuapara in South Garo Hills District on January 10. The role of the militant group Achick Songa An'pachakgipa Kotok (ASAK) also came to the fore as reports emerged about the abductors seeking the help of ‘commander-in-chief’ Reding T. Two workers out of three, who were abducted on January 26, by a group of suspected Nehlun faction of Kuki National Front (KNF-N) militant, were killed in an alleged gunfight between the militant group and Kuki National Army (KNA) militants at Moulsohoi village under Litan Police Station in Ukhrul District on January 29, reports The Sangai Express. The two deceased workers were identified as Laishram Tompok (27) and Laishram Thoi (22). However, the third abducted worker, identified as Khumujam Bijen (25) was rescued by the villagers. One suspected abductor, identified as Thangminlun Khongsai (25) also got bullet injury in the incident. According to the report, the injured abductor is a member of United Tribal Liberation Army (UTLA) and one pistol was recovered from his possession. The three workers were abducted from Maphou dam project in Senapati District on January 26, by four suspected Kuki militants. The abductors were attacked by KNA cadres when they entered the Moulsohoi village, which according to KNA militants ‘fall under the jurisdiction’ of their designated camp. However, another source said that the abductors were not from any militant group and they were just a gang of criminals.

The workers were identified as Shyama Rabha, Manoj Das, Dipak Baiswa, Khitish Rabha, Amulya Kalita, Dinobandhu Roy and Kameshwar Pandit. According to the Police, the A’chik Songna An’pachakgipa Kotok (ASAK) headed by Reding T. Sangma is the prime suspect for involving the abduction so far. However, they are also not ruling out the involvement of Sohan D. Shira-led Garo National Liberation Army (GNLA), which is said to have a small number of armed cadres operating in the Chokpot region.

The incident occurred around 6.30pm near the office of the tea garden on September 28 while other employees were busy with Durga Puja festivities. Police said ULFA-I had served an extortion notice, demanding INR 1 lakh, to the proprietor of the tea estate Rajib Phukan three months ago. Despite repeated intimidation and threats over telephone, Phukan refused to cough up the money. Meanwhile, on the basis of his complaint, Police conducted a couple of raids to nab the ULFA-I members suspected of being involved in the extortion bid.According to intelligence sources, an ULFA-I group with six to eight members, led by ‘self-styled sergeant’ Rupam Asom, has been targeting businessmen and tea planters in Tinsukia District for extortion for a while now. Sources point out that the ULFA-I, like several other militant outfits in the northeast, has been forced to indulge in mass extortion to deal with a severe cash crunch that has hit their ranks following the demonetisation move by the government last year. "We suspect that the same ULFA-I group led by Rupam Asom is behind the abduction. The morning after the abduction, a senior ULFA-I leader called up Rajib Phukan, the owner of Dihingia tea estate and demanded a ransom of INR 20 lakh for securing Dahotia's release. We believe that the militant group has taken the hostage inside the thick jungles along the Assam-Arunachal border. Along with our Arunachal Pradesh counterparts, we are conducting combing operations in the likely hideouts. The Army and the CoBRA (Commando Battalion for Resolute Action) are assisting us in the operations. Additionally, Assam was the State with second highest abduction rate in India after Delhi, with almost 17 people being kidnapped daily in the state as of 2016Times of India reported on December 27. According to the latest National Crime Records Bureau (NCRB) statistics, Assam Police have registered some 6,126 cases of abduction and kidnapping. There were at least 4,824 kidnapping cases which jumped up to 5,831 in 2015. Over 90% of the victims were women. Out of the total 6,126 cases, in about 5,342 cases the victims were women or minor girls. Earlier, Parliamentary Affairs Minister Chandra Mohan Patowary had informed the state secretariat that between 2001 and May 2016, some 46,461 cases of kidnapping were registered in the state. Though abductions by militant groups have declined, a constant increase has been witnessed in abductions for ransom by criminal gangs, including former militants. Sources said the actual number might be even higher as not all abductions were reported to the police because of a lack of confidence in the administration. Though the State has registered high numbers of abduction cases, the recovery rate was found to be very low. Last year, the recovery rate of victims of kidnapping cases in the State was recorded at as low as 1.3% only. Records states that a total of 13,413 persons abducted in 2015 were yet to be traced. By the end of last year, the State Police had received reports of 19,541 persons going missing, out of which only 249 people were rescued during 2016.
