The Shillong Bench of the Gauhati High Court on January 11, granted bail to Champion Sangma, ‘chairman’ of the Garo National Liberation Army (GNLA), after the State government failed to file chargesheet against him, reports Seven Sister’s Post. Champion Sangma, who is lodged in Shillong Jail, was granted bail in two cases lodged against him in Nongstoin, the District headquarters of West Khasi Hills District. The Sentinel reports that a Tripura court, on January 24, sent All Tripura Tiger Force’s (ATTF) leader Ranjit Debbarma to 14 days of judicial custody, a day after he was arrested when pushed into the Indian territory by Bangladeshi authorities, Police said. Debbarma was facing Interpol’s red corner notice for a number of massacres and other crimes. The Police presented him at the West Tripura’s District and sessions court, which sent him to 14–days of judicial custody. He will be interrogated by Police and intelligence officials. “I was pushed back by the Bangladeshi security forces January 16 through the Dawki India–Bangladesh border in Meghalaya. Tripura Police brought me here January 18,” Debbarma told reporters while he was being escorted to the court by a heavy contingent of Police forces.

Police had also identified ANVC-B ‘militant commander’, Singbirth N. Marak alias Norok as the person who had led the attack adds, The Telegraph. Public Interest Litigation (PIL) Petition has been filed with an Imphal bench of Gauhati High Court against the Chairman, Vice-Chairman and members of Autonomous District Council (ADC) of hill Districts i.e. Senapati, Tamenglong, Churachandpur, Ukhrul and Chandel who have been stationed by opening their offices at Imphal instead of working or/and staying at their District head quarters, reports Kanglaonline. With the court admitting PIL petition, the first hearing concerning the petition was held on February 14. It may be mentioned that ADC elections of hill Districts were held in 2010. The PIL petition was filed with the court complaining that people in the hills have faced lots of inconveniences since offices were opened and the officials were stationed at Imphal after the election.

Nagaland Post reports that Meghalaya High Court on April 2 issued notice to the Central and the State Governments on petition filed by jailed Garo National Liberation Army (GNLA) chief Champion R. Sangma challenging his detention under the Meghalaya Preventive Detention Act (MPDA). Sangma, who is in the Shillong jail, was booked under MPDA for waging war against India’s sovereignty. Under the MPDA, a person is detained for a maximum of three years and the accused can get bail only after an Advisory Board chaired by a retired Judge gives a decision on the matter. “The Court has directed the Meghalaya government to file an affidavit against the petition filed by Sangma for booking him under MPDA,” Sangma’s legal Counsel Sujit Dey said.A four weeks time has been given to the government to counter Sangma’s petition, he said. Besides the minor identified as Mohd Azad Khan, a three-person investigation panel blamed security forces for the death of Khumbongmayum Orsonjit Singh, Nameirakpam Gobind Metei, Nameirakpam Nobo Meitei, Elangbam Kiranjit Singh, Chongthan Umakanta and Akoijam Priyobrata. Though allegations of excesses by troops in Manipur have been rampant, this is the first instance that a court-appointed probe has endorsed the charge of "gross violation of human rights" by the security forces.

The Registrar General of India (RGI) recently gave its nod to update the document in seven Districts, but no schedule has been announced yet. While hearing a writ petition filed by an NGO, Assam Public Works (APW), Justices Ranjan Gogoi and HL Gokhale also directed the Central Government to submit the modalities along with forms before the court on July 16. The court said that it will monitor the whole process. The Shillong Times reports on May 31 that the magisterial probe into the killing of three breakaway factions of Achik National Volunteer Council (ANVC-B) militants at Dobu, Chittingbing village in East Garo Hills District of Meghalaya on March 9, 2013 revealed that no sufficient time was given by the Security Forces to the cadres to surrender. Three ANVC-B militants were killed in an encounter with Special Weapons and Tactics Team (SWAT).. The First Class Magistrate, Williamnagar, WCR Marak, who conducted the magisterial probe, said in his report, “The question on whether sufficient opportunities were given to the suspected militants to surrender cannot be answered in the affirmative”. It was at the thatched house premises of Garo couple Sengkut Sangma and Sunilla N Marak that the three ANVC-B cadres were killed. Stating that the call of the security forces to the militants to surrender may not have been so audible, the probe report said, “The house (of the couple) is situated on the edge of the village and surrounded by thick jungle. There were only one or two houses nearby and the nearest being the house of Bialson Sangma, who is also the father-in-law of Sengkut Sangma”.

Violence started at Dongkamukam in West Karbi Anglong when around 300 men and women surrounded the Dongkamukam Police Station demanding immediate release of seven persons detained for inciting violence. This was followed by lathi charge by Policemen and stone pelting by protesters. Finally, Police opened fire after 11 of them sustained injuries during stone pelting by the protesters. Meanwhile, a 600-metre portion of railway line was uprooted by the protesters at Langsoliat, between the Diphu and Borlangpher rail stations, causing temporary suspension of rail services. ACAUT has maintained that “defection is related to unabated taxation” and vice versa, in a joint petition submitted to Nagaland home minister G. Kaito Aye at Hotel Saramati Dimapur on December 5, reports Nagaland Post. According to ACAUT ‘convenor’ L. Subong Ao and ‘secretary’ Solomon Awomi, most functionaries of Naga Political Groups (NPGs) at the senior, mid-level and lower levels collect tax from the business community with impunity since they know that if any action was contemplated, they could defect to other faction(s) and become virtually untouchable and free to enjoy the “ill-gotten money”.

A arrested ‘Chairman’ of GNLA, Champion R Sangma, has obtained bail in the eighth case registered against him from the court of the First Class Magistrate in Tura, D Marbaniang, which issued a release order on December 16, reports The Shillong Times. With this, the GNLA chairman has now obtained bail in as many as eight cases from the courts. He is now awaiting the courts’ decision in two more cases to ‘win his freedom’. The GNLA ‘chairman’ was allegedly pushed back from Bangladesh after his arrest in the neighbouring country in July 2012.

October 30 serial blast key accused and Ranjan Daimary faction of NDFB (NDFB-RD) ‘Chairman’, Ranjan Daimary, who released in June 21 on a conditional bail for six months to initiate peace talks with the government, was granted interim bail for another month, reports Times of India. The six month's interim bail was supposed to expire on December 18. The Terrorist and Disruptive Activities (Prevention) Act (TADA) court here that heard Daimary's plea for an absolute bail on December 16 also directed the Government to reply on the matter soon.

The families of two school students, who were killed in an alleged ‘fake encounter’ with SFs in Chirang district, on December 18 moved Gauhati High Court seeking a high-level probe into the incident, reports The Telegraph. The petitioners’ advocate, Bijon Mahajan, told the newspaper that they have sought a Central Bureau of Investigation (CBI) or a high court-monitored investigation by a special investigation team of Police. Two students, identified asJeremiya and Pranjit, were killed while another Nikodim was injured during an encounter with the SFs on December 11. The SFs have claimed that they were militants of IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS), while the residents of that area said they were innocent and killed in a fake encounter.

The Border Guard Bangladesh (BGB) on December 23 handed over to the Border Security Force (BSF) two National Liberation Front of Tripura (NLFT) militants, after the duo served 12 years’ rigorous imprisonment in Comilla District jail (Bangladesh), at Muhurighat area opposite Belonia subdivision of South Tripura District, reports The Telegraph. The militants, identified as Vidya Debbarma (42), and Badhulia Jamatya (39), were residents of the Salema area under Kamalpur subdivision and Takarjala area under Jampuijala subdivision. The NLFT duo told their interrogators that at least 22 other NLFT rebels had been serving jail terms in Sylhet, Comilla, Habiganj and other prisons in Bangladesh.
