On March 10 that the next hearing of the special court to deal with the Inner Line Permit (ILP)-related cases has been fixed on April 14. The Special Court headed by First Class Judicial Magistrate R Rymbai was constituted to recover over INR 310 million from 13 pressure groups for the damage caused during the ILP-related agitations and subsequently court issued notices to all the pressure groups. Except CSWO, which submitted a statement before the special court on March 10, none has responded to the notices till date.

The Telegraph reports on April 17 that the National Investigation Agency (NIA) is hoping to extract information from gunrunner Wuthikorn Naruenartwanich, alias Willy, from Thailand, to effectively nail Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) leader Anthony Shimray on procurement of Chinese weapons for the outfit. Shimray, who was arrested by the NIA from Nepal in 2010, is currently lodged in a Delhi jail. A source in the NIA said they are hoping to extract some vital information from Willy on the supply of Chinese weapons not only to the NSCN-IM but also to other Northeast insurgent groups. The move follows a Thai court’s nod to extradite the gunrunner. “Willy’s extradition and arrest will also help us build a watertight case against Shimray who is facing trial in an NIA court in Delhi in a case related to a criminal conspiracy for illegal procurement of a shipload of sophisticated arms and ammunition from China,” the source said. Willy was detained by Police in Bangkok in August, 2013 following a tip-off provided by India. A Thai court recently issued an order for his extradition after hearing a request made by India. A non-bailable warrant and a red-corner notice were issued against Willy in this NIA case in 2011. The Indian government had requested Thailand for Willy’s extradition through a diplomatic channel and Indian officers had testified against him in the Thai court. “The Bangkok court has given Willy a period of 30 days to prefer an appeal against the extradition order if he so desires, which will expire early next month,” the source said. After he is extradited, Willy will have to face trial with Shimray in the NIA case (number RC-01/2010).

The District Magistrate, Kokrajhar, Nitin Khade by an order has promulgated section 144 CrPC in Kokrajhar District across the International Boundary with Bhutan to prevent subversive activities of the militant outfits ahead or during the third phase of Lok Sabha (Lower House of Indian Parliament) elections slated for April 24, reports The Sentinel reports on April 20. In the order, the District Magistrate cautioned that there has been information from different sources of likelihood of movement of extremists near the Indo–Bhutan border on Indian side especially during the period of April 23 to April 24.The order would be in force with effect from 6 am of April 23 and will remain till 6 am of April 25

The Shillong Times reports that East Khasi Hills Police have arrested Hynniewtrep National A’chik Movement (HANM) president Lamphrang Kharbani for his alleged links with the banned rebel outfit Hynniewtrep National Liberation Council (HNLC). Kharbani and four others arrested from Rangthong village, South West Khasi Hills when they were on their way to Shillong on May 2. “We had specific input that Kharbani recently had gone to Bangladesh to meet the top leaders of the HNLC,” Police sources said. It is also revealed that among those arrested along with Kharbani, one was a former member of the banned outfit. All of them were produced in a court on May 3. The court, meanwhile, remanded them in five-day Police custody. “All the arrested are having links with HNLC. We have also seized some demand notes along with the letter heads of the banned outfit,” a senior police official said. Replying to a query, the senior Police also informed that the HANM president was helping the outfit in various ways including by generating fund for the council. The HANM president was arrested earlier on two occasions for illegal possession of arms.

The Meghalaya Government had in 2013 filed the damages suit in the special court of Rithelda Rymbai, seeking compensation of over INR 310.9 million from the groups for the damages and loss of private property, both individual and community-owned, and Government property caused during the ILP agitation.

These four leaders were accused of the murder of Police sub-inspector Narahari Gogoi at Sapkhaiti area presently located in Udlaguri District [prior to 2003 Bodo accord, Udalguri was a sub-division within Darrang District] on September 25, 1991.
