According to a media report of January 1, 2003, at least 93 persons were killed in the year 2002 in Kokrajhar district of Assam in various terrorism-related incidents. According to police sources, those killed included 64 civilians, five Army personnel, 18 National Democratic Front of Bodoland (NDFB) terrorists and six United Liberation Front of Asom (ULFA) terrorists. A total of 47 persons were also injured in various incidents. Besides, terrorists also abducted eight persons. Arms recovered during the year included five pistols, eight rifles (303), two RDX consignments, two bombs, 12 grenades and 203 cartridges.

The report said this came to light after an Indian Army patrol along the Bhutan border arrested 10 porters from Assam carrying ration for the terrorists, on January 17. According to an Army official, a United Liberation Front of Asom (ULFA) terrorist who was leading them was also arrested. He said, "The porters were released but we arrested one ULFA militant who was leading the group into camps in Bhutan with a huge stock of food grains and other essentials." ULFA and National Democratic Front of Bodoland (NDFB) terrorists were also reported to be forcibly collecting rations from border villages of Assam to meet their food requirements. According to intelligence officials, there could be approximately 4,000 ULFA and NDFB cadres in terrorist training camps in Bhutan. An unnamed intelligence official said, "A few arrested militants said during interrogations that cadres were facing the worst winters in the Bhutan jungles with food shortage adding to their woes." He further said, "A number of militants in the Bhutan camps were hit by disease but with troops blocking the entry and exit routes along the border, they were unable to get medicine supplies and other essentials." Bhutan has reportedly also admitted that ULFA alone has six camps in the country, including the outfit’s general headquarters and military training bases inside jungles in the southern Samdrup Johngkhar district. The NDFB runs seven camps separately in this district. Bhutan had warned these outfits of military action if they did not leave its territory. Bhutan’s King Jigme Singhye Wangchuk was quoted, on an unspecified date, as saying, "We will hold talks with the militants who have established camps inside Bhutan". He further said, "If the militants refuse to leave our country through peaceful dialogue, we will be left with no option but to use our military forces." Bhutan has not taken any direct military action against the NDFB and ULFA, thus far.

Union Minister of State for Home I D Swami informed the Lok Sabha (Lower House of Indian Parliament), on February 18, that the Union government has put some Northeast-based Non-Governmental Organisations (NGOs) under scrutiny for their alleged linkages with terrorist outfits in the region. The Minister also said none of these organisations was getting any financial assistance from the government. NGOs being closely monitored include Manab Adhikar Sangram Samiti (MASS), North-East Coordination Committee on Human Rights (NECCHR), United Committee, Manipur (UCM), Naga Peoples Movement for Human Rights (NPMHR) and Naga Students Federation (NSF). These organisaions, however, never expressed support to the terrorist groups openly. Among these, while MASS is suspected to have linkages with the proscribed United Liberation Front of Asom (ULFA), the NPMHR and NSF reportedly sympathise with the National Socialist Council of Nagaland-Isak Muivah (NSCN-IM).

Quoting a senior Indian Army officer, a media report of March 7 said that, though the armed forces have lost over 1,000 soldiers in terrorist attacks in the last three years, the ratio of security forces (SFs) killed to terrorists killed was overwhelmingly in favour of SFs. A rough calculation of the latest figures, the report said, revealed that the ratio in Jammu and Kashmir (J&K) on the whole hovers around 1:5, occasionally even going up to 1:10 during some months. The report further added, "The recent increase in the number of specially-trained battalions of the … Rashtriya Rifles (RR) to around 55 has strengthened anti-terrorist operations in J&K." Additional RR batalions are needed because infiltration from Pakistan is likely to increase during the approaching summer. Over 15,000 terrorists have been "neutralised" in J&K since 1990. In the year 2002, 1,522 terrorists were killed in the State, while 1,432 terrorists had been killed in the year 2000. The report said, "Over 60 per cent of them [terrorists killed] have been foreign mercenaries". Another report said, according to figures tabled in Parliament on March 6, as many as 982 troops of the army were killed and 2,507 more injured in terrorist violence in J&K, between January 2000 and February 2003. During the same period, 65 troops were killed in the Northeast.

A report, on April 13, indicated that National Democratic Front of Bodoland (NDFB) 'action groups' might have infiltrated into various parts of lower Assam from their Bhutan based-camps to carry out subversive activities. This is reportedly part of a changed strategy of the outfit, by which the "Gimi Action Group" would possibly initiate strikes in Kokrajhar, Bongaigaon, Dhubri, Goalpara, Barpeta, Nalbari, Kamrup and Darrang districts. The report also said the group would have a three-tier command structure, with 10 cadres at each level. Police discovered the information in documents recovered from a slain NDFB terrorist, on April 10.

The annual report of the Union Home Ministry for the year 2002-2003, which was released on April 28, has indicated that the country was overwhelmed with internal security problems generated from outside. The report also pointed out that terrorism in Jammu and Kashmir (J&K) and in the northeast as well as violence by left-wing extremists in the States of Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh and Orissa as the area of concern. It also further stated that approximately 60 to 70 per cent of terrorists operating in J&K are from outside, "under the direct control of Inter Service Intelligence (ISI), Pakistan’s external intelligence agency'' with local people "playing the role of porters and guides.'' The report also pointed out that Pakistan was "making efforts to revive terrorism in Punjab in a big way and the ISI has assured its commitment to the revival of Khalistan movement.''

A report on May 2 has indicated that differences have cropped up amongst the top leadership of the National Democratic Front of Bodoland (NDFB), a terrorist outfit operating in parts of Assam. Police in Kolkata, West Bengal, are attributing the arrest of two top NDFB leaders from a city hotel on April 30 to the information provided by the NDFB chairman Ranjan Daimary himself. Police arrested Sunil Brahma alias B Simang, NDFB ‘spokesperson’ and another top ranking leader Indra Mohan Basumatary alias B Buthang. The report also said that the NDFB ‘publicity secretary’ B Erakdao was also present in the city at the time of their arrest, but he escaped after being warned of police action reportedly by Ranjan Daimary.

A report on May 11 has indicated that the proscribed National Liberation Front of Tripura (NLFT) is forcing tribals from the border villages of the State into bonded labour to work in the jhum (shifting cultivation) fields in the regions of the Chittagong Hill Tracts (CHT), in Bangladesh. According to the report, their estimated number could be 4,500. The State’s Tribal Welfare Minister Jiten Chowdhury reportedly disclosed this following his visit to the Kanchanpur and Longtarai Valley in North Tripura district. He reportedly said, "Since the poll results were declared, at least 4,500 tribals have been displaced from villages in Kanchanpur, Longtarai Valley and Khowai subdivisions. I have confirmation that 483, 253 and 250 families have been displaced from these three areas by the NLFT. Another 448 families have been driven away from other hilly regions."

The outfits who are said to have camps there include, among others, unnamed faction(s) of the National Socialist Council of Nagaland (NSCN), primarily operating in Nagaland, United Liberation Front of Asom (ULFA), Muslim United Liberation Tiger of Assam (MULTA), Dima Halim Daogah (DHD) and National Democratic Front of Bodoland (NDFB), operating in Assam, People’s Liberation Army (PLA) operating in Manipur, Achik National Volunteer Council (ANVC) in Meghalaya, and National Liberation Front of Tripura and All Tripura Tiger Force (ATTF) operating in Tripura. Pakistan’s external intelligence agency, the Inter Services Intelligence (ISI), and Al Qaeda are allegedly assisting an unspecified number of these outfits in training. Sources said that terrorism-related incidents have led to the death of 123 civilians after the Manik Sarkar-led fifth Left Front Government assumed office for the second time in February 2003. According to official statistics, 123 civilians were killed in Tripura during the first five months of this year, which were only 65 during the corresponding period in year 2002 and 144 during the whole of 2002. The current year has also witnessed three major massacres in which 38 persons have been killed. Incidents of abductions have also increased in a similar proportion. 86 persons were abducted during the first five months of this year, which were only 56 during the corresponding period last year and 201 during the whole of 2002. The number of terrorist incidents also increased similarly. The first five months of the current year have registered 166 incidents, which were only 85 during the corresponding period last year, and 201 during the whole of 2002. Furthermore, the report added that despite repeated calls, none of the terrorist outfits have shown any interest to come for negotiations with the State or the Central Government.

A woman also received bullet injuries during the encounter. Quoting official sources, the report further said that the incident occurred at Neogpara village under Kalaigaon police station limits when security forces were searching the village on specific information that a group of ULFA terrorists had sneaked in. While three ULFA terrorists were killed in retaliatory firing, the Army Major, Indrajit Singh Babar, also lost his life during the encounter. The remaining terrorists of the group escaped following the incident. 12 dwellings were also gutted during the encounter. An UMG, an AK 56 beside 56 rounds of live cartridges and two grenades along with some incriminating documents were recovered from the incident site.

The number of ULFA terrorists present in the district is approximately 25 and that of the NDFB 30. While ULFA is primarily active in the Golakganj area on the Assam-Meghalaya border under Mankachar sub-division, the NDFB is active in the northern part of the district, primarily in the Bogribari, Golakganj and Gauripur areas, including a few places of Bilashipara and Chapor. The NDFB also has a hideout in the forest villages under the Mahamaya Reserve Forest area. Besides ULFA, the Meghalaya-based Achik National Volunteer Council (ANVC) is also allegedly active in the Mankachar area. ANVC‘s activities have also been noticed in the Boldongiri area. As reported earlier, ULFA cadres might seek safer havens if heavy rains during the monsoon force them to descend from their current hideouts located in the mountainous region in the States of Arunachal Pradesh and Meghalaya and also in Bhutan and Myanmar. A media report of June 23 has indicated that counter terrorism operations by the Central Reserve Police Force (CRPF) to flush out terrorists in Tripura are being hampered due to inadequate intelligence network at the grassroots level. The Inspector General (Tripura-Mizoram sector) Sukhjinder Singh informed this at a news conference at the CRPF’s 68th battalion headquarters at Narsinghar near Agartala. He also said that in the past three years, CRPF had arrested approximately 200 terrorists and their collaborators and recovered 265 firearms, including AK-series rifles, and huge quantities of ammunition in the area. The National Liberation Front of Tripura (NLFT), All Tripura Tiger Force (ATTF) and Borok National Council of Tripura (BNCT) are active in the State. More than 100 terrorists have also surrendered before the CRPF in different stages. He added, "However, the CRPF has had to pay a heavy price for its success. We lost 38 officers and jawans to rebel bullets and 26 jawans have been seriously injured over the past three years."

The United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB), active in Assam and the Kamtapur Liberation Organisation (KLO), active in parts of Assam and West Bengal, were asked by the Bhutan Government to remove their camps located in the jungles of southern Bhutan by the said deadline. The Government there, however, has reportedly said that efforts were on to resolve the matter peacefully. While speaking to a Guwahati-based journalist from the capital Thimphu on July 1, Bhutan’s Foreign Secretary, Ugyen Tshering reportedly said, "We are committed to a peaceful resolution of the problem, and have not shut our doors to anything which can ensure that. But, the response from the ULFA and NDFB rebels have been less than encouraging." However, he added, "We want their immediate withdrawal, but we never set any deadline for the withdrawal process."

According to media reports, police on July 3 confirmed that the truckload of ammunition seized in Bangladesh’s Bogra district on June 27 was being smuggled for the All Tripura Tiger Force (ATTF) terrorists in the Northeastern Indian State of Tripura. The terrorists reportedly intended to send the contraband to the Chittagong Hill Tracts (CHT) area first and had plans to smuggle it further across the border into Tripura. The report further said that the outfit had sent the cache from its Satcherri headquarters in Habiganj district of Bangladesh, just across the West Tripura district. While 62,100 rounds of ammunition of Chinese rifles and 115 kg of high-power explosives were recovered on June 27, the Bogra police also recovered approximately 37,000 more rounds of ammunition and another 60 kilograms of explosives from different places in the same district in subsequent searches. Bangladesh police later arrested, among others, an ATTF terrorist Kishore Debbarma and his two associates, Jogesh Debbarma and Chitta Debbarma, from the Teliapara area of Habiganj district in this connection and also recovered an AK-47 rifle and a wireless set from Jogesh Debbarma’s residence.

A fresh batch of 35 people on November 19 joined the ranks of the refugees sheltered at Sahsniang village in the Jaintia Hills district, approximately 115 kilometers from the capital Shillong.
