Foreigners Tribunals (FTs) of Assam declared almost 20,000 people as foreigners till October 2017, reports NDTV. "As per the monthly report of disposal of cases in FTs of Assam, 19,612 'D' (doubtful/disputed) voters were declared foreigners till October 2017," Union Minister of State (Home) Kiren Rijiju informed Lok Sabha (lower House of Indian Parliament) on January 2. According to the Kiren Rijiju, issuance of notice to the 'D' voters is a legal process and there is no question of harassing people. 'D' voters are not detained. "Only persons declared by FTs as foreigners are kept in the detention centres," he said in a written statement.

Intelligence reports are indicating increased activity and possible major attack between New Year Day and Republic Day by Independent faction of United Liberation Front of Asom (ULFA-I) and Khaplang faction of National Socialist Council of Nagaland (NSCN-K), reports Times Now on January 2. An intelligence report speaks of ULFA-I arranging for 25 pairs of warm track suits and shoes. Additionally, intelligence reports also indicate ULFA-I leaders have found a location near the Namdapha National Park in Changlang of Arunachal Pradesh for setting up a transit camp. About 70 cadres will be able to live here. A report says that once the camp is ready, parts of Assam close to south-east Arunachal Pradesh will witness a rise in violence.

Several Barak Valley based organisations on January 3 expressed concern over the large number of names (from the Valley) that are yet to be published and the huge quantum of errors in the published list of draft National Register for Citizens (NRC), reports The Telegraph. The meeting said the names of 30-50 per cent people from the valley's three districts have been included in the first list and these too are full of errors. In Hailakandi, 217,571 names, out of 719,840, appeared in the first list (30 per cent). In Karimganj, 507,840 names, out of 1,324,096, are on the list (38.35 per cent). In Cachar, 642,679 names, out of 1,823,302, featured on the list (35.25 per cent). The groups will organise a public meeting, led by Barak Upatyaka Banga Sahitya O Sanskriti Sanmilan, [Barak valley Bangla literature and cultural organisation] in Silchar (Cachar District headquarter) on January 5 evening. Further, the Union Territory Demand Committee will take out rallies in Silchar on January 16.

Moreover, 73 per cent people of Lakhimpur District were also included in the first draft of NRC. Lakhimpur Deputy Commissioner Barun Bhuyan stated that ‘A total of 825,048 people out of 1,121,459 from 236,760 applicant families have been featured in the part draft. On the other hand, the inclusion of the rest 27 per cent people is on hold and the application and due documents supporting their citizenship are being verified’.

Government of India (GoI) is likely to convene a tripartite meeting at the political level to review implementation of the Assam Accord, reports Assam Tribune on January 5. Union Home Minister Rajnath Singh conveyed this to a delegation of the All Assam Students Union (AASU).The student body called on the Union Home Minister at his Parliament House office accompanied by Bodo People’s Front (BPF) MP Biswajit Daimary. The delegation led by AASU adviser Samujjal Bhattacharya was told that the Centre was committed to implement the Assam Accord. The Union Home Minister stated that meeting on the Assam Accord would be convened within 15-20 days with the AASU, in which Chief Minister Sarbananda Sonowal would also be invited.

Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) on January 23 Tuesday opposed the Assembly elections in Nagaland slated for February 27, saying it will be a serious obstacle towards finding an early political solution to the Naga problem, reports The Telegraph. NSCN-IM in a statement said that they are committed to an early negotiated political settlement, but the election is "bound to undermine" the progress of the ongoing talks between them and the Centre. They also said that ‘the decision taken by the Government of India (GoI)/ Election Commission to hold election is bound to undermine the progress of the ongoing talks and become a serious obstacle towards finding an early political solution’. On January 18, the Election Commission announced that elections to the 60-member Assembly would be conducted on February 27.

National Investigation Agency (NIA) and Assam Rifles in a joint operation arrested three militants of Kitovi-Neopak faction of National Socialist Council of Nagaland (NCN-KN) from Zubsa in Kohima District. The arrested militants were identified as ‘brigadier’ Aheto H Chophy, Witti Marak and Mughahoto Sumi. Aheto H Chophy was wanted in a case for clandestinely acquiring weapons and ammunition belonging to Nagaland Police and for insurgent violence. Between 2000 and 2012 as ‘brigadier’ Aheto H Chophy had bought 75 weapons of various types, 62 magazines and 26,098 assorted ammunitions along with three bayonets from a Police official. Type-56 rifle, 2 pistols, 176 rounds of ammunition and INR 1,32,320 were recovered from the arrested militants.

Vital installations like refineries, railway bridges, railway stations and airports are also under special attention. According to sources militant leaders of Independent faction f United Liberation Front of Asom (ULFA-I) Udoy Asom and Drishtri Rajkhowa - may try to create disturbances on January 26. Last year, militants had triggered at least seven low-intensity blasts on Republic day in several areas in Charaideo, Tinsukia, Dibrugarh, and Sivasagar Districts.

All political parties in Nagaland signed a joint declaration, refusing to issue tickets or file nominations for the Assembly elections scheduled for February 27, reports NDTV on January 29. The declaration came following a crucial meeting in state capital Kohima, between the Naga tribal civil society groups, who have been pressing upon the Centre to find a solution to the vexed peace process before the elections.. On January 28, militant groups including Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) issued similar declaration of supporting the demand for a solution before the elections are held. The rebel group had said earlier that the elections will create serious obstacles for the peace process. The Government of India (GoI) has released INR 79 million as the first installment for the repatriation expenditure; while the State Government estimated that over INR 123 million would be required for the purpose. An inspection team of officials of the Union Ministry of Home Affairs (UMHA) and the Mizoram Government would visit the relief camps in February to identify the Brus, who are willing to return to Mizoram, and those who are not. Union Ministry of Home Affairs (UMHA) is considering creating a 29-battalion India-Myanmar Border Force from the corps of the Assam Rifles (AR) and the Indo-Tibetan Border Police (ITBP) to patrol Indo-Myanmar border to curtail drugs and arms smuggling and insurgency, reports Hindustan Times. The new force will patrol right up to the border. Currently, the 46-battalion strong AR guards the border but patrols up to 500 meters from the so-called zero line, which leaves the border partly porous. AR will be paired with 4 battalions from ITBP to form the new force, with ITBP in charge. This will result in ITBP not only patrolling the 3,488-km Line of Actual Control (LAC) with China but also the border with Myanmar.

In a written reply, Minister of State for Home Kiren Rijiju in Lok Sabha (lower house of Indian Parliament) stated that Manipur had the highest number of insurgency related incidents amongst northeastern states in 2017, reports Assam Tribune on February 11. Manipur recorded 167 insurgency relate incidents in, which was followed by Arunachal Pradesh which recorded 61 incidents, Assam with 33 incidents, Meghalaya 28 incidents and Nagaland with 19 incidents. Manipur also accounted for maximum casualties with 23 civilians and eight Security Forces (SFs). Manipur was followed by Assam which recorded six civilian and three SFs, then by Nagaland with three civilian and one SF, Arunachal with three civilians and Meghalaya with two civilians. According to Union Ministry of Home Affairs (UMHA) data, insurgency incidents declining by 63 per cent in northeast as compared to 2014 and 36 per cent compared to 2016 as the year 2017 witnessed the lowest number of insurgency related incidents since 1997. There were 824 insurgency related incidents in 2014, 574 incidents in 2015, 484 in 2016, 308 in 2017. Civilian casualties has also recorded a decrease by 83 percent, from 212 in 2014 to 37 in 2017 while casualty rate of SFs declined by 40 percent, from 20 in 2014 to 12 in 2017.

A Union Ministry of Home Affairs (UMHA) report has stated that militancy in the Northeast is on the decline, with Tripura and Mizoram emerging as the most peaceful states in the region, reports Nagaland Post on February 19. According to the report, the seven states in the northeast registered 308 militancy-related cases last year, down from 484 in 2016. The trend has been a downward one. In 2015, there were 574 insurgency-related cases reported while the year before that registered a staggering 824 such incidents. Manipur, with 167 cases reported last year, was found to be the most disturbed state, primarily owing to the activities of Coordination Committee (CorCom), a conglomeration of six Manipur-based militant outfits. The resurgence of Independent faction of United Liberation Front of Asom (ULFA-I) and Saoraigwra faction of National Democratic Front of Bodoland (NDFB-S) caused more disruptions in Arunachal, which registered the second highest militant activity with 61 incidents, than in Assam, which reported 33. Meghalaya and Nagaland registered 28 and 19 militancy-related incident last year.

Zosangbera, was deferred to March 7 as some of the HPC-D and Government delegates were not ready for it owing to personal obligations. He said the talks will be held at the state guest house in Aizawl. Former labor minister Lalrinmawia Ralte, who was recently appointed political adviser to the Chief Minister, along with Mizoram Law Commission chairman and Member of Legislative Assembly (MLA) John Siamkunga, will head the state government delegation, while HPC-D delegation would be headed by HPC-D ‘working chairman’ Lalthanglien. The talks mainly revolved around strengthening the existing Sinlung Hills Development Council (SHDC). Nearly 450 militants of two outfits Barak Valley faction of Bru Liberation Army Union (BLAU-Barak Valley) and the United Democratic Liberation Army (UDLA), will soon lay down their arms and join the mainstream, reports The Telegraph on February 23. The physical verification of the militants was carried out recently by police and Assam Rifles (AR) officials at Riflemara in Hailakandi District. A senior Police officer said the number of militants who will surrender is still under scrutiny. Earlier on August 2017, Inspector-General (IG) of Police Anurag Tankha held a meeting with leaders of the outfits at Ramnathpur in Hailakandi and finalized the surrender plan. The rehabilitation package will be decided after the preparation of the list. The militants insisted on a development package for Reang-dominated villages in Barak Valley by forming a Reang Autonomous Development Council their main criterion for surrender. Another demand was to reserve two Assembly seats for Brus (also known as Reangs). In the proposed council, 40,000 Reang people will be covered and 60 villages from Hailakandi and 17 villages each from Karimganj and Cachar Districts will be included. The leaders of both outfits have sent their demands to the state home department and held discussions with government officials in Guwahati in September last year and February 11.

Northeast Today on February 22 reports that information has emerged that Sohan d Shira of Garo National Liberation Army (GNLA) is planning an Improvised Explosive Device (IED) attack at on Siju-Baghmara road in South Garo Hills and Nengkhrah – Williamnagar road in East Garo Hills. According to a surrendered GNLA militant IED attacks have been planned at Siju-Baghmara road and Nengkhrah – Williamnagar road before the Assembly elections. It has been reported that at present Shira has over 5 IED’s weighing around 35 kilograms and their main target are the security forces. However, Superintendent (SP) of East Garo Hills stated that there is no confirmation as to how much the information holds weight. He added that ‘We are not taking any chances and necessary actions are being initiated’. A militant identified as Naorem Premkanta Singh who was involved in the 2015 Paralon ambush which killed 18 soldiers has revealed that the ambush party was in India for five days after the attack, before they crossed over to Myanmar on foot, reports The Sangai Express on February 26. The militants were inside India from June 2 to June 9. According to interrogation details, the attack was carried out jointly by Kangleipak Communist Party (KCP), Kanglei Yawol Kanna Lup (KYKL) and Khaplang faction of National Socialist Council of Nagaland (NSCN-K). He also revealed that the militants crossed over to India from Munnan village. He stated that ‘A party of 10 cadres was already waiting. We were asked to don our uniforms and were given weapons. Our leader, Tamba, asked us to follow him and we were not briefed here. We walked the whole night and took only 5-10 minutes of break after every one hour of walk. We rested on June 3 to avoid detection’. After the ambush they walked continuously from June 4 to 7, and on June 9 crossed back to Myanmar. Naorem Premkanta Singh was arrested in January by National Investigation Agency (NIA). Later on February 23, a militant Moirangthem Nimaichand Meitei from Bishupur was also arrested by the NIA in connection with the 2015 ambush.

According to UMHA officials, a reason for NSCN-K not responding to call for peace talks could be that it is under the influence of the Chinese agencies. The security agencies of India are of the view that most of the militant groups of North East, who have bases in Myanmar, are under the influence of the Chinese agencies. Sources also added that in recent years, the NSCN(K) witnessed several splits and at present, most of the senior leaders of the outfit are of Myanmar origin. An official stated that ‘such leaders want that the Naga inhabited areas of India and Myanmar should be together, which is not possible. They must understand that India and Myanmar are two separate sovereign countries and amalgamation of the Naga inhabited areas of both the countries would never be possible’.

Not only it infuses a sense of normalcy, the local police also get engaged in vital intelligence gathering to aid security forces. It gets further teeth to handle criminals and miscreants to ensure ‘business as usual’, eventually leading to big infrastructure projects, roads and connectivity networks and crime-free inter region passage to boost tourism’. These women, who had submitted contentious panchayat certificates as proof of citizenship, are among 13.9 million people left out of the first draft of the updated NRC that was published on December 31, 2017. Counter Insurgency operations led to the killing of 87 militants, arrest of 1202 and recovery of 605 arms in 2016 in the region. In Assam, insurgency related violence continued to decline and the year 2016 witnessed the lowest number of insurgency incidents since 1997. During the period 2014 to 2016, 873 cadres and linkmen of National Democratic Front of Bodoland-Saoraigwra (NDFB-S) have been arrested and 50 cadres have been neutralized in operations.

Later during a meeting it was decided that that as the areas along the interstate border fall in inner-line reserved forests, both the sides must first identify all illegal structure after which the process of dismantling will begin within April 30. Chairman of State-level Police recruitment board, Pradeep Kumar, said stated on April 3 that the Assam Government has decided to recruit youths from militancy-hit areas against 10 per cent of the total vacancies. He also added that special branch of Assam police has identified 80 police station areas affected by insurgency and the recruitment would be carried out from these places. About 1,600 Myanmar refugees have been rehabilitated in Lawngtlai district, after they crossed the border to Mizoram on November 25. The refugees came to India after crisis erupted at Paletwa where 11 soldiers of the Myanmar Army were reportedly killed on the Kaladan river after being ambushed by the Arakan Army. Further fighting affected several villages and forced inhabitants to flee. Police suspected Qamer Uz Zaman might have joined Hizb-ul-Mujahideen (HM), but refused to divulge further details. National Investigation Agency (NIA) is likely to take up the investigation into Zaman joining terrorist organisation. A picture of Zaman with an automatic rifle has also gone viral in social media. Zamann's mother Shahira Khatun said that if her son has joined any militant organisation, the Government should mete out "extreme punishment". "We have no qualms even if he is killed. If he has really gone the wrong path against the country, he shouldn't be spared. After all he left our family in the lurch. We tried desperately to contact him in the last several months, but failed," Khatun said. Police said that Zaman, a resident of Daily Market in Jamunamukh area of the Hojai District, left for Kashmir three years back and was running a garment shop there. Assam Director General of Police (DGP) Mukesh Sahay said that the State Police along with its Jammu and Kashmir counterpart is investigating the matter. "Police is looking into the credentials of the person. So far, we are not in a position to share further details as the investigation is still underway," Sahay said. Hojai Superintendent of Police (SP) Ankur Jain said that Zaman did not contact his family for the last four to five months, prompting the family members to lodge a complaint with the Police. "The person also left behind his wife and a daughter in Hojai. We are doing the background check of the person concerned. It has been confirmed that his last working place was in J&K," Jain said. Another senior police official said that NIA is also investigating the case. "Whatever information we get about Zaman will be provided to the NIA for taking forward the investigation. On jihadi activities, Union Minister of State for Home Affairs of India Kiren Rijiju on April 4 said that some agencies were trying to foment trouble in Northeast, particularly in Assam. "We are tracking them so that the agencies cannot make their presence felt," Rijiju said.

Director General of Assam Police Mukesh Sahay stated that matter had come to his notice and they have got in touch with Jammu and Kashmir police and central intelligence agencies to verify it. He also added that ‘Hizbul Mujahideen is a J&K-based organisation and we have not found its footprint in Assam so far. We also do not have any report of youths from Assam joining it’. Qamer's family said he had gone to Kashmir three years ago to trade in garments but went missing after April 2017. They also added that Qamer had joined Nowgong College but could not complete his graduation. His family said he went to the US in 2011, returned to Assam in 2014, stayed in Nagaon for about three months and went to Bangladesh the same year. He returned to Assam in 2015 and went to Kashmir soon after. Sources said he worked as a labourer in a company in the US. Though no activity of Hizbul Mujahideen has been detected in the state so far, 56 members of Jamaat-ul-Mujahideen Bangladesh (JMB) were arrested from Barpeta, Chirang, Baksa, Nalbari, Bongaigaon and Goalpara Districts after a blast Burdwan blast in 2014, reports The Telegraph. In order to enhance the operational capability of the border guarding force and address connectivity issues, a border infrastructure project involving construction of roads and helipads along the Indo Myanmar border is being planned. New Company Operating Bases (COBs) are also being planned to be set up closer to the Indo-Myanmar border. Along Indo-Myanmar border, 10 kilometer fencing between Border Post No. 79-81 at Moreh has been approved at INR 359.9 Million. A fencing of approximately four km has been completed and an amount of INR 224.1 Million. Along 1643 Kilometer border with Myanmar, 1,472 km has been demarcated. According to the UMHA report, there are only two un-demarcated portions along the Indo-Myanmar border: Lohit sub-sector of Arunachal Pradesh – 136 kilometeres and Kabaw Valley in Manipur – 35 kilometeres, border fencing between boundary pillar No. 79 and No. 81 in Moreh. Additionally, Sastra Seema Bal (SSB) has deployed 45 battalions and 25 area of civil components along the Indo-Nepal and the Indo-Bhutan borders along with revamping of the intelligence apparatus in the bordering region. The SSB has established 473 BOPs on the Indo-Nepal border and 153 BOPs on the Indo-Bhutan border. The Indo-Tibetan Border Police (ITBP) has established 173 BOPs along the Indo-China border, said the report. Government of India (GoI) has approved of construction of 313 km border road at a cost of Rs 1,259 crore in Assam along the Indo-Bhutan border. The construction work has not yet started due to pending land acquisition.

As many as 85 companies of Central forces have been deployed in Assam exclusively to deal with any situation that may arise during the process of updating the National Register of Citizens (NRC), reports Assam Tribune on April 22. According to officials, apprehending trouble in certain parts of the State during the process of verification, the Centre first deployed 50 additional companies of Central forces to the State and then again 35 more companies were sent. The forces have been deployed in the areas considered vulnerable, but so far no major untoward incident has been reported from any part of the State. Sources revealed that the additional forces sent for dealing with any problem that may arise during the process of updating the NRC are likely to stay in the State till the entire process is over. The situation is being reviewed periodically and if required, more forces can be deployed to maintain law and order.

Government of India (GoI) has revoked Armed Forces Special Powers Act (AFSPA) from Meghalaya and eight Districts of Arunachal Pradesh following improved security situation in the region, reports The Telegraph on April 23. According to an official of Union Ministry of Home Affairs (UMHA), ‘The AFSPA has been removed from all of Meghalaya and it has been reduced from 16 police stations in Arunachal Pradesh bordering Assam to eight with effect from March 31’. The law was withdrawn from Tripura in 2015. Earlier, a 20 kilometer inside Meghalaya along its border with Assam, was under AFSPA. In Arunachal Pradesh, it is now reduced from 16 police stations bordering Assam to eight police stations, besides Tirap, Changlang and Longding Districts which border Myanmar. According to sources, Assam Government is also exploring the possibility of revoking AFSPA from certain districts of the state which are free of insurgency. AFSPA was imposed in Assam on November 27, 1990.2017 recorded the lowest insurgency incidents and casualties since 1997. As compared to 1,963 incidents in 2000, only 308 were reported in 2017 (down 85%). There was also a 96% fall in casualties of civilians and security forces, reports Times of India on April 23. In Assam, sustained operations against National Democratic Front of Bodoland-Saraigowra (NDFB-S) saw 63 of its cadres killed and 1,052 arrested between December 2014 and March 2018. The Hindu further adds that On March 20, Hansraj Gangaram Ahir, MoS Home, informed the Lok Sabha that Centre was considering a proposal to make AFSPA more “operationally effective and humane.” Assam Tribune on April 23 reports that Assam has witnessed a decrease in violent incidents by United Liberation Front of Asom-Independent (ULFA-I) the outfit along with NDFB-S and Naga militant groups has unleashed a reign of terror in neighboring Arunachal Pradesh that has now emerged as the lone northeastern state where violence level has increased. According to the latest report of the Ministry of Home Affairs (MHA), violence level in Assam has been lowest since 1997 and it decreased by 56 per cent compared to 2016. Nagaland (67 per cent), Manipur (28 per cent) and Meghalaya (59 per cent) also recorded a decrease in violence level. However, there was an increase in violent incidents (by 22 per cent) in Arunachal Pradesh in 2017. The report said though Arunachal Pradesh does not have any active indigenous insurgent group the state is affected by spillover militant activities of National Socialist Council of Nagaland-Isak Muivah (NSCN-IM), NSCN-Reformation (NSCN-R), NSCN-Khaplang (NSCN-K) and NSCN(Neopao Konyak-Kitovi) in Tirap, Changlang and Longding Districts. In 2017, there were 61 insurgency incidents in which nine insurgents were killed and 44 others were arrested. There were 27 cases of extortion and kidnapping in Assam in 2017. There was, however, no casualty in security forces in the state in 2017. According to the report, major militant outfits presently active in Assam are ULFA-I and NDFB-S, besides the Karbi People’s Liberation Tigers (KPLT). The report said there was a substantial improvement in security situation in Assam with insurgency-related incidents declining from 75 in 2016 to 33 in 2017. In 2015, there were 81 incidents of violence in Assam. The number of insurgency-related incidents in the region decreased by more than 36 per cent compared to 2016. The year 2017 witnessed the lowest number of insurgency-related incidents since 1997.

Arunachal Pradesh’s State Election Commissioner Hage Kojeen said on April 20 that the State Election Commission (SEC) was awaiting the approval of the Pema Khandu government to the draft panchayat notification sent in February. The SEC needs the go-ahead for financial and manpower support to conduct the rural polls. The change in structure meant doing away with the Anchal Samiti, the intermediate level of the three-tier Panchayati Raj system, to set up a two-tier system, involving Gram Panchayats and Zilla Parishads. Defending the structural switch, Panchayat Minister Alo Libang said, “INR 5 crore is spent annually on honorarium for 1,779 Anchal Samiti members. This money will now be available for development work,” he said. The Government referred to sub-clause 2 of Article 243 B of the Constitution and its 73rd Amendment that allows a State with a population of less than 2 million not to have the intermediate level. The grant for surrendered militants has been raised to INR 4,00,000 from INR 1,00,000 and the monthly stipend to INR 6,000 from INR 3,500 for three years. According to a Union Ministry of Home Affairs (UMHA) official, revised policy also includes provisions for vocational training, funds for construction of rehabilitation camps and compulsory Aadhaar biometric registration of surrenderees. The surrender-cum-rehabilitation policy in the Northeast has been implemented since 1998. Under the revised security- related expenditure scheme (SRE) in the region, ex gratia for civilians killed has been doubled to INR 1,00,000 and for Police personnel it has been increased to two million from INR 3,00,000. For Police personnel who suffer from permanent disability the ex gratia has been increased from INR 75,000 to INR 3,00,000. Additionally, the salary for home guards has been increased from INR 4,500 to INR 6,000. Moreover, honorarium for village defence guards doubled to INR 3,000.

RN Ravi the Government Interlocutor stated that ‘Yes, we are pretty close to finalising the (Naga Peace) accord’. Talks between Ravi and Naga bodies, the Naga National Political Groups (NNPGs) — comprising the representatives of six influential Naga rebel groups — and NSCN-IM are currently taking place in Delhi. One issue still being negotiated is a “symbolic one”, wherein Naga groups are demanding a separate flag for the state. The Centre has, however, made it clear to the Naga groups that it will not be able to concede that demand in the peace accord.Besides Manipur, there will be an autonomous Naga territorial council in Naga-majority areas of Arunachal Pradesh but not for Assam. The accord also provides for a common cultural body for Nagas across states which will be statutory in nature. This body, which is envisaged as a socio-political platform, with “no political role”, will have representatives from all Naga tribes. The Naga armed groups will stand disbanded after the accord and the non-state armed militia who are eligible will be absorbed in central or state forces. Those who are not eligible will be rehabilitated by the government. ULFA ‘chairman’ Arabinda Rajkhowa said, ‘Discussions with the government are over on the charter of demands submitted by us although the date for the signing of the agreement has not yet been decided’. Rajkhowa’s revelation on television came after allegations that he had a role in the "abduction" of peace negotiator Rebati Phukan who disappeared from his residence in Guwahati on 22 April. Phukan is a close aide of ULFA chief of staff Paresh Baruah who heads ULFA-Independent (ULFA-I). According to sources, he entire focus of the current dialogue had been upon "ensuring the security of the indigenous communities in the state, accelerating the pace of economic development and plugging the loopholes of the 1985 Assam Accord." According to officials, agreement would also have to wait until the completion of the National Register of Citizens (NRC) which is currently being updated in the state for drawing the list of genuine citizens. The peace process was initiated in 2010 after several top functionaries from different rebel outfits including ULFA were apprehended in Bangladesh and handed over to India. The ‘finance secretary’ Chitraban Hazarika, ‘foreign secretary’ Shashadhar Choudhury and ‘military spokesperson’ Raju Baruah were among the other leaders who were interned besides ‘chairman’ Rajkhowa.

Their last reported location is Nagadubi near Wara along the Assam-Arunachal border in the District (Tinsukia). There is another intelligence report of six armed cadres, five from United Liberation Front of Asom-Independent (ULFA-I) and one from Kanglei Yawol Kanna Lup (KYKL), having entered the District and roaming the jungles of Bordumsa. Assam, Meghalaya and Nagaland reported over 50 per cent decline in incidents but it increased by 22 per cent in Arunachal Pradesh despite the state having no local insurgent group. The death of Security Forces (SFs) and civilians owing to militant attacks declined during 2017 while the killing and arrest of militants in counter-insurgency operations also yielded more results compared to 2016. Nagaland saw, saw a 67 per cent decline in insurgency-related incidents - from 58 in 2016 to 19 in 2017. Four militants were killed and 171 arrested while 87 weapons were recovered in the state in 2017.

According to sources, resumption of armed conflict between the Myanmar Army and rebel Arakan Army (AA) has made over 300 Myanmar refugees reluctant to return to their villages, reports The Telegraph on May 20. Police said nearly 1,750 Buddhist and Christian refugees from Myanmar's Arakan (Rakhine) state fled their villages, crossed the international border and entered Mizoram's Lawngtlai district in November 2017. Nearly 321 refugees are still in Mizoram and are reluctant to return to their respective villages fearing reprisal as armed conflict between Myanmar Army and the rebels intensified recently. After a short break from February to April, two encounters took place again between the Myanmar Army and Arakan Army on May 9 and 12. Initially, about 1,750 refugees entered Mizoram and were taking refuge at makeshift camps in four villages - Zochachhuah, Laitlang, Dumzautlang and Hmawngbuchhuah in Lawngtlai District. The refugees who arrived in Mizoram are mostly Buddhists and Christians belonging to the Zhakai tribe. Lawngtlai police also said the refugees were reluctant to return to their villages out of fear of landmines. Assam Rifles personnel had defused 31 landmines in Mizoram since November last year.

This action follows the incident in Karbi Anglong where a frenzied mob killed two youths suspecting them to be childlifters on June 8. The Special Investigating Team (SIT) led by Additional Director General of Police (Security) Harmit Singh has also found that 60 out of these 100 social networking platforms were fake ones and most of them have either been deactivated or deleted. The SIT has been constituted by the Police to keep a tab on the activities of elements trying to promote hatred through posts in the social media.

NRC State Coordinator for Assam Prateek Hajela stated that 50 per cent NRC seva kendras in the three Barak Valley districts of Cachar, Karimganj and Hailakandi and a large number in Hojai and West Karbi Anglong districts in the Brahmaputra Valley had been affected by the floods. He visited Barak Valley on June 15 to take stock of the situation. The Supreme Court, which has been monitoring the NRC update, had set June 30 deadline for the Assam government to publish the complete draft. The outfit on June 16 announced that it had created a Facebook account to make social media a part of its "revolutionary journey as an experiment". The account was blocked on June 18. But the police found the account had been reopened the next day. The outfit has also shared video of an abducted tea garden worker in Upper Assam and also their cadres disclosing the outfit's plan to attack the state police. The use of Facebook is seen as the outfit's attempt to go beyond its conventional line of communication with people, which was limited to emails or telephone interviews to print and electronic media.

The general council will consist of 14 members, of which 12 will be directly elected and two will be nominated by the government. The term of the general council will be five years. The council will be headed by a chief executive member (CEM), besides a chairman, deputy chairman, and four executive members nominated by the CEM. The bill envisages establishment of the council headquarters at Sakawrdai village in Aizawl District or any other place within the council area. There shall be a secretariat at the headquarters, headed by a secretary. The council will have executive power to formulate plans, schemes, budget, make bylaws and rules and impose, levy and collect taxes within its area. The council area will be divided into 12 constituencies and it will receive funds directly from the state government Formation of the Sinlung Hills Council is the result of the peace accord signed between the state government and the Hmar People’s Convention-Democratic (HPC-D) on April 2, to replace the existing Sinlung Hills Development Council, which came into existence in 1997 as a result of the peace accord signed between the Mizoram government and the erstwhile Hmar People’s Convention (HPC) in July 1994. State Coordinator of National Register of Citizens (NRC), Prateek Hajela has asserted that the final draft of the NRC would be published within the time limit of July 30 set by the Supreme Court, reports Assam Tribune on July 4. He also added that names of around 1,50,000 persons, whose names appeared in the first draft published on December 31 last year, would not be included in the final draft. The NRC coordinator stated that that names of 65,694 persons, whose names appeared in the first draft, were found to be inadmissible during the family tree verification, while, names of 48,456 married women, who provided Panchayat certificates as linkage, were also found to be non-admissible. During the quality control checks, names of another 19,783 persons were found to be non admissible. As per the schedule submitted to the Supreme Court by the State Coordinator, the data entry work should be completed by July 10 and quality checks should be completed by July 20. The consolidation of the central database and generation of the PDF is scheduled to be completed by July 26 and the printouts will be taken by July 29 to ensure publication of the final draft of the NRC on July 30.

She stated that if passed, would reduce the indigenous communities of Assam to minority groups. She spoke on behalf of the Indigenous Forum of Assam, a platform of around 30 organisations representing the state’s indigenous communities. Barua is a member of the forum while her father is its convenor. The Citizenship Amendment Bill aims to make crucial changes to the Citizenship Act of 1955. If passed, it would make undocumented immigrants – Hindus, Christians, Buddhists, Sikhs, Jains and Parsis – from Afghanistan, Pakistan and Bangladesh eligible for citizenship. It would also ease the terms for naturalization of individuals from these groups. Several groups in Assam have objected to the proposed amendments.

Expressing its keenness for coming over ground, Johnson Kuki one of the ‘leaders’ of the group, on behalf of the UPRF through a press release informed that the organization has decided to join the mainstream in response to the call of Assam Chief Minister (CM) Sarbananda Sonowal who has invited insurgent outfits to ‘come to table for talks.’ “The UPRF (Zogam Army) has full faith on the government of Assam led by Sarbananda Sonowal hence have decided to shun the path of violence and join the mainstream,” the statement said. The UPRF has also directed all its units and cadres to stop ‘regular routine operation in their areas’ and remain inside their camps till the peace process completes. Some refugees continued their hunger strike in relief camps in Kanchanpur for the fifth day on July 16 demanding advance payment of a financial assistance announced by the Union Home Ministry. North Tripura District Magistrate Raval Hamendra Kumar stated that the Tripura government would provide security and logistical support, including transportation, to the refugees. As per the agreement, the refugees, comprising 5,407 families, would start returning to their homes from August 16. The multi-phase repatriation would be completed by September 30. The 32,876 Reang tribals, locally known as “Bru”, have been living in six makeshift camps in north Tripura’s Kanchanpur and Panisagar sub-divisions, adjoining Mizoram, for the past 21 years. They had fled their homes in western Mizoram following ethnic strife.

According to MBDPF Secretary, the protesters ransacked the office and attacked its president A. Sawibunga and forced him to sign a document stating the demand of withdrawal from the agreement. The authorities stated that soldiers from outside the state and belonging to Nagaland suffering casualties within the State would be given INR 6,00,000. While INR 4,00,000 will be given for non-fatal casualty causing permanent disability and Rs 1 lakh for non-fatal casualty causing grievous injury. Additionally, soldiers belonging to Nagaland who suffer casualties outside the State will be given INR 6,00,000 and INR 4,00,000 for on fatal injuries and INR 1,00,000 for non-fatal casualty causing grievous injury. Ravi, interlocutor for the Naga talks, told the committee that it was a departure from their earlier position of “with India, not within India,” and that the government called it a framework agreement and signed it. On being asked what the special arrangement will be, the Committee was told that with respect to Nagaland...Article 371A of the Constitution makes it clear that they are special and a special status has been accorded to them.A similar kind of status, with some local variation, and some change to the Nagas in the neighbouring States can be explored. According to the report, Mr. Ravi also informed the committee that the Nagas had now reached a common understanding with the government that “boundaries of the States will not be touched” and “some special arrangements would be made for the Nagas, wherever they are.” The Interlocutor apprised the committee about the broad status of the negotiations that boundaries of any State will neither be changed nor altered. Initially, the Nagas had stuck to the idea of unification of Naga inhabited areas, resolutely maintaining their stand of ‘no integration, no solution.’ However, they have now reached a common understanding with the Government that boundaries of States will not be touched,” the report said. The NSCN-IM has been fighting for ‘Greater Nagaland’ — it wants to extend its borders by including Naga-dominated areas in neighbouring States.

Mizoram Home Secretary Lalnunmawia Chuaungo stated that ‘We will repatriate those willing to return to Mizoram. Those who are not willing, will stay back in transit camps’. Chuaungo said some Bru families who had not been covered during the identification process in November 2016, wanted identification before repatriation begins. But the Mizoram Government opposed the proposal as it wanted to carry out repatriation first. According to the agreement signed in New Delhi on July 3, repatriation of 32,876 Brus from 5,407 families will commence on August 16 and be completed by September 30. Chuaungo said though the repatriation process is scheduled to be completed by September 30, the Centre has asked the State Government to complete it by September 10 as the Election Commission wants to publish the final electoral roll on November 27, before the Assembly election. He said efforts would be made to close down relief camps in Tripura even if some Brus refuse to return. Additionally, Tripura Police have registered an FIR against 60 persons who held Bru refugee leaders hostage in transit camps for nearly six hours on July 16 and forced them to withdraw from the quadripartite repatriation agreement, reports The Telegraph. According to Inspector General (IG), Police registered a suo motu FIR at Kanchanpur Police Station in North Tripura District against four Bru refugee leaders and several other associates who held leaders of the Mizoram Bru Displaced Peoples Forum (MBDPF) hostage in the organisation's office at Naisingpara refugee camp. During the incident the forum's president, Apeto Sawibunga, signed a document which said, "I, A. Sawibunga, president of the MBDPF and one of the signatories of Four-Corner Agreement have withdrawn the agreement, which was signed on July 3 in New Delhi, involving the Union Ministry of Home Affairs (UMHA), Government of Tripura, Government of Mizoram and the forum today on July 16 due to a strong agitation against MBDPF leaders from the general/mass public in the presence of the officials of the Government of Tripura." The document was also counter-signed by the Sub-divisional magistrate of Kanchanpur Sajal Biswas, Sub-Divisional Police officer Kiran Kumar and Deputy collector Animesh Debbarma. According to a Police official, ‘The agreement was signed by four parties, all of whom are still consenting. The agitating refugee leaders held a rally without permission, held the MBDPF leaders hostage, forced them to withdraw from the agreement and obstructed government officials from duty. We have lodged a complaint against 60 such persons. Many of them are still being identified’.

In a press statement, the media cell of the WC-NNPGs said in recent days, media outlets have been active on the Indo-Naga political talks, touching subject matters that do not conform to the agreed position or preamble to negotiations signed on November 17, 2017 in New Delhi. Seeking to clear any confusion, the press statement said the NNPGs under the banner of Working Committee (WC), with N Kitovi Zhimomi as convenor and and five Co-conveners, all from different Political Groups- Zhopra Vero, ‘vice president’ Federal Government of Nagalad (FGN), Y Wangtin Naga of National Socialist Council of Nagaland-Reformation (NSCN-R), Hozheto Chophy of Naga National Council (NNC) and Kiumukam Yimchunger NNC-GDRN are presently engaged in the negotiations with the GoI, represented by R. N Ravi, the Interlocutor, who is also the interlocutor in the talks with NSCN-Isak-Muivah (NSCN-IM). Meanwhile, NSCN-IM stated on July 21 that that at no point of time in the negotiations with GoI, the NSCN had softened its stand on the issues of Naga history, identity, rights including integration of all Naga areas, let alone accepting the Indian constitution, reports Morung Express. While asserting that the relationship between the GoI and the Nagas shall be based on the agreement arrived at, the NSCN (IM) said the agreement should not be distorted by anyone. Additionally, The Hindu on July 22 reported that Naga peace accord, is almost ready but the government has to decide on the signatory. There is confusion on who will sign the agreement on behalf of the Naga groups and a decision on this could take some time. After signing an agreement with the NSCN-IM, Indian Government signed a preamble in November 2017 with NNPGs. to hold further discussions to find a solution to the long-standing Naga issue. However, it is not clear how long it will take to get all the factions on the same page. According to the report, there is understanding that while there will be no redrawing of the maps for Assam, Arunachal Pradesh and Manipur to merge the Naga inhabited areas with Nagaland for a Greater Nagaland or Nagalim, Nagas living in these States would get “special rights” on “land and resources. Additionally the Union Ministry of Home Officials (UMHA) informed parliamentary officials that NSCN-IM has had the largest extortion network spanning almost all of the villages of Nagaland. Mizoram government is lated to begin repatriation of Bru tribals from August 14, two days ahead of the schedule, reports Morung Expresson July 22. Mizoram Home department officials stated that 32,857 Bru refugees from 5,413 families would be repatriated from six relief camps in Tripura and they would be resettled in 48 villages in Mamit district, 10 villages in Kolasib district bordering Assam and 4 villages in south Mizoram’s Lunglei district. Of the 32,857 Bru refugees, who would be repatriated soon, 23,280 are adults and 9,577 are children.4,199 families will be settled in Mamit district, 824 in Kolasib district and the rest 384 families in Lunglei district. According to the officials, the repatriated families would be initially lodged at makeshift camps after which they will be allowed to construct houses of their own on the land given by respective village councils in three districts – Mamit, Kolasib and Lunglei. They added that genuine Bru residents of Mizoram who have been identified in November 2016 would be repatriated in their respective villages. The repatriated Brus formed a committee, Equal Package Demand Committee to register their demands, reports The Telegraph. It is headed by Elvis Chorkhy, chairman of Bru Coordination Committee (BCC) and former president of the Mizoram Bru Displaced People's Forum (MBDPF), an apex body of displaced Bru families in Tripura. Elvis Chorkhy stated that while the repatriated Brus had received a one-time package of Rs 80,000 per family and free ration for a year, the last batch waiting to be repatriated would get a monthly allowance of INR 5,000 per family for two years, free ration for the same period, INR 400,000 per family at the end of three years and housing assistance of Rs 1.50 lakh, according the quadripartite agreement. He also added that 1,712 Bru families have already returned to the state in batches since 2010. Isak Sumi of NSCN-K in a Facebook post claimed that ‘The on-going standoff between the Myanmar Army and Naga Army has temporarily been resolved without untoward incident but Naga Army had to make a tactical withdrawal. As the Draft NRC is expected to be published on July 30, the ministry sent an advisory to the state government asking it not to initiate action based on the Draft. The UMHA also stated that people who are not part of the Draft would not be automatically declared foreigners. The advisory stated that ‘The question of referring any person to a detention centre based on NRC exercise also does not arise. The state government has been asked to issue clear instructions to all administrative and police functionaries’. Additionally, GoIsent over 22,000 central paramilitary troops in order to beef up security in Assam and adjoining states ahead of NRC publications, reports Morung Express. According to a senior official, A total of 220 companies of the central armed police forces (CAPFs) are being sent to the state in view of the NRC. The largest contingent among the forces is from the CRPF (53 companies) followed by Sashastra Seema Bal (41), Border Security Forces (BSF) 40, Indo-Tibetan Border Police (ITBP) 27, Central Industrial Security Force (CISF) 20 and Railway Protection Force (RPF) 5.A total of 34 companies of the special auxiliary police are also being sent. About 105 CAPF companies are being rotated and utilised for law and order duties from within the state.

National Socialist Council of Nagaland-Khaplang (NSCN-K) has landed in trouble following the decision of the Myanmar government to break the ceasefire. Myanmar Army has restricted the movement of NSCN-K's Khango Konyak beyond Hangsen and instructed them to return in Taga area, the central headquarters of NSCN-K. NSCN-K allegedly suspect that the Myanmar Army may arrest their top leaders and handover them to Indian Government. Due to the fear of arrest, many of the group leaders are hiding at an unspecified location in the jungle. NSCN-K central headquarters of NSCN-K in Myanmar’s Sagaing division remained intact despite a confrontation with the Myanmar Army. NSCN-K functionaries stated that altercation with the Myanmar Army was triggered over a check post of the rebel group near a Buddhist monastery at Taga in Hukwang Valley where its central headquarters is located. A source stated that around 100 personnel from the army are stationed near the monastery and they wanted the outpost to be dismantled. NSCN-K was initially reluctant but later decided to withdraw. There was no exchange of fire. First post further reports that reports claiming an operation has been launched by the Myanmar Army against the rebel camps and training facilities in Taga is questionable as the test between NSCN-K and Myanmar Army has been cordial. Isak Sumi a Yangon-based spokesperson of NSCN-K had earlier stated that the stand-off between the Myanmar Army and the Naga Army has temporarily been resolved without untoward incident, but the Naga Army had to make a tactical withdrawal. His statement was misinterpreted to mean that the Myanmar Army launched a crackdown against the camps in deference to the continuous pleas from the Indian government to dismantle these facilities. Though it is not precisely known if NSCN-K chairman Khango Konyak has shifted from the headquarters, what appears certain is the presence of many mid-rung leaders from all the outfits in Taga currently. The camp belongs to eight groups from Assam and Manipur and is within a radius of 10 kilometres from the NSCN-K headquarters and only consists of only a few huts.

All preparations have been completed for the publication of the complete draft of the National Register of Citizens (NRC) at 10 am on July 30 (today), reports Assam Tribune. However, the date for publication of the final NRC is yet to be decided and that will be announced only after the claims and objections are disposed of. State Coordinator for the NRC, Prateek Hajela said that the process of updating the NRC, which started in 2015, would reach a crucial stage with the publication of the complete draft. The first draft of the NRC, published on December 31 last year, contained only names of the applicants, but the final draft would have photos, place of birth and names of parents along with the names of the applicants who were found to be eligible for inclusion in the NRC. It may be mentioned here that around 3.29 crore people applied for inclusion of their names in the NRC and names of around 1.90 crore people were included in the first draft. However, names of 1,50,000 people, which were included in the first draft, would not figure in the complete draft as mismatches were found during the family tree verification.

Assam Chief Minister Sarbananda Sonowal on July 30 stated that the people would maintain age-old social harmony in the state ignoring the instigating comments and misinformation campaign made by certain vested quarters. He also expressed gratitude to the Supreme Court for monitoring the entire exercise. Meanwhile Union Home Minister Rajnath Singh, attempting to allay any fears regarding the NRC stated that ‘Some people are unnecessarily trying to create an atmosphere of fear. I want to assure all that there is no need for any apprehension or fear. Some misinformation is also being spread. NRC process has been done impartially. Some people may not have been able to submit necessary documents. They will get full opportunity through Claims and Objections process. I want to clarify that even after the final NRC, every person will get an opportunity to approach the Foreigners’ Tribunal’.The process of NRC update was taken up in Assam as per order of the Supreme Court of India in 2013. The idea behind the exercise to update the citizens document for the first time since 1951 under the supervision of the top court is to identify “genuine citizens” living in Assam and detect illegal immigrants. Individuals who cannot prove that they or their ancestors entered the country before midnight of March 24, 1971 (cut-off year decided as per the Assam Accord of 1985) will be deemed as illegal immigrants.

Armed Rebel group Kanglei Yawol Kanna Lup (KYKL) observed the 25th Martyrs’ day of the groupat 1st Battalion of the outfit in Imphal on August 18, reports E-Pao.Speaking on the occasion the acting ‘commander in chief’ of the outfit Meeyamgi Yawol Lanmee (MYL) Kh Nimai, stated how to march ahead the revolutionary movement by recalling the spirit of sacrifice of the martyrs.General Secretary, KYKL while speaking on the occasion said that in order to march the revolutionary movement in ‘Western South East Asia (WESEA) region’ the revolution should never surrender and march ahead without losing the spirit.Vice Chairman of KYKL in his speech said that the first step require is to restored the sovereign status of the Kangleipak and ‘WESEA region’.

According to Parliamentary Standing Committee on Home Affairs number of civilian casualties in insurgency-related violence is highest in Manipur, reports The Sentinel on August 20. The Committee observes that despite a decline in the number of incidents, the violent incidents in Manipur accounted for 54 percent of the total number of violent incidents in the entire Northeast during 2017. Moreover, the number of civilian casualties more than doubled during 2017 as compared to the casualties during 2016.
