Meghalaya Police in West Khasi Hills District are intensifying operations against militants and dacoit groups who have unleashed a reign of terror by serving demand notes to coal traders, reports The Telegraph. Source said after the onset of the coal trading season in October-November, groups like the Garo National Liberation Army (GNLA) have been making hefty monetary demands from traders in places like Borsora and Shahlang. Such extortion has ingrained a deep sense of insecurity not only among the coal traders but also among labourers. Allegedly, the rampant extortion demands range anything between INR 50,000 and INR 500,000. Such demands also had forced many labourers to flee from their camps in places like Shahlang.

Tripura Info reports that the Central Government has provided two more battalions of Border Security Force (BSF) to the State. Inspector General (IG) of BSF (Tripura Frontier) PC Meena on this development said, “Though there is no security threat, additional development has been made in vulnerable areas of Indo-Bangla border to foil intrusion bid from across the border.” He further said that deployment of two more battalions of BSF jawans, the dominance of border guards has been increased substantially. Earlier, total 16 battalions used to guard the 856 km Indo-Bangladesh borderline. The number of Border-Out-Posts (BOPs) will also be increased from 210 to 245 as part of effective border management by next one year. The newspaper report further states that the frontier still has 20 air-maintained BOPs where logistic support are being ensured only through helicopter. The international border in three subdivisions- Kanchanpur (36.8 km) in North Tripura District, Gandacherra (34.56km) and Longthrai Valley (39.16 km) in Dhalai District - are yet to be fenced. The report further states that only 100 plus kilometre has been brought under the flood lighting out of total 856 km international border.

According to The Telegraph, an official source in Upper Assam said that a secret message issued by the Tinsukia District administration on December 27, 2011 to the State Government and the Police headquarters informed that extortion notes were served to a few persons in Ambikapur, including a woman ward member of Ambikapur gaon panchayat (Village level local self-Government institution). A group of about seven armed men, suspected to be Communist Party of India-Maoist (CPI-Maoist) cadres, had served the notes on December 20. The missive said the husband of the ward member who received the extortion note runs a small khuti (unorganised dairy farm) at 9 Kilo Khuti area, which is the last border point of Assam with Arunachal Pradesh. The area is on the edge of dense Kundal Kalia reserve forest, beyond which lies Lohit and Lower Dibang Valley Districts of Arunachal Pradesh.

Nagaland Post reports that a probe carried out by the National Investigation Agency (NIA) reveals that the UNLF outfit earned around INR 1.5 billion between 2007 and 2010 through extortion. Besides UNLF, many other terror outfits are also extorting money in the State. According to NIA sources, one part of the proceeds from extortion has been used by the outfit to procure arms and ammunition and other part was invested by it in genuine business. “Most of the funds come from contractors who execute various central and state government schemes,” said source. The probe agency has arrested three top UNLF cadres, N Bomi Singh, Y Brojobidhu Singh and A Ibomcha Singh, who were allegedly part of the conspiracy to launder money into businesses. According to NIA, the trio held different positions in the Association for Extensive Growers Innovative Service.

MHA sources admitted that the situation in the State is a cause of concern and because of that around 360 companies of central paramilitary forces have been deployed to deal with the situation. The valley based militant groups of the State would definitely try to make an impact on the polls and in fact, they have already started making efforts in this direction. However, those groups are not directly supporting any political party, they are all opposing the ruling Congress. In contrast, members of the Nationalist Socialist Council of Nagaland-Issak Muivah (NSCN-IM) are trying to create trouble in the Hill areas of Manipur.

The reports further states that ULFA-ATF has teamed up with Liberation Democratic Council of Mising Land (LDCM) to regain its strength in the area. The Nagaland Post reports that State Government on January 24 cautioned the Ministry of Home Affairs (MHA), Government of India and expressed apprehension that the setting up of a designated camp of All Adivasi National Liberation Army (AANLA) militants along the Assam-Nagaland might affect peace in the disputed border areas. Earlier, on January 22 the newspaper has reported that All Adivasi National Liberation Army (AANLA) has already started a training camp in the foothill between Chandalashung ‘B’ and New Chandalashung in Ralan area under Wokha District along the interstate border. The report further states that the training started during the month of October 2011 and it was estimated that the number of Communist Party of India-Maoist (CPI-Maoist) trainees in the camp was around 300.

The Sentinel reports that security measures were beefed up due to the incoming Republic Day (January 26). Deputy Inspector General of Police-Police Control (DIG -Police Control) Nepal Das on January 24 said that although the administration has not received any call for boycott of the Republic Day function from any insurgent outfit so far, all security measures were taken to prevent any untoward incident, He further said that Jawans of the Tripura State Rifles (TSR) were deployed in all strategic locations and patrolling was intensified in hilly and insurgent affected areas. Border Security Force (BSF) was alerted to keep stringent vigil along the international border, especially in 100-km unfenced area. Besides the Quick Response Team, the dog squad was also pressed into service for identifying bombs and other explosives.

Police said some Maoists have taken refuge in the District to carry out anti-social activities. SP (Dhemaji) Priyaranjan Konwar said, "We have some specific inputs that some Maoists have taken shelter in Silapather, Sungajan and its adjoining areas the District. The combined strength of the five outfits is 710 to 770. Replying to a question, forest minister Rockybul Hussain, while replying on behalf of chief minister Tarun Gogoi, said apart from the Anti-Talk-Faction of ULFA (ULFA-ATF), the Ranjan Daimary faction of National Democratic Front of Bodoland (NDFB-RD), Karbi People's Liberation Tiger (KPLT), Muslim United Liberation Tiger of Assam (MULTA) and Harkat-ul-Mujahedeen (HuM) are active at present. The minister said, the ULFA has 225 to 250 cadres while the NDFB-RD has about 325 to 350 cadres. The KPLT has 60 to 70 cadres, MULTA has 60 and HuM has 40 cadres. The minister said out of the 15 outfits in peace process, only Pro-Talk-Faction of ULFA (ULFA-PTF) hasn’t deposited their weapons. "The outfits have handed over 760 weapons to Police and 328 other arms have been deposited in double-lock system," added Hussain.

The NIA claims to have collected evidence of the UNLF investing money accumulated through illegal means, including extortions, in the construction of a market complex in New Delhi, a food park project at Neelkuthi in Manipur, a fruit processing unit at Mantripukhri in Imphal and a taxi-way near Imphal airport. It has alleged that the registered society which runs the fruit processing unit — Association for Extensive Growers Innovative Service (AEGIS) — is a frontal organisation of the UNLF.

The militant groups of the region do not have any shortage of weapons but they are facing shortage of ammunition, highly-placed security sources said. Sources told the media that the militant groups have stopped bringing in weapons through Bangladesh and most of the weapons are now brought into the region through Myanmar where most of the militant groups of the region have their strong bases. The weapons are brought through different routes along the India-Myanmar border and though Mizoram is now one of the most peaceful states, the militants are also bringing in weapons through that state. India and Bangladesh had signed a mutual legal assistance treaty last year which allows transfer of each other’s sentenced prisoners so that the convicts can complete the rest of their jail term in the prisons of their own country. National Investigation Agency (NIA) has also come across evidence that suggest that the UNLF leadership had held two meetings in China in 2009. Mizoram Government deciding to resume the stalled process of repatriation of the Bru refugees from Tripura in April, the Kolasib District administration is gearing up to receive 638 Bru families, official sources said on March 27. While majority of the Bru refugees, lodged in six relief camps in North Tripura District, were being resettled in Mamit District on the Mizoram-Tripura border, 628 Bru families would be resettled in Kolasib District on the Mizoram-Assam-Tripura border, official sources said. The first batch of Bru refugees would be resettled in Mamit District and those returning to Kolasib District would be repatriated during May and June, officials said. The refugees would be resettled in eight villages in Kolasib, officials said, adding that the number of families to be resettled in the selected villages has already been decided. Installation of floodlights on the entire 4,095-kilometer stretch of the Indo-Bangladesh border, including 856- kilometer in the State and 2,840 kilometer in Northeast is targeted to be completed this year [2012]. A Border Security Force (BSF) report said that floodlighting for 132 kilometer is ready for installation in the western border of the State but Tripura State Electricity Corporation Ltd (TSECL) has provided power connection only for 34 kilometer so far. In the State, fencing was scheduled to be completed by March 2011 but almost 22 per cent of the border with Bangladesh in the state is left unfenced, the progress report said. However, State ‘chief secretary’ Dr S K Panda in this regard maintained that non-availability of allocated fund from Union Ministry of Home Affairs (UMHA) in time is the reason for the delayed work.

Baruah and his trusted aides, the report adds, are being helped by two important Inter-Services Intelligence (ISI) agents, Khwaja Sultan Malik and Qalil Ahmed, who are operating out of Bangladesh. Both Malik and Ahmed also have close links with drug cartels in Southeast Asia who are smuggling narcotics into India through the porous Indo-Bangladesh border with the ULFA’s help. The report states, “The ULFA is not only helping drug cartels use India as a transit point but also pumping narcotics into the country for local consumption.’’ The report further reveals that the terror outfit is using its formidable network in the Northeast for narcotic smuggling as it has yielded them high returns. The ULFA has been taking both money and arms in return for helping the drug syndicates. “As India is an important transit point in the Golden Triangle of narcotic smuggling, involvement of terror groups in India in this business is an extremely dangerous trend,” adds the report. Baruah, who is now believed to be shuttling between Burma and Bangladesh, saw narcotic smuggling as a quick and easy way to rake in money to fund his terror machinery.

In a memorandum submitted by Chief Minister Tarun Gogoi to the Prime Minister, the State Government said Maoist activities were increasing in Assam, particularly in the upper Districts, because of their strategic location. Singh was also urged to deploy at least 125 companies of Central paramilitary forces to counter the activities of both insurgent groups and Maoists. Presently there were only 97 companies of Central forces. Besides, the State government requested the Prime Minister to consider grant of a special allocation under the 12th plan for funding a INR 3000-crore housing scheme for all State police personnel over the next five years.

In addition, a monitoring committing that was to be formed and led by a Joint Secretary in the Union Ministry of home affairs (UMHA) to oversee implementation of the MoS is still not in place although the UPDS claims it has sent a list of its nominees to the Government. Intelligence sources confirmed that GNLA is buying lightweight assault rifles and guns as well as ammunition from various agents backed by NSCN. "They are purchasing Heckler & Koch assault rifles, something not even available for many of our security forces. They are also buying Austria-made Glock guns from the grey markets of Dimapur. These high range guns are light in weight and are now the favourite for ultras," said the source. According to the source, the Nagaland-based outfits are getting these arms from Myanmar and some Chinese agents. "They buy an assault rifle for around Rs 8 lakh [INR 800,000] and a sophisticated pistol for Rs 4-5 lakh [INR 400,000-500,000]. They also arrange for agents to act as carriers to deliver the consignments," said the source, adding that in many cases the transit is also via Mizoram. Paid handsomely, the carriers bring these arms in secret chambers of vehicles and drive through Assam to reach Meghalaya.

A committee to review the implementation of tripartite Memorandum of Settlement (MoS), between United People’s Democratic Solidarity (UPDS), central and State Government, has agreed to grant rehabilitation package to all 568 cadres of UPDS (which was earlier 324), who are present on the day and had surrendered with arms on December 14, 2011, reports Nagaland Post. Further, Assam Tribune adds that a tripartite Committee headed by Joint Secretary (North East) in the Ministry of Home Affairs (MHA) would be formed. The committee is proposed to include officials drawn from various Central Ministries, including Ministry for Development of Northeastern Region (DoNER), Human Resource and Development (HRD), Health and Family & Welfare, Culture, Environment and Forest, Planning Commission, besides the Assam Government. "The Myanmarese army has positioned itself close to the camps of IIGs at Taga and other places but everything is as usual. There are more than 3,000 cadres of IIGs in Myanmar and there have been no reports of any of these groups moving to India, though there is pressure on the Meitei outfits," a top security source said. "There is certain pressure on the outfits of Manipur. Even Khaplang is under pressure from the Centre to withdraw his support from all the other IIGs, particularly the Meitei outfits," the source said. "For all these years, the IIGs having been staying in Myanmar and it could not have been possible without some kind of understanding with the Myanmarese army and its intelligence. We know for sure that the Meitei groups and other IIGs have been paying money to the Myanmarese army and intelligence through the NSCN (K). So, whatever is happening now is feared to be just a cosmetic venture. Six months ago, the Myanmarese army had closed in on camps of IIGs, but without firing a single shot, the army withdrew from its position. The same thing is happening now," the source said.

Sources said during a search in the houses of arrested militants, who have been provided Government accommodation under rehabilitation package following their surrender in 2004, Police in Agartala had seized some incriminating documents belonging to the outfit. The seizure also included a letter addressed to NLFT-BM ‘Chairman’ Biswamohan Debbarma in Kokborok dialect. The news report states that NLFT-BM has recently recruited some 70 freshers in the outfit, who are now undergoing arms training in Myanmar and Bangladesh. In addition, Biswamohan keeps shifting his base between Bangladesh and sometimes in Aizwal (Mizoram) and the surrendered people were actively associated with NLFT-BM network, taking advantage of the rehabilitation package. According to the report, NLFT-BM has been suffering from shortage of funds for the past one year and they could not even pay arms rent to Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K). As a result, the NLFT-BM wanted some money to procure arms and repay the rent. Sources also informed that the outfit is being led by Joplang Lyngdoh as the ‘chairman’, Thrang Marwein as ‘general secretary’ and DL Sawkmie as ‘information secretary’. Sources also alleged that the group is recruiting new members from all over Khasi and Jaintia Hills Districts. Presently, the group boasts of strength of about 25 to 30 members. According to sources, the group is in possession of various weapons including one AK-56 rifle, over ten .9mm pistols, five revolvers (.38 caliber), hand grenades and others. “The chairman, secretary and information secretary have recently met GNLA area commander, West Khasi Hills, Savio Marak with a request for support for their group,” sources further informed. “The HLPF is seeking help from Savio Marak to assist them in organising arms and also training for the newly recruited members of the outfit,” a source said, adding that in return, the HPLF would assist GNLA in its operations and also share 50 per cent of its ‘earnings’. Sources also informed that the organisation originated in Mawsynram area of West Khasi Hills and is operating all over Khasi and Jaintia Hills Districts. This will be the first official delegation meeting after the Myanmar visit of Prime Minister Manmohan Singh on May 27 and 28 last. These meetings are aimed at cementing the friendly bonds between the two countries and increasing cooperation to tackle problems of militancy, drug trafficking etc. The Kolkata meeting is scheduled to discuss the steps taken by both sides to reduce border crimes and movement of drug peddlers, the presence of anti-Indian militant outfits along the 1,643 kilometres long, mostly unfenced, Indo-Myanmar international border, exchange of intelligence inputs and sharing of interrogation reports of arms smugglers caught in Myanmar.

Sangtam while commenting on the recent desertion by two Nagaland Armed Police (India Reserve) personnel with arms to join a rebel outfit. Sangtam confirmed that the two deserters had joined a Naga outfit but did not disclose the identity of the outfit. But sources said on June 6, havildar Hotrong Chang deserted with one 9mm pistol, 10 live rounds and one radio set and on June 18, havildar Neiphukhrie deserted with one AK rifle, 47 rounds of live AK ammunition and some rounds of 9mm ammunition and a radio set. The sources said the duo had joined a certain outfit based near Dimapur. In the past, several Naga police personnel had deserted with arms and ammunition to join militant outfits. In April, Assam Rifles arrested police constable Enyimi Chakhesang for allegedly supplying ammunition from the police central store, Chumukedima, to members of the NSCN-Isak-Muivah (NSCN-IM). Biswamohan went to Myanmar after arrest of Utpal to have dialogue with United Liberation Front of Asom (ULFA) and Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K) leaders for allowing him to establish a permanent base there. Further, both ULFA and NSCN-K leaders have reportedly agreed on providing space to the NLFT-BM for setting up base in Myanmar but on conditions, which include cadre strength, money, arms and ammunition. However, Biswamohan reportedly could not meet the conditions even eight month after the meeting with ULFA and NSCN-K. He, therefore, was not allowed to set up base in Myanmar. The NLFT-BM leader reportedly is e living in Dhaka but keeps changing his ‘house’ frequently to elude security agencies. According to intelligence reports, the cadre strength of the outfit is 135. However, around 70 over-ground collaborators have become ‘very active’, reports suggest. NLFT-BM has eight to nine permanent camps and eleven transit hideouts in Bangladesh despite repeated denials by Dhaka. The permanent camps are situated at Khagrachhari, Segunbagan Hangkong, Sajak, Bolcherri and Maithang.

It may recalled that two SLRs, recovered from an injured and another slain cadre by Police, were traced to the Police armory, after a clash between National Socialist Council of Nagaland-khaplang (NSCN-K) and NSCN-Khole-Kitovi in Zhekiye village under Zunheboto District on June 19. Earlier, in April, one Superintendant of Police (SP), two Assistant Sub-Inspectors (ASI) and one Armed Branch Sub-Inspector (ABSI) of Wokha Police were suspended as suspects in the loss of ammunition. Another Police constable was arrested on May 30 after a huge cache of ammunition was seized from his house in Chumukedima which were believed to be on transit to be sold to one militant faction. A high level Police team undertakes stock verification of arms and ammunition at the Zunheboto armoury, when over 21 Self Loading Rifles, Sten Carbines, Rifles and huge cache of ammunition were reported missing last week of June, the principal accused identified by Police as Sub Inspector (SI) Kughai Zhimomi, jumped bail on July 4 after fleeing from Zunheboto (District). The absconding SI reportedly obtained interim bail from the Deputy Commisioner (DC) Zunheboto sometime during the last week of June. Police stations falling under Category A will have 80 constables, 9 head constables, 7 sub-inspectors and one officer-in-charge. Under Category B, Police stations will be having 40 constables, 8 head constables, 6 sub-inspectors and one officer-in-charge. “The State Government has already taken up the issue with the Union Home Ministry for strengthening the Police stations under the above categories. These entail an annual expenditure of Rs 442 crore,” said Sangma. Next round of talks between the Centre and the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) will be held on July 30 and August 1 and 3 in New Delhi. This round of talks is expected to be crucial as the Centre appears to be in a hurry to ink an agreement with the NSCN-IM before the Assembly elections slated for February 2013. While a team of senior members of the NSCN led by Isak Swu and Muivah are currently in New Delhi, another group of kilonsers (ministers) and top functionaries of the group joined them on July 24. Sources said the Centre’s interlocutor, R.S. Pandey, would lead the Government delegation during the talks. NSCN-IM sources said if an interim agreement could be worked out, it would be signed by Prime Minister Manmohan Singh and Swu and Muivah. Currently, the Centre and the NSCN-IM are discussing land and resources, interim period and decommissioning of weapons of over 15,000 Naga militants. All the 60 Nagaland legislators will meet central leaders on August 7 and 8 in New Delhi to urge them to expedite the peace process and express their willingness to pave the way (step down) for any solution, which would be honourable and acceptable to the Naga people. An 18-member team of Joint Legislators Forum will also meet central leaders to seek a consensus on the Naga issue.

According to official sources says the report, 98,710 Bodos, 80,281 minorities and 522 people from other communities are still living in 23 relief camps in Kokrajhar sub-division, 39 camps in Gossaigaon and in 10 in Parbatjhora camps sub-division in the district. The recent clashes claimed the lives of as many as 44 people in Kokrajhar district, of whom 32 were male victims and 12 female. Further, out of the 44 victims, two died in Police firing, 41 due to group clashes and one died in a relief camp. It has also been reported that out of the 142 villages affected by the violence in the District, 51 are in Kokrajhar sub-division, 86 in Gossaigaon and five in Parbatjhora sub-division. A total number of 7683 houses were set ablaze during the violence in the district, official sources revealed.

Ranjan Daimary faction of National Democratic Front of Bodoland (NDFB-RD) on August 7 announced its withdrawal from the one-year-old unilateral ceasefire, reports Times of India. A statement signed by Myanmar-based IK Songbijit, the chief of the NDFB-RD's armed wing, said the decision to withdraw the unilateral declaration for cessation from all types of violence has been taken after "considering all aspects of present reality." Ranjan Daimary faction is the breakaway group of parent NDFB, which renamed itself as NDFB-Progressive/ Pro-Talks faction of NDFB (NDFB-PTF), after signing the bilateral truce with the Centre in 2005. The Sentinel, however, quoted Additional Director General of Police (Special Branch), Khagen Sarma, when asked to comment on this latest development, as saying, “The email statement has been issued by the pro-talk NDFB faction led by Govinda Basumatary and not the Ranjan Daimary faction, as was widely believed.”

The news report states that Union Home Ministry and Manipur Government officials met leaders of the factions headed by Taibangangba, Lamphel, City Meitei and Pakhanglakpa in New Delhi recently and the leaders agreed in principle to sign a ceasefire agreement. The four rebel leaders along with Manipur principal secretary, home, Suresh Babu, UHM, joint secretary Sambhu Singh and a senior official of Manipur police attended the first round of meetings, which was convened in Delhi to discuss the modalities of the ceasefire. The Central Reserve Police Force (CRPF) has been asked to collect any information about the Maoists’ strategy to expand their base in the three states. “The intelligence agencies have informed us about at least four meetings held by Maoists in the past three months in Punjab alone. These meetings were held under the garb of addressing the issues of farmers and migrant labourers from Bihar, Jharkhand and West Bengal,” said a senior official. “We have information that at least 12 of the 22 districts in Punjab have a strong presence of Maoists. Times of India reports that amid the Okram Ibobi Singh Government's frequent calls to underground organizations for talks, the United Revolutionary Front (URF), a conglomerate of five different factions of the underground Kangleipak Communist Party (KCP), has started dialogue with the Government. Three rounds of initial tripartite meetings involving the Centre, State and the URF have already been held in Imphal. "Since March 23, three rounds of initial meetings involving us and representatives of the state and central government have taken place and the outcome was fruitful," said Lalheiba Meitei, the URF acting chairman and leader of KCP- Military Council (KCP-MC). Besides KCP-MC, the other constituent members of the front include Sunil Meitei faction of KCP Military Task Force (KCP-MTF), KCP-Chingkei Nganba faction, Lamyanba Khuman faction of KCP-MC and KCP-KK Nganba faction. Though formal political dialogue is yet to start, the URF cadres and leaders, numbering over 100, are currently putting up at a camp of 30 Assam Rifles at Khurkhul village in Imphal West District. URF's total cadre strength is 470 and most of them have been asked to turn up at the camp, Lalheiba said, while disclosing that two more KCP factions are likely to join the front. "Instead of holding ceasefire or suspension of operation with the government, our demand is to begin official tripartite political dialogue and we have a 31-point charter of demands to be put up during talks," said Lalheiba on August 17. "It would be premature to disclose our demands at this stage but some agendas are focused on formulating work culture and green revolution in Manipur," he said, while welcoming other groups to join the front and go together for dialogue. He added, "Once the formal political dialogue starts, the government would set up a designated camp for the front. Both the state and the Centre have agreed to some of our terms."

In Kokrajhar, State Police needs four new Police Stations and five additional outposts. There is also a plea for 40 prefabricated barracks for "platoon strength" and 10 for "company strength". Further, Police needs eight deputy SPs, 75 sub-inspectors, 150 male and 50 female constables. The police-population ratio stands at a measly 79 per 100,000 population. They also want 120 light motor vehicles, 75 medium and 15 heavy motor vehicles, and 100 motorbikes to cover an area that is 2,700 sq km of both plains and hills. In a letter submitted to the Chief Minister Mukul Sangma recently, the ANVC-B ‘chairman’ Rimpu Napak Marak sought a positive response from the State Government in this regard. “The group has avoided bloodshed and other illegal activities, thus cooperating with the request put forward by the government hoping for a negotiation. But the delay seems to be just another policy of disorienting the movement,” the letter stated. The outfit hinted that the Government’s policy of delaying the solution to the ‘Garoland issue’ gave rise to various ‘breakaway groups’ like Achik National Liberation Front (ANLF), Garo National Liberation Army (GNLA) and others. “The delay is creating doubts on the intention of the Government,” the letter added.

In the last few years, the states of Maharashtra and Delhi have contributed to 30 per cent of all counterfeit bills detected in circulation. It is further revealed that Uttar Pradesh, Tamil Nadu and West Bengal come next on the chart. Each year, the count of FICN netted by the Police and the Reserve Bank of India (RBI) rises. In the first six months of 2011, about 2 million FICNs, making up over INR 100 million, were seized. In all of 2011, about 6 million FICNs, accounting for INR 260 million, were seized. RBI spokesperson Alpana Kilawala said FICN land up at the RBI from sources such as banks and individuals who come to exchange money. "But central banks all over the world try to stay ahead of forgers; introducing plastic notes is an effort in that direction." "The Bihar, UP and Kolkata routes are no longer used frequently. These have been replaced by Jharkhand. Peerpur village in Sahibganj district has emerged as a prime landing spot. It is 35km from the Bangladesh border," said a Police officer.

Ravi said that according to intelligence reports, ULFA first demanded an amount of INR 30 crore from Larson& Turbo (L&T), which seriously affected the construction work of the National Games venues. This threat put the Games in jeopardy and there was a big question mark on the Games. There was also a question mark on the ability of the State to hold the games peacefully, but later, a few politicians bought peace by arranging for payment of a substantial amount to the ULFA. The highest number of such spots is in West Bengal on the eastern side and Jammu and Kashmir and Punjab on the western border. Along the 2,308 km border with Pakistan, there are 51 vulnerable Border out posts (BOPs), 28 in Jammu and 23 in Punjab. Smuggling of narcotics and weapons were detected through Punjab's vulnerable BOPs. The BSF plans to build 286 more BOPs, 198 along India's border with Bangladesh and 88 with Pakistan. Along the 4,096.70 km India-Bangladesh border, the BSF marked 112 of its 987 BOPs spread across five states as vulnerable. Of them, 67are along West Bengal's 2,200 km border with Bangladesh. They are hotbed of infiltration, human trafficking, cattle smuggling and circulation of Fake Indian Currency Notes (FICNs). Between January-July 31, BSF arrested 591 infiltrators on the India-Bangladesh border. Of them, 397 were arrested in Bengal, 113 in Tripura and 22 in Assam. The BSF identified 11 vulnerable BOPs in Assam, 13 in Meghalaya, one in Mizoram and two in Tripura. The major problem in Assam's 11 vulnerable BOPs is circulation of FICN and cattle smuggling, especially in Dhubri District, said a BSF officer. "After the vulnerability mapping, we have mobilized extra resources, including more weapons, ammunition and vehicles, to these BOPs…. But, Bangladesh is not forthcoming on joint patrolling”. said a BSF officer.

The weapons made available in Myanmar by China have been posing problems for the North East region for years, in recent times incidents of such weapons being procured by a section of refugees of southern Bhutan has also come to light, which makes it clear that a new militant group may come up soon in the area. Highly placed security sources told The Assam Tribune that over the years, China has been pumping in a large number of weapons to Myanmar to deal with the problems in Kachin and a sizeable portion of those weapons are coming to the hands of the militant groups of the North East through arms smugglers. Sources pointed out that a vicious cycle of arms dealing has been established in the area and there are reasons to believe that the arms smuggling is taking place with full knowledge of the lower level personnel of the Myanmar Army. Sources said that over the years, the Myanmar Army personnel turned a blind eye to such arms smuggling and the weapons are brought into India through Mon District of Nagaland and through Tirap and Changlang Districts of Arunachal Pradesh. Sources said that a group of refugees of Bhutan established contact with the Ranjan Daimary faction of the National Democratic Front of Boroland (NDFB-RD) and received training in a camp of the NDFB in Kachugaon reserve forest area near the Indo-Bhutan border. So far, the new group has not indulged in any major act of violence, but it is suspected that members of the group were involved in firing at five Bhutanese nationals in July, in which one person was killed. Sources said that the Government of India has already informed Bhutan of the developments so that necessary action can be taken in this regard.

Nagaland, home to the oldest insurgency group Nationalist Socialist Council of Nagaland (NSCN), and Manipur, border State having the largest number of militant groups both in the hills and the valley, have become ideal States for shopping by Garo militants, particularly the Garo National Liberation Army (GNLA). The attack on a GNLA camp by Garo Hills Police near Williamnagar on September 14 led to the recovery of a highly sophisticated Heckler and Koch (HK) 5.56mm calibre automatic rifle made in Germany. The weapon was in the possession of West Khasi Hills ‘area commander’ Tosol T Sangma who died in the encounter with the Police. The rifle was recovered with a complete set that included a powerful telescope which could be operated during the night as a night vision glass and laser technology for target spotting, informed Garo Hills Police. Sources said that setting up of such guerrilla zones would facilitate launching of armed movement by the Maoist militant groups as they are under pressure in recent times. Assam has deported only 134 illegal immigrants to Bangladesh in the past two years, even though the Tribunals, tasked with detecting the foreigners, had found as many as 5,652 offenders between 2010 and 2012, The Times of India reported on September 18. Assam Government has recently informed the Union Ministry of Home Affairs (UMHA) that 36 existing Tribunals had declared 4,787 as "illegal immigrants" who came to the State on or after March 25, 1971. Besides, 865 people — who were part of pre-1971 stream of illegal migration — were also declared "foreigners" by the Tribunals under the Foreigners Act, 1946. But, nearly 97 percent of them went missing after being declared "illegal migrants". "The dismal record of deportation, where only 134 of 5,652 people were deported, is an indication of the futility of the whole exercise when most of those declared illegal immigrants just vanished into thin air," said an unnamed official. The report also said that over 310,000 cases of suspected illegal Bangladeshi immigrants are pending at the Tribunals in the State. The Assam Government has requested the UMHA for 64 more Tribunals and reasoned that the additional ones would help settle the pending cases. "We will send a proposal to the finance ministry for approval," an unnamed UMHA official said. Around INR 2.2 million per annum is estimated to be the expense for each Tribunal - comprising two judges — that functions under the Foreigners Act, 1946. Figures, available with the UMHA, also show that 58,932 Bangladeshi nationals, who entered India legally during 2009-11, did not return. Immigration figures show that only 23,653 out of total 82,585 Bangladeshi citizens could be traced and deported between 2009 and 2011, leaving whereabouts of 58,932 of them unknown.

Nilamani Sen Deka is also member secretary of the GoM looking after rehabilitation of the clash-affected persons currently lodged in relief camps. Minister Sen Deka revealed that the camp inmates were given forms and so far, the Kokrajhar District administration verified 30,832 forms and only 17,016 of the people have land documents. He said that the Chirang District administration verified around 8,000 forms and only 2600 have land documents. The forms have been given to the Bodoland Territorial Council (BTC) authorities for further scrutiny. The GoM will hold a meeting with the BTC authorities on October 6 to discuss the fate of the relief camp inmates who do not have land documents.

A note prepared by the Research and Analysis Wing (RAW) on the recent unrest in the Northeast says, “ISI is being used by Chinese intelligence agencies as a surrogate.” The note has been forwarded to the home ministry. According to intelligence agencies, Indian insurgent groups are being provided assistance in the form of money and weapons by the Chinese agencies through ISI. Intelligence officials also suspect that the violence in Assam in which more than 80 people were killed could have been part of a “bigger conspiracy”. The linkages of the ISI, which has a strong base in states such as Assam, Tripura, Meghalaya and Manipur, with the Chinese agencies, have become a major cause of concern in India. The Telegraph reports on October 3, that the Centre will seek an amendment to the Sixth Schedule in a bid to implement accords signed with Northeast outfits and devolve more powers to the grassroots. The schedule lays down provisions for administration of tribal areas in Assam, Mizoram, Meghalaya and Tripura through autonomous district councils and regional councils accountable to the governor. A draft bill piloted by the Union home ministry to amend the schedule has got a nod from most of the ministries concerned, sources said. The Government will try to bring it for Parliament’s approval in the winter session. The principal feature of the amendment could be the constitution of village councils. “Democracy to the grassroots through elected village councils cannot be ruled out,” a senior official said. The model is believed to be largely based on the concept of village councils and village development boards in Nagaland.

Four main militant groups — Hynniewtrep National Liberation Council (HNLC) in Khasi Hills and Garo National Liberation Army (GNLA), Achik National Volunteer Council (ANVC) and breakaway faction of ANVC (ANVC-B) in Garo Hills — can play a crucial role in influencing the outcome of elections if the candidates fall into the ‘temptation’ of making use of these militants to further their cause. There are also minor groups including Liberation of Achik Elite Force (LAEF) who are active in the border areas of West Khasi Hills and East Garo Hills. ANVC publicity secretary, Arist Sangma, however said, his outfit, currently under ceasefire, would not meddle in the 2013 election. The HNLC is yet to make its stand clear on the elections while the ANVC-B has already announced that it will initiate mass awareness on adult franchise and democratic rights besides mobilizing a democratic front for the 2013 polls. On March 26, 2012, Union home ministry wrote to the coal ministry drawing its attention to the illegal mining being undertaken at the 45-km-long Kharsang block by Naga militants. Home ministry also requested the coal ministry to consider taking over all the coal mining operations in the state. “The Arunachal government has taken the necessary steps to ensure that these outfits no longer use the mines,” said Shambhu Singh, joint secretary North East, Union home ministry. Changlang, a hub of insurgent activity, is located close to the China-Myanmar international border, where thousands of fighters belonging to at least nine insurgent outfits from Assam, Manipur and Nagaland stay in well-fortified camps. The two factions will now be fighting each other to take control of the autonomous council," a source said. Security agencies also pointed out the factor that has a major stake in maintaining peace in the hill district. "One-third of the population of Dima Hasao District comprises non-Dimasa tribal groups, which include Nagas, Kukis and Hmars, principally. All these groups owe allegiance to different militant groups like NSCN, Kuki and Hmar outfits”. In addition, the tripartite MoS signed to end insurgency in the Dima Hasao District has angered the non-Dimasa tribes living in the District, including the Nagas, Kukis, and Hmars. Further, the Bengalis, the second largest community (approximately 32,000) in the District, continue to remain tight-lipped over the agreement.

According to sources, representatives of the Government of Mizoram visited the jailed leaders of the HPC-D in Aizawl Central Jail on October 8 to negotiate for a free conduct of the elections. Unfortunately, the HPC-D leaders did not hand out any straw to the visiting Government officials. The HPC-D has laid down conditions for the Government of Mizoram that, if it is serious about talking to them, the arrested leaders should be released unconditionally. A solution is likely before March, 2013, Union home minister Sushil Kumar Shinde said on October 10. “I have been talking to the chief ministers of both Arunachal and Manipur and we are trying to reach a consensus on this,” he said, in reply to a question on the progress of Naga talks. Shinde’s statement comes a day after he held talks with Manipur chief minister Okram Ibobi Singh. Talks with the NSCN-IM concern the states neighbouring Nagaland as the outfit had demanded an integrated homeland for the Nagas — there are Naga tribes in Assam, Arunachal Pradesh, Manipur as well as in Myanmar. However, it is not certain whether the NSCN-IM leaders will meet other Naga militant outfits during their stay in Nagaland this time. The Centre and the NSCN-IM are inching towards a political settlement, ending over five decade long insurgency in the State, reports The Sangai Express on October 17. Political integration of Naga inhabited Districts of neighbouring Manipur, Assam and Arunachal Pradesh are not part of the deal under negotiation. The memorandum of settlement being worked out in consultation with the NSCN-IM includes a proposal to convert Nagaland legislature into a bicameral Assembly by creating a second House, autonomous development councils, separate flag for the State, more autonomy, special status, formal recognition of the unique history of the Nagas and a slew of development projects, among others. The Naga militant group had demanded increasing the size of the 60-member Nagaland Assembly by 20 seats. The Centre reckons that bicameral legislature would take care of the demand to accommodate marginal tribal groups and sub-groups. Nagaland Post reports on October 17 that if any solution was arrived at between NSCN-IM and government of India, it would be an “inclusive” one for all Nagas. This was stated by NSCN-IM’s leader T.T. Among. Among also pointed out that while the reconciliation process was home based, the political talk on bringing about a solution to the Naga political issue involved “two nations” (India and Myanmar).

State Chief Minister Tarun Gogoi on October 20 stated that the foreigners or infiltration was not the only major problem faced by the State as some quarters are trying to project it though he admitted that illegal foreigners were indeed present in the State, reports Shillong Times. The CM announced this while releasing the White Paper on the illegal influx from Bangladesh and other neighbouring countries. Gogoi while providing the figures said, since 1985, 4,52,667 cases of suspected foreigners have been registered with Foreigners Tribunals in the state, of which 1,84,275 cases have been disposed. Out these, 61,774 foreigners have been declared as foreigners. Of these 32,537 cannot be deported since they came between 1966-71 (people who entered during this period cannot be deported. They were disfranchised for ten years after which they could get back the voting right if they get themselves registered).Of the remaining 29,237 declared foreigners’ only 2442 have been deported so far. The CM admitted that the deportation record has been poor and cited the absence of any extradition treaty with Bangladesh as the major impediment. “Bangladesh refuse to acknowledge that these foreigners are their citizens and even talk about involving a neutral party in settling citizenship issues of such people,” Gogoi said.

In this regard, it was also learnt that several civil societies were working out modalities to crystallize the idea. One top NSCN-K functionary earlier revealed that both sides had made an approach towards this end but with conditions that certain sacrifices would have to be made in order to effect the proposal. While the NSCN-K functionary did not specify what the “sacrifices” meant; there were however, speculations that the NSCN- Khole-Kitovi wanted the NSCN-K leaders to sever ties with chairman S.S. The Times of India reports on November 3 that, the Kuki National Organisation (KNO), an umbrella organization of 16 Kuki outfits, threatened to resume armed struggle and secede from Manipur if the Centre did not begin talks with them which could be a hurdle in the ongoing peace talks between the Centre and Naga insurgent group, National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM). However, KNO leaders stressed they want a solution within the Constitution's framework. The seven-year-old Suspension of Operations (SoO) agreement between the KNO and the Government of India ends in November 22. "If the government does not begin talks with us before November 22, we will be forced to take up arms. Does the Government of India want an armed rebellion?" said Seilen Haokip, KNO spokesperson in New Delhi. In 2005, KNO signed the SoO with the Centre leading to a ceasefire. Currently, KNO has about 2,000 armed cadres. The KNO is worried after talks between NSCN-IM and the Centre seem close to a settlement.

Labour department has registered a total number of 5,432 migrant labourers in the past 11 years even as 103 work permits were issued during this period as per the final report of the HLC on Influx. Further, the Police has detected a total number of 12,957 foreign illegal immigrants who attempted to enter into the State from 2001 till August 2012 and the department managed to prosecute 689 foreign illegal immigrants during the period while 12,268 were pushed back directly.

Further, 558 persons were killed due to ethnic and communal violence in the BTC area during the period from 1993 to 2003. While 173 persons were killed in such clashes occurring in the BTC areas during the period from 2003 to December 5, 2012. The State government informed the Assembly that so far 5,776 cases were registered in connection with the ethnic violence that erupted in July this year in the BTC area and out of these 15 cases were handed over to the Central Bureau of Investigation (CBI). So far, 532 persons were arrested in connection with this particular spell of communal violence.

Hussain said that 77 persons, including Bodoland Territorial Council (BTC) administrator Mono Kumar Brahma, have been arrested for possessing illegal weapons, twelve of these arrested people are members of the Ranjan Daimari faction of the National Democratic Front of Bodoland (NDFB-RD), one a cadre of the Muslim United Liberation Tiger of Assam (MULTA), and one a National Santhal Liberation Army (NSLA) militant. Hussain stated that a total of 109 persons died in the recent wave of ethnic violence in the Bodoland Territorial Area District (BTAD) in July, August and November of which 28 were shot dead. He added that 78 of the dead were Bengali-speaking Muslims, 20 Bodos; two from other communities and nine persons are yet to be identified. "In the BTAD area, the Ranjan Daimary faction of the NDFB has about 150 cadres, the KLO has about 50 cadres and NSLA has about 125 active militants. In addition to this, there are three designated camps of the NDFB (Progressive)[Pro-Talks faction of NDFB], which has signed a ceasefire agreement with the Centre and the state government, sheltering 936 cadres,"

A well-organized gang of touts are involved on both sides of the international border to assist Bangladeshi nationals to infiltrate into India. This fact came to light following the arrests of a few touts by Border Security Force (BSF) personnel in Meghalaya recently. BSF sources also pointed out that the illegal migration of Bangladeshi nationals to India came down after the arrest of a large number of foreigners in the months of October and November, following which, the BSF also stepped up vigil along the international border. In the months of October and November 2012 alone, at least 130 Bangladeshi nationals were apprehended by the BSF along the Indo-Bangla border in Meghalaya and along with the foreigners, a few touts were also arrested. The touts normally charge between INR 1,000 to INR 1,500 per person considering the paying capacity of the persons who seek to enter India and the vulnerability of the locations. Large patches of the international border in Meghalaya are still vulnerable as those patches are yet to be fenced and the fencing work has not started in 135 kilometres of the international border in the State.

Assam has witnessed a steady increase in kidnapping and extortion cases over the past few years. According to the latest figures compiled by the State Crime Records Bureau, there has been a spurt in kidnapping and extortion cases in the state since 2004, The Telegraph reports on December 26. The total number of abduction cases registered in different Police Stations across Assam has gone up from 1,659 in 2004 to 3,785 in 2011. This year (2012) up to October, altogether 3,229 kidnapping cases have been registered so far and it is likely to cross last year’s figure by the end of the year. The crime figures for November are still under compilation. Like kidnapping, extortion cases have also shown a rising trend. Compared to 388 extortion cases registered in 2004, the figure has jumped to 992 in 2011. Till 2012, October 879 extortion cases have been registered in the state. Things have reached such a stage that even legislators are not being spared by the extortionists. Many MLAs, from different political parties, have reportedly received extortion demand from the United Liberation Front of Assam -Anti-Talks Faction (ULFA-ATF) in the past few months. The legislators who received extortion demands are Bolin Chetia from Sadiya Assembly constituency, Rupjyoti Kurmi from Mariani, Debabrata Saikia from Nazira and Bharatiya Janata Party (BJP) legislator from Doomdooma constituency, Dilip Maran. They were all allegedly asked to pay INR 20, 00, 000 each. Most of the kidnappings and extortions are taking place in Tinsukia, Dibrugarh, the four BTAD Districts and in their adjoining areas. In addition, the number of breach of trust cases registered was 802 in 2009, 992 in 2010, 933 in 2011 and 1,060 up to October, 2012. Similarly, the number of cheating cases registered was 1,098 in 2009, 1,326 in 2010, 1,453 in 2011 and 1,404 up to October, 2012.
