According to delayed reports, a suspected agent of Pakistan’s external intelligence agency, Inter Services Intelligence (ISI), was killed in an encounter near the Muradnagar ordnance factory in Ghaziabad, Uttar Pradesh, on January 8. The police recovered a .30 calibre Chinese pistol, several live and spent cartridges and some drawings from the spot. His accomplice, however, managed to escape. The deceased had been arrested by the Delhi Police in 1993 and convicted by a Delhi court under the Terrorist and Disruptive Activities Act, Arms Act and other counts. He however, ‘jumped’ bail on a personal bond in 1995 and allegedly lived in Delhi's Sundar Nagar locality for the next five years.

The sources said that the four had arrived at the capital with plans to cause blasts at crowded places and disrupt normal life in the run-up to the Republic Day Parade on January 26. The police also recovered Rs 35 lakh cash from them, sources added. The four terrorists are reported to be natives of Anantnag district in Jammu and Kashmir. Police sources added that the arrests were made from a private students' hostel in South Delhi.

According to media reports, an attempt by suspected Jammu and Kashmiri terrorists to blow up the Birsa Munda Central Jail and the administrative block of Ranchi College was foiled when police recovered a huge quantity of explosives outside the jail premises on January 22. The explosives were seized following a tip off that suspected terrorists riding two two-wheelers with a plan to blow up the two structures had left for their destinations. 22 gelatine sticks, 10 detonators and 20 metres of fuse wire were recovered. One person has been arrested in connection with the incident. Police sources have indicated that an unnamed Kashmir-based terrorist outfit might have planned the attacks in protest against the jailing of over a dozen foreign mercenaries at the Hazaribagh Central Jail.

Two kg of RDX and two hand grenades, part of a Pakistani consignment, which was buried near a madrassa for two years, were seized by a Delhi Police team from Palari village in Muzaffarnagar district on February 21. Police sources said that acting on disclosures made by a Harkat-ul-Jehad-e-Islami (HuJI) terrorist, arrested in Delhi on February 6, the police recovered the explosives. Sources further added that one Mufti Kifaitullah, currently based in Pakistan, had given the consignment to Majid who in turn passed it on to Abdul Aziz, Maulvi of a local madrassa for safe keeping. Kumar Thapa alias Kumar Chetti, alias Vota , who had allegedly made an abortive attempt on the life of Gorkha National Liberation Front (GNLF) leader Subhas Ghising in February 2001, was killed in an encounter with police at Banarhat, Jalpaiguri district, on February 28. Thapa had reportedly fled to Nepal after the attack. The district police chief said the encounter took place when a group of three persons opened fire at the police , on being challenged. One of them escaped while the other was arrested and was being interrogated said. Also, police seized a Chinese rifle with 19 cartridges, a carbine with two magazines and 31 cartridges from the arrested person.

During interrogation, Brojen reportedly said he was also the chief of the ‘external affairs’ department of the Revolutionary People Front (RPF), the political wing of PLA. The encounter reportedly occurred near the North Bengal University, about six km from Siliguri when a group of eight KLO terrorists, travelling in a car and two motorcycles, allegedly opened fire at the security forces (SF) guarding the area. One of the terrorists was killed in the ensuing encounter. Other terrorists reportedly managed to escape. The SFs also seized four grenades and an improvised pistol from the car used by the terrorists. The car and one of the motorcycles used by the terrorists were also seized. The report quoting the Jalpaiguri district police chief further said, seeing a search party of the security forces (SFs), they opened fire. Two terrorists were killed in retaliatory firing. Speaking to the media in Darjeeling, district police chief said that the hijackers had received arms through Kumar Bhujel, already in CBI custody, who had received them from the accused. Subba, also wanted in connection with the attempt on the life of the Gorkha National Liberation Front (GNLF) president Subash Ghising in February 2001, is the son of Gorkha Liberation Organisation chief Chattre Subba, currently in jail on the same charges. An AK-47 rifle and some ammunition were seized from his possession. The police also did not rule out Santosh’s involvement with terrorist groups, particularly the Maoist insurgents in Nepal. Official sources also suspected that the accused had links with the National Socialist Council of Nagaland (NSCN).

Speaking to the media, Joint Commissioner of Police (Special Cell) Neeraj Kumar said that acting on advance intelligence inputs that LeT terrorists would strike, a special team of Delhi police was waiting in the basement of a shopping center, Ansal Plaza, when the two terrorists drove into the underground parking area and attempted to go up the staircase leading to the floors where hundreds of shops were located, but were stopped by the police. In the ensuing encounter, the two terrorists were killed. The police said the terrorists were armed with automatic weapons. A map showing Sarojini Nagar and Lajpat Nagar Central Markets, along with an AK-56 with two magazines and two US-made pistols with four magazines, was recovered from the possession of the slain terrorists. According to media reports, Bangalore police, on November 9, seized a huge cache of explosive devices and material, including gelatin and other chemicals, following the arrest of five suspected terrorists, some of them trained by the Sri Lankan (erstwhile) terrorist group, Peoples Liberation Organisation of Tamil Elam (PLOTE). Karnataka Home Minister Mallikarjuna Kharge, who announced the seizure, said the arrests might have averted a possible attack on civil and defence installations in Bangalore. The arrests and seizures followed a breakthrough on November 4 when Frazer Town police in Bangalore arrested two persons moving suspiciously near the Banaswadi railway station and found gelatin sticks and grenades in their possession. Subsequent investigations led the police team to a huge cache of explosives and equipment used to assemble the devices in godowns and houses owned by three of their accomplices in the area. Some of the arrested persons were reportedly trained in handling explosives by the PLOTE in 1985.

Acting on a tip-off, the special cell of Delhi police chased a group of men travelling in a car.
