According to Hindu, hours before Prime Minister Dr. Manmohan Singh was to arrive in Hyderabad, capital city of Andhra Pradesh, the police arrested two persons, Shakeel and Syed Hazi, on January 2 and seized two improvised explosive devices with an intricate detonation mechanism that could be activated by a cellular phone. Police said the duo planned to attack offices of the Director General of Police, city Police Commissioner and the Hitech city, from where a majority of the software companies operate. Police Commissioner, Ajit Kumar Mohanty, stated that more explosives could have been smuggled into Hyderabad and operatives of some terrorist groups could be moving around.

According to Pioneer, the Mumbai Police arrested three suspected Lashkar-e-Toiba (LeT) terrorists from Nagpada in south Mumbai and seized arms and material used for manufacturing explosives from their possession on January 6. Police said the three terrorists, wanted for several crimes, including terrorist activities in Kashmir, were in the process of establishing contacts and developing a module in Mumbai. The police identified the three as Khurshid Ahmed Abdul Ghani Lone alias Lala (a resident of Bandipore in the Baramulla district of Jammu and Kashmir), Arshad Ghani Ahmed Badru, (resident of Sopore in Baramulla) and Mohammed Ramzan Abdul Wahab Qazi (resident of Bandipore). On January 15, a Lashkar-e-Toiba (LeT) conspiracy to blast reservoirs and power installations in Karnataka was unearthed when the police arrested a terrorist, Habeeb, from Almatti in the Bagalkot district, according to Hindu. Police recovered explosive materials such as gelatin sticks from the premises where Habeeb was arrested. A diary, a passport and some incriminating materials were also seized. Bangalore city Police Commissioner Ajai Kumar Singh said Habeeb alias Mehboob Ibrahim alias Chopdar was a key LeT operative in Karnataka. He had been directed by Abdul Rehman, alleged LeT ‘commander’, to plan explosions at the Kaiga Nuclear Plant in Karwar district, Almatti dam in Bagalkot and the Sharavathy transmission lines from Sharavathy Hydel station in the Shimoga district. Habeeb, a fabrication mechanic from Guledagudda in Bagalkot district, was in Saudi Arabia from 1993 to 2001, where he reportedly came in contact with Rehman and other Lashkar leaders.

According to Hindustan Times, the Delhi Police arrested two Bangladeshi terrorists in East Delhi on January 24 and recovered 1.4 kilogram of RDX, four detonators and two hand grenades from their possession. Joint Commissioner of Police (Special Cell), Karnal Singh, informed that Saidul and Shuabul, belonging to the Harkat-ul-Jehadi-e-Islami (HuJI), were arrested from the Shastri Park area. According to The Statesman, on January 30, the Anti-Terrorist Squad (ATS) of Mumbai Police arrested two persons, including a Pakistan-trained bomb-maker, with a cache of arms and some high-grade explosives in Mumbai, the capital city of Maharashtra. The squad chief Joint Police Commissioner KP Raghuvanshi said the ATS recovered two imported firearms and approximately one kilogram of highly inflammable high-grade explosive, besides maps of Maharashtra, Mumbai and Manali (Himachal Pradesh) from the arrested terrorists. While one of the terrorists has been identified as Mushiruddin Salauddin Siddiqui, a native of Kanpur, Utttar Pradesh and a resident of Virar in Thane, the other terrorist has been identified as Manzoor Mahmood Ansari, a resident of Birganj in Nepal. One of the arrested terrorists confessed to having undergone a 22-day training in Pakistan in bomb-making, Raghuvanshi added.

An alleged Hizb-ul-Mujahideen (HM) operative and a close associate of All Parties Hurriyat Conference (APHC) chairman Mirwaiz Umer Farooq was arrested from the Defence Colony area of national capital New Delhi on February 4 on charges of funding separatist organisations in Jammu and Kashmir, according to Press Trust of India. Nasir, an alleged Inter-Services Intelligence agent who hails from Jammu and Kashmir, was arrested near South Delhi Public School after a tip off from central intelligence agencies, Deputy Commissioner of Police (Special Cell) Ajay Kumar told reporters. He had been staying in Dubai for quite some time and was a regular visitor to the national capital, Kumar said adding two kg RDX, one pistol along with six cartridges, one ABCD timer, one detonator and Rupees 55 lakh was recovered from him. Police said he had received the money through Hawala channels from Latif, another HM operative, at a South Delhi hotel an hour before his arrest at about 5:30pm.

With the arrest of two alleged Al-Badr terrorists and recovery of explosives, the Delhi Police on February 10 claimed to have foiled a terrorist plan to trigger off blasts in the national capital, according to UNI. Irshad Ali and Mohammad Muarif Qamar alias Nawab were arrested from Mukarba Chowk near the Karnal Bypass in north-west Delhi, Deputy Commissioner of Police (Special Cell) Ajay Kumar told reporters. Two kilograms of explosives, believed to be RDX, two Chinese pistols, 16 live cartridges, three detonators, and two timers were recovered from their possession, he said. Police said the duo had specific instructions to carry out explosions in busy market places in the national capital. Irshad and Nawab, who are of Kashmiri origin but staying in Delhi, had also received Rupees 90,000 in 2005 to trigger blasts, police added.

Joint Commissioner of Delhi Police (Special Cell), Karnal Singh, said Paramjeet and his accomplices Jasbir Singh and Bhupinder Singh were arrested following an exchange of fire. The police official added, "four kilograms of RDX, three detonators, one remote control device along with a wireless set, one timer, three pistols, 39 live cartridges and three fired cartridges were recovered from them. The stolen Santro car in which they were traveling was also seized." Commissioner Karan Singha told reporters that the police arrested two brothers, Haroon Basha and Malik Basha from Kurichipirivu and two other persons, Sultan and Athikur Rehman from Ganapathy. The operation ended with the arrest of K. Samsudeen of Ramanathapuram. The recovered explosive materials are suspected to be a potassium chlorate mixture (weighing close to 400 gm), glass pieces, iron balls, small iron pipes, two batteries, a country bomb and an electric detonator. The first of the explosions occurred at the Manacaud Post office at 9 a.m. when a postal service employee attempted to verify the contents of an envelope that “seemed unusually heavy and thick for its size.” Another explosion occurred at a provisions store when the owner opened his mail around 11.30 a.m. No one was injured in either of the explosions. Police personnel defused two letter bombs enclosed in envelopes that had been deposited for delivery at the post office. These packets were addressed to traders with fake return addresses. The State police have warned citizens against opening suspicious mail following the explosions.

On December 10, the Nellore district police arrested four suspected agents of the Pakistani Inter-Services Intelligence (ISI) near L. R. Pally village. Superintendent of Police, Laxmi Reddy, said the suspects were detained following information that bombs and explosives were being produced and transported from a house. Three of the arrested persons reportedly belonged to Delhi and had come to the village posing as unani (oriental medicine) and aurvedic (traditional Indian medicine) practitioners. Some material used in the production of explosives were seized from the house.
