In the data on terror financing tabulated from 2006 till date, terror finances to the tune of INR 148.5 million have been recovered by National Investigation Agency (NIA) and Police of 15 states, reports The Times of India on April 10. The NIA has surpassed the states in recovery of terror finances despite starting operations as late as 2009. According to the report, the agency seized INR 36.6 million in terror funds in 11 cases investigated by it since its inception. As many as 101 persons are accused in these cases. Jammu and Kashmir ranks second only to NIA in seizures. The state seized INR 29.3 million in 80 terror financing cases since 2006, in which 190 persons are accused. Manipur, despite its small size, reported terror fund seizures worth INR 21.1 million in 26 cases, followed by Delhi which seized INR 19.2 million in 21 cases. Madhya Pradesh accounted for seizure of terror finances worth INR 16.4 million, while Odisha Police seized around INR 11.2 million. Though Karnataka, Gujarat and Kerala registered 14, three and one terror financing case respectively under Unlawful Activities [Prevention] Act (UAPA), they did not report any seizure since 2006. As many as 213 terror financing cases were registered by NIA and various state Police, in which 873 persons are accused. J&K reported the highest number of cases (80), followed by Manipur (26) and Delhi (21). In terms of number of those accused of terror financing, J&K ranked first (190) followed by NIA (101) and Maharashtra (98).

The Union Ministry of Home Affairs (MHA) on August 7 issued a formal order handing over the investigations of Udhampur attack case to the National Investigating Agency (NIA), reports Daily Excelsior. But, the NIA was yet to take over case diary, the Pakistani militant captured alive, seizure of weaponry and related documents from Udhampur Police as the official order from the MHA was likely to reach here in the next couple of days. The NIA has, meanwhile, established the camp office here and would take remand of captured Pakistani militant Mohammad Naved Yaqub from the NIA Court in Jammu once it takes over the investigations.

Separately, a National Investigating Agency (NIA) court in Jammu city on August 11 granted Police 14 days remand of terrorist Mohammad Naved Yaqub, a Pakistani militant who was caught alive after the Udhampur terror strike, reports Times of India. Based on information provided by Naved, Police and central security agencies have launched a manhunt for a businessman who is alleged to have paid him and Mohammed Noman alias Momin INR 5 lakh for sharing it with other LeT cadre. The businessman, who reportedly owns a shop in uptown Srinagar, had provided the money to the Naved and his handlers to run LeT network in Kashmir and to carry out terror strikes. So far 11 people have been arrested by the Police based on information provided by Naved during his interrogation and all of them are being questioned, the sources said.

The terrorists have been identified as Zargham alias Mohammed Bhai (38-40) and Abu Okasha (17-18). Both hail from Khyber Pakhtunkhwa region of Pakistan and were sent along with Naved and Noman (the terrorist who was gunned down by Border Security Force during the Udhampur ambush) to launch an attack in the country.

The National Investigation Agency (NIA) on September 2 got 14 days custody of Showkat Ahmed Bhat, third accused in the Udhampur attack in which two Border Security Force (BSF) troopers were killed and nearly a dozen others injured early last month, reports The Indian Express. Showkat is the third person arrested on September 1 in connection with Udhampur terror attack after Lashkar-e-Toiba (LeT) terrorist Mohammad Naveed of Faislabad (Pakistan) and a local truck driver Khurshid Bhatt of Chursu in Awantipora. Showkat had transported four Lashkar terrorist including Naveed and Noman from near Baba Riishi in Baramulla District to South Kashmir soon after they had infiltrated into the Indian territory from Pakistan occupied Kashmir (PoK). The other two terrorists included Abu Akasha and Mohammed Bhai.

National Investigation Agency (NIA) on September 3 launched massive hunt against three top Lashkar-e-Toiba (LeT) commanders involved in Border Security Force (BSF) convoy attack at Udhampur in which two BSF personnel were killed and around a dozen were injured, reports Daily Excelsior. Coloured posters written in Urdu and English, were pasted by the NIA at different places in South Kashmir and announced cash rewards for those who would give information to the agency about LeT Divisional Commander Abu Qasim and two other LeT militants Zargham alias Muhammad Bhai and Abu Okasha. Qasim , who is believed to be mastermind of Udhampur attack, carries INR 1 million bounty on his head while as Zargham and Okasha carry INR 0.5 million each on their heads.

Showkat Ahmed Bhat (36), arrested by National Investigation Agency (NIA) in connection with Udhampur terror strike on a Boarder Security Force (BSF) bus that left its two personnel dead, was brought to New Delhi on September 6 for a scientific analysis of his statements and will be subjected to a lie detector test, reports Daily Excelsior. A resident of Pulwama District, Bhat was arrested on September 1 by NIA which is probing the case in which two Lashkar-e-Toiba (LeT) terrorists from Pakistan attacked a BSF bus at Samroli in Udhampur and killed its two personnel. NIA said that Bhat was allegedly involved in transporting a group of four LeT terrorists from Baba Reshi in Baramulla District to south Kashmir soon after they had infiltrated India from Pakistan-occupied Kashmir (PoK). He is said to be an overground worker of LeT.

The NIA in their application stated that Bhat's statements have been found inconsistent and that a polygraph test is essential "to expose the larger conspiracy behind the instant terrorist attack. After perusal of the CD files, Special Judge NIA observed, “the investigation of the case is scattered across various places of J&K and more persons are involved in conspiracy which needs to be verified”. “Some of the co-accused are still absconding which is causing difficulties in unearthing the larger conspiracy behind the attack on BSF (Border Security Force) convoy”, the court further observed.

National Investigation Agency (NIA), probing August 5 attack on Border Security Force (BSF) convoy at Udhampur, has announced cash reward on six Lashkar-e-Taiba (LeT) and Hizb-ul-Mujahideen (HM) militants through posters in South Kashmir’s Pulwama District, reports Daily Excelsior on October 2. The posters written in Urdu and English, were pasted by the NIA at different places in Pulwama including Kakapora hamlet. The NIA announced cash rewards for informants leading to arrest of these militants which include LeT ‘commander’ Abu Dujana, who is deputy of outfit’s ‘divisional commander’ and Udhampur attack mastermind Abu Qasim. The other militants include Adil Sher Gujri alias Abu Baqir of Handarpora in Kakapora (LeT), Mu’een Kachroo alias Altaf Dar of Hawoora in Kulgam District (HM), Aashiq Hussain Bhat alias Ubaia of Chursoo in Awantipora (LeT), Majid Zargar alias Talha of Qoimoh in Kulgam (LeT) and Manzoor Ahmad Bhat alias Fahadullah of Samboora in Pampore (LeT). The NIA has announced INR 800,000 each on the heads of Dujana, Adil and Mu’een while INR 500,000 have been announced on the heads of Ashiq, Majid and Manzoor. The NIA has given two mobile numbers, an email and a postal address for information sharing. Last month on September 3, the NIA in the same way announced INR 1 million cash reward on Abu Qasim and INR 500,000 on Abu Okasha.

In a major step towards curbing terrorism and expediting investigations in terror related cases, the Union Ministry of Home Affairs (UMHA) on October 14, has given its nod to set up a separate and exclusive office of National Investigating Agency (NIA) for four States of Northern India, which will be headquartered in Jammu, reports Daily Excelsior. This will be fifth office of NIA in the country, which presently has four offices including Mumbai, Kolkata, Lucknow and Kochi, having it’s headquarter at New Delhi. Official sources said that the UMHA has given nod for setting up of an independent office of the NIA at Jammu to cover four North Indian States of Jammu and Kashmir, Punjab, Himachal Pradesh and Haryana. At present, all these States were being covered by New Delhi headquarters of the NIA by deputing their officials for investigations and raids, wherever and whenever required. “The exclusive office for Jammu and Kashmir with area of operation extended to three more States, which were peaceful and almost free of militancy, was necessitated following recent terror attack at Udhampur and Dinanagar in Gurdaspur, Punjab, bordering Kathua district of Jammu region, followed by Lashkar-e-Toiba (LeT) network in Kashmir, where an alive Pakistani militant was arrested after the apprehension of Pakistani Mohammad Naved from Narsu encounter in Udhampur district on August 5,” sources said, adding the proposal was mooted immediately after the terror attack at Udhampur in which two Border Security Force (BSF) personnel were killed and scores of others were injured.

In a sensational revelation, the investigators have, for the first time, came across the involvement of a woman militant of Kashmir in August 5 terror attack by the militants at Narsu, Samroli in Udhampur District on Jammu-Srinagar National Highway and detected unique modus operandi used by the Lashkar-e-Toiba (LeT) outfit to transport two Pakistani militants from Kulgam in the Kashmir valley to Narsu in a truck, covering distance of about 200 kilometers unchecked by the Police. Official sources said that the latest disclosure about involvement of a woman militant and her husband in the terror attack has been made by Sabzar Ahmad Bhat alias Sahba, who transported two Pakistani militants in August this year to Udhampur for carrying out attack on a Border Security Force (BSF) convoy, during his sustained interrogation by the National Investigating Agency (NIA) following his arrest from Kulgam on October 13. Sources said the couple, Khurshid Ahmad and his wife were LeT operatives and will be treated as militants as they were willingly responsible for escorting dreaded Pakistani militants to the highway for carrying out terror attack.
