Security Forces (SFs) killed Abu Ukasha, a top ‘commander’ of the Lashkar-e-Toiba (LeT), and his associate, Abu Hafiz, in an encounter at Wadhakpora in Awantipora area in Pulwama District on March 9, reports Daily Excelsior. After a specific input received by the Special Operations Group (SOG) of Jammu and Kashmir Police, Srinagar, about presence of 11 militants including top leadership of LeT, SFs launched searches at Chandipora, Goripora and Wadhakpora villages in the District. SFs cordoned off vast area and had a fierce gun battle with the LeT militants at Wadhakpora in Awantipora area in which two militants were killed. As the SFs were engaged in the gun battle with the two LeT militants, 9 other LeT militants including ‘divisional commander’ of the LeT, Abu Dujana managed to slip out of the cordon, taking advantage of dense vegetation and bushes in the area. However, after the encounter SFs recovered two AK-47 rifles, four magazines and two pouches from the encounter site.Abu Ukasha was one of the most wanted militants in Kashmir and National Investigating Agency (NIA) had announced a cash reward of INR 500,000 on his head for his involvement in Udhampur attack. He was part of the three militants who carried out the attack in Udhampur on Border Security Force (BSF) convoy in 2015. One of his associates, Mohammad Noaman was killed and Mohammad Naveed was arrested in Udhampur but Abu Ukasha had managed to return to his base in South Kashmir

National Investigation Agency (NIA) has widened its probe into the Pathankot attack (January 2, 2016), executed by Jaish-e-Mohammed (JeM), to examine the evidence in other terror cases involving JeM, The Times of India reports on May 25. NIA sources said investigators were looking at similarities between Pathankot strike and attacks/operations undertaken by JeM in Jammu and Kashmir (J&K) in Tangdhar in Kupwara District, 2015 as well as the Kathua and Samba terror attacks that targeted a Police Station and Army camp respectively in March, 2015.NIA also seeks to probe what sustains Jaish back in Pakistan, including its financing via entities like the Al-Rahmat Trust, the forces operating and funding its website and those running the organisation there. NIA had only recently sent a supplementary letter rogatory to Pakistan seeking an investigation along these lines. However, India is yet to hear from Pakistan.Meanwhile, an NIA officer said: "The broader probe will establish from which point these attacks against India were launched. Pathankot strike was not an isolated operation by Jaish, which last year also sent its fidayeen to attack security/police installations in Samba and Kathua., and targeted an Army camp near Line of Control (LoC) in Tangdhar, triggering a fierce encounter that left all three Jaish attackers dead".According to the officer, there were many similarities between Pathankot and Samba/Kathua attacks. The wireless sets used in Pathankot and Kathua were similar; also the same weapons systems were used by the Jaish terrorists in Kathua and Samba. The similarities extend to composition of the team, modus operandi, avoiding any killings before reaching the actual target and leaving behind a chit declaring revenge for hanging of Afzal Guru as a motive. "The commonalities provide additional evidence to make the case stronger. For example, NIA has now documented all IMattacks and has evidence of its operations in an integrated form," said the officer.

The National Investigation Agency’s (NIA) chargesheet filed on July 25 against three Islamic State (IS) operatives from Jammu and Kashmir, Karnataka and Maharashtra has revealed that the Hyderabad module of the IS was funded by Adnan Hassan, a native of Bhatkal in Karnataka, reports Deccan Chronicle. The NIA stated in the chargesheet that money had been sent from the United Arab Emirates (UAE) to India, Tunisia and the Philippines. Hassan funded Hyderabadi youth who tried to flee India to Syria. The three accused, who were arrested in early 2016 were identified as Sheik Azhar Ul Islam, 24, Adnan Hassan, 36 and Mohammed Farhan Shaik.

The National Investigating Agency (NIA) on July 27 took over the custody of Pakistani militant of Lashkar-e-Toiba (LeT), who was arrested by Police two days ago, reports Daily Excelsior. A team of NIA visited Handwara where Police handed over Pakistani militant Bahadur Ali (22) alias Saifullah of Lahore Pakistan to them. The militant was arrested from Yahama village in Mawar area of Qalamabad, Handwara in Kupwara District on July 25. The militant was part of 4 member group that was hiding in the forests of Handwara since last month. It had infiltrated into Kashmir in June this year. Sources said that the group was being tracked for over a week before Saifullah was arrested. The militant told interrogators that he was trained along with other LeT militants in a training camp in Pakistan occupied Kashmir (PoK). He also revealed that before infiltrating, he along with others received fresh training in handling of weapons, map reading and operating Global Positioning System (GPS) device. The militant revealed that they were told by their handlers to hide in the forests in North Kashmir and were waiting for further directions. He further revealed that large number of LeT militants are receiving training in PoK and are waiting for infiltration on launching pads.

As per available information, some individuals have been reported missing from Kerala, Telangana, Karnataka, Tamil Nadu, Maharashtra, Uttar Pradesh, Andhra Pradesh, Delhi, Jammu and Kashmir, Jharkhand and West Bengal and are suspected to have joined terrorist outfits like IS, the Minister said.

The National Investigation Agency (NIA) has launched a probe to track the funding of militants in Jammu and Kashmir (J&K) by their sympathisers abroad who have started using bank accounts of ordinary citizens to route money to finance their activities in the restive State, reports Daily Excelsior on August 18. Running the risk of getting caught by the Indian security and intelligence agencies, the militant organisations and their sympathisers have begun jettisoning the hawala (Illegal money transfer) channels for transferring money and are wooing Kashmiris who travel to gulf countries for work. After thoroughly brainwashing them, the individual is persuaded to receive money in his bank account which is then used for financing terror activities, official sources said. One per cent of the money received is left in the bank account of the individual by their ‘handlers’ based abroad as commission, they said. The money so deposited in the bank accounts is withdrawn within days. Sources in the anti-terror probe agency said discreet inquiries showed that some people who received such dubious money in their accounts had no connection whatsoever with the depositors and the amounts were withdrawn within 48 hours of being transferred.

The National Investigation Agency (NIA), which is examining around 22 bank accounts in south Kashmir that received unaccounted money and saw withdrawals coinciding with the current unrest in the valley, will probe possible links of the account holders with Hizb-ul-Mujahideen (HM) or its cadres, Kashmiri separatists and terror financiers based in Pakistan, reports The Times of India on August 26. NIA sources indicated that in the event of the preliminary enquiry unearthing a direct link between the payments/disbursals and the ongoing protests, related offences may be added to the existing NIA case relating to JKART (Jammu Kashmir Affectees Relief Trust), a Pakistan-based frontal outfit of HM charged with funding terror activities in India. NIA had registered JKART case in 2011 and after a thorough probe found that the trust, floated in 1999 at a meeting chaired by HM chief Syed Salahuddin in Rawalpindi with the connivance of Pakistani Government and Inter Services Intelligence (ISI), was systematically raising funds in Pakistan and sending it to India through the hawala and banking channels. As per the NIA chargesheet, around INR 800 million was routed through JKART to India over eight years, mainly through banking channels. Sources said the preliminary enquiry begun by NIA last week into 22 bank accounts of individuals and firms based in south Kashmir has found suspicious money transfers.

The National Remote Sensing Centre (NRSC) will help the National Investigation Agency (NIA) to map the attack site using satellite images at Uri in Baramulla District, once NIA takes over the probe into the terrorist attack, to weave the big picture on one of the worst terror attacks on the Army that killed 18 soldiers, reports The Times of Indiaon September 20. The satellite image will help investigators to connect the dots instead of hand-drawn sketches. The Centre has informally conveyed its decision to the NIA on handing over the Uri probe, but NIA is still waiting for the official notification from the Ministry of Home Affairs (MHA). A team of six NIA officials from New Delhi are camping in Srinagar and are expected to visit the spot once the MHA issues the order. NIA sources said that irrespective of what the Army feels about Jaish-e-Mohammad (JeM) being the perpetrator of the attacks, NIA will conduct an independent investigation to confirm the information.

The four terrorists who attacked the Army base in Uri sector in Baramulla District on September 18, killing 18 soldiers, belonged to Lashkar-e-Toiba (LeT), and managed to sneak in by cutting the perimeter fencing of the highly-guarded army installation at two places, investigations have shown. In an indication that the terrorists were well-versed of the layout of the army base close to the Line of Control (LoC), the assailants locked the cooking room and store from outside to prevent the soldiers from leaving before setting them afire, sources privy to the probe said on September 21. The investigators are not ruling out "insider help" to the terrorists in view of the precise nature of the actions undertaken by the intruders once inside the army base, the sources said, adding the attackers first cut the perimeter fencing at two places. After locking the cooking room and store, two of the terrorists started moving towards the officers’ quarters within the base but they were gunned down before they could inflict any further damage, they said. The two Global Positioning System (GPS) sets recovered from the slain militants were damaged during the attack and have been handed over to the National Investigation Agency (NIA), which is probing the case.

The National Investigating Agency (NIA) simultaneously conducted raids at Trade Facilitation Centres (TFCs) at Chakan-Da-Bagh in Poonch District and Uri in Baramulla District on December 18, from where cross-Line of Control (LoC) trade takes place in four days of every week (Tuesday to Friday) after developing specific inputs that some of the traders were misusing barter facility to pump money to fuel militancy in Jammu and Kashmir, reports Daily Excelsior. Official sources told that the NIA teams conducted raids at Chakan-Da-Bagh and Uri simultaneously after registering a First Information Report (FIR) under Regular Case 17 of 2016 in New Delhi following very credible and specific inputs that some of the traders were getting extra goods from Pakistan occupied Kashmir (PoK) and part of the money generated from them was being pumped into the militancy in Jammu and Kashmir. “This was being done in-league with the terror networks of Lashkar-e-Toiba (LeT), Jaish-e-Mohammed (JeM) and Hizbul Mujahideen (HM), who have their cadre in both parts of the divided States i.e. Jammu and Kashmir and PoK,” sources said. They added that the NIA has seized entire record of 303 firms, dealing in cross-LoC trade on Poonch-Rawlakote route, which would be used to identify the traders, who had misused cross-LoC trade facility and generated funds for the anti-national activities. Entire record of the cross-LoC trade since 2009 has been seized by the NIA team, which was camping at Poonch and was expected to stay in the border district for next three-four days before taking relevant records with it to New Delhi for further investigations.

The National Investigation Agency (NIA) charge sheet in the Pathankot terror attack (January 2016) case not only provides evidence on the strike at the Indian Air Force (IAF) base but also links its perpetrator Jaish-e-Mohammed (JeM) with blasts in Tangdhar, Samba, Kathua and Rajbagh in Jammu and Kashmir (J&K) last year (2015), reports The Times of India on December 21. The main handler of the Pathankot attackers, Kashif Jan, had claimed in his Facebook messages that he had planned the attacks at Kathua and Samba on March 20-21, 2015. He was in constant touch with the Pathankot attackers over phone during the strike. Government sources said Pakistan would be informed about the charge sheet against JeM ‘chief’ Maulana Masood Azhar, his brother Abdul Rauf, Shahid Latif, Kashif and other JeM activists. NIA Director General, Sharad Kumar said, "All evidence, be it technical, oral, digital, DNA samples or field investigations, is irrefutable. It...can stand the scrutiny of any international authority"(sic).NIA claimed in its Pathankot charge sheet that it recovered documentary and digital evidence pointing to JeM's role in Samba and Rajbagh attacks too. The charge sheet said the terrorists had left two slips of paper in the Pathankot attack, which had the same message in Urdu and Hindi, "Jaish-e-Mohammad zindabad, Tangdhar se le kar Samba Kathua Rajbagh aur Delhi tak, Afzal Guru shaheed ke jan nisar tum ko milte rahenge. Insha Allah." Intelligence sources said JeM was involved in all the attacks.
