A key Communist Party of India-Maoist (CPI-Maoist) ‘commander’ Rupjee alias Sobhrai Potai surrendered at a Border Security Force (BSF) camp in Kanker District on January 12, reports The Times of India. Rupjee was the ‘area commander’ of Pratappur, Surguja District. Kanker Superintendent of Police (SP), R N Das said Rupjee was involved in more than 18 criminal cases, including the murder of five police informers in 2008 and 2010. He told police that he surrendered as Maoists from Chhattisgarh were mistreated by their Andhra counterparts. He added that Chhattisgarh guerrillas were forced to battle Security Forces (SFs) while Andhra ‘commanders’ preferred to stay in hiding.

Additional Director General of Police [Naxal-Left Wing Extremism (LWE) operations], Rajinder Kumar Vij said Jaade was a ‘member’ of Rajnandgaon-Kanker border ‘divisional committee’ of the CPI-Maoist and was also ‘secretary’ of Dallirajhara ‘area committee’. His wife Vanoja alias Tejo Netam (21) was a member of Aundhi ‘local committee’. They were active in the CPI-Maoist for about five years and gradually got disillusioned with harassment and exploitation of dalam (armed squad) members by the leaders of the party.

"Suraj Patel alias Mohit Kumar, a ‘divisional committee member’ of the CPI-Maoist, had expressed his desire to join mainstream and surrendered this afternoon," said Superintendent of Police (SP) R.N. Dash. Suraj was expert in making Improvised Explosive Devices (IEDs) and also a key member of the press wing of the Maoists in the region. Meanwhile, a Maoist couple, Sandeep alias Mahendra Kerame (26), resident of Ambagarh Chowki and his wife Sheela alias Lata Gota (20), native of Gadchiroli, Maharashtra, surrendered before Superintendent of Police (SP), Sanjiv Shukla in Rajnandgaon District on May 29, reports The Pioneer. Sandeep, carrying cash reward of INR 20,000 on his head, was an active member of Military Platoon number 56 of the CPI-Maoist and was associated with movement in Gadchiroli region of Maharashtra. He had joined Maoist cadre in 2010 and was deputed as the gunman of an 'area committee secretary' of North Gadchiroli Gondia Division of Maoist leader Pahad Singh, SP Shukla informed, adding, later he was elevated as a member of Military Platoon number 56 active in Maharashtra-Chhattisgarh border. Meanwhile, a Maoist ‘platoon commander’, Garva Mandavi alias Maharu, who was carrying a reward of INR 210,000 on his head, surrendered before Police in Kanker District on June 2, reports The Times of India. Mandavi was wanted in more than 40 cases, including numerous instances of ambush on Police party that resulted in killings of jawans and an attempted robbery at the State Bank of India branch of Durkondal of the District. Mandavi had been active since 2004, and was working under the command of Maoists led by Andhra Pradesh based leaders. During interrogation, Mandavi claimed that he was reluctant to join but the Maoists managed to deceive and convince him by claiming that he would be arrested by Police in case he decided to return.

Those surrendered were identified as Shankar Vedja (25) and his wife Kopo Vedja (23), military company II members and Modiyami Deva (20), a Gangaloor Local Operation Squad (LOS) member. The arrested cadres active in the south Bastar region, said they were disappointed by the "high-handedness of senior cadres, exploitation of tribal women and atrocities on tribals by them," Bijapur Deputy Superintendent of Police (DSP) Sukhnandan Rathore said. All the three Maoists, namely Manku Kachlam (31), his wife Anita (30) and ‘jan-militia commander’ Sukhram Kawde (22) cited disillusionment with the functioning of the CPI-Maoist and ill-treatment by senior cadres as the reason to turn themselves in, they said. While Manku and Anita surrendered in Kondagaon District, Kawde surrendered in Dantewada District. Popularly known as 'shikshika' (teacher) among ultras in the region, Anita was a prominent cadre in Kondagaon. Anita worked in Barda dalam (squad) of Maoists during 2006-2009 and subsequently shifted to Pakhanjore and worked along with ultras of Maharashtra. A member of Local Operating Squad (LOS) of the Communist Party of India-Maoist (CPI-Maoist), identified as Jagat Ram Dhurva alias Ramesh (21), surrendered before Police in Rajnandgaon District on November 22, reports The Pioneer. Ramesh, active in Madanvada and Kodekhursi region in the District, was carrying cash reward of INR 131,000 on his head, Superintendent of Police Rajnandgaon, Sanjeev Shukla said. Jagat Ram after failing to quality in class 5th exam in 2004 left studies. He then came in contact with the Maoist leaders who regularly used to visit his village and impressed by Maoist propaganda, Jagat Ram joined the Chetna Natya Mandali (CNM) group of the CPI-Maoist in 2008, Shukla claimed. In 2010, he joined platoon number 23 of the CPI-Maoist and was sent to Madanvada. However, Maoists facing acute shortage of men merged Madanvada and Kodekurs LOS and Jagat Ram became member of both LOS. According to Police officers, Jagat Ram was deeply hurt by discriminating behavior adopted by the Maoists and was also dissatisfied with harsh life style in jungle for which he surrendered.

As many as 63 Naxals [Left Wing Extremists (LWEs)] including supporters of Communist Party of India Maoist (CPI-Maoist) surrendered before the Police in Narayanpur District on November 26, reports The Pioneer. All the surrendered extremists used to work for different frontal Maoists organizations like Jantana Sarkar (people's government) Janmilitia (people's militia), Chetna Natya Mandali (CNM), Dandakaranya Kisan Majdoor Sangh (DKMS), Krantikari Adivasi Mahila Sangh (KAMS) all part of the CPI-Maoist, Superintendent of Police (SP) Amit Kamble said. Out of 63 persons, 33 are Naxal cadres while remaining 30 were connected with them (Naxals) by supporting them, SP Kamble informed. The 33 cadres who have left the path of violence were involved in incidents like murder, attempt to murder, blast, blocking roads, arson and similar others. In all 19 warrants were issued for their arrest and reward of INR 28,000 was also declared for their arrest, the SP mentioned. The surrendered extremists are all from Temrugaon, Cherangam, Koliyari, Netanar, Koranda and Matla. They have pledged not to back Naxals anymore, Kamble added.

She was a member of No 6 Company of the Maoists’ and was forced to join the group at the age of 14 when Maoists took her with them, he said, adding she decided to surrender after she was fed up with alleged sexual harassment by them. The official said four Maoists surrendered in Narayanpur district, which include 30-year-old Rajbati, carrying a reward of INR 500,000 on her head, 22-year-old Phulo, carrying a reward of INR 800,000, 26-year-old Mainu, carrying a reward of INR 100,000 and Guddu Salam (24). Police said that the surrendered Maoists were in touch with them for some time, as they claimed that Maoist leaders of Andhra Pradesh were harassing the Maoist cadres of Chhattisgarh and also women cadres were being sexually harassed.
