State Police in the year 2010 had arrested 569 hardcore Maoists including 47 Maoists above the rank of area commanders across the State. Director General of Police (DGP) Neyaz Ahmed applauded the efforts of Police personnel and expressed satisfaction over the achievements of the Police. "Several top leaders of rebels like Nune Narshima Reddy, Udaiji were arrested and over a dozen of their training camps were busted by the Police," Ahmed said. Meanwhile, the Police lost 24 of its troopers in anti-Naxal [Left Wing Extremism] operations in 2010 as compared to 2009 when it lost 64 of its troopers. "Most of the jawans had died in landmine explosions triggered by Maoists," Ahmed said. "We expect more success in 2011 and we will change the strategy slightly like moving Security Forces to new places and launching operation on border areas, and having more cooperation with Bihar, Odisha and West Bengal," Ahmed said. "During the year-end operations, the police had busted a Maoist laboratory in Bokaro that got vital information which scuttled their (Maoist operational) plans," he added.

According to Zee News, five States hit by Naxal (Left-Wing Extremist) violence want to acquire additional fleet of helicopters for operation, planning to rope in private players to hire them as the Government chopper fleet has "limited" flying hours and pilots. The prominent States which need more helicopters to tackle the Naxal threat "effectively" are Odisha, Chhattisgarh and Maharashtra while States like Jharkhand and Bihar also want to supplement their air fleet. "The Union Home Ministry has asked us to hire from private players and hence many states have formulated policies to hire these machines on a long-term basis," sources involved in anti-Naxal operations said.

Indian Express reports that the Jharkhand Government proposes to set up a new force called State Industrial Security Force (SISF) to provide security to industry and banks in the Communist Party of India-Maoist (CPI-Maoist)-infested areas, in the State Budget presented in the Assembly by Deputy Chief Minister Hemant Soren on March 7. The battalion of SISF, comprising ex-servicemen, planned to be raised will be recruited and their training will be completed by the end of fiscal year 2011-12. To deal with the Maoists, the Budget proposes to open 92 Police Stations and strengthen the Special Branch of the Police by setting up Cyber Security and Surveillance System and Intelligence Training School for its staff. Soren, presented a deficit budget of INR 38.6577 billion, said 18,000 Police posts were vacant. Of these, 11,000 posts of constables and 850 posts of Sub-Inspectors would be filled up in the coming financial year. "In order to overcome the problem of the Naxalites [Left Wing Extremism], the administrative officers were sensitised. The effort was also being made to help improve institutional system," Soren added.

"These STFs will be set up in 2011/12 while the IRB this year. In the beginning it was said that extremists had been dominating the Police but now the Police have been dominating the CPI-Maoists and other Left Wing Extremist (LWE) outfits," State Human Resource Development (HRD) Minister Baijnath Ram said in reply to the Home Departments budgetary demand for grant. Jharkhand has already 22 STF and five IRBs, he added. Informing the house that in all 547 extremists had been killed and 4,084 Maoists were arrested since the States creation on November 15, 2000, Ram said Maoist presence was felt in hitherto untouched Santhal Pargana region where six Districts are located. Stating that 18 of the 24 Districts were affected by Left-Wing extremists, Ram said Security Forces personnel were doubled in 118 Police Stations in LWE-hit areas. To reduce dependence on central forces, he added, the State had created 14 additional companies of Jharkhand Armed Police.

Reports indicate that a second battalion of the Central reserve Police Force (CRPF) will keep extra vigil in the Maoist infested Jhumra area of Bokaro District, while Dumka in Santhal Pargana, will get its first Paramilitary troopers. Announcing the two new battalions of the force, CRPF Inspector-General (IG) Alok Raj on April 18 said reinforcement had become necessary because the troopers were not just fighting the Maoists in these places, but also splinter outfits like the People's Liberation Front of India (PLFI), Tritiya Prastuti Committee (TPC) and Jharkhand Prastuti Committee (JPC). Currently, the CRPF has 13 battalions and two Commando Battalion for Resolute Action (CoBRA) units in the State. “Even six years ago, the Police did not dare to enter the Saranda forests in fear of Maoists. But in the past year, the CRPF entered the zone four times. The continued presence of Paramilitary Forces in Jhumra, which was once the training hub of Maoists, has dealt a severe blow to the Maoist outfit,” Raj said. “While we have strengthened our base, the same has been done by Maoists in Chatra, Latehar, Palamu, Khunti and Dumka. So, the need to raise more battalions,” he added.

The country’s top Security officials are set to finalise plans for nearly 400 fortified Police Stations in eight Communist Party of India-Maoist (CPI-Maoist)-affected States and an Army “training battalion” in Chhattisgarh, reports Telegraph. Government sources said a meeting to draw up the blueprint for such Police “forts” would be held this week. According to the tentative blueprint, 85 of these nearly 400 police stations will come up in Bihar, followed by 75 each in Chhattisgarh and Jharkhand, 70 in Odisha, 40 in Andhra Pradesh, 18 in West Bengal, 15 in Uttar Pradesh and 12 in Madhya Pradesh.

If the claims of the Police are to be believed, then for the first time, Security Forces (SFs) have reined in the Communist Party of India-Maoist (CPI-Maoist) who had gained control of the near 700 hills in the dense forests of Saranda, in the longest ever anti-Naxal [Left Wing Extremism (LWE)] operation called ‘Operation Monsoon’. SFs claimed that they have virtually pushed the Maoists out of their area of dominance, which in the parlance of the rebels is referred to as liberated zone. Saranda is spread over 85,500 hectares along the border of Jharkhand and Odisha where neither the Police nor any Government machinery ventured in the past one decade. This gave the Maoists the liberty to run the area from over a dozen camps, including their Eastern Regional Bureau headquarters.

India Today reports that faced with consistent threats by terrorists in the North-East region, the Railways have started running bullet-proof engines for its goods trains as a pilot project in North-East Frontier Railways (NEFR) zone. A senior board official said: "Based on the inputs about the threat to the presence of rail personnel in these goods trains on particular route lines, the NEFR has recently started operating 33 goods trains with bullet-proof locomotives." The Railways is considering extending the pilot project to other terror-prone routes, particularly in Maoist-hit South-Eastern (West Bengal and Jharkhand) and South Central (Chhattisgarh) zones, where night operations are risky.

The Times of India reports that the adviser to the Planning Commission, Indrani Chandrashekharan, visited various development projects on September 21, which had been initiated in Communist Party of India-Maoist (CPI-Maoist)-hit villages of Gumla District under the Integrated Action Plan (IAP). She later said, "We are happy to see various IAP and other projects in the District. If there is development, Maoist impact will diminish and people will be benefited.”
