In a path-breaking measure, the Union Government has decided to involve missionary groups of various hues in taking its programmes to the people in areas affected by Naxalite [Left-Wing Extremism (LWE)] activities, reports The Hindu. Apart from giving the green signal to engage Ramakrishna Mission Ashram in Narainpur District in Chhattisgarh, which the Communist Party of India-Maoist (CPI-Maoist) claims to be a liberated zone, Union Minister of Rural Development Jairam Ramesh has decided to engage the services of Catholic bishops to spearhead development activities among the tribals of Odisha, Jharkhand and Chhattisgarh, three States affected by LWE activities. In a letter to Chhattisgarh Chief Minister Raman Singh, Ramesh has given his clearance for an INR 230 million proposal of the ashram to undertake various activities in the Maoist-affected District. According to Ramesh, the ashram is the only group working in Narainpur District since its inception in 1985 while the Government has been unable to make its presence felt.

The additional personnel will be deployed from the Central Reserve Police Force (CRPF) and Border Security Force (BSF). The MHA held a high-level meeting with top officials of the four States on January 20 and gave the sanction for deployment of additional forces.

Anti-Communist Party of India-Maoist (CPI-Maoist) operations were halted for a day on January 28 in the hope that the ultras would release abducted Policeman Sunesh Ram, who has not returned home after the January 22, 2012 landmine blast in Jharkhand's Garhwa District, reports DNA India. The operations were halted for a day after Ram's family made a request on the basis of media reports that he would be released if they were halted, Garhwa Superintendent of Police (SP) Michael S Raj told the reporters in Garhwa. The anti-Maoist operations were launched in Garhwa, Palamau and Latehar Districts after 13 Policemen were killed in a landmine blast near Bariganwa forests. The rank of Ram, who was posted with the Garhwa District Police, has not been disclosed. He was deputed as a security guard to Garhwa Zilla Parishad chairperson Susma Mehta. Ram was accompanying her and two others to Bargarh. All of them were were abducted by Maoists after the landmine explosion. The left-wing guerrillas had told local media in Latehar that they would release them if the operations against them were halted and three base camps situated in Latehar removed.

The Central Government on January 30 admitted that execution of road projects in Naxal [Left Wing Extremism (LWE)]-hit States has been delayed and only 730 kilometres of the proposed 5,477 kilometres highways network could be completed so far, reports IBN Live. "So far, work in 730 kilometres length has been completed. There has been poor response from contractors for works in Chhattisgarh, Jharkhand, Maharashtra and Odisha," an official statement by the Road Transport and Highways Ministry said. The Government had approved a programme for development of 5,477 kilometres roads in 34 LWE affected District in eight States at an estimated cost of INR 73 billion, the statement said. The completion period of the projects vary from one to three years. However, it added that it has relaxed the eligibility criteria for the contractors to encourage larger participation and at present work is underway on 140 projects entailing an investment of INR 44.28 billion in affected States.

Jharkhand Police on February 3 found the Communist Party of India-Maoist (CPI-Maoist) making profits from illegal coal trade through private coal companies when they conducted raids on companies in Bokaro District. "After watching their work for 12 days, Police conducted raids on three private coal companies and seized 2000 tonne of illegally dumped coal," Deputy Inspector General of Police LP Singh told reporters in Bokaro. Stating that the companies were situated near Maoist-affected areas near Lugu Pahar at Jhumra Hills, he said the Maoists were indulged in illegal coal trade allegedly through these companies. However, there were no arrests yet as the Police is still trying find the owners of the company.

The pamphlet, which has been distributed widely in Pirtanda area of Giridih and Vishnugarh, Hazaribagh, has urged people to prevent their sons from joining the Police Force, claiming security personnel were killing innocent lives. Terming recruitment in Police a “trap”, the two-page pamphlet released by the Bihar-Jharkhand-north Chhattisgarh special area committee of the CPI-Maoist said, “Police sarkar ki ghulam hoti hai, janata ki rakshak nahi bhakshak hai (The Police are the Government’s slaves, they aren’t saviours but killers).”

Intelligence officials on October 20 sounded an alert that Communist Party of India-Maoist (CPI-Maoist) were working on a strategy to open a new corridor between the states of Chhattisgarh and Jharkhand in the coming winter by taking advantage of freezing cold and foggy situation in the forested border region, reports Deccan Chronicle. A Senior Police officer requesting anonymity said, “We have received intelligence reports that the Maoists are planning to regain their ground in north Chhattisgarh regions bordering Jharkhand to open a new corridor between the two states. Security forces usually do not venture into the area in winter due to hostile climate”. According to him, after a long hibernation of almost half-a-decade since they were decimated in north Chhattisgarh, CPI-Maoists have again launched a move to enter the region. Reports reaching from several parts in the region said that the Maoists were trying to befriend with local tribals with various allurements. The locals have, however, so far spurned their overtures and even tipped the forces about their movements in the area.

Police investigations in the recent seizure of foreign-made weapons, including the American M16 rifles and Pakistani cartridges, have revealed that the arms and ammunition are coming to the State through dealers in Bihar, reports The Times of India. All the weapons and ammunition recovered from Maoists in Palamu, Hazaribagh and Simdega reached the State via Bihar. Jharkhand Police spokesman, Inspector General of Police (IG), S N Pradhan said, these weapons were once used by militants active in Northeastern States, and with the violence now receding, the insurgents do not want to keep these weapons with them anymore. The militants are only keeping the most advanced weapons as they have no use of these arms anymore. Pradhan said that according to information with the Police, the rebels are buying these M16 rifles for around INR 150,000 to INR 200,000 per piece. Against this, an AK47 costs around INR 400,000 to INR 500,000.

Communist Party of India-Maoist (CPI-Maoist) politburo member and hardline strategist Katakam Sudarshan alias Anand, who carries a reward of INR 1.2 million on his head, is poised to replace Koteswara Rao alias Kishanji as the supreme leader of the Maoists in West Bengal, Jharkhand and Odisha, reports Hindustan Times. Kishanji was killed by Security Forces (SFs) in a gunfight on November 24, 2011. “We have information that Anand, who is a politburo member and among the senior leaders of the party is replacing or has replaced Kishenji. He would be or is heading the eastern regional bureau of the CPI(Maoist). We have alerted our forces who are keeping a strict vigil,” said a home department official. Sudarshan is known for his ability to draw up strategies in both the political and military spheres of action and mostly works at the planning stage. Sudarshan, who hails from Adilabad in Andhra Pradesh, is an engineer by training. He joined the Maoist fold in the 1980s. The Police describe him as “a soft spoken stocky man around 5ft 2inches tall with a dark complexion”. SFs suspect that Sudarshan planned the massacre of 75 CRPF personnel in Dantewada, Chhattisgarh on April 6, 2010.

With the success of the anti-Naxal [Left Wing Extremism (LWE)] operation ‘Anaconda 1’ [which began on July 31, 2011 and continued till September 2011] in the dense Saranda forest areas of West Singhbhum District, the Security Forces have launched a fresh offensive titled ‘Anaconda 2’ in the Saranda forest areas on December 9, with 16 companies of Central Reserve Police Force (CRPF), Jharkhand Jaguar, Indian Reserve Battalion (IRB) and State Police Force, reports Business Standard. According to Police source Forces from Noamundi, Kiriburu and Gua camps have also been taken part in the operation that will continue till the Naxals are flushed out. “We cannot reveal details of the operation due to security reasons, but yes we have started the operation after receiving intelligence reports that the Communist Party of India-Maoist (CPI-Maoist) cadres were trying to regain grip in the forests. We have started the operation to weed out them,” said a District Police official.
