Deo Kumar Singh alias Arvindji, the Communist Party of India-Maoist (CPI-Maoist) central committee member and mastermind of Latehar encounter of January 7, is being considered for a promotion to the politbureau in the Maoist outfit, reports The Times of India, on February 5. Arvindji, who is also the chief of the Maoists operations in Jharkhand, has reportedly caught the fancy of his seniors for his abilities to inflict maximum injuries on the anti-Maoist forces. Sources in the Ministry of Home Affairs (MHA) said that the intelligence agencies recently picked up chatter between Maoist leaders deliberating over pushing Arvindji up the party hierarchy and including him in its politbureau. The Maoist politbureau, which is reduced to a six-member body in the wake of killings and arrests of several leaders, is to be reconstituted at the party Congress that has been due for almost a year now. Arvindji hails from Bihar's Jehanabad District and was reportedly close to Maoist leader Kishenji, who was killed by Security Forces (SFs) in November, 2011. Sources said Arvindji has a post-graduate degree from Patna University in the 1980s and has a well settled family — he has two sons, one of them an IITian, and a daughter. His wife was nabbed by the Bihar Police in Jehanabad in 2012.

he Union Ministry of Home Affairs (MHA) has convened a meeting of top Police and civil officials of states affected by Communist Party of India-Maoist (CPI-Maoist) violence on February 20 to review anti-Maoist operations and improve the efficacy of the strategies, reports The Times of India. Chief Secretaries and Director Generals of Police of Chhattisgarh, Jharkhand, Bihar, Odisha, West Bengal, Maharashtra, Andhra Pradesh, Madhya Pradesh and Uttar Pradesh will take part in the meeting during which in-depth deliberations will be held on the security situation in the 'Red Corridor'. Sources said the meeting would deliberate on the issue of coordination among State Police and Central Police Forces and decide on a strategy to tackle Maoists who are known to flee from one state to another after committing a crime. The meeting will also review the development programmes being carried out in Maoist-hit Districts and ways to speed them up to reach the maximum number of people.

According to intelligence inputs received by the South Eastern Railway (SER), the Communist Party of India-Maoist (CPI-Maoist) is planning to attack a railway escort party that is entrusted with sanitizing the rail tracks close to the West Bengal-Jharkhand border rather than a passenger-carrying train, reports The Times of India, on March 8. After the 2010 Jnaneswari Express disaster which killed 148 passengers, the possibility of another strike by the Maoists looms large. Commenting on the matter, a highly-placed source revealed "We have information that the Maoists are planning a strike. They won't target a passenger-carrying train as the Jnaneswari strike led to bad publicity. They are planning to attack an escort party instead. Intelligence reports suggest that such a strike has been planned as the Maoists want to use it as a resurgence tool in the eastern part of the country where the rebels have not been able to gain much ground in the recent past".

The Central Government on May 7 informed the Lok Sabha (Lower House of Parliament) that the Communist Party of India-Maoist (CPI-Maoist) cadres were manufacturing improvised hand grenades and rocket propelled grenades in their arms manufacturing units in Chhattisgarh, Bihar and Jharkhand, reports The Times of India. Union Minister of State for Home Affairs (MHA) RPN Singh said steps taken to bust these manufacturing units included deployment of Security Forces (SFs) at strategic locations, firm Police action against such unlawful activities and intensified intelligence-based anti-Naxal [Left Wing Extremism (LWE)] operations. In response to another question, the Minister informed the House that 532 companies (53,200 personnel) of Central Armed Police Forces (CAPF) were deployed in Maoist-affected states, including Chhattisgarh, Jharkhand, Bihar, West Bengal, Andhra Pradesh, Maharashtra and Odisha. The Government, however, decided to provide 10 additional battalions of CAPF (10,000 personnel), including five battalions (5,000 personnel) of Central Reserve Police Forces (CRPF) to four LWE-affected states, including Jharkhand, Odisha, Bihar and Chhattisgarh.

Further Jharkhand Police have arrested 294 Maoists in the first five months of 2013, reports The Times of India on June 14. A total of 294 Maoists were arrested between January 1 to May 31 against 211 during the same period last year (2012) and 160 the year before that (2011). Of the total arrested Maoists, 17 belong to their top leadership ranks, ‘area commander’ and above. A total of 181 Maoist incidents have been reported in 2013 against 197 in 2012 and 202 in 2011. Police claim to have killed 22 Maoists between Jan 1 to May 31, but the bodies of only 10 Maoists have been recovered. Police have also recovered 51 Improvised Explosive Devices (IED), 2,575 detonators, about 2,646 kg of explosives and INR 1, 63, 000 in cash collected as levy by the Maoists.

Shortage of almost 300,000 Police personnel in nine Left Wing Extremism (LWE) affected States is jeopardising the fight against the Communist Party of India-Maoist (CPI-Maoist), reports The Hindu on July 8. Chhattisgarh, Jharkhand, Odisha, Bihar, Andhra Pradesh, Maharashtra, West Bengal, Madhya Pradesh and Uttar Pradesh had 250,000 vacant positions of head constables and constables, while 50,000 posts of inspectors and sub-inspectors need to be filled. Similarly, these States also need over 1,000 Additional Superintendents of Police and Deputy SPs. The highest number of shortage in Police force is in Uttar Pradesh (180,000 personnel), followed by Andhra Pradesh (30,000), West Bengal (29,000), Bihar (16,000), Chhattisgarh (13,000), Jharkhand (10,000), Madhya Pradesh (6,000) and Odisha (2,000). Notably, in Maharashtra, there are 379 various vacant positions in just two LWE-hit Districts of Gadchiroli and Gondia. At last month’s (June) Chief Ministers’ conference on internal security, Union Home Minister Sushilkumar Shinde told these States that they need to fill these vacancies and that the Centre cannot always fulfil their demands for increasing the deployment of paramilitary forces. Currently, over 80,000 personnel, mainly from the CRPF (66 battalions), the BSF (12 battalions) and the ITBP (five battalions), are deployed in the LWE-hit States. For speedy recruitment, the MHA told these States to relax certain recruitment norms and give preference to locals, who can be appointed on contract basis.

Nearly 10,000 children, including girls, have been "recruited" by Communist Party of India-Maoist (CPI-Maoist) across Chhattisgarh, Odisha, Bihar and Jharkhand to serve as intelligence gatherers or perform chores as cooks and couriers, reports The Times of India. Though these minor recruits — mostly aged between 10 to 15 — don't carry arms, they are given the basic training to handle weapons. While around 3,000-4,000 children alone stand enrolled into "bal sangham" in Chhattisgarh and Odisha, the young hands working for Maoists in Jharkhand and Bihar are organized under 'bal dasta'. The modus operandi of recruiting these minors involves prevailing upon the local tribal families to "give up" one of their children to the CPI-Maoist, by highlighting displacement issues and "police atrocities on their brethren". Intelligence sources told TOI that the main job of the child recruits is to gather information for the Maoists. Bal sangham in the Dandkaranya region has been operational since 1995. In Odisha, the recruitments are mainly undertaken in Koraput and Malkangiri Districts. The Chasi Mulia Adivasi Sangh, a Maoist front organisation, had recently recruited and inducted several children in Narayanpatna Police Station area of Koraput. In Bihar, the erstwhile Maoist Communist Centre (MCC), now merged into CPI-Maoist, had been recruiting children between eight-14 for its "bal dasta". The CPI-Maoist continues to draft children mainly from Districts like Aurangabad, Rohtas, Kaimur and East Champaran. The Left Wing Extremists (LWEs) in Jharkhand are using proxies to file Right to Information (RTI) applications to gather details about government projects in order to target businessmen and contractors for extortion, reports The Times of India. Police have recovered RTI documents from a training camp of the People's Liberation Front of India (PLFI), a breakaway faction of the Communist Party of India-Maoist (CPI-Maoist), in Torpa forests, which have details of 30-odd Government projects under Khunti District rural development agency, with names of contractors and estimated costs. "The Maoists use RTI documents as proof of a contractor's worth and then extort the 'due amount' from them," said Khunti Superintendent of Police (SP) M Tamil Vanan, who made the last such seizure on September 8. They usually demand between 10% to 30% of profit margins, said the Police adding that they have resorted to such tactics in the past as well. "In the last two years, I have come across four such RTI documents with Maoists and their sympathisers," said Vanan.

They have also found a haul of 1,730kg explosives, 298 landmines, 100 regular weapons and 1,700 ammunition from the extremists from different parts of Jharkhand. CRPF IG (operations) M V Rao revealed the numbers in an official press release at a press conference. Sources in the top Police brass said a massive deployment of armed police forces has been made around the periphery of the Saranda forest while security has been tightened across areas known for Maoist activities. In its bid to foil the proposed meeting of the Maoists, the Jharkhand and Odisha Police forces on December 25 began joint combing operations in Chirubeda, Ramaloi and Topadihi of Odisha’s Sundargarh District as well as in the Digha, Tirilposi, Bitkalsoya, Thelkobad and Bandgaon areas in Jharkhand.
