A Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Sishu Mallick, and a close associate of Odisha Maobadi Party (OMP) chief, Sabyasachi Panda, surrendered before the Kandhamal Superintendent of Police (SP), JN Pankaj, at Phulbani, on February 5, reports The Times of India. The Maoist joined the outfit four years ago and was treating cadres suffering from different diseases. He was also acting as the link between Panda and Chasi Mulia Adivasi Sangh (CMAS) chief Nachika Linga. He was trained in a camp at Badabanga forest along Ganjam-Kandhamal border. Police, however, said he is not involved in any Maoist-related violence.

Forty-seven more members of the Chasi Mulia Adivasi Sangh (CMAS), a Communist Party of India-Maoist (CPI-Maoist)-backed tribal organization based in Narayanpatna block of Koraput District of Odisha surrendered before the Police on February 6, reports The Hindu. The activists were from remote Hurlikota and Laumala villages in Narayanpatna Police Station limits. The 47 CMAS members reached Narayanpatna Police Station and pledged that they would no more get involved in violent activities of the CMAS and Maoists. They expressed their desire to lead a normal life. Police officials promised to make all possible efforts so that developmental schemes of government could be availed by them and their families. It may be noted that due to pressure of CMAS leadership most activists did not avail benefits of developmental schemes of the Government for the poor. Exodus of CMAS members continued since January. Sixty-eight CMAS activists from Upper Renga and Bhaliaput villages in Narayanpatna Police Station limits surrendered on January 13. On January 12, fifteen CMAS activists of Bhaliaput village surrendered before the Police. Thirty-eight other CMAS members from Bhaliaput village surrendered on January 11.

Four Communist Party of India-Maoist (CPI-Maoist) militias including a commander of militia group surrendered before the Deputy Inspector General (DIG) of Border Security Force (BSF), Akhileswar Singh, in the presence of Koraput Superintendent of Police (SP) Avinash Kumar at the BSF camp at Koraput town in Koraput District, reports The Hindu on March 30. The surrendered persons were identified as Ram Rao Meleka (35) a militia commander and his three associates Bisi Mandingi (25), Lachhana Himrika (42), Gahina Bidika (21). The surrendered militias also handed over a gun and six live bullets. The surrendered Maoists were part of Kumbhariput militia dalam of Srikakulam-Koraput Joint Division Committee (SKDC) under Andhra Orissa Border Special Zonal Committee (AOBSZC) of Maoists. They were active mostly in Bandhugaon block of Koraput District. All of them were residents of Upper Jambaguda village under Bandhugaon Police Station.

A hard core cadre of the Communist Party of India-Maoist (CPI-Maoist), Bhagaban Urlaka alias Dibakar, who surrendered before Rayagada SP Rajesh Pandit in the night of April 3 revealed alleged child exploitation by the CPI-Maoist. Dibakar used to a 9 mm pistol while in the CPI-Maoist fold. He was in the violent organisation since past four years. He was an active member of the Bansadhara Division of the CPI-Maoist, which is now being led by Nikhil. After surrender, Dibakar revealed the recent efforts of Maoists to recruit gullible minor girls from remote areas. This recruitment drive was on as the Bansadhara Division was planning for some major violence, he said. Maoists were using terror tactics to recruit and provide weapon training to these minor girls. These children were not allowed to return back to their homes, he said. He alleged that several of these girls were facing sexual exploitation at the hands of naxalite cadres from Chhattisgarh, who are now part of Maoist organisation in Odisha.

A self-styled top ‘commander’ of the Communist Party of India-Maoist (CPI-Maoist), Duburu Kanta, and five of his associates surrendered without arms before the Border Security Force (BSF) in Koraput District of Odisha on April 4, reports Zee News. Kanta was active Narayanpatna-based Chasi Mulia Adivasi Sangh (CMAS), a Maoist front organisation, and involved in extremist activities for the last 12 years, BSF officials said. The ‘commander’ later helped a BSF team to retrieve a 12 bore Single Barrel Breach of Loaded (SBBL) gun along with two grenades, they said. Kanta was the commander of "Ghenua Bahini", the armed wing of CMAS, and figured in the most wanted list for his involvement in various Maoist activities. The five cadres who surrendered along with Kanta have been identified as Jiana Meleka, Ganga Meleka, Kapilash Kando, Gurunath Khara and Surendra Khara.

Dumsil happens to be the most important stronghold of the Maoists and CMAS in Narayanpatna block. According to Police sources, out of the top 20 leaders of the CMAS around a dozen were from Dumsil village. So, this recent surrender would surely be a major setback for the Maoists and CMAS, Police officials said. Eighteen of them had warrants related to violent acts pending against them. Since January till now around 1,500 such persons have surrendered before Police with the promise to have no link with the Maoists.

Around 1,800 CMAS activists have deserted the CMAS since January 2013 opposing its violent activities. Supported by the Maoists, the CMAS had ruled in Narayanpatna for the past four years. All of them reached Malkangiri town to surrender before the Malkangiri Superintendent of Police (SP), Akhileswar Singh. The four Maoists who surrendered were tribals from Gajalmundi village near Jodamba under Chitrakonda police station limits. They were Muli Golari (32), Tilsu Khilo (31), Kamulu Badanayak (28) and Damburu Khilo (30). According to sources, these Maoists were working under Golla Ramullu alias Madhav, and Chenti of Guma-Poplur dalam (squad) of Maoists.
