Train services in the Kharagpur-Tatanagar route of South-Eastern railway were disrupted on January 2 after a landmine hoax created panic in West Midnapore District, reports PTI. A pilot train and a team of joint SFs rushed to a spot near Jhargram railway station after a driver of the Howrah-bound Sambalpur Express noticed some banners and a tiffin-box with wires spread out lying on the railway tracks, Police said. An inspection by the bomb-disposal squad revealed the absence of any explosives. Police said that this was a ploy by the Maoists to create panic, as a result of which several local trains in the route were cancelled while long-distance trains got delayed.

A number of villagers are compelled to migrate to different places for safety following threats from Communist Party of India-Maoist (CPI-Maoist) cadres in Sundergarh District, reported ANI. About 3,000 villagers of the five villages, namely, Jharbeda, Mahubeda, Sanbalijor, Langlakata and Relhatu under Relhatu Gram Panchayat (village level local self Government institution) deserted their homes due to continuous harassment by the Maoists. The tribal villagers were antagonised by Maoists, who used to demand food from the poor villagers. The Maoists used to force them to attend meetings and participate in creating road-blocks during the bandhs (general shut down) called by the extremists. The Naxalites had also directed the villagers that one youth from each household must join the outfit. Any voice of resentment against Maoists’ diktat would only mean suffering for the villagers.

Determined to spoil the Trinamool Congress chief Mamata Banerjee’s rally at Jhargram in West Midnapore District on January 15, the leadership of the Communist Party of India-Maoist (CPI-Maoist)-backed People’s Committee against Police Atrocities (PCPA) is not ruling out the possibility of violence during the meeting, reported The Hindu. The PCPA has already issued a diktat to the local tribal population against participating in the rally. This is being seen as a reply by the Maoists and the PCPA to Banerjee’s demand to deploy the Army in the region to tackle the Maoist menace. Speaking to The Hindu on January 13 over telephone from the Lalgarh region, spokesperson of the PCPA Asit Mahato said, “How does Ms. Banerjee expect the people of the region to listen to her at the rally, when she is asking for deployment of the army against the same? It is a publicity stunt on her part to brighten her party’s prospects in the forthcoming State Assembly elections. But the people of Jangalmahal are not going to be pawns in her political game.” Asked if the PCPA would use force to thwart the rally, he said: “Though we do not have any such plans, but we cannot give any assurances if agitated people do something on the spur of the moment. Ms. Banerjee and the State government are speaking in the same tone these days.”

Indian Express reported that the Orissa Police arrested the youth who had sent an e-mail to the Chief Minister (CM) Naveen Patnaik on January 25, threatening to kill him if the wife of top Maoist leader Sabyasachi Panda was not released. Bhubaneswar Police Commissioner B. K. Sharma said Pratap Behera, 32, was arrested from Astaranga area of Puri District on charges of sending the mail from his brother’s e-mail account to the CM’s official e-mail address. The Union Ministry of Home Affairs (MHA) in a statement on May 6 warned civil society groups, non-governmental organisations, intellectuals and the general public to refrain from supporting the Communist Party of India-Maoist (CPI-Maoist) ideology as it will attract action under the Unlawful Activities (Prevention) Act, 1967, reported The Hindu. It warned that under Section 39 of the Act, "any person who commits the offence of supporting such a terrorist organisation with inter alia intention to further the activities of such groups would be liable to be punished with imprisonment for a term not exceeding 10 years or with fine or with both." Asking the public not to become a victim of the CPI (Maoist) propaganda, the statement said: "The Communist Party of India (Maoist) and all its formations and front organisations are terrorist organisations whose sole aim is armed overthrow of the Indian state." The Times of India added that the law, Unlawful Activities (Prevention) Act, 1967, empowers the State to punish those collaborating with a banned organization with imprisonment up to 10 years. Besides, section 39 of the UAPA also provides for fine to be slapped on those found collaborating with extremists.

The central committee of the CPI-Maoist at a recent meeting has decided to raise "action teams" in all States dominated by them to target political leaders and workers, a Union Home Ministry official said quoting intelligence inputs. He said the Maoists were planning to launch the attack in both rural and semi-urban areas in West Bengal, Jharkhand, Orissa, Chhattisgarh, Andhra Pradesh and Maharashtra. "Apprehending threat, many political leaders in the areas dominated by the Maoists have started resigning from their respective political parties," the official said. Besides, the policy-making body of the CPI-Maoist also directed its cadres to target any vehicle used by security personnel even if civilians travel along with them, he said.

Mandangi was a hardcore Maoist supporter earlier; he had contested the local body elections and was leading life as a contractor. According to Rayagada Superintendent of Police (SP) Anup Krishna, Mandangi was a key element in the anti-Naxal operations as he remained in regular touch with local Police and used to provide precise information about Naxalites' movement. For that, he had been under constant threat of Maoists. In the last week of July, a group of Maoists led by Naxal leader Suresh had abducted him and taken him to their secret hideout in jungles near Vardha. He had faced torture at the hands of Maoists who had also threatened to kill him, it was reported. The mental pressure might have driven him to suicide, Police said. He committed suicide while his room-mate had gone out. Police registered a case.

The CPI-Maoists Karimnagar-Khammam-Warangal ‘secretary’ Sudhakar warned MFIs of dire consequences if they do not call it quits. In a statement, he said agents and representatives of MFIs are humiliating rural women and insulting their family members because of which several villagers have committed suicide.
