Through this audio clip, he has criticised the surrender of hundreds of Maoist sympathisers and militias from the Mathili area of Malkangiri District. Maoist posters threatening to blow up the residence of Nuapada SP created a flutter in five gram panchayat headquarters in Nuapada District on April 14, reports The New Indian Express. The posters were found in Dharambandha, Chulabhat, Bharuanmunda, Motanuapada and Aamanara besides Torra village under Nuapada block where the Maoists had called a bandh (shut down strike) on the day. The posters demanded cancellation of a proposal to construct Police Station in Dharambandha and threatened that anybody defying their dictates would be tried in Kangaroo Court. During the bandh the villagers preferred to remain indoors and all the business and commercial establishments remained shut. Even vehicles and public transport remained off the road.

The handwritten threat purportedly issued by the Jharkhand unit of the Communist Party of India-Maoist (CPI-Maoist) was posted from Giridih District of Jharkhand on April 18 and delivered the next day at the Gaya airport through an ordinary post bearing INR five stamp. Confirming the receipt of the threat, Gaya Airport Director Dilip Kumar said that it carried names of three Giridih residents as senders of the letter. The Police have been informed and a case has been registered in this connection in the Magadh Medical College Police Station.

About 5,000 tribals alleging atrocities by the Police on the common man participated in a ‘praja court’ (People’s conclave) organized by the Communist Party of IndiaMaoist (CPIMaoist) held at an undisclosed location in the cutoff area in Malkangiri District, reports Odisha Sun Times on May 9. Local sources said tribals alleging atrocities by the Police on innocent citizens demanded the immediate removal of Police camps set up at various locations in the area. Maoists at the gathering warned of strong retaliation if atrocities by the Police on innocent tribals did not stop, the sources added. Speakers at the conclave demanded right to live for the people and alleged that the Police and Security Force (SF) personnel were killing innocent people by branding them as Maoists. The conclave organized by Benu, ‘secretary’ of the CPIMaoist, was attended by about 5,000 villagers hailing from Panasput, Andrapalli, and Jodamba villages, local sources said.

As many as five Block Development Officers (BDOs) in Jharkhand have received letters bearing Communist Party of India-Maoist (CPI-Maoist) letter-head asking them to quit their jobs within 15 days or see their respective office buildings getting blown up by dynamite, reports The Telegraph. They would be responsible for the resultant loss of life and property, the letters added. The BDO of Kolebira in Simdega District received the threat letter on June 9 by ordinary post while his counterparts in Murhu, Khunti; Mandar, Ranchi; and Saria in Giridih Districts received them two days ago. A few days earlier, Giridih's Birni BDO had also received a similar letter. Interestingly, Khunti superintendent of Police (SP) Anish Gupta went on to add that involvement of any rebel outfit was unlikely. "It seems that these are jobs of some mischievous elements. All the wings of the police are working in tandem with each other and the case will be solved soon," he added.

Oraon received the letter when he was in his office. "It was about 5 pm when my peon gave me the letter. I immediately informed the Nawadih police station," said Oraon. However, Police are verifying the authenticity of the letter that was sent through post bearing a receipt stamp of Giridih. A Police officer said that a few more BDOs deployed in Giridih received similar threat letters. The MalkangiriKoraput Vishaka Border Division Committee (MKVDC) of the CPIMaoist has stated this through letters sent to a few mediapersons in Malkangiri District on July 22. The state government through Police is trying to suppress the people's movement in the state. "Security personnel are killing innocent tribals and going scotfree. We condemn the Kandhamal killings and demand appropriate action against the policemen involved in the killings," read the twopage letter. The extremists have also cited that Kandhamal is not the lone example of Police excesses on tribals. "Earlier, police have killed tribals in Kalinga Nagar, Niyamgiri, Narayanpatna and in Malkangiri district in fake encounters only to weaken the people's movement and no action has ever been taken against the policemen," it stated. The insurgents have appealed to all, including various political parties and civil society members, to start a movement against fake encounters of tribals in the name of Maoist operation. "We will intensify our fight for the rights of tribals in the days to come and any type of police excesses will not be tolerated," it reads.

In the message, the Maoists have even threatened Superintendent of Police (SP) Babu Ram and Central Armed Police Force (CAPF) personnel for their participation in the ongoing anti-Maoist operation in the District. In a memorandum submitted to the Police, Ravinder Goud said that there were about 1,200 members in the society and construction of houses was on. He said he had received a call from someone identifying himself as Sridhar Reddy of Bhongir in Nalgonda District on August 31 asking the organisation to vacate the construction site within two days or face dire consequences. According to reports, suspected Maoists numbering 120 cadres raided the house of ex-Maoist Mahto near Bhirangi Mor in Madhubhan area and triggered a dynamite blast blowing up the house of Mahto, who recently surrendered before the Police. They also set the rest house on fire in the same locality, the Police said, adding, nobody was present in the two houses during the incident. Both the families were residing elsewhere following threats from Naxalites [Left Wing Extremists (LWE)]. No person has been injured in the blast. Giridih, Superintendent of Police (SP), Akhilesh B. Varrier, who confirmed no casualty took place, said Maoists tried to terrorise their colleagues mulling the surrender option and harmed the Parasnath Action Plan by blowing up the under-construction shed meant for poor palki-bearers, adds The Telegraph.

The department has also suggested that teams comprising Police Sub-Inspector (SI) and Assistant Sub-Inspector (ASI) should alone conduct night patrolling, and that during patrolling, the officers should without fail carry guns with them. The department said that Police Stations like Adur, Bedaga, Badiyadka, Rajapuram, Vellarikundu, Cheemeni, and Ambalattara are located on the borders of thick forests. It said possibility of Naxals crossing over through forests in Karnataka to this side and attacking the Police Stations cannot be ruled out. Based on this advice, the Policemen are on high alert in forest areas in Kannur, Palakkad, Wayanad, Kozhikode and Malappuram Districts. The case relating to exchange of fire between Policemen and Communist Party of India-Maoist (CPI-Maoist) cadres at Nilambur has been handed over to crime branch, which has formed a special team for the purpose.In the meanwhile, wallpapers pasted inside the toilet of a hotel at Thiruvananthapuram has warned Policemen of revenge attacks.
