The Communist Party of India-Maoist (CPI-Maoist) on January 10 allegedly threatened sarpanches (village heads) and panches (members of village panchayat) of different villages near Badesetty village in Sukma District against participating in panchayat (village level local self government institutions) elections scheduled for January-end and February, 2015, reports The Hindu. The Maoists had summoned 107 sarpanches and panches for a meeting. “Maoist ‘commanders’ Kesa, Madhu, Bhime and Ramesh first advised all of us to stay away from elections. Then they threatened to kill anyone of us who dares to contest elections,” a sarpanch of a village in the Konta block said.

Suspected Maoist Community Centre (MCC) cadres have sought INR 10 million, firearms and ammunition as levy from the Railways and have threatened to blow up railway tracks between Motihari and Paniahwa railway stations in Bihar if their demands are not met, reports Zee News on January 21. Divisional Security Commandant (DSC) Kumar Nishant said the demands have been made through a letter sent to Divisional Railway Manger’s office through post and signed by one Ramji Sahni, who claimed to be the ‘area commander’ of the Maoist Community Centre (MCC). “Apart from Rs 1 crore cash, Sahni has demanded 50 rifles, 50 self loading Rifles, 50 carbines and 3,000 bullets and has threatened to blow rail tracks between Motihari and Paniahwa stations,” Nishant added. The DSC also said the letter seems to be a "mischief" by anti-social elements and not written by Maoists as their demands include firearms, which are not in the possession of the DRM.

Some hand written threatening posters of the Communist Party of India-Maoist (CPI-Maoist) appeared in parts of Chhaterpur in Palamu District, reported The Pioneer on February 6 (today). Deputy Superintendent of Police (DSP) Chhaterpur S K Tirkey confirmed the seizure of the posters. As its prime motive, it asks the stone crushing plant owner, Khurana, to refrain from grabbing the land of the Muslims of Munkeri village. Posters warning people against setting of polluting industries appeared in the name of Communist Party of India––Marxist-Leninist [CPI-ML] Spokesperson Jagan at Siddipet town in Medak District on April 29, reports The Hindu. The posters were pasted near the Revenue Divisional Officer (RDO), one of the main centres at Siddipet. “The real estate brokers are buying lands at Marpadaga, Sirsinagandla, Khmammampally and Peddamasanpally from poor farmers and then selling them to the industries. Those who are cooperating to establish industry that pollutes the area would not be spared,” Jagan warned in the poster. He has also demanded the Government withdrawal of the ‘police informer’ system in the State. Transporting silt removed from tanks to the fields of farmers at free of cost, providing Jeevana Bhruthi (sustenance allowance) to all the beedi workers, payment of INR 2 million ex-gratia to the families of farmers who had committed suicide, waiving of all the loans for farmers and sanctioning new loans, completing the land distribution for the SCs immediately and extending this programme for minorities and others were some of the issues also mentioned in the two-page poster.

In the wake of the perceived Communist Party of India-Maoist (CPI-Maoist) threat in the rural belt of Kozhikode District, Police are planning to set up more Police Stations in the forest areas where the presence of the Maoists have been reported, reports The New Indian Express on May 4. According to an official with Nadapuram Sub-Division of Police, a proposal has been mooted seeking government nod to set up Police Stations at Vilangad bordering Kozhikode, Wayanad and Kannur Districts and at Kakkayam.

The Communist Party of India-Maoist (CPI-Maoist) has threatened a violent backlash against any attempt to re-launch the controversial Salwa Judum (anti-Maoist vigilante group) campaign — arming villagers to take on the Maoists, reports The Times of India on May 11. For revival of a 'jan jagaran abhiyan' (people’s awareness campaign) to wean away people from Maoists, a massive public meeting has been convened by ‘Vikas Sangharsh Samiti’ (struggle for development organisation) at Dantewada on May 25, second death anniversary of Mahendra Karma, who spearheaded the ‘salwa judum’ movement. Karma was among frontline Congress leaders killed in a deadly Maoist attack in Bastar in May 25, 2013. Former ‘salwa judum’ leaders, including Sukhdeo Tati and Chaitram Atami, are also associated with the fresh move to revive a movement against the Maoists. However, the Maoists issued a statement to the local media, describing the move as "Salwa Judum-II" and calling upon people to fight back the new 'repressive movement'. CPI-Maoist Dandakaranya special zonal committee spokesman Gudsa Usendi said party has given a call to Peoples' Liberation Guerrilla Army (PLGA), military wing of Maoists, to bring such people to peoples' court and take action. Maoists claimed Salwa Judum-II in the name of peace and development was in fact aimed at selling off the natural resources to domestic and foreign capitalists. "The heroic masses of Bastar will defeat Salwa Judum-II. The revolutionary movement and People's War would avenge the 'jan jagaran' as it did to Mahendra Karma and other members of salwa judum," the statement said.

Jailed Communist Party of India-Maoist (CPI-Maoist) cadres in West Bengal on May 13 wrote to Chief Minister Mamata Banerjee, claiming that she will soon be “punished” for “disowning and convicting” Chhatradhar Mahato — “the face of Lalgarh movement and without whom the CM could not have succeeded in bringing change” in Bengal, reports The Indian Express. On May 12, a Midnapore court had sentenced Mahato, the convener of People’s Committee against Police Atrocities (PCPA), and five others to life imprisonment after holding them guilty under UAPA for their alleged links with Maoists. The letter, signed by several Maoists, has been written by IIT dropout Arnab Dam and senior leader Patit Paban Haldar. Both leaders are currently lodged at Presidency Jail. The letter stated: “The chief minister held several meetings with Mahato and asked him to spearhead the tribal movement. She promised that Mahato would be released when she would come into power. Amid opposition from political parties, the move to revive a "Salwa Judum" (an anti-Maoist vigilante group) like people's movement against the Communist Party of India-Maoist (CPI-Maoist) in Bastar region of Chhattisgarh has fizzled out with organizers now saying that they would organize a meeting on May 25 to pay homage to the victims of Maoist attack that killed frontline Congress leaders of the state in May 2013, reports The Times of India. Slain Congress leader Mahendra Karma's son Chhavindra Karma and other leaders had announced on May 5 that they would convene a meeting at Faraspal in Dantewada District on May 25 — the third anniversary of Bastar massacre — to chalk out strategies to re-launch a peoples' movement against Maoist rebels. Leaders of erstwhile Salwa Judum had also supported the move. While Maoists have threatened a bloody backlash against all those trying to revive any movement against them, mainstream political parties did not come out in open to support the proposed campaign fearing violence and bloodshed in the tribal region. Late Mahendra Karma's son and two former Salwa Judum leaders Chaitram Atami and Sukhdev Tati had formed a "vikas sangharsh samiti" to fight for the development of Bastar. In the process, they sought to project the proposed movement as the second phase of Salwa Judum, a controversial movement that led to bloodshed in Bastar between June 2005 and December 2008. Then, Congress leader Mahendra Karma had spearheaded the Salwa Judum campaign. "We are organizing a meeting at Faraspal on May 25 to pay homage to Mahendra Karma and others who were killed in Maoist attack in 2013," said Chhavindra Karma.

Thirty tribals from eight villages in Visakha Agency of Andhra Pradesh where the State Government is proposing to take up bauxite mining, have been warned by the Communist Party of India-Maoist’s (CPI-Maoist) ‘east division committee’ to come out of the bauxite rehabilitation committees and support the local people’s struggle against bauxite mining, reports The Hindu on July 16. They and their families would face boycott or physical action if they failed to surrender to the people and avoid promoting bauxite mining, ‘secretary’ of the ‘east division committee’ Kailasam said in a press release. The statement has names of 30 tribals on it and alleged that they had fallen to the Government’s plan to divide the tribals to facilitate bauxite mining in an easy way. Apart from the 30 persons named in the list some others are working secretly but all have been warned in the past through people’s courts, posters, banners and paper statements. In Jerrela alone people’s court was held three times but they failed to change their stand. They cannot bring disaster to their own people just for the sake of receiving a salary of INR 14,000 a month, Kailsam said and warned the government that would be held responsible for any action taken against the people the party had listed or those working secretly.

Harish Rao and Nayani Narasimha Reddy and Nakrekal MLA Vemula Veeresham on the issue of “removing about 500 employees from the company”, reports The Hindu on August 20. Signed by VPS Secretary Azad, the two-page pamphlet alleged that the Telangana Rashtra Samithi (TRS) Government had colluded with management of the OCTL. According to the pamphlet, the management had been exploiting the workers for e 30 years without following basic labour laws such as payment of minimum wages and holidays. The VPS alleged the OCTL had not even allowed the workers to form trade unions in the industry. About 25 officers working in six departments, belonging to high castes, were harassing the workers, the pamphlet said. When some workers had formed a trade union, the management had removed about 500 workers from the duties nine months ago, the pamphlet said.

At least 40 families of Kanaguda village under Kalimela Police Station in Malkangiri District of Odisha are alleged to have left their village on November 3, due to threat and harassment by the cadres of Communist Party of India-Maoist (CPI-Maoist), reports The Hindu. According to sources, during the past few weeks they were being terrorised by Maoists. On October 14 night, two tribal youths of this village, Soma Madkami and Rama Madhi, had been shot by the Maoists. After that armed Maoists were reported to be coming to the village regularly to threaten the villagers accusing them of having links with the Police. As per reports, 40 families decided to leave their homes along with their domestic animals and things of day-to-day use. In May and June this year, 60 tribal families from Panasput and Andrapalli villages from cut off area of Balimela reservoir in the District had also left their villages because of harassment and torture of Maoists.

A statement released by party Spokesman Syam contained the poser "Will you do it (awarding punishment) or shall we do it", indicating that they were waiting for the government to prosecute the financiers in question and their henchmen too. The Maoists charged the ruling party with shielding those financiers who sexually exploited several women by taking advantage of their poor financial background. Syam alleged that the government and the police were protecting member of Legislative Assembly (MLAs) and Member of Legislative Councils (MLCs) of the TDP despite victims filing complaints of regular extortion by the same leaders. "Even Chief Minister Chandrababu Naidu and a senior Police officer in the rank of Additional Director-General (not named by the banned outfit) were photographed with a key accused Dayanand," the Spokesman said, implying that there is a nexus between moneylenders and the authorities. Syam claimed that the Police top brass intentionally diluted the sex racket case and saved the 'kingpins' only at the behest of the CM. "A crackdown was launched across the state just to divert the public's attention from the main issues. The government sacked anganwadi teachers en masse even as the opposition took up cudgels on their behalf," he rued.
