After a slew of abductions and repeated threats from Communist Party of India-Maoist (CPI-Maoist) during recent months, Indian Railways employees posted in far-flung areas which fall under Maoist-affected zones have sent an SOS to Railway Minister Dinesh Trivedi for better protection during duty hours, reports The Indian Express. While the coal belts in eastern and central India and key routes in the east coast region are the main areas from where these complaints have poured in, a new section proving to be a headache is Gadchiroli in Maharashtra, bordering Chhattisgarh. The Lumding section post in Tinsukia, Assam, is also another area from where complaints have poured in. The matter came to a flashpoint when an assistant loco pilot was abducted late last year and money had to be paid as ransom to get him released. Faced with this problem, the railway unions have threatened to pull out men and women engaged in vital operation-related work in these areas. “We have taken up the matter with the apex level in the ministry, including the chairman and member staff. No one wants a crippling strike, but with so many complaints pouring in, we might have no other option if we cannot find a solution,” said Shiv Gopal Mishra, general secretary of All India Railwaymen’s Federation.

Suspected Communist Party of India-Maoist (CPI-Maoist) cadres abducted three labourers of a private construction company after setting ablaze five earthmoving machines at two places in Sitamarhi District on January 10, reports The Telegraph. The Police said about 25 armed cadres raided the construction site of Rajendra Singh and Brothers Construction (Private) Ltd Company at Maniari on Sitamarhi-Riga Road around 10.30pm [local time] and held the labourers captive. The Maoists also fired in the air and hurled bombs to terrorise the residents, who could not muster courage to challenge them. The Maoists later escaped from the area abducting three labourers. They also left pamphlets demanding money from the owner of the company. The abducted labourers were identified as Ram Lal Mahto, a resident of Purnahiya in Sheohar District, Harendra Singh of Musahari in Muzaffarpur District and Shishupal Yadav of Runnisaidpur in Sitamarhi District.

The Communist Party of India-Maoist (CPI-Maoist) have listed, the immediate halt to the security offensive and withdrawal of Security Forces from Saryu, Kone, Oraiya and other areas in Latehar, Palamu and Garhwa Districts, as pre-conditions for the release of hostages, reports Daily Pioneer. Garhwa zilla parishad (district level local self government institution) chairperson Sushma Mehta, Akhtar Ansari [State Communist Party of India-Marxist-Leninist (CPI-ML) Liberation member], her bodyguard Suresh Ram and driver Mehboob Ansari were abducted on January 21 after a landmine blast that killed 13 Policemen. “First stop harassing the poor in the name of a security offensive against us and remove security build-up in these areas. We will consider their release only after that,” said Maoist spokesperson Sudhir. “We are in touch with our Chhattisgarh counterparts. Borders have been sealed. We are working on specific intelligence input to trace these four who are being held captive by the Maoists,” said Director General of Police (DGP) GS Rath. Further, India Today reports that local journalist Satish Kumar Sinha was also abducted. However, they released Sinha after two hours of captivity and after holding a press conference in his presence. Earlier, according to Daily Pioneer reports it was reported that ‘Mehta and her bodyguard were kept hostage for some time, while they were passing by the spot. Later, Maoists released Mehta after snatching the pistol of her bodyguard’.

He said they would reach Garhwa by the evening. Mehta, her driver Mehboob Ansari and Communist Party of India-Marxist Leninist (CPI-ML) Liberation leader Akhtar Ansari reached the office of the SP. “We pleaded with the Maoists to free my security guard Constable Suresh Ram [too]. But they said they would release him after two days,” Mehta claimed before the media in Garwah on her return from the four-day long “Maoist captivity”. However, in his telephone call to the media in Latehar, Sudhir said the security guard would be freed only after the shifting of three base camps set up at Sarju, Orya and Kone in Latehar District. He also demanded the end of Police operations against his fellow cadres.

Armed cadres of the Communist Party of India-Maoist (CPI-Maoist) abducted six labourers engaged in construction of a road under the Pradhan Mantri Gram Sadak Yojana (PMGSY) at Bengabad, under Bengawar Police Station near Baghmara in Giridih District in the night of February 18. Rampati Kushwaha, the contractor of the Parditand-Sariya road project, said that a group of about 100 armed Maoists reached the makeshift camp shortly before midnight where the labourers were resting with their families and set ablaze four vehicles of the project and later, the Maoists abducted the six workers – identified as Nirmal Singh, Congress Das, Pravin Verma, Umesh Singh, Alam Ansari and Siraj Ansari - all from neighbouring Bihar at gunpoint.

The court indicted them for helping the officials and ordered execution of the sarpanch and assaulting of his wife. “The Naxals first hanged my husband from a tree. While the Maoists claimed responsibility for the abduction through some private news channels around midnight on March 17, there are reports that the Italians may have been abducted on March 14 itself. A driver and cook who were accompanying them and their vehicle were released by the Maoists subsequently. The Maoists were yet to respond to the Odisha Government's offer of negotiations even as the deadline set by the Maoists for their 13-point demands, including immediate halt to combing operations and release of some leaders and tribals ended in the evening of March 18, it was presumed to have been extended, an unnamed senior official said. The situation was being monitored constantly by Chief Minister Naveen Patnaik and top officials to resolve the hostage crisis and ensure their release, sources said.

Odisha Chief Minister Naveen Patnaik on April 4 said his Government had decided to facilitate the release of as many as 27 persons to secure the freedom of Biju Janata Dal legislator Jhina Hikaka and Italian tour operator Paolo Bosusco from the Communist Party of India-Maoist (CPI-Maoist), reported The Hindu. Making a statement in the State Legislative Assembly, Patnaik said that in the case of Hikaka, the Government had decided to facilitate the release of 15 members of the Chasi Mulia Adivasi Sangha (CMAS) and also eight Maoists from Koraput and Malkangiri jails. Four other Maoists are to be released in lieu of Paolo Bosusco. Paolo estimated Panda has just about 20 cadres, including 10 women, each armed with a gun. The unit has one VHF set, one walky-talky, two tiffin bombs, one laptop with data card and one generator. He described the OSOC leader as "sick". "He regularly takes medicines. I don't know what they were," Paolo told the Police. "They change their places frequently and never stay in villages. They prefer hill tops with streams nearby. I too travelled with them from one place to the other," a source quoted the Italian as saying. Paolo said he slept with others in the jungle one night when Panda woke up everyone and asked them to "lie down quietly". That was the time when members of "another group" reportedly came searching for them, a police source said. The former hostage even remembered the names of the Maoist cadres and identified pictures the Police showed him. Paolo's statement corroborated messages received earlier that one Suresh, a unit commander belonging to Andhra Odisha Border Special Zonal Committee (AOBSZC), along with about 30 cadres had been scouting for Panda through the tribal hamlets located in inaccessible regions. OSOC is said to have fallen out with the AOBSZC.

Later in the night, Maoists named three mediators – Supreme Court lawyer Prashant Bhushan, former National SC/ST Commission chairperson B D Sharma and President of All India Adivasi Mahasabha Manish Kunjam - for negotiations. In a statement, the Maoists also termed Menon’s health as critical and asked the mediators to bring medicines along with them. In a written reply in the Rajya Sabha, Minister of State for Home Affairs Jitendra Singh said the maximum cases were reported in Jharkhand (31 abducted, two killed) and Chhattisgarh (29 abducted and three of them killed). The six States are Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Maharashtra, and Odisha. However, no incidents have been reported from another four Maoist-affected States - Uttar Pradesh, West Bengal, Madhya Pradesh and Karnataka - so far till April 17 this year. According to the minister, 2009 witnessed 380 people being abducted and 93 of them getting killed while 490 were abducted and 113 killed the following year. In 2011, 329 were kidnapped and 64 killed in all the ten States.

Their bodies were found on September 25 near Panasput. The gramrakshis were among nine persons abducted by Maoists a few days ago, said Superintendent of Police Akhilesh Singh. The gramrakshis were identified as Manik Khilo and Jagabandhu Khilo. Manik was from Handikhal, while Jagabandhu was from Joda Amba. While one of them was shot dead, the other’s throat was slit. According to sources, the Maoists claimed the two were Police informers. On September 20, former Sarpanch (head of Gram Panchayat, village level local self-government institution) Mistu Khara and a Naib Sarpanch (deputy Sarpanch) Raju Khara were abducted. A group of around 20 cadres of the Communist Party of India-Maoist (CPI-Maoist) killed a gramrakhi (village guard) under Boipariguda Police Station in Koraput District of Odisha on October 18, two days after the Maoists had abducted him from his village, reports The Times of India. The deceased gramrakhi was identified as Bhagaban Naik (40) of Girliput village in the District. The Macchkund dalam (armed squad) of the CPI-Maoist, which claimed responsibility for the offensive, said in a letter left at the crime spot the gramrakhi was slain for acting as a Police informer. "Naik was punished as he was passing information about the Naxal [Left Wing Extremism (LWE)] movement in the area to Police. Anyone who works as Police informer will meet with a similar fate," read the Maoist letter.

The Communist Party of India-Maoist (CPI-Maoist) cadres were suspected to have abducted four persons, including a gramrakhi (village guard), in separate incidents in Malkangiri and Koraput Districts of Odisha on October 20, reports The Hindu. According to Malkangiri Superintendent of Police (SP) Akhilesh Singh, the abducted persons were Daya Chalan, who was earlier a member of Maoist organisation and Laxman Pangi, a gramrakhi. It was alleged that Daya was involved in extortion in the name of Maoists. He allegedly misappropriated the amount which irked the Maoists. Armed Maoists went to the house of the gramrakhi at Badadural village and took him away with them. SP Singh said both these abductions seemed to be the handiwork of a single group. Till the evening of October 21, there was no information regarding the abducted persons. In Koraput District, two persons, including a woman, were suspected to have been abducted by Maoists from Ankadeli. When contacted, the Koraput District Police sources did not confirm it saying investigation was on. But localites claimed that both the persons were abducted by armed Maoists. The persons who were suspected to have been abducted from Ankadeli area included a woman J. Raut, who was involved in liquor trading and an official of APGENCO – P.V. Prabhakar, posted at Macchkund Hydel power project. The woman had in the past received threats from Maoists.

Those released are, gramrakhi (village guard) Lachhman Pangi, a former Maoist cadre Daya Challan and L S Jagan. While Pangi and Challan were abducted by the Maoists from Mudulipada Police limits in Malkangiri District, the Maoists had abducted Jagan from Onakadelli in Koraput District on October 20. "Maoists have freed the three abducted persons. Prior to freeing them, the Maoists have assaulted the trio and warned them against stepping out of their village or helping the police," said Malkangiri Superintendent of Police (SP) Akhileswar Singh.

Two Communist Party of India-Maoist (CPI-Maoist) cadres, identified as Lingama Habika (35), a top leader, and Kameya Habika (30), allegedly involved in the abduction of Laxmipur Member of Legislative Assembly (MLA), Jhina Hikaka, were arrested in Narayanpatna Block of Koraput District on November 25, reports The Hindu. According to Devadutta Singh, Deputy Inspector-General (DIG) of Police, South-West R ange, and Avinash Kumar, Superintendent of Police (SP), Koraput, the two Maoists were arrested at Dumbaguda village. Both of them were part of the hardcore militia group of Srikakulam-Koraput Joint Divisional Committee of the Maoists. Apart from it, they were also prominent members of the Maoist-backed Chasi Mulia Adivasi Sangh (CMAS) of Narayanpatna area. Both were close to CMAS leader Nachika Linga, who is in the most wanted list of both Odisha and Andhra Police. Commenting on the arrest, Koraput Superintendent of Police (SP), Avinash Kumar said "They were arrested from their homes. They have confessed to their involvement in the MLA's abduction and over two dozen Maoist attacks. Interrogation is on," reports The Times of India.
