Around 130 Sarpanch aspirants were taken hostage by the Maoists on January 9 and released them on January 15 in Sukma District, reports Asian Age on January 21. The candidates were set free with a warning not to contest the ensuing rural local bodies elections. “We were herded to the core of forest near Gonguda hill range and made to sit under trees. We reached the area after sunset. We did not have additional clothes or food with us. We were given the impression that we will be let off after a meeting with Maoists....” said one of the abducted candidates. In the morning of January 15, CPI-Maoist ‘divisional committee’ member Jaggu, along with Kerlapal ‘area committee ‘commander’ Bhime alias Reena, and armed cadres, reached there to warn them against participating in the elections before they were set free.

According to a report published in naidunia.jagran.com on January 24, a Sarpanch (head of village level local self government institution) candidate who was abducted along with more than a dozen other villagers by Communist Party of India-Maoist (CPI-Maoist) cadres on January 22 was killed on January 24 in Parcheli village under Katekalyan Police Station area in Dantewada District. The victim was identified as Somadu Markam. The other villagers were released by the Maoists.

On the eve India’s Republic Day-January 26, the Communist Party of India-Maoist (CPI-Maoist) on January 24 hijacked two buses and one pick up van carrying about 50 passengers and held them captive for two to three hours before releasing them near Katekalyan in Dantewada District, reports The Times of India. The incident took place between Paknaar and Katekalyan where the Maoists took these vehicles to an undisclosed destination in the forest. However, the vehicles were later found near Katekalyan Police Station. Sources said the Maoists had pasted posters in the area opposing US President Barack Obama`s India visit. Additional Director General of Police (ADGP), Naxal-Left Wing Extremism (LWE) operations RK Vij said that the buses were released and LWEs wrote some slogans on the buses.

The Maoists felled trees and dug up roads leading to traffic disruption. They damaged drill machine of the NMDC’s (National Mineral Development Corporation) Kirandul plant in Dantewada District and damaged National Highway 30 in the previous evening. The Maoists also abducted two passenger buses in Katekalyan area of Dantewada in the night of January 25. “Buses were released after some time. Maoists wrote some slogans on the bus,” said R.K. Vij, Additional Director-General (ADG) of Police, anti-Naxal operations. Further, the Maoists damaged railway track between Kirandul and Bacheli town and opened fire on Chintagufa and Timilwada Police camps in Sukma District in the morning of January 26.

Kuldip Yadav, ‘area commander’ of the Tritiya Prastuti Committee (TPC), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), was killed by the Maoists in Palamu District on March 8, reports The Pioneer. The body of Yadav was found near Dobatiya More on NH 98 under Harihurganj Police Station. Kuldip was abducted by the Maoists from Koolhaiya Village on March 7, when he had gone to his maternal uncle’s village. Chhaterpur Deputy Superintendent of Police (DSP) Sameer Tirkey confirmed the killing of the TPC ‘area commander’ by the Maoists. The DSP also confirmed the recovery of hand written letter by the Maoists at the spot claiming responsibility for gunning down the ‘commander’, saying he was shot dead to avenge the killing of 11 Naxalite [Left Wing Extremist (LWE)] cadres namely Jaiker, Praful, Prayas, Jitender, Albert, Danish, Tapos, Niraj, Ramesh, Hansraj and Baleshwar, at Lakarbandha in Chatra District on March 27-28, 2013. The Maoists believed Kuldip was one among the killers of their 11 cadres, said sources. The letter also warned the People's Liberation Front of India (PLFI), a splinter group of the CPI-Maoist, and Jharkhand Jan Mukti Parishad (JJMP), a splinter group of the CPI-Maoist, from cheating the innocent people.

Five employees of a private mining company and few locals including drivers and machine operators were abducted and later released by Communist Party of India-Maoist (CPI-Maoist) cadres on April 1 from an iron ore reserve in Kanker District, reports The Times of India. One of them was released soon after abduction while others were released in evening. Additional Director General of Police (ADG) anti-Maoist operations RK Vij said "Five employees of Jayaswal's Neco Company were abducted from Chargaon, Metabodli iron ore mines. About 10 armed Maoists had suddenly forced these people to follow them into jungle on gunpoint." Sunil Paul, 65, a supervisor was released within an hour while others were kept confined in dense forests. Among other employees were Shyam Sundar Sahu, Deenanath Patel, Mithilesh Choudhary while drivers Suresh Patel and Jumen Patel were also abducted, Vij said. Maoists had targeted to abduct important and senior officers but didn't succeed therefore released all of them. Maoists apparently opposed construction of roads and mining in the region and the supervisors and managers were out on inspection when the incident took place.

The body was found in a field at Wakil Ganj on April 1, Madanpur police station SHO said. The victim was identified as Mukhtiyar Bhuyan (33) of Chalidhor village. Bhuyan was allegedly warned by Maoists earlier Aurangabad Superintendent of Police (SP) Babu Ram said a piece of paper with 'TPC (Tritya Prastuti Committee) — police informer' written on it was recovered from the body.

CPI-Maoist claimed that a Police constable has ‘surrendered’ before it, reports The Hindu on April 6. “Michche Vadda, 37, a police constable posted in the Farasgav police station of Narayanpur, has surrendered before the Kutul area Janatana Sarkar of the CPI (Maoist). He worked for the police for more than 10 years since 2005. He was being harassed by his senior officers and was pained over the continuous atrocities by security forces on the tribal people in Bastar,” said a statement issued by Rajmand Mandavi, secretary of the Mad divisional committee of the outlawed CPI-Maoist. Vadda went missing on March 13 on a visit to his village Kutul. The Police believed that he had been “abducted.” However, the Maoists claimed that he had surrendered “willingly” with his wife Manju on March 29.

The abducted constable has been identified as Veera Basant, a District Force (DF) personnel who is posted with Awapalli Police Station in Bijapur District. The constable was kidnapped at gun point while he was on his way to district headquarters at a stretch between Bijapur and Bhopalpatnam. Apparently getting information about his movement, the Maoists waylaid all the vehicles passing through and conducted physical check to identify in which vehicle the constable was travelling in. According to sources, six persons from Kartanpalli including Trinath Bhumia, the former panchayat samiti chairperson of Mathili block and another from adjoining Bara village were abducted by the Maoists. Maoists have also not come up with any statement regarding these abductions till the evening. Though initial reports said only 7 people were abducted, later it was found 4 more people too were picked up by Maoists. Over 20 Maoists from Darbha ghati led by their leader Vinod Kashyap had abducted people from Kartanpalli, Barha and a few other villages under Mathili panchayat samiti of Malkangiri District on Orissa-Chhatisgarh border. Among those abducted included former chairman of panchayat samiti Trinath Bhumia. Neither any of family members of the abducted persons nor any other villager had lodged a complaint with the Police. The villages from where Maoists abducted the people are very near to Darbha ghati of Sukma District (Chhattisgarh). According to sources, more than 100 armed Maoists and militia members entered Gobbaripada village, 40 km from Munchingput mandal headquarters bordering Odisha, and completely damaged one V Deenabandhu's house and removed the sheets from the roof of one V Lycon's house. They also destroyed a clay-tiled house of P Ramanna after beating the trio. Eventually, the villagers protested when the Maoists tried to torch Ramanna's house. In fact the deceased, was an educated person and waiting for teacher's job after completing DIET course, was away from the village for a long time preparing for the examinations. Government made its intention clear to exploit bauxite in the Visakha Agency, abducted three Telugu Desam Party (TDP) members of G.K. Veedhi mandal (administrative unit) from their houses in Kothaguda village in the evening of October 5. The three are TDP mandal party president Mamidi Balayya Padal, senior leader Vandalam Balayya and District committee member Mukkala Mahesh. The group involved in the abduction was reportedly led by a senior leader and Andhra Odisha Border Special Zonal Committee (AOBSZC) spokesman Chalapathi. A warning letter was sent to the TDP leaders next day (October 6) morning saying that they would pay a heavy price if the Government failed to announce winding up of plans for bauxite mining within a week. The letter was accompanied by an appeal by the victims to the Government to stop mining plans else their lives would be in peril, they said. The Maoists also demanded the party leaders immediately quit their posts and primary membership of the party and join the people’s movement against bauxite mining. Combing by the Police, arrests and establishment of camps, which are all meant to facilitate bauxite mining, should be stopped, they said. Kumari, who also went by the name of Guddi, was lured into the outlaw group when she was 11 by a neighbour and transformed from a cook into a crack shot, serving under the Maoist banner for eight years, before she decided to return to mainstream. The 20-year-old ran away from the rebels and went into hiding in Gumla, where she rented a house and enrolled herself at a local school but the outlaws continued to threaten her regularly. When Hindustantimes (HT) met her on July 28, Guddi recounted chilling tales of the looming threat to her life but said she was committed to her studies and wouldn’t return to the extremist fold under any condition. “I cannot surrender because the moment my leaders come to know, they will kill my parents and siblings,” she told HT, on the condition that her story wouldn’t be published. “I will be able to study as long as I am not identified and captured or my bosses in the jungle do not take me away forcibly,” she said. The latest seemed outcome of the desperation of the Naxals of Bhamragarh LOS who may wanted to prove their presence with this incident as the formation had no significant action in the past," said Patil. D. Tirki said. The vehicle was heading towards Benoor from Narayanpur when about 12 armed Maoists stopped it near Bodra nullah. After forcing the the truck’s driver and helper to alight they burnt the vehicle, he said. While escaping from the spot after the offence, they allegedly took the helper along with them assuring the driver that they would release him after a few hours. For the record, Maoists had abducted 20-year-old Isaac 13 days ago from Yetapaka after they failed to abduct his father Kannaiah. Ayitu managed to flee from their clutches soon, leaving behind his wife and child." After his escape, Maoists beat up Ayitu's wife, who was holding her infant in her arms, with sticks. The child was fatally hit during the attack and died on the spot, the ASP said quoting the complaint. The Maoists then buried the child and fled from the spot leaving the woman injured, he added.
