Two unidentified militants of Ranjan Daimary fraction of the National Democratic Front of Bodoland (NDFB) shot dead a relative of a pro-talks ‘commander’ in Sonitpur District in the night of January 2, according to Telegraph. Police said two militants, armed with AK-47 rifles, came to the house of Udai Mushahari, the brother of NDFB ‘commander’ M. Failou, at Silapur village in the Balijuri area under Sootea Police Station in Sonitpur District along the Assam-Arunachal Pradesh border around 10 pm (IST) and enquired about him from a member of his family. “When Udai came out to see who was looking for him, the assailants sprayed bullets, killing him on the spot,” a Police official said. The militants managed to escape soon after killing Udai. The Police later recovered eight empty cartridges of an AK-47 rifle from the site. Sources said Udai was on the hit list of the Daimary faction as he was suspected to be a Police informer.

Around 40 persons, suspected to be Maoists, stormed into the house of one Anath Singh (40) and Siteshwar Singh, 35, at Shyamnagar village in Belpahari and chopped off their heads in the night of January 2, they said. The Police recovered the dead bodies in the morning of January 3. In another incident, a Communist Party of India-Marxist (CPI-Marxist) activist Jhantu Patra, a resident of Bamal village in Lalgarh, was shot dead allegedly by Maoists in the night of December 2, the Police said. With these cases, the total number of killings in the District has now gone up to 65 since December.

Two Lashkar-e-Toiba (LeT) militants were shot dead by the Security Forces (SFs) during an encounter at Khrew area in Pulwama District on January 8, according to Daily Excelsior. They were identified as Altaf Ahmad Mir alias Mohsin and Zahoor Ahmad Mir alias Haroon. Some arms and ammunition, including AK rifles, were recovered from the encounter site. A Police spokesman said that both the militants were part of the break away group of the Hizb-ul-Mujahideen (HM) outfit which had joined the LeT in 2009 and had been instrumental in strengthening of the LeT. They had developed a strong base in Srinagar and South Kashmir, the spokesman said. He said the duo was wanted by the Police for their involvement in a number of terrorist acts, including the car bomb blast outside the Central Jail Srinagar and killing of two Policemen at Pampore in 2009. Militants shot at and injured two former militants at Qoimoh market in Kulgam District on January 9, official sources said. One of the injured succumbed to his later. The deceased was identified as Gulzar Ahmad Bhat, a resident of Bragloo Kulgam while the injured person was identified as Sameer Ahmad Bhat. Both Gulzar and Sameer were associated with the HM before they renounced the path of violence and joined the mainstream to lead normal lives, the sources said, adding they were targeted for allegedly being informers of the SFs.

Two top militants of the Hizb-ul-Mujahideen (HM), including a ‘deputy divisional commander’, were killed by the Security Forces (SFs) after an encounter at Thanola in the Arnas area of Reasi District in the afternoon of January 10, reports Daily Excelsior. The slain militants were identified as Irfan Mushtaq alias Command (call sign 17), a ‘deputy divisional commander’ of HM and a resident of Lar in Gulabgarh and Ibrar alias Abu Ubaida (call sign 04), a resident of Thanola. An Army Subedar and a Special Police Officer (SPO) were injured in the operation while two civilians, who had been taken hostage by the militants, were safely rescued. Official sources said the SFs launched a joint search operation at Thanola following an information that two HM militants had taken shelter in village Kangri, about 10 kilometres from Arnas, at 1 pm (IST). On observing movement of the SFs, the militants took shelter in a village Mosque. When Army and Police personnel asked the militants to come out and surrender, the militants lobbed two grenades towards the SFs. The SFs didn’t retaliate to maintain sanctity of the holy religious place. Finding themselves trapped, the militants took two civilians from the mosque as hostage and fled towards upper reaches of Kangri. The SFs chased and engaged them in an encounter. After the hostages were rescued, both militants were shot dead by the SFs in the gun-battle, Inspector General of Police Jammu Ashok Gupta said. Recoveries made from the possession of slain militants included one new type of foldable rifle of AK series with 60 rounds, one AK-47 rifle with 41 rounds, one mobile telephone, a UBGL and a Chinese grenade, one I Com radio set, one solar charger and INR 50,000 in cash.

The forces also recovered a large number of guns, 10 kilograms of two tiffin bombs and Maoist literature from the possession of the slain Maoists. The officials said that the encounter continued for around two hours in the forests of the region. “Three Maoists were shot down by us in the forest of Bijapur in an encounter, which took place between 11:30 to 12:30 in the morning. We also recovered huge number of guns, tiffin bombs from them,” said Bijapur Sub-Divisional Police Officer (SDPO) Ashok Singh. He added that the SFs went into the area following a tip off that the Maoists were in the forests. The Maoists opened fire and were eliminated in the retaliatory action by the SFs. “According to the initial reports that we have, it is possible that there were around 35 to 40 Maoists who were present in the forests, but they ran away after hearing the firing,” the SDPO added.

While other militants managed to escape, one Ak-56 Rilfes with a magazine loaded with seven live rounds, and one 9-mm pistol loaded with one magazine with three live rounds were recovered from the possessions of the slain militants. One of the two slain militants was subsequently identified as Oinam Joyshankar (29). According to family sources, Joyshankar was a former cadre of the People's Revolutionary Party of Kangleipak (PREPAK) and was recently released from Sajiwa Jail on December 3, 2009.

Earlier, it was reported that 10 persons were killed in the attack. Times of India adds that four of a family were charred to death while others were shot dead. Those killed were Kora tribals and the attack was in retaliation of the alleged killing of eight Maoists by the Koras on January 31 at the instigation of one Lakhan Kora, suspected by the Maoists of being a Police informer. The Maoists triggered explosions and also set 30 houses ablaze. The whereabouts of Lakhan are not known. While the Police say he survived the attack, this could not be confirmed from local sources.

The slain cadre was identified as self-styled ‘sergeant’ Bidyut Kalita of the ‘109th battalion’ of the ULFA. Two AK-81 assault rifles, 129 live rounds of ammunition, one Dragonov sniper rifle with 76 bullets, one kilogram of RDX explosives and a wireless set, one voltmeter and extortion notes were recovered from the hideout. The ‘109th battalion’ is entrusted with mainly logistical work, like guiding ULFA militants to and from Bangladesh through Garo Hills, which borders the neighbouring country and Assam. The Police said the villages along the border areas of East Garo Hills have become a safe hideout for ULFA militants. The anti-talks faction of the National Democratic Front of Bodoland (NDFB) also uses the tract.

The slain local militant was identified as Mohammad Aslam alias Qasim, a resident of Thanol, Mahore in the Reasi District. Aslam had been deputed by the LeT outfit to receive the infiltrators and take them safely to Mahore. Recoveries made from the scene of encounter include six AK-47 rifles with 27 magazines and 787 rounds, four UBGL grenades, two HE grenades, 25 Chinese grenades, two satellite telephones with one card, two mobile telephones with two Pak SIM cards, INR 2.30 lakh cash in Indian currency in the denomination of 1000, four compass, three Global Positioning Systems (GPS), one MP3 player, four maps of routes, five I Com wireless sets, drugs, water bottles, 92 batteries and a number of Pakistan made eatables. With this killing, two major groups of militants, who had infiltrated into Indian Territory from Pallanwalla and Nowshera sectors during past fortnight, have almost been neutralised. “A couple of more militants could be there but most of them have been eliminated. Majority of the ultras were dreaded commanders of LeT outfit hailing from Pakistan,” official sources said. The militant groups were reportedly heading towards Gulabgarh and Mahore areas of Reasi District from where they were to be allotted to other areas. Sources said prior to killings, the militant in the night of March 31 went to the house of a Village Defence Committee (VDC) member Raj Kumar at Raa Bagla and asked for food. Army on April 4 foiled another infiltration bid by the militants in the Keran sector of Kupwara District, killing two militants, reports Daily Excelsior. "In the wee hours of Sunday [April 4], our troops observed suspicious movement near the Line of Control [LoC] in Keran sector. The heavily armed militants were challenged by the troops, leading to exchange of fire between the two sides," Defence Spokesman Lieutenant Colonel J. S. Brar said, adding, two militants were killed in the gun battle. The identity of the slain militants is yet to be ascertained. Two AK rifles, six magazines, 96 rounds, three grenades, an ICOM radio set and a wire cutter were recovered from the encounter site. The militants had crossed the Line of Control and were approaching fencing erected along the cease-fire line when the troops noticed their movement. "The militants could not get past the fencing and were shot dead on the other side of the fence," the sources said.

Recoveries made from their possession include two AK-47 rifles, two pistols, six Chinese grenades, 16 AK and pistol magazines, all loaded, four IEDs, one compass, packets of detol soap and some other belongings. As reported earlier the militants in the morning of April 19 had infiltrated into Indian side from Bamial sector on the International Border in Gurdaspur sector after Pakistan Rangers had blasted fencing in 400 meters area by firing rockets and forced their way into Chabe Chak nursery in the Rajbagh area of Kathua. The militants, who kept on shuffling between border villages of Kathua and Gurdaspur Districts, were unable to breach Police cordon of both States to cross Jammu-Pathankot national highway to reach Udhampur or Doda Districts and were held up on this side for more than a week. Unconfirmed reports said that some Punjab militants had also intruded along with the Lashkar militants as literature of ‘Dashmesh Regiment’ of Khalistan Zindabad Force (KZF) was recovered from the site of intrusion. A Policeman was killed when at least two gunmen attacked an unarmed Police Picket at the Khilwat junction of the communally sensitive Old City area of Hyderabad in Andhra Pradesh on May 14, four days ahead of the third anniversary of the bomb blast at Mecca Masjid, reports The Hindu. Constable V. Ramesh and his colleague Sri Hari were under a tree when two youths drove up to them on a motorcycle. One of them whipped out a weapon and shot at the Policemen. Hyderabad Police Commissioner A.K. Khan said that Police suspected the involvement of Vikaruddin, a suspected operative of the Lashkar-e-Toiba (LeT), who reportedly masterminded a similar attack earlier. Subsequently, forensic experts who sifted the area found two spent cartridges and a blood-stained Compact Discs (CD) believed to have been left behind by the assailants. The CD contained a statement by an unknown outfit, Tehrik-e-Galba Islami that the attack was in retaliation for the bomb explosions at Mecca Masjid in 2007. The statement is in the name of Mohammad Fasiuddin. Experts said the caliber of the bullets fired matched those used to kill another Policeman on December 8, 2008 at Falaknuma.

Official sources said an Army truck was moving from one post to another at Nangi Tekri, about one kilometre ahead of border fencing in KG sector when hostile fire came from the LoC between 4.30pm to 4.45pm leading to the killing of driver and co-driver on spot. As the bullets hit driver, the Army vehicle lost the balance and struck against a tree leading to injuries to three Army personnel sitting on back. “It was a hostile fire from the LoC on an Army vehicle moving from one post to another'', Defence spokesman Lt Col Viplab Nath said, adding, that the area where the truck was targeted is not very far from the LoC and was just a kilometre ahead of the fence. It was, however, yet to be ascertained as to whether the shots were fired by Pakistan military post or the militants from across the LoC or by the militants from near the fence, sources said. A Special Police Officer (SPO) who sustained injuries in the incident died later. Recoveries made from their possession include one AK-47 rifle, one AK-56 rifle, five AK magazines, one sophisticated wireless set, 48 AK rounds, one IED, two pouches and documents. They had fired a large quantity of ammunition and lobbed explosive devices during the encounter. Inspector General of Police (IGP, Jammu) Ashok Gupta said that the SFs launched an operation in upper reaches of Joura after developing a specific input about the presence of two Pakistani militants—Ans and Abu Maaz—who had escaped from dragnet of SFs several times in Doda. The encounter ensued when the militants, hiding inside a house, opened fire as the SFs asked them to come out and surrender. In the exchange of fire the two militants were killed. Ans was a ‘deputy divisional commander’ of LeT and was operating in Doda district for last nine years while Maaz was a ‘district commander’ of the outfit and was active in the district during last seven years. Presently, they were co-ordinating activities among left out militants of LeT and Hizb-ul-Mujahideen (HM) outfit and were trying to strengthen their cadre with local recruitment. "For the first time in last two decades, Doda District has been cleared from Pakistani militants. Only two surviving foreign ultras in the district have been wiped out’’, IGP Gupta said. "Only 22 listed militants have been left in Doda District and all of them were locals. Entire District is today free from any Pakistani militant, who once ruled the roost in Doda’’, Senior Superintendent of Police (Doda) Parbhat Singh said.

An unidentified militant was killed in an encounter with Security Forces (SFs) in forest area of Kulgam District on June 8 while four militants were arrested from different areas of Kashmir valley since night, reports Daily Excelsior. A joint team of Rashtriya Rifles of the Army and Special Operations Group of State Police launched a search operation in the forest area near Leenpathri village in Damhal Hanjipora area of Kulgam District, following receipt of specific information about presence of militants in the area, official sources said. Sources added that the encounter broke out between the two sides as the militants opened firing on the SFs approaching towards their positions. One militant had been shot dead so far while searches are going on in the area to look for any other militants present in the area, the sources said. The identity and organisational affiliation of the slain militant could not be ascertained till last reports came in from the area.

A Chinese-made hand grenade, two Italian-made pistols, ammunition, among other items was recovered from the encounter site. Sonitpur Superintendent of Police Jitmol Doley said, “The makeshift camp was located inside a dense jungle in the Kontapara area under Soteea police station.” He said there were at least five militants in the camp at the time of the raid but the others escaped following a shootout. SFs believe that six persons, including a school student, abducted from Sonitpur District within the past two months, are being kept hostage in one such camp in the foothills of Arunachal Pradesh. The whereabouts of an Indian Forest Service (IFS) official, abducted by NDFB militants from West Kameng District in Arunachal Pradesh bordering Assam in May is still unknown.

While other militants managed to escape, one M20 pistol, a .673 calibre Chinese pistol, two hand grenades, photos, several mobile phones and photos of the abducted coal merchant from Shallang were recovered from the encounter site. The report adds that a group of seven militants was returning after escorting the abducted coal merchant back to Shallang for his release. The militants had reportedly obtained INR one million from the family of the merchant for his safe release. This is the first civilian killing by the militants in the heights of Sudh Mahadev though a militant Hizb-ul-Mujahideen (HM) militant was shot dead by Police and Security Force personnel in the area in 2009.

The Security Forces (SFs) shot dead two top ‘commanders’ of Lashkar-e-Toiba (LeT) including a foreign mercenary in two successful operations in Keshwan area of Kishtwar District and Kalakote areas of Rajouri District on July 11, according to Daily Excelsior. Operations at both the places were going on with a group of at least seven more LeT militants including a couple of foreigners being searched in Keshwan while at least one or two militants managed to escape from Kalakote gun-battle. The militants were spotted which led to a heavy exchange of gun-battle between the two sides. In the initial round of cross-firing, one militant of the LeT outfit was killed in the evening. Other militants escaped deep into the forest area and were being chased. Of seven militants at large, at least two were foreign mercenaries while five other were locals of Kishtwar and Doda Districts. The slain militant was identified as Imtiyaz Hussain son of Ghulam Mohammad Rather, a resident of Koti Basti of Doda. One AK rifle, two magazines, 38 rounds, three grenades, a radio set and some other items were so far recovered from the encounter site. Sources said the group of eight militants was holding a meeting in Keshwan forests to devise a fresh strategy of recruitment of new youth into militancy and give a spurt to militant activities not only in Kishtwar but neighbouring Doda District. They also planned to target Amarnath yatra (Hindu pilgrimage) either on Jammu-Srinagar National Highway or at the base camp of Jammu.
