Two persons were abducted and killed by People's Liberation Front of India (PLFI) cadres in Khunti District, reports The Business Standard on January 5. They abducted the two from Sondari village under Torpa Police Station limits on the intervening night of January 4 and 5 and shot them dead, said Deputy Superintendent of Police (HQ) Purusotham Singh. According to the villagers the victims had links with PLFI and were suspected to have been killed for snapping ties with it. PLFI is a splinter group of the Communist Party of IndiaMaoist (CPIMaoist).

A Garo National Liberation Army (GNLA)cadre, identified as Chibok Ch Marak, who was reportedly part of the group behind the Williamnagar market blast on January 9, was shot dead by Police during a raid on a hideout at Bangongre village in East Garo Hills on January 18, reports The Shillong Times. According to report, East Garo Hills Police raided the hideout of GNLA ‘action commander’ Jimmy (Ajan) Momin January 18 leading to a ten-minute-long gun battle during which Chibok Ch Marak was shot dead while four to five of his accomplices escaped. “We recovered a GNLA identity card from the body of the deceased. He belonged to the 6th batch of recruits of the outfit as per his identity card,” said the District Police chief Davis Nestell R Marak. Police also recovered a pistol with four live ammo, gelatin sticks, other explosive materials and GNLA letter pads from the site.

On January 20, the Border Security Force (BSF) shot dead one infiltrator in Indo-Pakistan border in Sehjra bulge area in Pathankot, while two others escaped, they the trio attempted to cross the border from Pakistani side, reports dnaindia.com. The body of the person shot dead is on the Pakistan side of the border. The report says that the three infiltrators had tried to enter into India by taking advantage of the fog. There are constant efforts by being made to sent infiltrators into India during foggy weather conditions.The BSF has increased the security at the border. In Punjab, road blocks have been kept to prevent infiltration attempts.

Security Forces (SFs) shot dead a Hizb-ul-Mujahideen (HM) militant, identified as Shariq Ahmad Bhat, in an encounter at Naina village in Pulwama District on January 20, reports Daily Excelsior. Bhat was a resident of Brow Bandana village of Awantipora in Awantipora District.One AK 47 rifle and “some other war like stores” were recovered from the encounter site. Reports said that two other militants managed to escape from the security cordon. The encounter had begun on January 19. Following the encounter, protesters pelted stones on SFs and they fired dozens of teargas shells. As the clashes turned intense, the SFs allegedly opened fire on protesters, leaving three injured. One of the inured, identified as Parvaiz Ahmed Guroo resident of Naina, succumbed to his injuries. Soon after the news about the death of a civilian reached Naina and its adjoining areas, hundreds of people took to streets and held protests. Protesters clashed with SFs at multiple places and also set ablaze an armoured vehicle of police – Rakshak – on fire at Naina. During clashes four civilians sustained injuries while a police official said 17 SF personnel were also injured.

The Communist Party of India-Maoist (CPI-Maoist) cadres have executed a 20-year-old youth, a school student, on the suspicion of being a ‘Police informer’ in Balaghat District on April 16, reports The Times of India. "Two villagers were picked up by suspected Maoists from Malajkhand Dalam from Jalda Navhi village of Pathri police outpost in the district on Friday night. They took them to deep jungles and executed one of them," said a Police officer. Dead has been identified as Rati alias Sunder. He was shot from a close range, while the other identified as Rajkumar, resident of Dabrutola managed to escape. Police said they were abducted, blindfolded and taken inside deep forest. Officials informed that the SF-10 would be deployed in a phased manner for counter insurgency operations as well as for other duties in the State. The SF-10 is the first specialized Police unit in Meghalaya which would have 180 posts exclusively reserved for women out of the total of 1200 posts. According to officials, out of the 530 candidates who were recruited in the force, half of them have completed their training. The rest will complete their training by August this year (2016).The area of focus of the SF- 10 will be to tackle insurgency, engage in riot control and to ensure communal harmony especially in the border areas. Formation of the SF-10 was necessitated in the context of lack of sufficient police strength to tackle militancy and other law and order problems in the State. In the unit, regular trainings would be mandatory and special emphasis would be given on their physical fitness.

A Defence spokesman said that one militant and two BSF men were killed when Army foiled an infiltration bid in Macchil sector along the LoC in North Kashmir’s Kupwara District. He said that the operation is going on and Army has recovered arms and ammunition and war like stores during searches of the area. Sources said that militants attacked a BSF post Roshni in Macchil Sector along the LoC, triggering an encounter in which three BSF and two Army personnel were injured during the attack. The injured have been identified as Sub Inspector Mohinder Yadav, Head Constable C P Singh and Constable Babu Shaan of the BSF and Army personnel Jitinder Singh and Paramjeet Singh. All the three BSF personnel later succumbed to injuries and Army launched a massive operation against the militants and one of them was shot dead in the encounter that continued for two hours.A senior Army officer said that around 300 militants are waiting on the launching pads in Pakistan occupied Kashmir (PoK) ready to infiltrate into Kashmir before onset of winter. “These militants are making desperate attempts to infiltrate as security forces have killed large number of their members in Kashmir valley this year”, he said. A large group of heavily armed GNLA militants that Police suspect was led by ‘chief’ Sohan D Shira raided Rakkam D Shira’s house on October 17 evening. Rakkam looked after the outfit’s finances and was based in the coal-rich belt of Nangalbibra in South Garo Hills for many years. In May 2016, Rakkam along with five other militants, including senior cadre Sacheng, surrendered before then Home Minister Roshan Warjri in Shillong. The surrender of the entire finance wing of the GNLA was seen as a body blow to the group and its chief Sohan. Rakkam, who was kept confined within the protected walls of the 2nd MLP Battalion headquarters at Goeragre for the rehabilitation process, left for his home at Damagre shortly after noon on October 17 and reached there around 3pm. Rakkam’s house was behind Samgong locality where the headquarters of an Indian Reserve Battalion (IRB) was located. “He (Rakkam) was supposed to be inside the Goeragre camp. Two more Communist Party of India-Maoist (CPI-Maoist) were shot dead in the Chitrakonda forest area of Malkangiri District on October 27, taking the rebel toll to 30 in the third encounter in as many days, reports New Indian Express. The Security Force (SF) personnel ran into a group of Maoists in the dense forest of Chitrakonda during the ongoing combing operations and warned the latter to surrender. However, the rebels opened fire in a bid to escape, Visakhapatnam (rural) Superintendent of Police (SP) Rahul Dev Sharma said. The exchange of fire continued for about 20 minutes. When the guns fell silent, the Police found two bodies. “Their photos would be released shortly. The police are willing to help injured Maoists get medical treatment if they are willing to surrender,” Sharma said.

At Kusumba, some 25 kilometres from Hazaribagh district headquarters, around 20 villagers were gambling under a tree when they found themselves surrounded by around 25 uniformed men with guns. The men identified themselves as JPC rebels and asked the villagers to hand over their mobile phones. They also beat up a few with lathis. "The men called out the names of Rupesh Yadav (36) and Degan Tuti (40), asking them to step forward out. Both were beaten up and shot dead," said Harinath Yadav, brother of Rupesh, who was at the scene. Katkamdag OIC Samir Tirkey visited the spot. "The reasons behind the murders are still not clear. JPC was involved in the crime," he said. JPC is a splinter group of the CPI-Maoist.

In a gazette notification, the Union Ministry of Homes Affairs (UMHA) said the law and order situation in Assam has continued to be a matter of concern due to the violent incidents by underground outfits and during January-September 2016, different militant groups were involved in 66 incidents of violence in Assam which resulted in killing of 29 people. “The militant outfits operating in the area continue to have been making constant efforts to regroup, re-strengthen and intensified their efforts for recruitment/infiltration of new cadres into the state and indulging in coercive extortion targeting businessmen, tea garden owners, contractors, commercial vehicles, timber smugglers, transporters and even government officials and politicians.”“United National Liberation Front of Western South East Asia (UNLFW) has been formed in April, 2015, and two of its constituents viz ULFA (I) and NDFB (S) have been desperately making efforts to perpetrate demonstrative acts of violence and during the current year they have been responsible for 57 per cent of the incidents of violence and 84 per cent of the deaths in the state,” the notification, issued by Joint Secretary in the UMHA Satyendra Garg, said. I.K. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) militants shot dead 14 civilians and injured 19 others in a busy local market on the outskirts of Kokrajhar town on August 5, 2016, while Independent faction of United Liberation Front of Asom (ULFA-I) cadres also shot dead two Hindi-speaking persons in Tinsukia District and orchestrated five and two improvised explosive device (IED) explosions in Tinsukia and Charaideo Districts, respectively, on August 12, 2016. “Now, therefore, the entire state of Assam and the 20 kilometers wide belt in the State of Meghalaya bordering Assam shall continue to be ‘disturbed area’ under Section 3 of the Armed Forces (Special Powers) Act, 1958 up to six months beyond November 3, 2016, unless withdrawn earlier,” it said.The Union Government had first imposed the AFSPA in Assam by declaring the entire State as “disturbed area” on November 27, 1990 when insurgency led by ULFA was at its peak.

Sources said that Shopian Police and 62 Rashtriya Rifles (RR) of army cordoned off Wangam village of the District after they received specific information about presence of four militants in a house during the night. As the Security Forces (SFs) laid siege around the house, four militants including HM ‘commander’ Waseem Shah came out of the house opening a volley of fire at around 4 am on SFs. Two soldiers were injured in the gun battle. The three militants including the ‘commander’ fled from the cordon taking cover of the darkness and heavy firing while one of them was shot dead outside the house by the SFs. The dead militant has been identified as Saddam Hussain Mir resident of village Chitterpora in Shopian District. Sources said that he had joined the militancy a month ago. One AK-47, 5 magazines, 119 rounds and a hand grenade were recovered from his possession.

An unnamed Police official said after receiving a tip off, Security Forces (SFs) cordoned off Manzpora village of Naidkhai and launched a search operation. As the searches were underway, militants who were hiding in the village opened fire, on troops killing a soldier. The gun battle continued for an hour during which two foreign militants were shot dead. Two AK 47 rifles, one pistol, one bag containing a matrix sheet, two AK magazines, 30 AK rounds, two grenades and one GPS were recovered by SFs. The two slain militants had infiltrated into Kashmir along with three others in June 2016 through Macchil sector of Kupwara District. Two of their associates were killed early this week in Hajin area of Bandipora (Bandipora District).

Sajjad Malik alias Bita Malik of Batagund in the Verinag area of Anantnag who was killed by Army was a former Sarpanch (head of Panchayat, village level local self Government institution) of Congress party who was picked up by the Police one and a half months back and was detained in Police Station Dooru. He had also been bailed by the court but was reportedly in the Police Station in some other offence. Sources said that he was arrested in 3-4 cases and was in the Police Station Dooru for over a month. He was a former militant and had left the militancy long back and was now full time ‘political worker with Congress’.Further, two main complexes at the Army unit in Nagrota in Jammu District which witnessed a fierce gunbattle and hostage-like situation on November 29, was cleared by the Army as combing operation continued for the second day on December 1 at the camp targeted by terrorists though the operation against the militants had been declared as closed after the killing of all three militants, who were believed to be Pakistanis affiliated with ‘Afzal Guru Brigade’ of Jaish-e-Mohammed (JeM) outfit. “Combing and sanitization operations resumed today [December 1] to clear the entire area of the Army Unit from unexploded bombs and other material left out by the slain militants. It will take some more time. No one has been allowed inside so far”, sources said. They said two main building complexes where the gun-battle and hostage-like situation took place have been cleared and they are totally free from blinds (unexploded shells).

Communist party of India-Maoist (CPI-Maoist) posters found near his body read that Munda was being "punished for being a Police informer" and others should learn a lesson from his death. The forested spot where the mukhiya's body was found is 25 kilometres from Tamar thana (Police Station) and around 80 kilometres from the State capital, Ranchi. An unnamed local resident claimed that Munda was once a Maoist sympathizer, adding, "But, he parted ways with the rebels three years ago and entered mainstream politics. Currently, he did not have any political affiliation and facilitated construction of rural roads to help Police movement in the area." Rural Superintendent of Police (SP), Raj Kumar Lakra said, "Four Maoist posters found near his body said he had paid the price for being a police informer. But, there is nothing on record to prove that the deceased was an informer. We are also not aware of his past Maoist links."Meanwhile, acting on a tip-off by local residents, Police recovered a huge cache of 120 Improvised Explosive Devices (IEDs), two cylinder bombs, weighing five kilograms each, and 200 metres of codex wire, used in landmine blasts, from a Maoist hideout in Barwaiya forests of Manika in Latehar District on December 11, reports The Telegraph. The explosives were found hidden underneath rocks atop a hillock in the dense forests. Latehar, SP, Anoop Birtharay said the explosives belonged to the Maoist squad of ‘sub-zonal commander’ Shravan Yadav who carried a reward of INR 500,000 on his head. "At present, he has been located in Gaya district of neighbouring Bihar. Almost all Maoist squads have fled the district following recent search operations but they have sympathisers who extend them logistic support," said SP, Birtharay. Sharing the credit of the recovery with the villagers, he said it was an outcome of community policing. "I regularly visit the remote villages and introduce community policing there," added SP, Birtharay. Police sources said Maoist squads of ‘sub-zonal commanders’ Ugreshwar Yadav and Virendra Yadav, who too carried INR 500,000 rewards each on their heads, also used to operate in Latehar. Following recent operations, they have hidden their arms and ammunition and fled to safer havens.

According to reports, the Maoists came to Sanyasiguda village of Andrapalli panchayat (village level local-self government institution) in Chitrakonda block in the early morning hours with Nanda Golari whom they had kept as hostage for two days. Later, they shot him dead in front of his house and fled the area. It may be mentioned that the Maoists had brutally killed Rabi Pujari of Chandanpur village under Kudumulgumma block on December 27 by beating him to death.
