A youth, Raja Gupta (22), was abducted by suspected cadres belonging to the Ranjan Daimary faction of the NDFB from his father’s tea estate at Sapoi in Sonitpur District on December 21. Raja’s father, Shankar Gupta, reported the matter to Police on January 2. He had not immediately informed the Police about the abduction of his son, since he was threatened to remain silent by the abductors. Sources said that he had been asked to pay a “hefty amount” by the NDFB for the release of his son.

The body was found in the morning of January 7 by local residents. According to Police, Haren Baske, 40, was abducted by a group of people late in the night of January 6 and taken to the nearby Surirtari near Ranibandh under Barikul Police Station, where he was shot dead. Local residents said a group of 50 Maoists had barged into Baske’s house and taken him away with them, as he was a CPI-Marxist activist.

The Meghalaya Police on January 11 foiled an attempt by a group of seven persons, led by two surrendered National Democratic Front of Bodoland (NDFB) cadres, to abduct a trader for ransom in capital Shillong, reports Sentinel. According to Police sources, the abduction plan was hatched in Assam in the last week of December 2009. The Police managed to lure two members of the gang into the Polo Parking lot before arresting the duo. They were identified as Khwanta Daimary and Bipul Narzary, and both of them were surrendered NDFB cadres. On the basis of confessional statements given by the arrested duo, the Police raided a house at Pynthorumkhrah in Bangladesh Colony, resulting in the arrest of two others who were identified as Malthus Daimary and Bijoy Sujunary. One locally made weapon, six rounds of live ammunition and an NDFB extortion note were recovered from the house. Two other members of the gang, Nickson Khang and Gopal Roy, were later arrested from a motor workshop in Polo area. The Police also arrested one R.S. Sumero who was supposed to drive the car carrying the abducted trader. Meanwhile, two of the arrestees were suspected by the Meghalaya Police to be cadres belonging to anti-talk faction of the NDFB.

A Police Official said these cadres, armed with sophisticated weapons, had teamed up with a few surrendered militants and was operating in Upper Assam, especially in Tinsukia. Superintendent of Police Vishal Garg said a large group of militants, armed with sophisticated weapons, raided the camp, taking the personnel by surprise. They opened fire indiscriminately, injuring four personnel. Then they snatched an AK-47 rifle and a self-loading rifle from the Policemen. “When the policemen retaliated, the group fled from the spot, but took away two constables with them,” he added. The bullet-riddled dead body of Constable Sanjay Ghosh was found in a forest near the camp, while the other Policeman, Ajay Pande, remained untraced. Garg said a massive search was under way.

He appealed to the Maoists to set free the officer. Later in the day the Jharkhand Police admitted that two of the 14 charge-sheeted Maoists were innocent and falsely implicated. “After interrogating about 10-12 arrested persons in Ghatsila sub-divisional jail on Wednesday [February 17], two persons -- Jasmi Mardi and her father Bahadur Mardi -- were found innocent. They had been falsely implicated by Jasmi’s husband Ramrai Hembram, a police constable,” Zonal Inspector General Rezi Dung Dung told a news conference at Ghatsila. Dung Dung said he had met 10-12 charge-sheeted Maoists and about four to five cases, including Mardis’, were needed to be re-investigated. Sources said Majumdar was abandoned by the abductors near the Assam-Meghalaya border. He, however, could not ascertain as to whether the assailants were from the Reang or from the Muslim community as they kept their faces covered with towels. He added that they decided to release him as the news of a search operation by the Army reached them. He had succeeded in one of his plans but was arrested while executing the second.” He was earlier involved in the abduction of Nepal Halder of Old Malda on February 21. Gopal Burman later revealed that Jeevan Singha, the self-styled ‘chief’ of the KLO, is renewing abductions and extortion bids to mobilise funds for the militant outfit. Police added, “We have specific information that Singha is trying to spread his network across north Bengal after staying in hibernation for six-seven years.” According to sources, a plan has been chalked out to abduct businessmen, doctors and engineers from North Bengal to raise funds for buying arms and ammunition for the outfit.

The arrested include Baishya’s driver Ganesh Bharali, Ramendra Bharali and Dinesh Das. The Police confirmed that the United Liberation Front of Asom (ULFA) had demanded money from Baishya, but said that only investigation would reveal if the outfit was involved in the killing of the engineer. “A few days ago, the ULFA had served a demand note on Baishya for payment of Rs. 50 lakh. After getting several calls from the outfit, Baishya agreed to pay Rs. 15 lakh, including Rs 5 lakh as the first installment,” said the sources. Sonitpur Superintendent of Police Jitmol Doley said, “The makeshift camp was located inside a dense jungle in the Kontapara area under Soteea police station.” He said there were at least five militants in the camp at the time of the raid but the others escaped following a shootout. SFs believe that six persons, including a school student, abducted from Sonitpur District within the past two months, are being kept hostage in one such camp in the foothills of Arunachal Pradesh. The whereabouts of an Indian Forest Service (IFS) official, abducted by NDFB militants from West Kameng District in Arunachal Pradesh bordering Assam in May is still unknown.

Babita (38), the arrested militants were Takhelambam Gobind alias Atomba alias Chumtham (21), Meisnam Obichand alias Boy (24) and Elangbam Chiam alias Prem (19). A 9-mm pistol along with 6 live ammunitions was recovered from Chumtham’s possession, and a 9-mm pistol along with 4 live ammunitions was recovered from Prem. A 30 year-old non-local cement trader, Umesh belonging to the State of Bihar, who was held captive by the United Kuki Liberation Front (UKLF), was rescued by the Assam Rifles personnel between Aijang and Nungsum village under Lamlai Police Station in Imphal East District on July 13, according to Sangai Express. He was abducted by four militants at his New Checkon cement shop on July 10 and they demanded INR one million for his release. Claiming that the abductors finally agreed for an amount of INR 200, 000 as he pleaded inability to meet the demanded amount, Umesh said the agreed sum was handed over to the abductors at a designated spot by his wife, Ragini, on July 12. Instead of setting Umesh free on receipt of the amount, the armed persons insisted that more money be paid for his release, the trader said, and added that while discussions were on for his release a gun battle broke out between the Asssam Rifles troopers and the abductors on July 13, resulting in the captors fleeing towards the hilly terrain.

Maoists had abducted seven Policemen on September 19 from Bhopalpatnam area of Bijapur District close to Andhra Pradesh border and had killed three of them a day later. Officials at the Police headquarters said that an Assistant Sub-Inspector, S. Bhagat, and three Constables are in the Maoists’ captivity and the Maoists have probably been shuttling them from one densely forested location to another between Chhattisgarh and Andhra Pradesh. “The letter has stated demands for scrapping the anti-Maoist drive Green Hunt, releasing a few people of four villages, stopping alleged police atrocities and starting peace talks,” the DGP said. Economic Times reports that the Communist Party of India-Maoist (CPI-Maoist) cadres continued to keep eight abducted persons in captivity in Bijapur District, Police said on October 25. The Maoists had abducted five members of a Special Police Officer's (SPO) family on October 22, from a bus in the District. Further, Maoists abducted five more youths from Awapalli area of the same District on October 23. The Maoists also abducted one person from Usur locality of the same District on October 24, taking the total number of people abducted to 11. However, the Maoists released three persons of the SPO's family late on October 24. Officials at the Police Headquarters say that Police and paramilitary personnel have launched a drive to trace the abducted civilians.

National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) on October 25 released Augustine Kramsa, a leader of Karbi Longri North Cachar Hills Liberation Front (KLNLF), who was taken hostage by NSCN-IM from his Purna Bazar residence in Dimapur, on October 16, reports Nagaland Post. Addressing a press meet at the KLNLF camp in Diphu (Assam), Kramsa informed that he was not abducted by the NSCN-IM but was taken to Hebron camp to clarify on certain accusation levelled against him by some vested interest person. He said he had to stay at Hebron camp for nine days since the NSCN-IM leaders were unavailable. In the meeting present were KLNLF chairman P. Dilli and apex leader H. Tokbi. Dili who also spoke at the meeting said the KLNLF has no ill-feeling about NSCN (I-M).

Times of India reports that dozens of protesters abducted the son of a local leader of the ruling National Conference (NC) and demanded release of their accomplices arrested from Hajan in Bandipora District over the last four months. Police said they were trying to rescue Mehraj-ud-din Sheikh, the son NC leader Ali Mohammed Sheikh, when the reports last came in. Earlier, Hajan residents took to streets to demand release of the protesters. They also blocked a main road in the area.

Two Rehbar-e-Taleem (ReT, Teaching Guide) teachers were abducted by the Hizb-ul-Mujahideen (HM) militants in Marwah area of Kishtwar District in the night of October 26, according to Daily Excelsior. Official sources said Ghulam Mohammad and Irshad Ahmed were abducted when they were returning from their duties. While Ghulam managed to escape from captivity of the militants, Irshad was still held hostage by the militants. The abductors included Sajjad Ahmed alias Rezwan and Shakir Hussain alias Chota Hafeez besides their two unidentified associates.
