After a slew of abductions and repeated threats from Communist Party of India-Maoist (CPI-Maoist) during recent months, Indian Railways employees posted in far-flung areas which fall under Maoist-affected zones have sent an SOS to Railway Minister Dinesh Trivedi for better protection during duty hours, reports The Indian Express. While the coal belts in eastern and central India and key routes in the east coast region are the main areas from where these complaints have poured in, a new section proving to be a headache is Gadchiroli in Maharashtra, bordering Chhattisgarh. The Lumding section post in Tinsukia, Assam, is also another area from where complaints have poured in. The matter came to a flashpoint when an assistant loco pilot was abducted late last year and money had to be paid as ransom to get him released. Faced with this problem, the railway unions have threatened to pull out men and women engaged in vital operation-related work in these areas. “We have taken up the matter with the apex level in the ministry, including the chairman and member staff. No one wants a crippling strike, but with so many complaints pouring in, we might have no other option if we cannot find a solution,” said Shiv Gopal Mishra, general secretary of All India Railwaymen’s Federation.

Suspected Communist Party of India-Maoist (CPI-Maoist) cadres abducted three labourers of a private construction company after setting ablaze five earthmoving machines at two places in Sitamarhi District on January 10, reports The Telegraph. The Police said about 25 armed cadres raided the construction site of Rajendra Singh and Brothers Construction (Private) Ltd Company at Maniari on Sitamarhi-Riga Road around 10.30pm [local time] and held the labourers captive. The Maoists also fired in the air and hurled bombs to terrorise the residents, who could not muster courage to challenge them. The Maoists later escaped from the area abducting three labourers. They also left pamphlets demanding money from the owner of the company. The abducted labourers were identified as Ram Lal Mahto, a resident of Purnahiya in Sheohar District, Harendra Singh of Musahari in Muzaffarpur District and Shishupal Yadav of Runnisaidpur in Sitamarhi District.

He was abducted at gun point by two unidentified men after he visited the railway line construction site at Mendipathar area in East Garo Hills, Additional Director General of Police (Law and Order), Rajiv Mehta said. Though no militant group has claimed responsibility, intelligence agencies suspect the handiwork of Rabha Viper Army — a rebel group operating largely in Rabha tribe-inhabited areas in Assam’s Goalpara District and certain areas of Meghalaya’s East and West Garo Hills Districts. The Rabha Viper Army was formed with the support of Assam-based outfit, United Liberation Front of Asom (ULFA) in 2008.

Garhwa zilla parishad (district level local self government institution) chairperson Sushma Mehta, Akhtar Ansari [State Communist Party of India-Marxist-Leninist (CPI-ML) Liberation member], her bodyguard Suresh Ram and driver Mehboob Ansari were abducted on January 21 after a landmine blast that killed 13 Policemen. “First stop harassing the poor in the name of a security offensive against us and remove security build-up in these areas. A senior Police official said they had proof that the NLFT militants operating from Bangladesh were responsible for the abduction. “We suspect that the militants had kept the hostages were in their hideout in Bangladesh,” he said. Making a statement in the State Legislative Assembly, Patnaik said that in the case of Hikaka, the Government had decided to facilitate the release of 15 members of the Chasi Mulia Adivasi Sangha (CMAS) and also eight Maoists from Koraput and Malkangiri jails. Four other Maoists are to be released in lieu of Paolo Bosusco. Paolo estimated Panda has just about 20 cadres, including 10 women, each armed with a gun. The unit has one VHF set, one walky-talky, two tiffin bombs, one laptop with data card and one generator. He described the OSOC leader as "sick". "He regularly takes medicines. I don't know what they were," Paolo told the Police. "They change their places frequently and never stay in villages. They prefer hill tops with streams nearby. I too travelled with them from one place to the other," a source quoted the Italian as saying. Paolo said he slept with others in the jungle one night when Panda woke up everyone and asked them to "lie down quietly". That was the time when members of "another group" reportedly came searching for them, a police source said. The former hostage even remembered the names of the Maoist cadres and identified pictures the Police showed him. Paolo's statement corroborated messages received earlier that one Suresh, a unit commander belonging to Andhra Odisha Border Special Zonal Committee (AOBSZC), along with about 30 cadres had been scouting for Panda through the tribal hamlets located in inaccessible regions. OSOC is said to have fallen out with the AOBSZC.

In a fresh message to the media, the Maoists said they had already extended the deadline four times so far and there would be no further extension. The deadline ended on April 18. The State Government had on April 17 given an assurance that steps would be taken for withdrawal of cases pending against 25 persons if the hostage was released by the evening of April 18. In a written reply in the Rajya Sabha, Minister of State for Home Affairs Jitendra Singh said the maximum cases were reported in Jharkhand (31 abducted, two killed) and Chhattisgarh (29 abducted and three of them killed). The six States are Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Maharashtra, and Odisha. However, no incidents have been reported from another four Maoist-affected States - Uttar Pradesh, West Bengal, Madhya Pradesh and Karnataka - so far till April 17 this year. According to the minister, 2009 witnessed 380 people being abducted and 93 of them getting killed while 490 were abducted and 113 killed the following year. In 2011, 329 were kidnapped and 64 killed in all the ten States.

According to the Karimnagar Police, the Maoists entered the village late on May 9 and dragged former Sarpanch Venkatswamy and former block member Chinnappa. They held a people's court till the early hours of May 10 and declared that both of them were acting as informers for the Police. They assaulted the public representatives severely. As Venkatswamy tried to flee the spot, the Maoists fired 20 rounds at him, injuring him. They left the village into the nearby forests at the dawn raising slogans. Their bodies were found on September 25 near Panasput. The gramrakshis were among nine persons abducted by Maoists a few days ago, said Superintendent of Police Akhilesh Singh. The gramrakshis were identified as Manik Khilo and Jagabandhu Khilo. Manik was from Handikhal, while Jagabandhu was from Joda Amba. While one of them was shot dead, the other’s throat was slit. According to sources, the Maoists claimed the two were Police informers. According to sources, the teacher identified as Christopher G Momin was kept confined in a hideout of the rebels in Bajengdoba region in West Garo Hills District. The ANVC-B militants abducted him believing that he was working as a Police informer and demanded INR 700,000 for his release, police said on October 3. After realizing that they had kept captive a wrong person, the militant group released him. However, they demanded a sum of INR 100,000 from him as a ‘maintenance cost’ for the period he was kept as captive. It is not known whether the amount was paid or not.

According to Malkangiri Superintendent of Police (SP) Akhilesh Singh, the abducted persons were Daya Chalan, who was earlier a member of Maoist organisation and Laxman Pangi, a gramrakhi. It was alleged that Daya was involved in extortion in the name of Maoists. He allegedly misappropriated the amount which irked the Maoists. Armed Maoists went to the house of the gramrakhi at Badadural village and took him away with them. SP Singh said both these abductions seemed to be the handiwork of a single group. Till the evening of October 21, there was no information regarding the abducted persons. In Koraput District, two persons, including a woman, were suspected to have been abducted by Maoists from Ankadeli. When contacted, the Koraput District Police sources did not confirm it saying investigation was on. But localites claimed that both the persons were abducted by armed Maoists. According to Devadutta Singh, Deputy Inspector-General (DIG) of Police, South-West R ange, and Avinash Kumar, Superintendent of Police (SP), Koraput, the two Maoists were arrested at Dumbaguda village. Both of them were part of the hardcore militia group of Srikakulam-Koraput Joint Divisional Committee of the Maoists. Apart from it, they were also prominent members of the Maoist-backed Chasi Mulia Adivasi Sangh (CMAS) of Narayanpatna area. Both were close to CMAS leader Nachika Linga, who is in the most wanted list of both Odisha and Andhra Police. Commenting on the arrest, Koraput Superintendent of Police (SP), Avinash Kumar said "They were arrested from their homes. They have confessed to their involvement in the MLA's abduction and over two dozen Maoist attacks. Interrogation is on," reports The Times of India.

This was confirmed by Police on November 27. “Though concrete information was yet to be obtained, the ransom note was reported to have been sent to the mahaldar (team leader of the timber traders),” the Police said. The trio was abducted by suspected militants from Mamit District on November 25.
