He said it was a ‘vendetta strike’ against his former comrades. Three members of the Surrendered United Liberation Front of Asom (SULFA) were killed in an ambush by ULFA terrorists. The dead included Avinash Bordoloi, a prominent ULFA member who had surrendered along with another ULFA leader Lohit Deuri in August 2000.

A senior leader of the All-Party Hurriyat Conference, Abdul Ghani Lone, said in a television interview, on January 5, the proposed visit to Pakistan by the Hurriyat leaders was in jeopardy since they have not yet been issued travel documents by the Union government. He maintained that unless all the seven executive committee members were issued travel documents it would not be possible to nominate delegates for the visit. Elaborating on the proposed Pakistan trip, he said the delegation would talk to the Pakistani Government, opposition leaders as well as terrorist leadership based in that country. However, in the same interview, he also ruled out any role for foreign militants in the political settlement of the Kashmir issue.

Delhi Police, on January 24, confirmed that some Union Ministers were facing an increased threat from Pakistan-backed terrorist outfits, such as the Lashkar-e-Toiba (LeT), the Jaish-e- Mohammad and the Hizb-ul-Mujahideen (HuM), during Republic Day celebrations, January 26. Delhi police have made unprecedented arrangements to prevent any untoward incident. As many as 55,000 Delhi police personnel and 10,000 more from paramilitary forces have been deployed all over the capital. As part of its security arrangements the Delhi Police have sought help from the Army also, which for the first time has installed anti-aircraft guns in the city. The Quick Reaction Team of the Army has also been deployed along the parade route. One of the firsts this time is helicopter surveillance that will monitor the air not only on the parade route but also in other parts of Delhi and in the adjoining districts. Union Home Minister L.K. Advani today justified the tight security blanket put over the national capital for the Republic Day celebrations, saying there was a threat from militants and the Government had to be ‘careful'.

The army claimed that police fired upon the mob that had gathered to protest against the killing of a former terrorist, alleging that it was a case of custodial death. They added that someone in the mob had first opened fire on the police. Endorsing this version, the Deputy Inspector General of Police, north Kashmir, however, added that a detailed report was still awaited as it was very difficult to reach the spot in view of traffic jam created by demonstrators. The demonstrators numbering about 1,000 had blocked the Sopore-Kupwara road and did not allow security force convoys to pass through. Taking a conflicting stand, Superintendent of Police, Baramulla told a news agency that "an FIR has been lodged at Sopore police station against the Army for opening fire on peaceful demonstrators." The State government has ordered a judicial probe into the incident. According to an official announcement made in Jammu, District and Sessions Judge, Baramulla, will probe the incident.

He said that while initial reports suggested that troops had resorted to firing in self-defense after being attacked by protesting mobs, the army would hold an internal inquiry and action would be taken if any personnel were found guilty. He also regretted the initial stand of the army holding the police responsible for the firing. A judicial enquiry has already been ordered by the State government into the incidents. Commenting on the on-going unilateral cease-fire, he said 78 terrorists were killed in 133 encounters during the cease-fire period. 85 per cent of these encounters were engineered by terrorists, Lt Gen Mukherjee said. He also said 19 civilians, including surrendered militants, were killed and 403 wounded during the period.

Reiterating his government’s readiness to initiate talks with various groups to find a lasting solution to the problem in the State, Vajpayee said, "The Government has decided to pursue this path (of readiness to have talks with every group in the State that abjures violence) by initiating talks with various groups in Jammu and Kashmir''. The Prime Minister also asserted, "We will not let this (peace) process be derailed, diluted or misused''. Warning the Jehadi groups, he said, "If you inflict injury on any Indian citizen in the State of Jammu and Kashmir, or elsewhere, or commit any act of violence or terrorism then the security forces have clear instructions to act decisively and to defeat such intentions.'' While, emphasising the Centre's special responsibility towards Nagaland where insurgency has been continuing for over five decades, Advani said that the Centre is to pursue a three-pronged strategy to counter militancy in the North-East. According to the first step, a developmental agenda providing employment oppurtunities to all is to be pursued vigorously. Secondly, the a suitable climate should be created wherein the populace ought to feel that violence was wrong and thirdly, the political debate should focus not on ideology but on how best effective governance can be provided to the people. The Union government is ``actively considering'' the proposal of the Nagaland Government to extend the ongoing three- year-old ceasefire agreement with the National Socialist Council of Nagaland (NSCN- Isaac-Muivah) to two other major insurgent groups in the State––the Khaplang faction of the NSCN and the Naga Federal Group (NFG). It could come about during the ongoing budget session of Parliament. Though the NSCN (I-M) has expressed itself against the move, the Union government is most likely to rope in the NSCN (K) and the NFG into the ceasefire. Union Home Minister Advani, meanwhile, said since September 2000 there had been only one or two stray killings every month as against 17 killings a month prior to the ceasefire. During the three-year period preceding the ceasefire, the number of civilians and security personnel killed was 378 as against 112 since July 1997.

The 'tax exemption' would cover newly established enterprises, privately-owned or otherwise, which have not completed two years of functioning, NSCN (I-M) information and publication secretary V Horam said in a release in Kohima. The terrorist group, which is engaged in talks with the Union Government after a ceasefire agreement in July 1997, also offered 'tax exemption' to industries which are being revived, specially the public sector Tuli Pulp and Paper Mills, Dimapur Sugar Mills and Wazebo cement factory. However, 'loyalty taxes' from other enterprises not specified in the list and percentage deduction of salaries from employees of all categories would be realised as before. He also added that differences had cropped up within the All Parties Hurriyat Conference (APHC) leadership, and between the Hurriyat and the terrorist outfits on the issue of whether or not to respond to the Indian cease-fire. According to him, "We are one but the only difference is that we [terrorists] talk in the military lexicon while they [Hurriyat leaders] speak in political and diplomatic language. The objective is the same. Again, one group [in the Hurriyat] feels that India is using cease-fire only to gain time while the other group says that diplomacy demands that the Indian offer should be responded to." He said the Inter Service Intelligence (ISI) of Pakistan was working hand in glove with terrorist groups belonging to India’s Northeast region and based in Bangladesh’s Chittagong Hill Tracts (CHT) to widen trouble in Tripura and in the entire frontier region. The Chief Minister admitted that Indian terrorist groups were operating from CHT in Bangladesh and, according to intelligence inputs, at least 31 camps of the National Liberation Front of Tripura (NLFT), All Tripura Tiger Force (ATTF), the National Socialist Council of Nagaland – Isak-Muivah (NSCN-IM) and Manipur-based outfits were located there. The appeal added that the outfit was not prepared for "… any solution less than sovereignty and independence…" and hence "… must be prepared for a long-term protracted struggle." However, the appeal added, the outfit was ready to hold peace talks with the Union government subject to certain conditions, primarily that the talks should be held outside India and under the auspices of the United Nations. Besides, the outfit demanded, the focus of the talks must be on their demand for an ‘independent homeland’. The appeal also said that the outfit has resolved to join forces with four other separatist groups. the names of the outfits were not revealed. It also added that the outfit opposes the State Legislature elections scheduled for May 10.

He complained that the Indian offer made no mention of solving the core issue or doing justice to Kashmiris. In addition, he outlined a peace proposal to be implemented in five phases. The proposal envisages the re-unification of the divided Kashmir with status of an independent nation for an initial period of 15 years with ‘a democratic, federal and secular system of government having friendly relations with both India and Pakistan'. It also proposes an agreement with Kashmir's immediate neighbours not to violate its frontiers nor interfere in its internal affairs and a UN supervised referendum on the status of Kashmir.
