A Press Trust of India report of January 1 quoting the Ministry of External Affairs spokesperson Navtej Sarna said that China has assured India that it will closely monitor the situation on its border with Bhutan and not allow Indian terrorists to use its territory for operations against India. The Chinese response came after New Delhi drew the attention of its Embassy in New Delhi to media reports about a letter addressed to the Chinese Government by the United Liberation Front of Asom (ULFA) requesting for safe passage through its territory for members of terrorist groups seeking to escape the mopping up operations being carried out against them by the Royal Bhutan Army.

Separately, while seeking a consensus within Jammu and Kashmir to carry forward the peace process, Chief Minister Mufti Muhammad Sayeed appealed to the ‘gun totting youth’ and their leaders across the border to give the peace process a chance. Addressing a peace rally in the capital Srinagar, the Chief Minister said that people of India and Pakistan have not only realized the significance of peace but also developed a stake in it. Army Chief General N C Vij, during his three-day visit to the Northeast, stated in Guwahati on January 2 that during the recent military operations in Bhutan, nearly 650 terrorists had been neutralized. The Army Chief said, "We had estimated between 1,200 to 1,500 militants in Bhutan prior to the operations, although the Bhutanese Government had mentioned a higher figure." According to him, "the remaining militants were now scattered in isolated groups in Bhutan, and the Royal Bhutan Army (RBA) had already commenced mopping up operations." He also said that "Joint exercises with the Myanmar Army against militants based in that country are likely in the near future, and we might come to that stage eventually." He however, added that "joint operations with Bangladesh had not been considered as of now."

According to senior police officials, the Nayanbasi Jamatiya faction of the National Liberation Front of Tripura (NLFT) in a letter to the Tripura state government, which reached the police headquarters on January 10, has expressed its willingness to enter into negotiations with the government in order to surrender arms and come over ground. Additional Director General of Police (ADG) Pranoy Sahaya, confirmed that that the State Home Department received the letter from Nayanbasi Jamatiya, chief of the faction, in which he expressed his desire to participate in peace talks. The ADG further added that that "talks are likely to begin soon but the modalities are yet to be finalized".

According to media reports, the Naga Hoho, the apex tribal body of all Nagas has expressed concern over the military offensive against the underground outfits of Northeast India in Myanmar and Bhutan. Its president, M Vero has reportedly said in a press release on January 11 that Thimpu and Yangon along with New Delhi should exercise caution while making any plan to mobilize military action against the terrorists of the Northeast India in those countries as there were reports of "continuing military build-up" in Myanmar to flush out the National Socialist Council of Nagaland-Khaplang(NSCN-K) cadres and other terrorists. He also warned that such action would derail the ongoing peace process and appealed to the Nagas to be ready to help the fleeing Nagas if any military action would come up in Myanmar.

The much-awaited Centre-Hurriyat meeting, the first at this level, also agreed to adopt a "step-by-step approach that would lead to the resolution of all outstanding issues relating to Jammu and Kashmir." After the two-and-a-half-hour session between Mr. Advani and the Hurriyat delegation, led by its chairman, Maulana Abbas Ansari, and comprising Abdul Ghani Bhat, Mirwaiz Umar Farooq, Bilal Ghani Lone and Fazal-ul-Haq Qureshi, the two sides expressed satisfaction that a "good beginning" had been made. The next round of talks will be held in March. Later, a joint statement was read out by Mr. Ghani Bhat, which stated that the discussions were "amicable, free, frank and fruitful.'' The joint statement said the delegation was committed to enlarging the dialogue process to cover all regions of Jammu and Kashmir and addressing the concerns of all communities. The Depury Prime Minister, Mr. L.K.Advani said that the Hurriyat leaders raised the issue of detenus languishing in jails and it was agreed to put systems in place for a "rapid review" of cases of prisoners not involved in heinous crimes. Clarifying on the need to enlarge the dialogue process, Mr. Advani said he told the delegation about the plight of Kashmiri Pandits living in pathetic conditions in camps outside the Valley for more than a decade. The separatist front, All Parties Hurriyat Conference (APHC), announced on February 25 the suspension of talks with the Union Government and gave it a deadline till the month-end to stop human rights violations allegedly by security forces to carry forward the dialogue. "The dialogue process with the Government is in suspension because there is no evidence of sincerity and seriousness on their part," Hurriyat chairman Maulana Mohammad Abbas Ansari said at a press conference at the front’s headquarters in Srinagar. "There has to be a perceptible change in the ground situation by the end of this month. If not, we will not go for talks with the Centre," added Ansari. While claiming that there was no reduction in human rights violations, Ansari also said "if the chain of events unfolding since the beginning of this month does not break, Hurriyat will take a decision on the talks. We will take to streets... We will not take to arms but to protest is our duty." As many as 18 persons have been killed in custody since January 22, 2004, and another 15 have disappeared during the same period, alleged Ansari.

It was attended by Home Secretary Anil Baijal, Centre’s interlocutor on J&K, N N Vohra, IB chief K P Singh, and other senior officials. The Hurriyat delegation was represented by chairman Maulvi Abbas Ansari, Prof Abdul Ghani Bhat, Mirwaiz Omar Farooq and Bilal Lone. Speaking after the two-hour meeting, the Deputy Prime Minister Mr L K Advani asserted that improved relations between India and Pakistan would have an impact on the overall situation in Jammu and Kashmir and the January 6 joint statement issued in Islamabad was a very important step in normalising the relations. Mr Advani said major developments in the State had been the holding of free and fair elections which the world had witnessed, the increasing tourist inflow and the successful holding of the Amarnath Yatra. Disclosing that the third round of the talks would be held sometime in June, during which "substantive issues" would be discussed, Mr Advani said two main issues——alleged human rights violations and release of detenus-were taken up at the meeting. Asked to identify the "substantive issues," he said "it all depends on what is in their mind. We have not imposed any conditions."

The outfit "has bitter experience of being cheated by the previous Government when the negotiations were on, as the police continued to kill its members in the name of encounter," PWG ‘State secretary’, Ramakrishna, said in a statement on May 20. "Before launching the dialogue, the Government should stop the encounters, lift the ban on the PW [PWG is also referred to as People’s War], announce ceasefire and order judicial probe into all fake encounters," he said, adding "if the Government meets these demands, the PW will reciprocate by observing the ceasefire." Ramakrishna warned that "if the conditions were not met by the present Government, it would face the renewed extremist violence." The new State Government headed by Chief Minister Y.S. Rajasekhara Reddy had offered to hold unconditional talks with the PWG shortly after assuming office last week. He said the Indian Embassy in Riyadh had placed two teams in Al Khobar for rendering consular and other assistance, including informing the next of kin and for the repatriation of the bodies to India. The Embassy would also address the issue of compensation with the Saudi authorities concerned, he added. Saudi Arabia's elite commandos had stormed the housing complex, shot dead at least two Al Qaeda operatives and freed over 50 people held captive by the terrorists, ending a 25-hour hostage crisis. The Andhra Pradesh Government on June 4 announced the withdrawal of bounties on top leaders of the outlawed People's War Group (PWG) in an attempt to solve the three-decade left-wing extremist problem in the State. The announcement was made in the Legislative Assembly by Home Minister for State K Jana Reddy. "We will adopt a firm but humane approach to solve the problem. Civil liberties groups and some intellectuals have, on several occasions, expressed doubts on the genuineness of certain encounters. The government, therefore, has decided to adopt the policy of stopping rewards on the Naxalites [left-wing extremists]," he said. The Police had, in the past, announced rewards on the heads of at least 1,100 Naxalites ranging from Rupees 25,000 to Rupees 12 lakh. The Minister also announced that police would not pursue the armed Naxalite squads into the jungles to avoid loss of human life. "We expect the armed extremist groups not to visit habitations or indulge in intimidation, extortion or other forms of violence. It is the government’s responsibility to ensure that people in general live in peace and without fear. The government would take all steps to explore avenues for a lasting solution to reduce violence in the State," he added.

The PWG demanded that the Government should withdraw rewards for the capture/killing of Naxalites who were underground. He also said police officials should not be involved in the negotiations. Ramakrishna further added that the police should immediately stop combing operations and allow the PWG to carry on with its political campaign and maintain restraint. However, a report in The Hindu indicated that the PWG has rejected the Chief Minister Y.S. Rajasekhara Reddy's appeal that its armed cadre should confine themselves to forest areas arguing that it has every right to propagate its ideology as a political party. There is no other news about him, added the Chief Minister. The ULFA, which had reportedly demanded the release of 11 of its top leaders in exchange for the release of Nirmalendu, has not made any formal demand to the Government, disclosed Gogoi. He also stated that the ULFA has joined hands with the National Socialist Council of Nagaland-Isak Muivah (NSCN-IM). According to Gogoi, the understanding between the two outfits "comes as a serious blow to the law and order situation for the State and, therefore, has become a cause for worry." According to intelligence sources in Assam, the recent rapprochement between the two has been established when the ULFA is on the look out for new bases, especially after its hideouts in Bhutan were destroyed by the Royal Bhutanese Army in December 2003.

The report further said outfits like the United Liberation Front of Asom (ULFA), Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and National Democratic Front of Bodoland (NDFB), having their bases in Bangladesh have been asked by the Inter Services Intelligence (ISI) of Pakistan to assist the MCC and the PWG to spread the network of terror to the neighbouring states of Chhattisgarh, Andhra Pradesh, Bihar and West Bengal. Most of the sophisticated arms currently being used by the Left-wing extremists in Jharkhand have been smuggled from Bangladesh. In a response to the Home Minister Jana Reddy's statement on the issue of talks, the outfit indicated for the first time that its ‘State Committee’ members would hold talks with Ministers once the modalities were worked out by its yet-to-be named emissaries with Government representatives. The PWG response indicated that once the ceasefire was agreed upon and announced, a committee should be formed to enforce the ceasefire agreement and also examine violations of the agreement, if any. "The government is willing to talk with all disaffected groups provided they shun the path of violence," said Dr. Singh during his first address to the nation after he took over as the Prime Minister in May 2004. Director General of JKP, Gopal Sharma, disclosed at a press conference that LeT ‘divisional commander’ Shahid Ahmed alias Zulu-4 and ‘district commander’ Zahid Hafiz Arian alias Nayeem were killed during an encounter in the Rawalpora area of Srinagar on June 29. He said that on the basis of intelligence inputs, Police conducted a series of raids in Srinagar and arrested at least 20 terrorists. Sharma also said that five police personnel were wounded during the encounter and added that assassinations of high profile personalities and several Fidayeen (suicide squad) attacks had been planned and executed by the network. The network had also established contacts at several Indian cities, including New Delhi, Mumbai, Pune and Ahmedabad. The Union Cabinet on August 10 decided to repeal the Prevention of Terrorism Act 2002 (POTA) before it lapses on October 23 this year. Briefing reporters after a meeting of the Union Cabinet in New Delhi, the Information and Broadcasting Minister, S. Jaipal Reddy, said that the repeal would not have retrospective effect and all the cases would continued to be tried. Two Bills — one for the repeal of POTA and another to make amendments to the Unlawful Activities (Prevention) Act, 1967 — would be introduced in the second half of the current Budget session of Parliament due to begin on August 16. Reddy said the proposed amendments to the Unlawful Activities (Prevention) Act would take care of concerns relating to internal security, including funding of terrorist organisations. The Central POTA Review Committee would continue to function to review existing cases, he added.
