All districts were instructed to take security measures to thwart similar attacks, which were the handiwork of ULFA to create panic and terror, he said. Gogoi informed that nine incidents of indiscriminate firing on poor and unarmed persons occurred between 5.30 and 9.30 p.m. on January 5. Tinsukia was reportedly the worst affected with 34 deaths, while eight deaths were reported in Dibrugarh and six in Dhemaji. The police could recover only 17 bodies on January 5, as the sites of the incidents were inaccessible.

Antony said in Tezpur on January 9, according to The Hindu. "Prime Minister Manmohan Singh has asked me to convey his total support to the Government of Assam to deal with this difficult situation. The Prime Minister, as a mark of solidarity with the victims, has announced compensation of INR 2 lakh to the family of each of the killed,'' he said at a joint press conference with the Assam Chief Minister Tarun Gogoi. "We will not allow the United Liberation Front of Asom [ULFA] to get away. It will be dealt with seriously. I am sure within a few days we will be able to restore normality in joint action by the Centre and the State,'' added Antony. "In joint cooperation with the State Government, we will deal strongly with ULFA. At the same time, we are very clear that we can't be complacent as there are many forces behind this. "Despite confidence building measures between India and Pakistan, militants continue to get support from the other side of Line of Control. This has been proved by the recent infiltration bids in Uri," General Officer Commanding of the 15 Corps of the Army, Lt Gen A. S. Sekhon, told reporters at the Raising Day of the Corps in Srinagar. The Army commander said as per intelligence reports, terrorist infrastructure like training camps, launching pads and communication hubs were intact across the LoC. However, Sekhon said due to co-operation of the people, the army, in coordination with other security forces, has achieved many major successes against the militants. The graph of militancy-related violence in Kashmir valley had come down progressively over the past five years beginning from 2001, he stated. He also said the infiltration of militants was on the decline due to various measures, like fencing of the LoC, night vision devices and intensified patrolling, taken over the past three years.

Speaking at a reception in New Delhi on the occasion of Army Day, he said, "It is not the job of the army to tackle the Naxalites (Left-wing extremism). This is something the state governments have to tackle." He further added, "The Naxalite problem has to be tackled by the state police forces and the paramilitary forces. At the most, the army can help with training and providing equipment. But the operations have to be conducted by the states." Antony further said that roughly half of the 1.2 million-strong Indian Army is deployed on counter-insurgency duties. "They are not happy doing this job but they have to because there is no one else to do it. When the police fails, and the paramilitary fails, the army is called in. Official sources on January 20 told Times of India that terrorists are planning to carry out attacks in Cuttack, besides Kochi (Kerala), Bhubaneswar (capital of Orissa), Guwahati (Assam) and Bangalore (capital of Karnataka) prior to the Republic Day on January 26. A senior police official in Orissa said, “We have information that Muslim fundamentalists are trying to take advantage of the feeble police presence in certain pockets of the state. We are very watchful and alert.” According to the security blueprint, three platoons of police force will guard the hotel where the teams of India and West Indies stay in Bhubaneswar while around 40 platoons would do duty in Cuttack. With infiltration becoming difficult due to fencing and installation of hi-tech gadgets on the Line of Control (LoC) and International Border (IB), Pakistani militants, especially Fidayeen (suicide squad) have frequently started using the Bangladesh-West Bengal-New Delhi route to reach Kashmir and other parts of jammu and Kashmir, Daily Excelsior reported. A top Pakistani militant, Shahid Gafoor of Sialkot, who had to carry out a suicide attack in Srinagar along with a local militant but was arrested along with his three associates in the national capital New Delhi recently, had also used the same route for infiltration. Gafoor and his arrested associates were part of the Jaish-e-Mohammed (JeM) group. Preliminary interrogation of Gafoor, being done by the Delhi Police and shared with the Jammu and Kashmir Police (JKP), has revealed that three Kashmiri over-ground workers (OGWs) working for the JeM outfit camped at the West Bengal-Bangladesh border for three days from January 30 to February 1 waiting for sneaking of Gafoor from Bangladesh. Three OGWs, Bashir Ahmed, Fayyaz Lone and Abdul Majeed, all Kashmiris, who were also arrested by Delhi Police on February 4 from Connaught Place, had been deputed to Bengal from different areas, they were putting in, to receive Pakistani Fidayeen and shift him to Srinagar where he had to carry out a suicide attack along with a local militant of the JeM, sources said. Gafoor disclosed during his questioning that he was asked to take the Bangladesh-West Bengal route by Jaish commanders as infiltration from LoC and IB had either become "impossible" or "very risky" due to fencing, increased surveillance and installation of sophisticated equipments. He revealed that many other Pakistani militants have also reached Kashmir and other parts of the State using same route. Gafoor claimed that he was spotted by the Bangladesh Rifles (BDR), which manned the border with West Bengal, but not prevented from infiltration which, according to sources, was a clear indication that the BDR was helping Pakistani militants in intrusions to the Indian side.

Elaborate arrangements are reportedly being made to prevent smuggling of explosive materials by the Liberation Tigers of Tamil Eelam (LTTE) to Sri Lanka from Tamil Nadu in the wake of the recent seizure of an LTTE boat with arms and ammunition by Coast Guard in Nagapattinam and 70 bags of aluminium ingots in Madurai, Additional Director General of Police (Law and Order), K. V. S. Murthy, stated on February 23. Talking to reporters, he said the Police have been geared up and the security over the entire coast has been strengthened. In all the 12 coastal districts, special Police teams have been formed exclusively to look into the smuggling of arms and ammunitions, he added. In view of the recent seizure of explosives, the Centre has given its nod for establishing 12 marine Police stations - the first of its kind in the country - to safeguard the vast coastal belt of Tamil Nadu. These police stations would be equipped with two boats each for conducting patrolling and it would be ready within a year, he further added. Murthy also said the Centre had also sanctioned 40 check-posts in addition to the existing 60 on the coastal areas from Chennai to Kanyakumari. He said the State police were now engaged in finding out the possible landing points of the suspected LTTE sympathizers for smuggling activities.

Chief Minister further said 104 militants of different outfits were killed in encounters with security forces and 71 security personnel were killed in militant attacks during the same period. He mentioned that Biswamohan Debabarma faction of the NLFT carried out maximum attacks during the period, including 93 attacks in 2004, 61 in 2005 and 62 in 2006. Chief Minister added that 862 militants and collaborators surrendered during the tenure of the present Government, adding that highest figure of surrender was 322 in 2004. "As per available reports, terrorists and terrorist organisations active in India are using different channels to fund their operations. They route their funds mainly through hawala and other informal means. Banking channels are also a significant route for movement of funds by such elements," Minister of State for Home Sriprakash Jaiswal said in reply to questions in the Rajya Sabha. He said the Government was pursuing a multi-dimensional approach to deal with terrorist operations and supporting states to neutralise their activities. To a question on the recent observations of National Security Advisor (NSA) M K Narayanan on the matter, Jaiswal said the NSA had recently recounted the methods adopted by terror outfits to generate funds and had pointed towards the reported "misuse" of the formal financial system by them. He said the revenue, security and law enforcement agencies were regularly sensitized to pursue an inter-agency approach to detect these channels the use of funds received by the terror groups. "There is continuous coordination between home, defence, finance and other ministries, which are the administrative ministries of security sensitive sectors," he said, adding that proposals relating to such sectors were referred to the home and defence ministries for vetting from the security angle.

State Home Minister in the floor of Nagaland Assembly on March 25 reveled that the total number of lives lost in the factional clashes in Nagaland has gone up to 270, while 159 were injured (March 2003 - March 11, 2007). Nagaland Home Minister Thenucho revealed that 270 lives were claimed with101 were from NSCN (I-M), 110 from NSCN (K), 25 from the Federal Government of Nagaland (FGN) and 35 were innocent persons. According to him, with regard to those injured, 45 were from NSCN (I-M), 61 from NSCN (K), 9 from the FGN and 44 civilians. After meeting Prime Minister Manmohan Singh in New Delhi, Azad told The Hindu, "Any decision on adjustment of forces should be left to the security agencies and the State Government and no political consensus is required on the issue." The Chief Minister, however, agreed on the constitution of a committee of officials to look into the demands of the People's Democratic Party (PDP) but made it clear that there should be no political representation on it. Reports suggested that the outfit is building a mini-submarine as part of its new arsenal. The assistant chief of naval staff at naval headquarters in Chennai Rear Admiral Pradeep Chauhan said the outfit could be "trying its hand" at building "submerged vehicles". He asserted that surveillance and patrolling had been intensified in the Palk Strait and adjoining seas and navy also plans to set up a facility at Ramanathapuram on the Tamil Nadu-Kerala border, a region where it currently has no major base and that additional warships and patrol boats had been deployed in the waters off the southern coast and shore surveillance facilities in the zone were being manned round the clock. Besides, scores of interceptor craft fitted with weapons including light machine guns and medium machine guns, two hovercraft and high-powered speedboats of Navy and the Coast Guard have been pressed into service. Commodore Phillip Van Haltren, Naval Officer in-charge, Tamil Nadu, said the ships would reach Rameswaram in a day or two. They would patrol Palk Bay, Palk Strait and the Gulf of Mannar. Rane, said the recently acquired air combat capability of the Liberation Tigers of Tamil Eelam (LTTE) posed "little or no threat" to the country, according to The Hindu. At a press conference in Thiruvananthapuram on April 4, the Air Marshall said non-State actors with air capability were surely a threat to international civil aviation. Hence, the integration of civilian assets, such as air traffic monitoring radars, with air defence systems was being given priority by the Central Government. He said LTTE's acquisition of air capability was "something that could not be sustained". The IAF has re-positioned some of its radars following the recent developments in Sri Lanka. These radars are being networked with those used for civilian purposes. More "combat assets" of the IAF will be moved to South India, he said.

He stated that the Police have stepped up the vigil, particularly along the coastal districts coming under the central zone and have put in place a three-tier vigil mechanism across the zone, namely deployment of 14 numbers at check posts in the coastal districts, patrolling in co-ordination with Village Volunteers Committee (VVC) and regular enumeration of Sri Lankan nationals living in the districts. Patrolling was being done by two companies of the Coastal Security personnel, in coordination with 250 police personnel belonging to the Tamil Nadu Police, all along the coastal regions of Thanjavur, Nagapattinam and Tiruvarur in the Zone, he added. He said the VVC was also consistently monitoring any possible entry of Sri Lankan nationals into the region and the State Police was making regular enumeration of the Lanka nationals, both in the refugee camps and outside the camps. To a question, he said 9,016 Sri Lankan refugees, including adults and children belonging to 2,516 families were lodged in eight refugee camps in the zone. Besides 3,170 Sri Lankan Tamils belonging to 999 families were residing at various places in the zone. Special police teams were regularly visiting the camps to detect any new 'intruders', he added.

The third Round Table Conference (RTC) on Kashmir will be held on April 24 in New Delhi. This was stated by Chief Minister Ghulam Nabi Azad in Jammu and April 13, according to Daily Excelsior. He said a decision to this effect was taken at a meeting he had with Prime Minister Dr. Manmohan Singh on April 12 in which Union Home Minister Shivraj Patil was also present. He said the conference would discuss the recommendations of five Working Groups set up by the Prime Minister after the second Round Table on May 24, 2005 and provide yet another platform to representatives of political parties, ethnic groups and opinion leaders from all the three regions to deliberate upon all issues. The first two RTCs were held in April and May 2005. After the second RTC in Srinagar, five Working Groups on different subjects, including good governance, strengthening of the Centre-State relations, strengthening relations across the Line of Control, Confidence Building Measures to improve condition of people affected by militancy and economic development of the State were set up. While four Working Groups have completed their deliberations and submitted their reports, the group of Centre-State relations was likely to hold one or two more sittings to finalise its report.

He said that the Hurriyat would participate only in such a political exercise that would involve “leadership from both sides” including the Pakistani President Pervez Musharraf and the Indian Prime Minister Manmohan Singh. Prime Minister Manmohan Singh on April 24 announced the constitution of two committees to take stock of the implementation of the recommendations of the working groups on Kashmir, according to The Hindu. Addressing the third Round Table Conference on Jammu and Kashmir in the national capital New Delhi, the Prime Minister said the standing committee would have membership from within the round table, the second panel would comprise officers from the Government. Earlier, the Conference accepted the recommendations of the four working groups to address various aspects of the Kashmir issue while the fifth working group on Centre-State relations is yet to finalise its report. In his opening remarks, the Prime Minister acknowledged the role of security forces in maintaining peace in Jammu and Kashmir, and said their deployment was directly linked to the extent of violence on the ground. He said wide-ranging initiatives were already being implemented to revitalise the economy of the State and the need was to work closely together to further carry forward the efforts to build a new, peaceful and prosperous State. "It is a vision of naya (new) Jammu and Kashmir which is symbolised by peace, prosperity and people's power,'' he stated.

Union Home Secretary Madhukar Gupta, chairing the meeting, told the Chief Secretaries and Directors-General of Police of the Maoist-affected States to keep a constant vigil on the movement of Maoist groups, training camps, weapons, hideouts and sources of funds. Major affected States like Chhattisgarh, Jharkhand, Orissa and Bihar reportedly made detailed presentations of their action plans to counter the problem. During the meeting, it was decided that Orissa is to get a third India Reserve Battalion to combat the growing Maoist problem while Jharkhand was reportedly criticised for not following proper procedures in combating the problem. Some of the States, including Jharkhand, requested the Union Home Ministry to allow States to take the assistance of the army in evacuating police personnel from the venue of incidents, if the need arises.

Joint Commissioner of Police (Special Cell) Karnal Singh told The Hindu on April 27 that the three had been sent to Delhi at the instance of Abu Al Kama, the mastermind of the October 2005 pre-Diwali serial blasts in the Capital. Abu Al Kama had fled to Pakistan after the October 2005 blasts and had directed Abu Ammar, a Pakistan national and LeT’s ‘operational chief commander’ in Jammu region based in Doda to carry out explosions in Delhi. Ammar had asked one Shafaqat Iqbal Mir to deliver a consignment of explosives to a Pakistani militant, Mohammad Hasan alias Abu Qasim, in Delhi. Mishra told Zee News in the State capital Bhubaneswar on May 1 that 39 extremists, 38 police personnel and 37 civilians were killed in the last seven years. He further said that while the Government has been trying to equip its police personnel, the extremists have already spread their network in 15 of the 30 districts of the State. A home ministry document, based on intelligence inputs, said the Bangladesh-based Harkat-ul-Jihad-al-Islami (HuJI), linked to the JeM and LeT, is recruiting Indian youths, sending them to Pakistan for training and re-inducting them via Bangladesh to carry out terrorist attacks. "This is evident from the Mumbai local train serial bomb blasts in which 11 Pakistanis infiltrated through the Indo-Nepal border in Bihar, Indo-Bangladesh border in West Bengal and Indo-Pakistan border in Gujarat," the report said. Noting that cross-border terrorism was no longer Jammu and Kashmir-centric, the document said it has spread its tentacles to the hinterland. "The terrorist outfits are well-organised, inter-linked and have the latest hardware and work under the directions of Pakistan's ISI," it said. The report said terrorist groups carry out their activities in the hinterland beyond the known theatres of violence to make "greater impact" and get wider publicity. The essential components of the strategy of jehadi groups include well-calibrated violence against soft targets to create terror, undermining the economic and scientific prowess of the country, subverting Indian Muslim youths and provoking communal tensions with the help of local elements. Supplying hardware through land and sea routes and maintaining a continuous flow of finances to sustain the jehadi network are some other components. Sleeper cells and modules exist in certain parts of the country and were activated when required, the report said. During 2004-06, as many as 669 terrorist modules were neutralized and plans to target vital installations like the Bhabha Atomic Research Centre and IT companies were foiled, the report said.

Available reports suggest that LeT is running training camps in Pakistan and Pakistan occupied Kashmir (PoK) for imparting arms training to its women cadre, Union Minister of State for Home, Sriprakash Jaiswal, told the Lok Sabha (Lower House of Parliament). In a written answer, he said there was continued involvement of Pakistan and Pakistan-based terrorist outfits like the LeT, Jaish-e-Mohammed (JeM), Hizb-ul-Mujahideen (HM) in terrorist violence in Jammu and Kashmir and other parts of India. "They were using and leveraging the existing infrastructure of terror in Pakistan occupied Kashmir and other parts of Pakistan," he said. The minister informed that besides continuing infiltration across the India-Pakistan border, there had been incidents where Pakistan and PoK based terrorist outfits had also infiltrated into India through the India-Bangladesh and India-Nepal borders for subversive activities. Zee News reports that a police task force, investigating into the matter, had unearthed the modus operandi of the ISI in circulating the fake currencies in the Rasinagre and Doomdooma villages of the South Garo Hills district, along the India-Bangladesh border. Police sources said that Rasinagre village was the main route through which Bangladeshi nationals sneaked into the neighbouring Indian villages and lured the local poor youths into criminal activities. The ISI had engaged one Sira Mustafa alias Samrat and Kalek Ali from Munsipara of Mymensingh district in Bangladesh to push fake currencies into India using about 15 youths of Rasinagre for the activity.

He added that the man who surrendered was Simon Soza, the vessel's engineer and the others were apparently Tamils. According to earlier reports, four of the nine-member crew were killed, four others were arrested and one surrendered. Reports said that the vessel, which started off as a deep sea fishing trawler, was hijacked by the LTTE to do some gun-running for it.

Investigating agencies looking into the May 22 serial bomb blasts at Gorakhpur in Uttar Pradesh have ruled out the use of RDX in the incident, reports The Hindu. Principal Secretary (Home) K. Chandramouli informed the media that the blasts were caused by low intensity bombs kept in tiffin boxes attached to three new cycles, bought from different shops. He also said ammonium nitrate might have been used in the crude bombs. The crude bombs were battery-charged and there was no proof to suggest whether a timer device was used as trigger. He said that police had traced one of the shops from where the cycles were bought and efforts were on to trace the others. Chandramouli further said that no conclusion could be drawn regarding involvement of particular persons as the investigations were in the preliminary stage.

This was conveyed at a meeting chaired by Defence Secretary Shekhar Dutt in which officials from the Army, para-military forces and Central intelligence agencies were also present. The Defence Secretary is chairing an expert panel constituted by Prime Minister Dr. Manmohan Singh on March 30 to carry out an in-depth assessment of the situation and also determine whether there is any need to relocate and reconfigure security forces. The meeting decided to examine if security forces could be relocated from some orchards, hospital and Government schools but was against any reduction from civilian areas as the State Government had pointed out that political activities had started picking up in view of Legislative Assembly elections in 2008. Suggestions of the panel would be submitted to a high-powered committee chaired by Defence Minister A. K. Antony and comprising representatives of the Central and State Governments.

Police said that the explosives used by the ULFA were provided by the Pakistani agency and there are reasons to believe that the militants were triggering off blasts at the behest of foreign powers. Sources added that at least 20 ULFA militants were trained in Pakistan to handle sophisticated explosive devices. Seven of them, who received training were either killed or arrested. The ULFA triggered off 32 blasts in different parts of the state this year while the police managed to recover 66 bombs.

Elaborating on the deployment of a total of 3, 37,000 Army personnel in the State, he said that “only 25 per cent are into in depth counter-insurgency operations within the State." Of the rest, 45 to 50 per cent are deployed along the Line of Control (LoC) and Actual Line of Control (ALC) to counter-infiltration and remaining are at permanent locations (Garrisons), including support services, Lt Gen Panag disclosed. Panag, said in Udhampur on June 17 that nothing has been established so far to corroborate reports about the terrorist group’s operatives in the State, according to Daily Excelsior. "Much has been said by the print and electronic media about al Qaeda’s presence in Jammu and Kashmir but nothing has been established so far to corroborate these reports,” said Panag. He informed: "I would say we also have no records in the past about al Qaeda operatives having being found during counter-insurgency operations in the State. Only one odd case was reported about one al Qaeda militant of Afghanistan long back," adding that after investigation it also turned out to be untrue. He also ruled out al Qaeda’s relations with terrorist groups operating in Jammu and Kashmir — Lashkar-e-Toiba (LeT) and Jaish-e-Mohammad (JeM). "We are only aware of al Qaeda’s strong relations with JeM and LeT in Pakistan," he observed. In Pakistan, al Qaeda has strong relations with LeT and JeM, whose cadres they train and assist them in the operations against the Government, the Northern Command chief said, adding they work in co-ordination in Pakistan, which is a major threat to the establishment.

Antony said on June 25 that security forces were geared up to meet any eventuality, according to Daily Excelsior. "Infiltration is of concern to us… But we are taking sufficient precautions," Antony told reporters on the sidelines of a Defence function in New Delhi. According to official figures, there has been a big spurt in attempts by militants to infiltrate into Jammu and Kashmir. Officials said though there was a drop in infiltration during the winter months of December, January and February, the onset of summer and melting of snow have seen a sharp jump in infiltration attempts. In the months of April, May and June, Army figures show that infiltration attempts had almost increased to more than 100 attempts, almost a three fold increase over that witnessed in the winter months.

The Administrative Reforms Commission (ARC) on June 25 favoured sweeping powers to the Centre to deploy armed forces in case any State faced "major public order problems" and the repeal of the Armed Forces Special Power Act (AFSPA), according to Tribune. The Commission also recommended bringing investigation of certain crimes with inter-state and national ramifications directly under the jurisdiction of central investigating agency like the Central Bureau of Investigation. These offences include terrorism, organised crimes, acts threatening national security, sedition, arms and human trafficking, assassination of major public figures and serious economic offences. On the issue of the AFSPA of 1958, the Commission while recommending its repeal suggested to bring an enabling legislation in its place for deployment of Central forces in the North Eastern States. "The Unlawful Activities (Prevention) Act, 1967, should be amended by inserting by a new chapter VI A as recommended by the Committee to Review the AFSPA. The Chapter VI A would only apply to North Eastern states," it said. "We want the government, both Centre and states, to implement the report ARC on Public Order in its fully as it tries to address the vacuum created over the years," Veerappa Moily, the commission Chairman told the media after submitting the report to Prime Minister Dr. Manmohan Singh in New Delhi on June 25.

An unidentified police source told The Hindu that search operations by a little over 200 Special Task Force personnel of all ranks are being conducted in the hill ranges of Periyakulam, Kodaikanal and Western Ghats apart from the Tiruvallur and Vellore districts. Director-General of Police, D. Mukherjee, informed that a multi-pronged strategy to tackle the Naxalite problem was under implementation. To involve youths in constructive activity, the police were organising sports activities and assisting the youth in the development of their skills. Mobile libraries had been started and personnel of the special division visited the violence-prone villages and surveyed the absence of basic amenities there.

While indicating that the Line of Control could be a Line of Peace, Prime Minister Dr Manmohan Singh said that the dialogue with Pakistan would continue “despite difficulties” and the “blackmail” of terror, according to Daily Excelsior. Addressing a special convocation of the Jammu University in Jammu on July 15 after being conferred with a D Lit by Chancellor and Governor Lt Gen (Retd) S K Sinha, Dr. Singh said India remained committed to its resolve to end terrorism and ruled out any division or fresh partition of Jammu and Kashmir. "As I have stated earlier, borders cannot be changed, but they can be made irrelevant. There can no be question of divisions or fresh partitions, but the Line of Control can become a Line of Peace with free flow of ideas, goods, services and people," he stated. Elaborating on his theory of making Jammu and Kashmir a symbol of India-Pakistan co-operation, he said the State’s natural resources could be used for the benefit of the people. "They (resources) need no longer be points of contention or a source of conflict. We could, for instance, use the land and water resources of the region jointly for the benefit of all the people living on both sides of the LoC. Similarly, there are vast opportunities to jointly work together for the mutual benefit of our people," he said.

G P Singh, Superintendent of Police of the District (Bastar) said, "The villagers are between 15 and 25 years of age and we believe that the Naxals will make an effort to indoctrinate them so that they join the Naxalite ranks." Police sources further claimed that extremists have been targeting the tribal population in order to gather intelligence inputs regarding the anti-Maoists vigilante movement, Salwa Judum. Zee News reports that the Union Ministry of Home Affairs (MHA) has agreed to the Karnataka government's demand to assist it in upgrading its police machinery and logistics. Quoting official sources, the reports said that the state would be immediately provided with grants under the security-related expenditure (SRE) scheme so that it can upgrade its police force and set up an Anti-Terrorist Squad exclusively for Bangalore. A meeting between the MHA officials and their counterparts in the state took place last week, in which the state government officials were asked to send a preliminary proposal for release of interim funds. This would be followed by a detailed proposal including all plans to upgrade the state police force. The previous government led by N Dharam Singh had submitted a proposal to the Centre seeking INR 320 million to counter left-wing extremists. The same proposal was resubmitted by the present H D Kumaraswamy government, but was rejected by the Union government, saying there was no need for special funds to be given to the state as it could manage with its own resources.

According to statements given by the accused, Hyderabad was the main centre for distribution of the counterfeit currency. Duggal is learnt to have told interlocutor Mamoni Raisom Goswami on July 19. The State’s Revenue Minister, Bhumidhar Barman, while responding to a question raised on this issue in the Legislature, said that as many as 499.83 acres of land belonging to Assam’s territory had been encroached upon by the neighbouring country, from where migrants have been infiltrating into the State for decades. Giving a district-wise break-up of land encroached upon by Bangladesh, the Minister said 299.04 acres of Pallatal tea estate and 11.73 acres of Pramodnagar tea estate in Karimganj district had been lost. Informing this at a press conference in Bangalore, Home Minister M. P. Prakash said the force would comprise trained commandos. He also said that the Union Government and the Karnataka Government would be jointly setting up an Indian Reserve Battalion, which would consist of over 1000 personnel. 263 acres of land has reportedly been acquired at Munirabad in the Bellary district to set up its headquarters. On August 3, the two-day Home Secretary-level talks between India and Bangladesh concluded in New Delhi. Both countries reiterated that the use of the territory of either country would not be allowed for terrorist and criminal activities against the interests of the other, reports Indian Express. A joint declaration said, "Both sides agreed to initiate swift action on information received about groups and elements and other fugitives from the law of either country taking shelter in the other country." Both countries also agreed to revive the mechanism of the Joint Working Group (JWG) at the level of Home Secretary and Joint Secretaries who will hold meetings at regular intervals in New Delhi and Dhaka alternately. During the talks, the Indian side led by Home Secretary Madhukar Gupta raised India’s concerns regarding the north-eastern militant groups having found shelter in Bangladesh. In response, Bangladesh sought India’s commitment to do its bit against people wanted in Bangladesh, but who had allegedly found shelter in India. Speaking to the media after the talks, Gupta said that an institutional mechanism — a fourth tier — had been added to the three-level mechanism evolved to increase cooperation between the two countries. The three tiers that have been in existence since 1994 include consultations between the Bangladesh Rifles and Border Security Force officials, meetings of the JWG comprising the joint secretaries of home affairs and home secretary-level talks. Gupta described the fourth layer as a fundamental change in the negotiations between the two countries.
