The next round of Foreign Secretary-level talks between Nepal and Bhutan on the prolonged refugees issue are to begin today in Kathmandu. The last round was held in February in Thimpu, Bhutan's capital. The talks would seek to finalise the composition of the joint-team for the verification of different categories of Bhutanese refugees and its modalities. Further, dates for the Ministerial-level talks between the two countries would also be agreed upon. There are more than 1,00,000 Bhutanese refugees living in different refugee camps in eastern Nepal.

The Foreign Secretary-level talks between Bhutan and Nepal on the Bhutanese refugees’ issue concluded on March 16 at Kathmandu. The talks resulted in formulating a tentative joint-mechanism to identify genuine Bhutanese citizens, which would be discussed at the forthcoming Foreign Minister-level talks. Both sides have reached an understanding on “the joint examination of the documents, printing of the proforma, sharing costs, outlining the work procedure of the verification team, among others,” a statement issued by the Foreign Ministry said. Differences between the two sides on key issues including the basic unit for identification of refugees, creation of an appeal mechanism have been narrowed down. Dates have not yet been fixed for the proposed Foreign Minister-level meet, the ninth in the series that began in 1993.

Pervaiz Musharraf, told visiting United States President Bill Clinton, on March 25, that he would go to Afghanistan and discuss with the Taliban regime the sanctuary that it had given to Osama Bin Laden and has hinted that he could rein in Kashmiri militants. Gen. Musharraf said, "…I can try and talk to the Taliban but it is a very complicated issue and I will make sincere efforts." Bin Laden is accused of having masterminded several terrorist attacks carried out by Islamic militants in different countries. Besides, Gen. Musharraf hinted that he could ‘moderate’ the activities of Kashmiri militants, but did not make any commitment with regard to the Harkat-ul-Mujahiddeen, whose involvement is suspected in the hijack of an Indian Airlines plane in December last.

Several matters pertaining to the ongoing constitutional reforms initiative in Sri Lanka are to be discussed by a special Government–Opposition committee. This is a follow-up on the talks between President Chandrika Kumaratunga and Leader of the Opposition Ranil Wickramasinghe. The committee comprising three ministers and an Opposition United National Party (UNP) member are to analyse issues like mode of the appointment of Governors, the chapter on fundamental rights and provisions related to the judiciary. The committee would finalise the provisions for discussion between the President and the Opposition Leader scheduled for next week. Two meetings between President Chandrika Bandaranaike Kumaratunga and the Opposition Leader Ranil Wickramasinghe are scheduled for next week. Later, the discussions will also include Tamil parties represented in Sri Lanka’s Parliament.

Despite substantial controversy, the high-level Nepal-India official talks for the resumption of Indian Airlines (IA) flights to Kathmandu are expected to conclude today with a successful resolution of the problem. All IA flights from Tribhuvan International Airport were suspended after the hijacking of an IA Flight, IC 814, on Christmas Eve, 1999. Negotiations had run into some difficulties over India’s demand that the IA personnel be allowed to check the baggage and passengers flying by IA in accordance with Internationl Civil Aviation Organisation regulations. Nepal authorities are willing to allow the IA authorities to check passengers before boarding the aircraft, but not to permit them to come outside the ‘ladder point’. The present round of talks are being held between a six member Nepali team, headed by Hari Bhakta Shrestha, Joint Secretary, Ministry of Tourism and Civil Aviation, and a three member Indian team headed by Sunil Arora, Joint Secretary, Ministry of Civil Aviation

Unnamed Indian government sources indicated in New Delhi on March 30 that the government is not willing to accept the formal offer of the Pakistani Foreign Secretary, Mr. Inam-ul-Haq for resumption of the suspended bilateral dialogue. The reason forwarded was that there was no ‘evidence on the ground’ to suggest that Pakistan has put an end to cross-border terrorism. Till that happened there was no room for talks, the sources maintained. The formal offer, the first since the Kargil crisis, was made in a meeting of the Foreign secretary with India's High Commissioner to Pakistan, Mr. G. Parthasarathy, on March 29. Several offers have been made by the Pakistan government at different levels through the media including the statement issued by Pakistan’s Chief Executive, Gen.
