On the political front, Norwegian peace envoy Erick Solheim called on President Chandrika Kumaratunga and also met the Leader of the Opposition Ranil Wickremasinghe. Solheim is once again in Colombo after having gone there earlier in the year and having later met the LTTE's London-based chief negotiator Anton Balasingham. The content of Solheim's discussions with the President is yet not known, but he is believed to have discussed measures to kick-start the peace process.

On the political front, Norwegian peace envoy Eric Solheim concluded his consultations with members across the political spectrum. According to news reports, he has sought to make the government agree to those sections in a Memorandum of Understanding (MoU) his country had drafted and which the LTTE offered to abide by. Addressing the press before he met the Opposition Leader Ranil Wickremasinghe, on February 1 Solheim said that, "We have almost reached the end of the initial stage". According to the Sri Lankan media, the Solheim visit has raised fresh hopes and optimism on ending the 18 year-old conflict and restoring peace on the island.

The decision to fence the 210-km border in Jammu was made under the Narasimha Rao government when India realised that terrorists used it as an all-weather crossing point. The long-delayed implementation of that decision was taken up earlier this year. However, on March 29, 2001 the Pakistani foreign office had issued a strongly worded statement against the proposal to construct defences along what Islamabad calls the "working boundary".

This was reportedly disclosed by Nepalese Finance Minister Dr. Ram Sharan Mahat, who is heading his country’s delegation in the 11th Ministerial Joint Committee (MJC) meeting with Bhutan which began on August 20 in Thimpu. He said, "We deplore terrorism wherever it exists, whether on September 11 or on October 1 in Srinagar." He reiterated the US position that both the countries stood shoulder to shoulder fighting terrorism and ‘that includes the terrorism that has been inflicted on India’. The Secretary of State, however, skirted the issue of Pakistan’s role in terrorism in Jammu and Kashmir. Asked whether Pakistan should be included in the global coalition against terrorism, he said Pakistan had recognised the nature the Taliban government and was working with the US to fight the Al Qaeda. He also clarified that he had not said in Islamabad, on October 16, that Kahsmir was ‘the’ central issue between India and Pakistan, but ‘a’ central issue. He said the Kashmir issue must be resolved between India and Pakistan, but the US would be willing to help facilitate the talks. India and Russia, on November 6, signed a new Moscow Declaration on international terrorism. The declaration signed by Prime Minister Atal Behari Vajpayee and President Vladimir Putin in the Kremlin following their one-to-one meeting focused on ways and means to combat international terrorism and the need for resolving the current crisis in Afghanistan. The centrepiece of the declaration was their joint call for the ‘completion of negotiations under the UN auspices on the draft Comprehensive Convention on International Terrorism and the Convention for the Suppression of Acts of Nuclear Terrorism’. The Declaration said that the adoption of these conventions would "assist in strengthening the international legal basis for effectively combating the global menace of terrorism". Addressing a press conference following the signing of the declaration, the Russian President said that no distinction should be made between ‘good terrorists’ and ‘bad terrorists’, between ‘our terrorists’ and ‘their terrorists’. The point was also highlighted in the declaration which said "Whatever be the motive of their perpetration — political, ideological, philosophical, racial, ethnic, religious or any other — terrorist acts are unjustifiable." The declaration went on to add: "In multi-ethnic and democratic countries such as India and the Russian Federation, violent actions being perpetrated under the slogan of self determination in reality represent acts of terrorism which in most cases have strong international links." On Afghanistan, both sides agreed that there could be no place for the Taliban in any future Afghan government.

Foreign Secretary Narayan Sumsher Thapa, head of the Nepalese delegation, said that talks were cordial and useful in finding out a solution to the problem. Nepal has been consistently demanding Bhutan to take back all refugees, who are living, in camps in eastern Nepal for the last 11 years. Bhutan has been indicating that people living in these refugee camps are not Bhutanese nationals. It has also added that it will take back only those refugees who are Bhutanese citizens.

The Indian Prime Minister, when asked whether he conveyed India’s concerns on cross-border terrorism and that countries which were part of the problem could not be part of the solution, said the issue of cross-border terrorism had been engaging the attention of both countries. Earlier, in an interview to the Washington Post, the Prime Minister hoped Washington would succeed in persuading Pakistan to stop sponsoring terrorism against India.
