The rifts within the United Liberation Front of Asom (ULFA) deepened as the leaders of the outfit had difference of opinion regarding the demands of ULFA in the ‘central executive council meeting’, the highest decision making body, held on January 18 at Nalbari District, reports Shillong Times. The Anti-Talks Faction of the ULFA led by ‘commander-in-chief’ Paresh Baruah contradicted the position of ‘chairman‘ Arabinda Rajkhowa and demanded complete sovereignty for Assam. In an email statement he asserted that they would continue with their struggle until the sovereignty of Assam was achieved. The central executive council meeting was also attended by the released leaders of ULFA.

The Shah Mehmood Qureshi made the comments after meeting US Senator John Kerry who was in the country this week to try and resolve a bitter diplomatic row over Davis’ fate. He, however, defended what he called his principled stand on the issue in his role as minister. “I was given a briefing by the experts in the Foreign Ministry who said that in their opinion the blanket immunity being demanded by the US embassy for Davis does not apply in this case,” Qureshi told a press conference. He said his opinion was also endorsed by the Interior Ministry.

Secretary of State Hillary Clinton on February 18 said that Pakistan risks major instability at home and a hampered war effort in next-door Afghanistan if it does not implement reforms and stop fomenting anti-American sentiment, reports Daily Times. During a speech to the Asia Society in New York, Clinton said Pakistani cooperation was critical to the success of the fight against Taliban and al Qaeda extremists in neighbouring Afghanistan. She voiced hope that US-led military efforts would split Taliban from al Qaeda in Afghanistan, laying the groundwork for a lasting political settlement. She reaffirmed US plans to start reducing troops in July and complete the drawdown by the end of 2014 as Afghans take charge of their war-torn country.

On February 22 the US administration while commenting on media reports that the man was actually the head of a CIA operation in Pakistan said that Raymond Davis` activities in Pakistan do not affect his diplomatic immunity, reported Dawn. US Assistant Secretary of State for Public Affairs P. J. Crowley said, “We will not comment on his particular activity in Pakistan other than to say he’s a member of the administrative and technical staff of the embassy and has diplomatic immunity.” Both Crowley and the senior official said they understood why Pakistan found it difficult to resolve the issue. “We are very mindful of the difficulty that the Government of Pakistan faces in terms of public opinion in this case. Additional Director General (ADG) anti-Maoist operation and Inspector General, Durg range, of Chhattisgarh held wide-ranging discussions for two days with their Odisha counterparts and other key officials on the matter in Bhubaneswar a few days ago, said sources. Both sides agreed on the need for undertaking joint operations in view of the extremists having opened a new front to cause violence in areas adjoining both states. "We did not feel this need earlier as Odisha's border with Chhattisgarh did not witness much Maoist activities," said a senior Odisha Police official. "So far we had engaged all our resources in other areas, including Malkangiri and Rayagada Districts bordering Andhra Pradesh, where the rebels had been wreaking havoc for years. But now that the Maoists have started creating trouble on the state's western side, we have started deploying Central and state forces to contain them. We have already deployed forces in strategic areas. More deployment is on the cards," the official said.

The AISC, which has set a deadline of June 19 to finalise the basic integration model, focused primarily on modality and rehabilitation package for the Maoist combatants, informed the chief secretary Madhav Prasad Ghimire. The meeting also discussed the proposed golden handshake scheme of NR 450,000 each for combatants wishing to rehabilitate by choosing voluntary retirement, said Ghimire. "However, Maoists leaders have been insisting that the package should be between Rs 700,000-100,000 to attract the combatants towards voluntary retirement," added the chief secretary. AISC members also discussed on setting up a separate directorate under Nepal Army, according to Unified Communist party of Nepal-Maoist (UCPN-M) representative Barshaman Pun. It is learnt that Maoist leaders suggested to form a separate combat force, while other parties wanted a specialised force for rescue and relief operations.

Chidambaram, Chhattisgarh Chief Minister Raman Singh will press his Odisha counterpart Naveen Patnaik to deploy enough forces in Nuapada District to facilitate joint Police operations alongside Mahasamund. According to intelligence reports, a military company of the Communist Party of India-Maoist (CPI-Maoist), comprising around 70-80 men, has been camping in the Nuapada District for the last year-and-a-half , shifting base between Sonapada in Odisha and the adjoining district of Mahasamund in Chhattisgarh. The school is a leading and respected institution in North Waziristan. The scholars strongly condemned all those involved in recruiting and training suicide bombers. He said apart from the Afghan reconciliation process, the core group also discussed the support that the regional countries could offer in this regard and regional economic vision. The envoy once again expressed the resolve that the United States would not repeat the mistake of the past of leaving Pakistan alone and would continue with its long-term engagement and investment in the region. According to a joint declaration signed by all the six leaders titled “Naga Concordant”, a High Level Commission (HLC) with the six as members has been formed to ensure the realization of the proposed “Naga National Government”. The HLC would be headed by either the chairman/president or general secretary/vice president with four other “competent members” in the ranks of kilonser/major general and above “as deemed fit by the respective governments.” To expedite the process, the HLC would hold meetings without delay in presence of Forum for Naga Reconciliation (FNR) as “facilitators”.

Addressing a joint press conference at the Foreign Office, Khar and Grossman said that they have discussed bilateral relations with special reference to Afghanistan. Both sides agreed to continue their dialogue process and vowed to carry on strategic dialogue mechanism as it is in the interest of both the countries. A late night statement issued by the military’s media wing after a meeting between Chief of Army Staff (COAS) General Ashfaq Parvez Kayani and General James N Mattis, Commander US Central Command (CENTCOM) said the two sides would focus on increasing coordination at the border. “The two discussed bilateral issues and matters of mutual interest, with special emphasis on improving coordination between International Security Assistance Force (ISAF) and the Pakistan Army at the Pak-Afghan border, the statement said. Pakistan demanded that international forces must take action to dismantle Pakistani militants from Swat District in Khyber Pakhtunkhwa province and Bajaur Agency in Federally Administered Tribal Areas (FATA) and prevent them from teaming with militants in Kunar and Nuristan provinces of Afghanistan.

Hossain said Dhaka was keen to further improve security cooperation with New Delhi by exploring new areas for mutual benefit of the two neighbours. “Anti-India forces are not active in Bangladesh. We don’t allow them to do anything like that. But sometimes things do happen, that is a different issue. But they will not be tolerated. We have zero tolerance for them.” It was also reported that India and Bangladesh were likely to sign a Mutual Legal Assistance Treaty (MLAT) for transfer of sentenced prisoners by the end of December 2011 or early January 2012. Pakistan does not want a repeat of the situation at the time of the Soviet withdrawal from Afghanistan, Gilani said during a meeting with Tholhath Ibrahim, the Defence Minister of Maldives. At that time, Pakistan was "left alone in the lurch to bear the burden of three million Afghan refugees whom the world had forgotten", he said. Gilani said Pakistan was keen to see Afghanistan as a stable, prosperous and independent country because "Pakistan's stability was intertwined with the stability of our western brotherly neighbour". He further said Pakistan wants to improve its relations with its neighbours, especially the SAARC countries.
