The Liberation Tigers of Tamil Eelam (LTTE) have lost at least 868 cadres beginning December 11, 1999, up to the major battle on 23rd April, in which they have gained control of Elephant Pass, an Army commander said at a press conference in Colombo. The Sri Lankan armed forces said that they were fortifying a new line of defence after withdrawing from a key military base in the face of an offensive by Tamil rebels. The unprecedented fall of the Elephant Pass-Iyakkachchi army bases, opening the gateway to Jaffna, has given rise to calls for international assistance to stop the LTTE before it marched into Jaffna. "I do not want to sound alarmist, but given the present state of affairs, the fall of Jaffna cannot be ruled out", said Tilak Karunaratne, the rebel UNP MP and secretary general of the new party, "Sinhala Urumaiya". "Foreign assistance is welcome, but who is going to come here? The neighbour (India) will not come. Once bitten twice shy", Karunaratne said.

He said his government opposed all forms of terrorism and declared that terrorist organisations cannot work against a foreign country, especially a friend like Sri Lanka, from Thailand. He assured that Thailand was closely monitoring the activities of those believed to be having links with the LTTE and added that investigations revealed that the LTTE was not having any arms dump in Thailand nor was it smuggling arms from Thailand or its territorial waters.

On the political front, the no-confidence motion against the Speaker, proposed by the opposition United National Party (UNP), has been included in the agenda of the forthcoming session of Parliament. Besides, some Parliamentarians of the UNP stated in Colombo at a press conference on July 25 that they would oppose the proposed constitutional reforms to be tabled in Parliament later in August 2000. In a related development, leaders of various political parties continued with their efforts to remove apprehension aired by the the influential Buddhist clergy and convince them to support the constitutional reforms. Meanwhile, a consensus seems to be emerging among Tamil political parties, barring the Tamil United Liberation Front (TULF) on contesting in the forthcoming Parliamentary polls as alliance partners.

The Sri Lankan army has decided to conduct a massive countrywide recruitment drive, from October 25 to November 30, with an estimated target of 10,000 soldiers to expedite military operations in the North-East. The army chief Lieutenant General Lional Balagalle, in a press conference in Colombo on October 23, said that the army aims to, "replace the war heroes fallen in recent battles in the North with the new recruits to put incessant pressure on the Tigers who have faced consecutive defeats in Northern battles". He also hoped to involve Buddhist organisations and the village bodies in the drive. From September 23 to last weekend the Army launched four operations and faced six LTTE attacks. During these attacks and operations the Army has lost 266 personnel including sevaral officers. An estimated 2,000 personnel were injured.

In continuation of the government's stand on the Christmas Eve cease-fire offer of the Liberation Tigers of Tamil Elam (LTTE), the Prime Minister, Ratnasiri Wickremanayake and the Foreign Minister, Lakshman Kadirgamar, issued a statement in Colombo, on December 25, rejecting the LTTE's cease-fire offer. They said, in their statement, "The Government believes that further gestures of goodwill are unnecessary, when it has clearly indicated its wish to engage in talks with the LTTE forthwith on the substantial issues involved, with a view to resolving the ethnic question, ending the war and paving the way for a durable peace. The Government considers a ceasefire as a consequent step that would arise when negotiations proceed to the mutual satisfaction of both sides. " However, military spokesperson Brigadier Karunaratne said, on December 24, "In keeping with military tradition, our guns will be silent today to mark Christmas, a day of peace and reconciliation. There will be no offensive military action today".
