Fierce clashes occurred for four days in Operation Agni Khiela hours after the unilateral cease-fire called by the Liberation Tigers of Tamil Eelam (LTTE) ended. In a statement on peace and the LTTE’s cease-fire that came to an end on April 24, the Information Ministry said, on April 30, the government was fully justified in launching Operation Agni Khiela. It was so because, the Ministry release held, the LTTE had not only would up its unilateral cease-fire but had also violated it on 224 occasions. The release also said reiterated the government-stand announced on December 24, 2000 that goodwill measures were not required to get along with the peace process, and went on to add that the cease-fire was not "genuine" but an act of "international deception." Meanwhile, a government release said Norwegian peace envoy Eric Solheim arrived in Colombo and held discussions with President Chandrika Kumaratunga. The details of the discussions have not been made public yet. Soon after arriving, Solheim said over the BBC, on April 30, "The peace moves are a definite option. However, the current military situation is a setback".

President Chandrika Kumaratunga told a trade union delegation, in Colombo, on July 20, that a ‘new’ Constitution would be presented before the people by November 2001, after taking the opinion of all sections, including the clergy, the minorities, minor political parties and intellectuals. Ahead of the October 2000-Parliamentary elections, the Ruling People’s Alliance tabled a draft Constitution in Parliament, but had to later withdraw the same, having failed to muster the required majority to ensure a smooth passage. The October 200-draft shall not be considered while preparing the present daft, the President said. Commenting on the urgency of a new Constitution, the President said, "the country needs a new constitution to pave the way for economic development and to end the war, thus ensuring permanent peace in the country." The President also sought to allay the perception that the move was being made because the Opposition is pursuing a no-confidence motion against her government.

The General Secretary condemned the act and the disregard shown by the LTTE for the lives of civilians. Speaking at a Colombo press conference, Foreign Minister, Lakshman Kadirgamar said that the government was considering issuing a fresh invitation to the LTTE for negotiations. The LTTE has insisted on a cease-fire before talks can be held, a demand that has stalled the Norwegian-brokered peace process. The government had so far rejected this demand.
