General Sarath Fonseka, over 1500 LTTE militants were killed during the past two months in the north, reported Colombo Page. He said there are small numbers of LTTE cadres in Wanni and the Security Forces could neutralise them in the near future. Meanwhile, the defence ministry said, "There is no option available for the LTTE rebels other than to flee towards the jungle patches in Puthukuduiruppu and Vishvamadu in the East of Iranamadu tank as troops aggressively advanced towards the heart of Kilinochchi in all fronts," reports Times of India.

In Colombo, the Police said more than 29,000 people from the northern, eastern and the central provinces — living in the western province for employment and business activities — registered themselves under a programme initiated by the Civil Community Police, reported The Hindu. Police spokesperson Ranjith Gunasekara said 100 men from the north and east who failed to establish their identities were detained for questioning. This is the second head count by the Police of people from the north and east living in and around Colombo on the ground that it is necessary to ensure security of the civilian population.

The Indian Ministry of External Affairs spokesperson said, "The foreign secretary urged early movement towards a peacefully negotiated political settlement in the island, including in the North. He reiterated the importance of a political understanding within the framework of a united Sri Lanka, wherein all communities, including the Tamil community, live in peace and dignity." The Sri Lanka Government on February 18 reiterated its stance of no cease-fire with the Liberation Tigers of Tamil Eelam (LTTE) rejecting the fresh calls for a truce, according to Colombo Page. Responding to the February 17 cease-fire appeal made by the Tamil National Alliance (TNA), Minister Keheliya Rambukwella said at a press briefing in Colombo that the Government has taken a policy decision to completely neutralise terrorism. Describing the truce demand as "laughable," he said, "There will be no ceasefire with the LTTE.” The LTTE had reportedly ignored a Government call to allow the civilian’s safe passage out of the outfit held areas during a 48-hour cease-fire period declared by the Government on January 29.

The Government reiterated its proposal to the LTTE leadership to lay down arms and surrender for the sake of the trapped civilians. Speaking at a press briefing in Colombo, the Minister of Mass Media and Information, Lakshman Yapa Abeywardena, said the outfit’s leadership has enough time to eschew violence. The Minister said if the LTTE wants to fight continuously they should allow the civilians they are holding as human shields to leave the un-cleared areas (areas not under Government control). He also informed the media that 45,519 civilians have already safely reached the Government-controlled areas while 25,000 to 30,000 civilians are currently living in the un-cleared areas.

The UN Resident and Humanitarian Coordinator in Sri Lanka, Neil Buhne, has admitted that he is unable to confirm the veracity of the figures of civilian casualties since January 20, 2009 in the Mullaitivu District, issued by his office recently. During a meeting in Colombo with the Sri Lanka Foreign Minister Rohitha Bogollagama, Buhne has acknowledged that "the report had been prepared by his Office, and was meant only for circulation among the donor community, but could not independently verify the authenticity of the figures of civilian casualties mentioned in the report," the Sri Lanka Foreign Ministry said in a statement. The Foreign Minister informed Buhne that the figures of 2,683 civilian deaths and 7,241 injuries cited in the report titled, "Sri Lanka - Civilian casualties Wanni Overview-March 2009" emanating from his Office, have not been attributed to any reliable or independent source.

The Sri Lanka Navy (SLN) on June 4 seized a Liberation Tigers of Tamil Eelam (LTTE) cargo vessel, “Captain Ali”, 160 nautical miles off the Colombo seas, reports The Hindu. According to the SLN, the Syrian vessel had set sail from the United Kingdom on April 20 as a “mercy mission” towards Puttumatalan to provide logistic supplies. The Navy said the crew of “Captain Ali” had not obtained permission to enter Sri Lankan territorial waters. The vessel is now being towed to Colombo harbour with a crew of 15 — including its captain Christia Goomesta, an Icelander and a former Sri Lanka Monitoring Mission member. The vessel is carrying 884 tonnes of cargo which is yet to be cleared. The SLN said on June 4 it had intercepted a freighter funded by the LTTE sympathisers bound for the formerly outfit-held areas, adds Reuters. "We rounded up the ship and it's being brought closer to shore for checking. We know that it was coming with no local agent, no details of the cargo and the cargo was loaded by pro-LTTE (people) in the U.K. and France," the SLN spokesman Captain Mahesh Karunaratne said. None of the crew of 15, including a former member of the Sri Lanka Monitoring Mission, were arrested, but were being questioned, he added. The group had said the ship would be carrying relief supplies directly to civilians in the war zone.

The newly appointed Liberation Tigers of Tamil Eelam (LTTE) chief Kumaran Pathmanathan alias KP, who was arrested from Bangkok in the night of August 6, was brought to Colombo the next morning, said Defence Affairs spokesman Minister Keheliya Rambukwella, according to Daily News. Addressing the media in Colombo, the Minister disclosed that Kumaran Pathmanathan is in the custody of defence authorities and will be dealt with according to the law of the land following investigations. “KP who was posing as a national of several countries and carrying out multi- faceted activities was capable of convincing some of them even though the LTTE was defeated. This led some people to believe the LTTE might re-emerge again,” he remarked. The Minister observed that the arrest sends a strong message that the Government has the support of the International Community in combating LTTE operations in foreign countries. Replying to a question whether Kumaran Pathmanathan will be extradited to India to face charges in connection with the assassination of former Indian Prime Minister Rajiv Gandhi, Rambukwella said there has been no such request so far and if such a request is made, the Government will deal with it according to International norms, treaties and conventions.

The Minister of Disaster Management and Human Rights, Mahinda Samarasinghe, revealed that the Government has reliable information that the Liberation Tigers of Tamil Eelam (LTTE) cadres have infiltrated the welfare camps in the North for the Internally Displaced Persons (IDPs), according to Colombo Page. Delivering the key note speech at a seminar on 'Winning the War to Winning the Peace: Post-war Rebuilding of Society' organized by the Regional Centre for Strategic Studies (RCSS) in Colombo, he emphasized that until the screening process is complete and these elements are identified and arrested, the Government has to take utmost care in permitting even limited freedom of movement as the risk exists of LTTE cadres posing as civilian IDPs and entering the general population. "This is a chance we cannot afford to take. The decision was not taken lightly but rather by a careful balancing of the rights of the IDPs against those of the rest of the population, especially given the LTTE's propensity to cause maximum carnage among the civilian population by launching terrorist acts," he said. He also noted that the Tamil Rehabilitation Organization, a proscribed LTTE front organization, continues to disseminate falsehood regarding the situation of the IDPs. "These are attempts to generate ill-will against Sri Lanka and distance her from her many friends and we must be alert to such machinations," the Minister cautioned. Citing the recently broadcasted video by British news channel Channel 4, allegedly showing execution of Tamil prisoners by the Sri Lankan soldiers, the Minister said that "we need to be on guard against those, particularly Western media outlets which, by disseminating disinformation spread by the LTTE network's remnants and their proxies, constantly seek to besmirch the name of Sri Lanka."

Defence Secretary Gotabaya Rajapakse said in capital Colombo on November 14 that it was important to develop good relations with India to defeat the Liberation Tigers of Tamil Eelam (LTTE) politically in the international arena and prevent its recrudescence, Express Buzz reports. He said that though the LTTE had been defeated militarily, it was politically active overseas. Some military cadres who had escaped were also active, he added. “Their vast international networks of sympathisers and criminal associates who funded and facilitated their separatist ambitions are still operating outside Lanka,” Gotabaya said. In this context, it was important to develop ties with other countries, especially India, he said. “The relationship developed over the past four years with our closest ally, India, helped us in our war against terrorism. Having their support helped reduce the pressure by other nations, allowing us to proceed with our humanitarian operations. Princess Chrisanta, a cargo vessel formerly belonging to the Liberation Tigers of Tamil Eelam (LTTE) was acquired by the Navy on December 21, Daily News reported. It was held in a foreign country and was acquired through information gained through the state intelligence service, on a directive by President Mahinda Rajapakse and Defence Secretary Gothabaya Rajapakse. The vessel was escorted into the Colombo harbor on December 21. It was brought to the harbor by Navy tug boats Nandimitra and Vijayabahu. Six Navy personnel, led by former Media Secretary to the Navy, K.P.K. Dassanayake took part in the exercise. It is believed that the vessel was to be used to aid the escape of LTTE leaders following heavy losses in the war. It has the capacity to carry one light helicopter. This is the largest of the eight LTTE vessels discovered or acquired by the Navy so far. The vessel, 90 meters in length and 16 meters in depth has an enormous cargo capacity of 5,000 metric tons. The vessel which is now a property of the Sri Lankan Navy will be used in the future by the Navy as well as in the country’s development process. It is currently fully operational, needing only a few minor adjustments. Navy Commander Vice Admiral Thisara Samarasinghe emphasized that the LTTE had a strong international shipping network and received much support from foreign countries. However following the battle over terrorism, an increasing number of countries have decided to join forces with Sri Lanka and this situation would continue in the future, he said.
