The Tamil National Alliance (TNA) decided to support the Opposition consensus presidential nominee General (retired) Sarath Fonseka, an announcement by United National Party (UNP) which is leading the alliance in support of the General, reports The Hindu. It came within hours of the Fonseka, in a bid to get the support of Tamil voters, on January 4 handing over to TNA leader R. Sampanthan a document pledging to address their concerns on the nearly three lakh war displaced. The document handed over to the TNA by the Fonseka among others commits Fonseka to lift the state of emergency (in vogue since August 2005) in the country at the earliest, release all the persons who are in detention without any evidence within one month of coming to power and grant general amnesty to those who were engaged in war activities and help in their rehabilitation. While indications were that a majority in the TNA would back Fonseka in the January 26 poll, there had been no formal word till now from the TNA on their interactions with the former Army chief. TNA, an alliance of militant-turned-political groups stitched together by LTTE chief Velupillai Prabhakaran in 2001, has had its share of problems after the military defeat of the LTTE in the Eelam War IV (July 2006 to May 2009). In fact, one of the senior parliamentarians from the alliance, K. Sivajilingam is contesting the presidential poll as an independent candidate. At least one TNA parliamentarian has extended support to ruling front’s candidate President Mahinda Rajapakse. For several weeks now, the TNA leaders had been negotiating separately with the President on the conditions under which they could consider endorsing his effort to secure a second term.

Representatives of moves undertaking mandate on Tamil Eelam and elections for people’s councils in various countries met in Germany in December 2009 and have taken these decisions, said the statement signed by Panchakulasingam Kandiah, Chairperson of NCET. ”Eezham [Eelam] Tamils have clearly and overwhelmingly mandated their aspiration for independent and sovereign Tamil Eelam in Norway, last [2009] May. Significantly they did it in the very country that was the venue for efforts that tried to lock them within ‘internal self-determination’. The popular mandate for independence and sovereignty followed suit in France and in Canada and polls are now scheduled this month in Switzerland, Holland, Denmark and in UK. The first People’s Council (NCET), based on the principles of the mandate, was formed through democratic elections in Norway last November. Elections are now scheduled for the people’s council in Canada in March. France and Denmark have already formed committees to conduct elections for people’s councils,” the NCET statement further added.

Reportedly, less than 20 percent have turned up voting in the North and about 50 percent voter turnout reported in the East. The voter turnout may reach 80 percent or more after all figures are tabulated, the election officials said.

Incumbent President Mahinda Rajapakse was elected as the sixth Executive President of the country by a massive majority of over 1.8 million votes on January 26, reports Daily News. He polled a total of 6,015,934 votes as against his closest rival General (Retired) Sarath Fonseka of the New Democratic Front (NDF) who polled 4,173,185 votes. Rajapakse led in 17 out of 22 electoral Districts gaining 57.88 percent of the votes polled. This is a substantial ratio polled in a Presidential election in Sri Lanka. Sarath Fonseka led in five Districts, mostly in the North and East of the country.

The election monitors say the voting has been peaceful for the most past except for some minor incidents in the North. The voting ended at 4:00pm (SST) without any major incidents. This presidential election, the first held after defeat of the Liberation Tigers of Tamil Eelam (LTTE) in May 2009 gave the opportunity for the people in the North and East to exercise their franchise freely. However, the Centre for Monitoring Election Violence reported some minor explosions in Jaffna with no injuries. These incidents were in addition to the hand grenade attack reported in the early morning on the residence of Sri Lanka Freedom Party coordinator of Uduppidi in Velvettithurai.

The total number of resettled Internally Displaced Persons (IDPs) from Mannar, Vavuniya and Trincomalee till February 4, 2010 is 134,352, stated the Ministry of Disaster Management and Human Rights, according to Government of Sri Lanka report. IDPs have gone to the original places in the North and East as well as to the southern and central areas such as Galle, Gampaha, Colombo, Kandy, Badulla and Kurunegala. Thus, the total number of IDPs remaining to be resettled is 101, 739. According to Ministry sources, the resettled IDPs are provided with necessary items and facilities such as dry rations and family kits, as well as 2 acres of paddy lands.

The international election monitoring group, the Commonwealth Expert Team, on February 15 issuing its final report on 2010 Presidential Elections in Sri Lanka said it was generally well-administered on Election Day but there were shortcomings in the pre-election period due to incidences of inter-party violence, reports Colombo Page. The Commonwealth Secretary-General, Kamalesh Sharma noted the team's conclusion that "even though on the day of the election voters were free to express their will, shortcomings primarily in the pre-election period meant that overall the 2010 Presidential Elections in Sri Lanka did not fully meet key benchmarks for democratic elections."

The ruling party won a total of 127 seats at the General Election and with the 17 National List slots secured 144 seats in the 225-member legislature but fell six seats short of the 150 required for the two-third majority. The main opposition United National Party (UNP) led by Ranil Wickremasinghe will have 60 seats while the major Tamil party, Tamil National Alliance (TNA), will be represented by 14 Parliamentarians. The Marxist Democratic National Alliance (DNA) led by former Army Commander General (retd.) Sarath Fonseka has secured seven seats. Following the conclusion of the polls on April 20, the UPFA received 4,846,388 votes (60.33 percent) and as a result was allocated 17 seats under the National List and the UNP has received nine National List slots after polling 2,357,057 votes (29.34 percent).The DNA has received two and the TNA one National List slot.

Sri Lanka Government has denied recognition of the Transnational Government of Tamil Eelam (TGTE). The intelligence wings of Sri Lanka have already obtained information on these representatives and they will not be allowed entry to Sri Lanka. Observer report on July 18 that Sri Lankan authorities have initiated fresh moves with the assistance of Sunday International Police (]nterpol) and other intelligence agencies abroad to break the `backbone’ of the LTTE international terror network which is believed to be still active in certain countries. Interpol has already issued red notices on two hardcore LTTE terrorists. The Interpol action is based on the secret documents which were recovered from the LTTE’s international link spot known as ‘Castro’ office in the Wanni by Sri Lankan authorities recently. The two prime LTTE hardcore terrorists who were issued with red notices by Interpol are Ponniah Anandarajah alias Rajah alias Ayyah of the USA. Rajah is 60 years and hails from Chankanai, Jaffna. He had been the head of the LTTE financial procurement and shipping network since 2003. He holds a US passport and has travelled extensively to negotiate the purchase of arms and ammunition for the LTTE outfit. Sri Lanka had sought the assistance of Interpol to arrest him with regard to his international links and Interpol issued a red notice on him. Another hardcore LTTE terrorist who had been issued the Interpol red notice identified as Achudan Sivarasa-Pirundaban Achudan. He had been trained as a pilot at a flying school in France. He had travelled frequently to several European and African countries and was responsible in purchasing aircraft for the LTTE. He engaged in several business activities with the investments of the LTTE in foreign countries. He was also responsible in developing contacts with political figures and business magnates abroad in support of the LTTE. Apart from the two prime LTTE terrorists , the names of Narendran from Europe, Bhavindran and Rooban operating in South East Asian countries have also surfaced recently with regard to the LTTE’s procurement of ships and arms These suspects are also believed to be engaged in business activities involving the LTTE. The Sri Lankan authorities have also sought more information from intelligence agencies abroad on the three LTTE factions currently active in the USA, Norway and the United Kingdom. The Rudrakumaran faction is based in the United States while the Nediyavan faction is in Norway and the Global Tamil Forum of Fr.Emanuel in the UK. However, Germany has arrested five LTTE suspects and the Netherlands has rounded up eight LTTE so far in 2010.

The English Daily quoted Commissioner General of Rehabilitation Sudantha Ranasinghe as saying those involved in major terrorist attacks would have to be legally dealt with. Rehabilitation and Law Reforms Minister Dew Gunasekera told The Island that there were two categories of LTTE cadre in Government custody. He said: “There are about 600 to 700 men and women arrested over a period of time by successive governments. Among them are persons held in connection with high profile assassination bids targeting VIPs. The second category comprises those, who were taken in during the final phase of Eelam War IV.” Gunasekera said that they would make every effort to expedite cases of those held on terrorism charges. Acknowledging the difficult task ahead, he said Tamil political parties continued to take up the issue regularly in Parliament.

The Sri Lankan Government said that it has received the text of the report by Stephen Rapp, Ambassador-at-Large for War Crimes Issues of the US State Department to the Congress titled "Report to Congress on measures taken by the Government of Sri Lanka and International Bodies to investigate incidents during the recent conflict in Sri Lanka, and evaluating the effectiveness of such efforts". The report submitted as a supplement to an earlier report to the Congress on October 2009 expresses doubts on the impartiality and independence of the "Lessons Learnt and Reconciliation Commission" appointed by Sri Lankan President Mahinda Rajapaksa to investigate the alleged violations of humanitarian law during the war with the LTTE. In response to the US report the Government issued a statement saying that it wishes to observe that in May 2009, Sri Lanka defeated the LTTE, recognized globally as a brutal terrorist organization. "The conflict situation had a devastating effect on the people of Sri Lanka and the Government has set a vigorous goal of rebuilding the nation to move forward into a new era of peace and prosperity," the report said.

An investigative report by Canadian newspaper Globe and Mail revealed on August 30 (today) that an alleged Liberation Tigers of Tamil Elam (LTTE) human-smuggling ring is preparing to smuggle another shipload of Tamils who have left Sri Lanka to be sent to Canada. The report says the Tamils arrive in Bangkok from Sri Lanka on two-week tourist visas and stay in rented apartments pretending to be tourists until the next ship is ready to sail to Canada. The report citing the Thai Police said some of the refugees left on MV Sun Sea, the cargo ship that reached Vancouver earlier this month with 492 Tamil asylum seekers on board, were recent arrivals, who entered the country on tourist visas shortly before the ship departed in April.

The Lessons Learnt and Reconciliation Commission (LLRC) sought a report from the Terrorist Investigation Department (TID) over the Liberation Tigers of Tamil Eelam (LTTE) suspects in detention in a week’s time, Daily News reported. According to Commission Chairman C. R. de Silva PC, the Commission received a number of complaints regarding LTTE suspects who are detained by the security authorities during public sittings of the Commission in Mullaitivu, Kilinochchi and certain areas in the Eastern Province. He said the Commission has prepared a list of LTTE suspects detained by security authorities and this list has been sent to the TID for a report. The Chairman with several members visited the Omanthai Detention Centre and interviewed the LTTE suspects last week. Commission Secretary S. B. Atugoda told the Daily News on October 15 that they received a number of complaints from the public in Mullaitivu, Kilinochchi and certain areas in the Eastern Province. He said a large number of complaints were over land disputes and there were some complaints over detainees and missing persons. Atugoda said the Commission is in the process of classifying these complaints and a list of LTTE suspects detained by the security authorities has been sent to the TID for a report. Atugoda added that the TID officials were also brought before the Commission and the Commission has no mandate to inquire into each and every case but it would refer these complaints to the authorities for action.

The Government will indict some 1,000 former Liberation Tigers of Tamil Eelam (LTTE) cadres in custody on charges of involvement in terrorism during the nearly three decades ethnic conflict in Sri Lanka that came to an end in May 2009, PTI reported on October 24. D.E.W. Gunasekara, Rehabilitation and Prison Reforms Minister, said these former LTTE cadres are being held on charges of their involvement in terrorism. According to the Colombo Page, the Government has decided to indict some 1,000 former LTTE cadres who are currently in custody and release 23 former women LTTE cadres on October 25 (today). Gunasekara said the Government has so far rehabilitated and released some 4,460 former LTTE cadres, including 304 females. The Government continues to screen refugees in military-run camps for LTTE militants.
