Nearly 8,000 people, including 550 children below the age of 10, were killed in the Northern area during a final offensive to crush Liberation Tigers of Tamil Eelam (LTTE) in May 2009, the census department said on February 25, The Hindu reports. Another 6,350 people went missing, the department said in an 80-page report. The report described the 7,934 deaths in the Northern Province in 2009 as being due to “extraordinary circumstances”, but did not identify those responsible or whether Tiger combatants were included in the statistics. The census report said 6,858 people were killed in the first five months of 2009 when fighting peaked just before the military claimed victory in its no-holds-barred offensive. The census did not cover Security Forces killed in the war zone, but the military had previously said 6,000 personnel were killed in the final stages of the war. The department had carried out the census between June and August 2011, but disclosed the figures only over the weekend. The figures are in stark contrast to estimates by international rights groups, which say up to 40,000 civilians perished in the final months of the civil war and have heavily criticised Sri Lanka's treatment of civilians.

The United States on March 7 submitted the draft resolution against Sri Lanka to the United Nations Human Rights Council (UNHRC) at its 19th session in Geneva reports Colombo Page. The draft resolution calls on the Sri Lankan Government to implement the constructive recommendations in the Lessons Learnt and Reconciliation Commission (LLRC) report and take all necessary additional steps to fulfill its "relevant obligations and commitment to initiate credible and independent actions to ensure justice, equity, accountability and reconciliation for all Sri Lankans." The resolution welcomes the constructive recommendations made by the LLRC in its report but, it also notes with concern that the report does not adequately address serious allegations of violations of international humanitarian law.

Reports that the mystery around the last days of the assault on LTTE deepened on March 12 after a documentary filmmaker claimed to have a "chilling piece of footage" showing the bullet-ridden body of the son of its slain chief Prabhakaran. Prabhakaran's 12-year-old son Balachandran's body is shown stripped to the waist and with five bullet holes to the chest. The footage dating from May 18, 2009 will be broadcast on March 14 in a Channel 4 film--Sri Lanka's Killing Fields: War Crimes Unpunished--a sequel to the controversial investigation broadcast in 2011 which accused both the LTTE and the Sri Lankan Government of war crimes and crimes against humanity, The Independent said. The information came after questioning the three suspects arrested for the murder of a member of the Eelam People's Democratic Party (EPDP), a ruling party constituent partner. According to Police, the suspects have tried to flee to India after the murder of the EPDP member; however, the Police have foiled their attempt and arrested them.

The report in detail addresses the Government's efforts at accountability, UN Panel of Experts report, Government's report on Humanitarian Operation Factual Analysis: July 2006-May 2009, the Lessons Learnt and Reconciliation Commission (LLRC) report and its recommendations, and inter alia issues of civilian casualties, shelling in no fire-zone, child soldiers. This amount has been allocated for the Eastern Province development programmes under the Negenehira Navodaya programme from 2006 to 2011. The report said 77 percent of this amount had been spent for economic infrastructure development programmes and 13 percent of this amount had been spent for resettlement programmes. Each sectors as well as productive and social infrastructure were allocated five percent from the above amount.

UN Resident Coordinator in Sri Lanka, Subinay Nandy said that demining process in Sri Lanka’s war ravaged Northern and Eastern provinces has recorded satisfactory progress, reports Colombo Page. The country's North and the East were heavily mined by the Liberation Tigers of Tamil Eelam (LTTE) prior to their defeat in May 2009. The United Nations Development Programme (UNDP) has identified 10 Districts in the North and East -Ampara, Anuradhapura, Batticaloa, Jaffna, Kilinochchi, Mannar, Mullativu, Polonnaruwa, Trincomalee, and Vavuniya- as areas contaminated with landmines and unexploded ordnance (UXO). Since 2009, 101,827 hectares of paddy land, 29,999 hectares of water bodies, 538 kilometers A class roads, over 1,500 kilometers of other roads and 263 kilometers of railway lines have been cleared of landmine and Explosive Remnants of War (ERW) contamination. An area of 124.7 sq kilometers is yet to be cleared in the North and East of buried death traps, landmines and other deadly explosives. A total area of 1,937 sq kilometers has been cleared up to the end of February 2012. Over 3,600 skilled and trained persons have been deployed to de-mine the area. Sri Lanka Army Humanitarian Demining Unit along with a Sri Lankan NGO Milinda Moragoda Institute for People's Empowerment and six foreign organizations are conducting the demining operations.

According to BBC News, unexploded cluster munitions have been found for the first time in Sri Lanka, a UN expert on land mines Allan Poston has claimed. Poston is the technical adviser for the UN Development Programme's mine action group in Sri Lanka. In an email, he said that small bombs from the weapons were discovered in the North, near to where a child was killed in an explosion last month. The Government has denied that it ever used cluster bombs during the civil war with Tamil Tiger rebels. Cluster bombs are banned under an international treaty that took effect in August 2010. The treaty has been signed by more than 60 countries, but not Sri Lanka, China, Russia, India, Pakistan and the US - who all argue that the bombs are a legitimate weapon of war when used properly.

The 2011 country reports on human rights practices published by the United States (US) State Department claimed that unlawful killings by Security Forces (SFs) and Government-allied paramilitary groups are a major human rights problem in Sri Lanka, often in the predominantly TAMIL areas, reports Colombo Page. In addition, attacks on and harassment of civil society activists, persons suspected of being Liberation Tigers of Tamil Eelam (LTTE) sympathizers, and journalists, by persons allegedly tied to the Government created an environment of fear and self-censorship, the report says. The report also mentioned that the Sri Lankan Government prosecuted a very small number of officials implicated in human rights abuses but had yet to hold anyone accountable for alleged violations of international humanitarian law and international human rights law that occurred during the conflict. The report recognized that although enforced and involuntary disappearances continued to be a problem, the number of such disappearances appeared to have declined from previous years.

The Government is demanding the release of a vital UN report on the war, mentioned in the UN Secretary General's Panel of Experts (PoE) report on accountability issues in Sri Lanka, as the number of deaths due to war contained in the document runs counter to claim that over 40,000 people perished in the final stages of the war from January to May 2009, reports The Island. The vital UN report had placed the number of people killed due to fighting between August 2008 and May 13, 2009 at 7,721 including the Liberation Tigers of Tamil Eelam (LTTE) combatants. The UN estimated the number of wounded persons at 18,479. The UNSG's panel has made specific reference to what it calls the United Nations Country Team, which carried out the survey in the Wanni region during the war, but it has stopped short of revealing the contents thereof in detail. Though, the UN has made available all findings of its Country Team to the PoE; it has not made it public.

Swiss Director of Prosecutions revealed on June 6 that the Liberation Tigers of Tamil Eelam (LTTE) had taken fraudulently substantial funds as loans from financial institutions on the basis of false documents, reports Lank Web. It was also revealed that these funds were channelled to LTTE for purchase of arms through S. Ramachandran, a leader in the LTTE overseas front. The Swiss investigators had proceeded to Netherlands to question S. Ramachandran. Similarly, the Netherland’s intelligence services have collected information going up to 6000 giga bites. It was made clear that the new fund raising was to finance the activities of some of the LTTE fighting cadres still hiding in Sri Lanka. Ramachandran had been controlling a fund Euro 136 millions. The Netherland’s intelligence agencies have found out the names of the banks where the money had been deposited. It was found that Ramachandran had even fraudulently taken $104000- from two leading Swiss banks .At present 12 leading Tamil Tigers are in custody and the authorities have confirmed that they have enough evidence to prove their acts of fraud. The Netherland‘s intelligence agents have now discovered that a new fund has been set up to start a new war in Sri Lanka. Ramachandran had purchased gold from some of the funds and exported to a number of countries to sell through their agents.

Sri Lanka's GPI score experienced the largest year-on-year improvement of the 158 nations surveyed and it climbed 27 places to 103rd position overall and 17th in the Asia Pacific region ahead of India (142) and Pakistan (149), reports Colombo Page. The GPI indicator of the number of deaths from organised (internal) conflict fell sharply in response to the fact that there were no casualties in 2010, compared with 15,565 in 2009. There were related declines in the homicide rate, the frequency of terrorist acts and the Political Terror Scale. The level of internal conflict nevertheless remains "moderate", reflecting signs of intermittent violence and reports of continued abductions and disappearances. Military expenditure has declined in 2011 as a proportion of GDP amid pressures to cut the country's deficit but the Institute for Economics and Peace (IEP) predicts a possible rise in defence spending in 2012, justified by security officials to repay loans on military hardware acquired to fight the Liberation Tigers of Tamil Eelam (LTTE).

Trouble erupted at the Vavuniya Prison, last week, when Police tried to take a suspect, who is a former LTTE leader, away under a court order to hand over to the Terrorism Investigation Department and the inmates started protesting. In the ensuing disturbance the former LTTE suspects took three prison officials hostage and held them until a combined Police, Army and Special Task Force (STF) operation them a day later. Accordingly, 28 LTTE detainees were transferred to the Mahara Prison in Gampaha District and four detainees injured during the rescue operation were sent for treatment at the Ragama Hospital in Colombo. The Commanding Officer of the STF, Deputy Inspector General of Police, Chandrasiri Ranawaka, told the state-run radio that in the search operations carried out in the prison after the incident, 54 satellite mobile phones, additional batteries, SIM cards and various other communication equipment were discovered. Ranawaka revealed that about 28 LTTE prisoners, detained in the Vavuniya prison, had satellite phones to pass information to the Tamil Diaspora abroad. "We also recovered Rs 23,047, iron bars, knives and four radios. They also had large stock of food items, including biscuits, chocolates and noodles," an unnamed senior Police official told The Island newspaper.

Government is to include the progress made in the implementation of recommendations of the Lessons Learnt and Reconciliation Commission (LLRC) in the country's report to the Universal Periodic Review (UPR) of human rights, Colombo Page on July 23 reported. "The government will make some amendments in order to add the progress made with regard to the implementation of LLRC recommendations on the human rights front," an unnamed senior government member said. The changes to the UPR report regarding the LLRC recommendations are to be made by Presidential Secretary Lalith Weeratunga who is heading a Presidential Committee to oversee the implementation of the LLRC recommendations. Sri Lanka's UPR is to be taken up in November at the UN Human Rights Council (UNHRC) in Geneva. The UPR to be held on November 1, 2012, will be the midway mark since the adoption of the US sponsored Resolution on Sri Lanka at the 19th Session of the UNHRC on March 22, 2012. Adoption of the report on Sri Lanka is scheduled for November 5, 2012. The UNHRC has appointed India, Benin and Spain to the troika that is scheduled to review Sri Lanka. All three countries voted in support of the UN resolution on Sri Lanka.

Colombo Page reports that the second phase of Indian Housing Project to construct and repair 43,000 housing units for the resettled families in the Northern and Eastern Provinces of Sri Lanka got off to a start on October 2. Minister of Economic Development Basil Rajapaksa and High Commissioner of India Ashok K. Kantha jointly launched the project. Addressing the event, Minister Rajapaksa has expressed his deep appreciation for the assistance provided by the Government of India towards rehabilitation and resettlement of Internally Displaced Persons (IDPs) and for reconstruction and development of Northern Province. The third phase of the Housing project is expected to commence before the end of this year. In this phase, about 2,000 houses will be directly built by construction agencies for people from most vulnerable sections of IDPs in the Northern and Eastern provinces who are unable to build their own houses and 4,000 houses for Indian-origin workers in tea estates in the Central and Uva Provinces. The process of selection of executing agencies for construction of 4,000 houses is presently underway.
