Meanwhile, according to Human Rights Watch (HRW) World Report 2016, although elections in Sri Lanka in January 2015 brought about momentous changes after nearly a decade of increasingly autocratic rule, the Government is yet to take significant measures to end the impunity for security force abuse, including Police use of torture, reports Colombo Page on January 28. The Report said that the Government also had not yet repealed the draconian Prevention of Terrorism Act (PTA), despite promises to do so and continued to detain people under it.

The 2015 Country Reports on Human Rights Practices published by the U.S. Department of State on April 14 said that widespread impunity continued in 2015 for the crimes committed during the armed conflict and other crimes committed following the end of the conflict, reports Colombo Page. The report said "Widespread impunity continued in Sri Lanka last year for the crimes committed during the armed conflict and other crimes committed following the end of the conflict, particularly for cases of torture, sexual violence, corruption, and human rights abuses." The report noted that the Government arrested and detained a number of Military, Police, and other officials implicated in old and new cases that included the killing of parliamentarians and the abduction and suspected killings of journalists and private citizens.

Veerasingham Anandasangaree the leader of the Tamil United Liberation Front (TULF) had held discussions with other Tamil political leaders to form the new political alliance. Douglas Devananda leader of the Eelam People's Democratic Party (EPDP), former Deputy Minister Prabha Ganesan had participated in the meeting. The new alliance would be formed reportedly due to the Tamil National Alliance (TNA) not addressing the needs of the people.

Public Representations Committee on Constitutional Reforms (PRCCR) appointed by Prime Minister, Ranil Wickremesinghe to seek public opinion on the proposed constitutional reforms handed over its report to the Speaker of Parliament June 1, reports Colombo Page. The 20-member Committee which began obtaining public suggestions for a new Constitution on January 18, also officially handed over the report to the public. The Chairman of the Committee Attorney Lal Wijenayake said "The most significant reforms public wanted were the democratization of the state and for national reconciliation. That was the common demand from the South to the North of this country.”

States (US) Country Report on Terrorismreleased on June 2 said that Sri Lanka's focus on Liberation Tigers of Tamil Eelam (LTTE) resurgence diverted attention from emerging threats, reports Colombo Page. The report said that Sri Lankan security service's focus on possible resurgence of the LTTE affected the Government's attention to emerging threats such as reports of Sri joining the Islamic State of Iraq and the Levant (ISIL). In July 2015, the first confirmation that Sri Lankans had joined ISIL when social media announced the death of Sharfaz Shuraih Muhsin, an ISIL fighter from Sri Lanka, after he was killed in coalition air strikes in Syria.

Sri Lanka was up by 18 places to rank 97th with a score of 2.133 in the 2016 Global Peace Index which ranked 163 nations according to their ‘level of peacefulness’. The International Truth and Justice Project (ITJP), Sri Lanka, which is affiliated to the Foundation for Human Rights in South Africa, in a survey undertaken found that many former cadres of the Liberation Tigers of Tamil Eelam (LTTE), now on exile in Europe, are willing to participate in the proposed transitional justice mechanisms in Sri Lanka on alleged violations of human rights during the final phase of the civil war, if their safety and anonymity are guaranteed, reports Daily News on June 12. The survey covered 75 Tamils living in four European countries, of which ex-cadres of the LTTE accounted for 54. Women constituted 26 per cent of the entire group. Almost all the interviewees fled Sri Lanka for Europe after the end of the civil war in May 2009.

GTF said “It is disappointed at the Government's insufficient effort in embracing the critically important transitional justice mechanisms, which in our view, should be embedded in the constitutional reform process to permanently end the culture of impunity and to promote genuine reconciliation. The resultant loss of momentum, we are afraid, has the potential to derail the limited progress made so far, leading to the re-emergence of a sense of despair among the Tamil people in Sri Lanka. Therefore, we strongly urged the International Community to stay engaged to make Sri Lanka's transition a long term reality of peace, justice, political power-sharing and prosperity for all its peoples."

Verité Research observed "Low expectations were reflected in Tamil press attitudes towards the government. While noting some positive changes overall, the press sentiment reflected discontent at the pace and extent of the changes, with many Tamil newspapers viewing the government's efforts as an eyewash to please the international community. This is in keeping with past trends where acts such as singing the national anthem in Tamil were viewed as mere symbolic acts of reconciliation on the part of the government."

The International Committee of the Red Cross (ICRC) in a 34-page report released on July 26 asked Sri Lanka to clarify the fate and whereabouts of 16,000 missing persons including over 5,100 Security Force (SF) personnel missing in Action, reports Colombo Page.The report said "The years that have passed since the armed conflict in Sri Lanka ended in 2009, did not bring solace to the families of over 16,000 persons who, according to the ICRC's records, remain missing." The ICRC released the "Living with Uncertainty, Needs of the Families of Missing Persons in Sri Lanka" after conducting a 14-month island-wide assessment between October 2014 and November 2015. During the survey ICRC met 395 families of missing persons, including those of missing SF and Police personnel, along with the authorities and organizations providing assistance to these victims. Of the 395 families surveyed, 36 percent believed their loved ones were dead while 31 percent believed they were alive. A third was not sure.

The Consultations Task Force on Reconciliation Mechanisms appointed by the Prime Minister on January 26, 2016, has released an Interim Report on the Office on Missing Persons (OMP) Bill and Issues Concerning the Missing, the Disappeared and the Surrendered, reports Colombo Page on August 16. This Interim Report is based on all written submissions received until August 8, 2016. This preliminary report provides a summary of submissions relating to the missing, the disappeared and surrenders. It is prepared as a matter of priority in response to the Draft Bill to provide for the establishment of the OMP.
