Eight persons, including six security force (SF) personnel, were killed in a landmine blast triggered by Communist Party of India-Maoist (CPI-Maoist) cadres at Mettagudem near the Injaram base camp in the Dantewada district on the Andhra Pradesh-Chhattisgarh border on March 1. The incident occurred when SF personnel of the Naga battalion were returning to the base camp along with a group of civilians in a lorry after the night-long combing operations in the forest area. The Hindu reports that the Maoists decamped with nine weapons including two AK 47 rifles after the incident.

On March 1, External Affairs Minister Pranab Mukherjee, answering a question in the Rajya Sabha (upper house of the Indian Parliament), said that Jammu and Kashmir was an integral part of India and therefore concepts like President Pervez Musharraf’s “joint management” cannot be the basis of any solution to the Kashmir issue, , reports Daily Times. “Any demilitarisation or re-deployment of security forces within the territory is a sovereign decision of the Indian government, based on our own assessment or the prevailing security situation,” Mukherjee said. Mukherjee further said that Jammu and Kashmir enjoys autonomy under the Indian Constitution and has a democratically elected government in place. “On the other hand, there is only nominal autonomy in Azad Jammu and Kashmir and there has been no popular election in Gilgit-Baltistan, which does not even have a legal or constitutional status.”

Sentinel quoting intelligence sources reports that Pakistan’s Inter-Services Intelligence (ISI) was involved in circulation of fake Indian currencies in Assam and Meghalaya in the second week of February. Meghalaya Police, on February 25 appealed to all citizens for information regarding such activities on fake currency circulation. Further, Assam Police arrested two persons and recovered fake notes worth INR 39,500 from them on February 28. The youths were carrying fake currencies from Udalguri and Goreswar to the Guwahati city. The report added that ISI agents chennelised fake currencies to Karimganj, Dhemaji, Lakhimpur, Goalpara, Goreswar. Besides, the ISI reportedly has motivated local youths by providing mints for making fake notes in areas like Dhemaji and Lakhimpur.

Mohd Amin, a resident of village Sigdi Baina in Chatroo area of Doda district, was an active militant of HUJI outfit and was arrested in December 2005. Communist Party of India-Maoist (CPI-Maoist) cadres have killed five villagers dubbing them as police informers in the past month in the tribal areas of Etapalli region in Gadchiroli district of Maharashtra, bordering Chhattisgarh and Andhra Pradesh, reports Hindustan Times. According to the report, the latest victim of the Maoists was a civilian, Patali Zhole of Tambda village in the district who was killed on February 28. Earlier, Dolu Zhure, a police informer of Kamke village was killed on February 18. Similarly, Namdeo Bhilavi of Dubbagudam and Shyamrao Dhurve of Tambde village were killed by Maoists in February. Maoists also killed one Haridas Korami of Ghotsur on January 4 this year.

Tripura Chief Minister Manik Sarkar informed the State Legislative Assembly that 171 civilians were killed and 183 more were injured in militant attacks in the State during January 2004 to January 2007. During the same period 197 civilians were abducted by various militant outfits. Chief Minister further said 104 militants of different outfits were killed in encounters with security forces and 71 security personnel were killed in militant attacks during the same period. He mentioned that Biswamohan Debabarma faction of the NLFT carried out maximum attacks during the period, including 93 attacks in 2004, 61 in 2005 and 62 in 2006. Chief Minister added that 862 militants and collaborators surrendered during the tenure of the present Government, adding that highest figure of surrender was 322 in 2004. He further said that the State Government has already informed the Union Government about the presence of militant hideouts in Mizoram.

The Hindu reports that over 11,000 Border Security Force (BSF) personnel engaged in counter-terrorist operations will be pulled out of five of the worst violence-hit towns of Jammu and Kashmir next week. BSF sources told that while eight battalions would move out of the Kashmir Valley — two each from Tral, Sopore, Pulwama and Chrar-e-Sharif, two would pull out of the town of Doda. The pullout was expected to end by next weekend and these units would be relocated along the Line of Control after rest and retraining. Each battalion is being replaced with a newly raised Central Reserve Police Force (CRPF) formation. Each CRPF battalion has seven companies, compared to the BSF's six. Thus, the withdrawal will mean an increase in the number of personnel available to the Jammu and Kashmir Police for counter-terrorism operations.

They have been identified as Mohd Yusuf Bhat of Gool in the Udhampur district, Rajia Begum and Misra Begum, both sisters and residents of Kulgam in the Anantnag district. The hawala consignment and telephones were given to them by a HM 'district commander' for Kulgam, Muneeb and were to be handed over to HM 'divisional commander' Mushtaq Ahmed at Gool. According to sources, all three accused boarded a bus at Wanpoo in the Anantnag district along with the consignment given to them by Muneeb. The remaining of the dead were tribal youths of the Salwa Judum, designated as Special Police Officers (SPOs). Eleven persons were injured. The condition of four persons is said to be serious. The naxalites took away 13 self-loading rifles, three AK-47 rifles, nine .303 rifles and a two-inch mortar from the police camp. According to reports, only 11 of the 79 police personnel and SPOs posted at the camp managed to escape. Nearly 300 to 350 CPI-Maoist cadres were involved in the attack that lasted nearly two-and-a-half hours during which the Maoists used petrol bombs, detonators and rocket launchers. Half the police personnel were killed in their sleep; others were shot while trying to flee from the smoke-filled premises.

According to Indian Express, in his three-page letter to former chief minister and PDP patron Mufti Mohammed Sayeed, Prime Minister said the Centre "appreciated" his concern but feels that the security situation is not ripe and conducive at the moment to take any decision on demilitarisation. "If the diminishing trend (in violence) continues in summer, we can review the situation," he said. Giving reasons for deferring the review of the troop presence in the state, Prime Minister has cited "intelligence inputs that suggest that militants might raise the level of violence in coming months". "We may, therefore, take up this (demilitarisation) issue for review in mid-summer after properly monitoring the situation. I personally agree to your concern but an abrupt reduction (in troop strength) right now would not be politically advisable", Prime Minister further said.

A key member of a gang suspected to be involved in smuggling of explosive materials for Liberation Tigers of Tamil Eelam (LTTE) has been arrested at Mandapam, 125-km from Madurai, according to PTI. According to Police, C Muniandi, also a boat owner, was arrested on March 18 following interrogation of another suspect Kannan of Nagatchi village in the Ramanathapuram district. Kannan was arrested a couple of days ago. Muniandi's boat, which was allegedly hired by the militants to smuggle "contraband goods", was also seized. Kannan, in his reported confession, said he had used Muniandi's boat to transport goods received from different parts of Tamil Nadu. Both the accused also had links with Sri Lankan Tamils staying in Tiruchirappalli, Police said. According to Police, the smugglers had recently loaded aluminium bars and explosive materials from Naripaiyur, a remote village in Ramanathapuram district, and had transported them to Sri Lanka. With Muniandi's arrest, Police held 17 persons in connection with smuggling activities. They also suspect involvement of more Sri Lankan Tamils staying in different places in the State in the operations.

Ruling out any redrawing of its boundaries, India said it was open to 'cooperative and consultative mechanisms' on Jammu and Kashmir involving the two parts of the State that were actively encouraged by New Delhi and Islamabad, reports PTI. Such cooperative mechanisms can multiply the gains of cooperation in solving the problems of social and economic development of the region, according to the Defence Ministry's annual report placed in Parliament on March 20. Emphasising that India wanted good neighbourly relations with Pakistan, for which it had taken several initiatives, the Defence Ministry said Prime Minister Manmohan Singh had already declared a readiness to find a ‘pragmatic solution’ to the Kashmir problem. Singh has envisaged a situation ‘where the two parts of Jammu and Kashmir can, with active encouragement of the governments of India and Pakistan, work out cooperative, consultative mechanisms so as to maximise the gains of cooperation’. In an effort to build cordial relations with Pakistan, India has taken several policy initiatives and proposed confidence-building measures to enlarge the areas of convergence and to build trust, the report said. However, India continues to have security concerns with Pakistan on cross-border terrorism, the Ministry noted in the report which provides a yearly update on defence-related issues.

Observing that terrorists primarily use hawala channels to route their funds, Government on March 21 said even the banking channels were a "significant route" for movement of money by these elements, reported Zee News. "As per available reports, terrorists and terrorist organisations active in India are using different channels to fund their operations. They route their funds mainly through hawala and other informal means. Banking channels are also a significant route for movement of funds by such elements," Minister of State for Home Sriprakash Jaiswal said in reply to questions in the Rajya Sabha. He said the Government was pursuing a multi-dimensional approach to deal with terrorist operations and supporting states to neutralise their activities. To a question on the recent observations of National Security Advisor (NSA) M K Narayanan on the matter, Jaiswal said the NSA had recently recounted the methods adopted by terror outfits to generate funds and had pointed towards the reported "misuse" of the formal financial system by them. He said the revenue, security and law enforcement agencies were regularly sensitized to pursue an inter-agency approach to detect these channels the use of funds received by the terror groups. "There is continuous coordination between home, defence, finance and other ministries, which are the administrative ministries of security sensitive sectors," he said, adding that proposals relating to such sectors were referred to the home and defence ministries for vetting from the security angle.

Nagaland Home Minister Thenucho revealed that 270 lives were claimed with101 were from NSCN (I-M), 110 from NSCN (K), 25 from the Federal Government of Nagaland (FGN) and 35 were innocent persons. The explosions and the subsequent fire killed 68 people and injured 12 at the Diwana station near Panipat on the Delhi-Ambala double line. The incident took place around 23.49 hours. After examining all evidence collected at the site and from inspection of the burnt coaches and obtaining forensic proof, it was concluded that it was a well-planned attack. ``Based on the evidence available so far, the Commissioner of Railway Safety has come to the `tentative conclusion' that the fire on the train in 4001 Up Delhi-Attari Special was caused because of the explosion of bombs kept on the upper racks near the doorways in coach numbers GS 03431 and GS 14857 of the train,'' the inquiry report said.

Ramanathapuram superintendent of police (SP) R Thirugnanam said that the cache was meant for the Liberation Tigers of Tamil Eelam (LTTE). "The detonators were wrapped in newspapers that are one-year-old. We believe that they were buried a year ago," Thirugnanam told Times of India. Reports suggested that the outfit is building a mini-submarine as part of its new arsenal. The assistant chief of naval staff at naval headquarters in Chennai Rear Admiral Pradeep Chauhan said the outfit could be "trying its hand" at building "submerged vehicles". He asserted that surveillance and patrolling had been intensified in the Palk Strait and adjoining seas and navy also plans to set up a facility at Ramanathapuram on the Tamil Nadu-Kerala border, a region where it currently has no major base and that additional warships and patrol boats had been deployed in the waters off the southern coast and shore surveillance facilities in the zone were being manned round the clock. He informed that India and Sri Lanka were conducting "coordinated patrols" to cope with emerging threats. Elaborating, he said it was not a joint or combined operation but a coordinated exercise. Besides, scores of interceptor craft fitted with weapons including light machine guns and medium machine guns, two hovercraft and high-powered speedboats of Navy and the Coast Guard have been pressed into service. Commodore Phillip Van Haltren, Naval Officer in-charge, Tamil Nadu, said the ships would reach Rameswaram in a day or two. They would patrol Palk Bay, Palk Strait and the Gulf of Mannar. He said number of air sorties over the Gulf of Mannar and Palk Strait had been doubled. Two Naval aircraft were involved in the operation. The strength of marine commandos of the forward observation point at Arichamunai had been increased.

Hundreds of Maoists reportedly raided the local police station, block headquarters and two branches of banks. One police personnel was killed and a bank employee injured in the attack. The Maoists first cut off the road link to Riga from Sitamarhi, some 10 km away, by blowing up a bridge. This prevented police reinforcements from the district headquarters to reach the spot. They then surrounded the police station, block headquarters and the two banks — Bank of Baroda and Central Bank branches — and started firing from sophisticated weapons.

New Indian Express reports that while the forest guard, identified as Prakash Mukhi, was abducted at Baunsapala village, the other two, both members of the "Green Brigade" formed to protect the sanctuary, were taken away from Phulajhari village. Two other "Green Brigade" activists who were picked up managed to escape and walked a long distance to the forest range office at Bangiriposhi to inform of the incident. The Maoists also burnt down a forest beat house at Baunsapala village before leaving.

Army sources said a 174 Field Regiment team stationed at Maibella in Sivasagar attacked the village following information that a three-member gang of ULFA cadres were taking shelter there. As the soldiers approached the residence of one Jiba Gogoi, the militants, armed with sophisticated weapons, reportedly opened fire. While two militants — self-styled sergeants major Nipon Borgohain and Biplob Konwar of the “Bravo” company of the 28th battalion of the ULFA — were killed in the three-hour encounter, the third managed to escape. An AK-56 rifle, two magazines, 58 rounds of ammunition, an improvised explosive device weighing 12 kg and several documents were recovered from the slain militants, who were identified on the basis of their Nagaland-registered driving licenses.
