According to Assam Tribune, 68 militants, including 66 United Liberation Front of Asom (ULFA) and two Adivasi National Liberation Army (ANLA) cadres, surrendered to the security forces in a surrender ceremony at the firing range of the 4 Assam police Battalion Headquarters at Kahilipara in the Guwahati city on November 1. The surrendered ULFA cadres comprised four ‘sergeant majors’ and six ‘sergeants’, including Bipul Neog alias Ujjal Gohain. Four women, including ‘sergeant major’ Tulshi Rabha alias Malati Santosh, were among the surrendered cadres. Eight AK-56 rifles, five pistols, ten revolvers, a single-shot pistol, 11 No. 36 grenades, 16 Chinese grenades, eight AK-56 magazines, 145 rounds of AK-series ammunition, 55 rounds of 9-mm ammunition, four rounds of .22 ammunition, an RT set, three electronic detonators, five No. 36 grenade detonators, three gelatine sticks, five kg RDX, a packet of Cordex wire, an RPG cell and five PTD switch were deposited by the cadres. The militants revealed that the surrender was because of a growing dissension and disillusionment among the ULFA cadres, which, according to them, had made them part with the outfit. Bhaskar Bora, a ‘sergeant’ of the ULFA from Tinsukia district, said, "The revolutionary ideals of the ULFA, which drew me to the outfit, are as good as non-existent now. There is an all-pervasive depression and gloom among the cadres due to the complete absence of internal democracy in the outfit’s functioning. The ULFA is running out of time to reform it and restore internal democracy." The Inspector General of Police (Special Branch), Khagen Sharma, said that 13,269 militants, including 8718 of the ULFA, had surrendered since 1991.

Shillong Times quoting Meghalaya Police source reports that the Hynniewtrep National Liberation Council (HNLC) was using women as its agents to extort money from places where the finance wing of the organisation failed to penetrate. "Even after the arrest of a few women who worked for the HNLC in the past, some women are still helping the outfit in collecting money in Shillong and Dawki in Jaintia Hills," a senior unnamed police official said on November 4. He said that before going on extortion drive, the women made ‘missed calls’ to top HNLC leaders based in Bangladesh, who helped them with ways and means to negotiate the amount. A prepaid mobile phone having a balance of INR 800 to INR 900 was reportedly used by the women to send "missed calls" to Bangladesh, mentioned the police officer. The report added that the arrest of a woman, Velvet Rose Jana, who accompanied HNLC militants to assassinate HS Shylla, the Chief Executive Member of the KHADC, in August 2007, revealed that she had extorted money on behalf of the outfit from businessmen. She confessed to have worked in tandem with her husband, Tome Jones Rynjah, to spread the activities of the HNLC including extortion in Shillong. Police had arrested the couple from Mawlai Syllaikriah locality of Shillong for their role in leading the HNLC cadres to the house of Shylla. According to A.R. Mawthoh, the Superintendent of Police of the West Khasi Hills district, the HNLC courier recently sent INR 400, 000 to Bobby Marwein, the ‘commander-in-chief’ of the outfit, based in Bangladesh.

IANS reports that the Dantewada district collector, K.R. Pisda, alleged that a Congress party legislator, Kawasi Lakhma, is a spokesman for the CPI-Maoist. In a report sent to the State government, he alleged that Lakhma, who represents Konta assembly seat in the Dantewada district, is a Maoist spokesman and appealed to the government to withdraw the 'Y' category security cover from him. The Collector’s report said, “The Maoists have got a sympathizer and a spokesperson in Lakhma as the elected representative has never opposed the red army. Instead, he came out in support of Maoists on some occasions. He has never issued a statement against the rebels and has even advocated abandoning the Salwa Judum civil militia movement.”

Two militants shot dead one woman employee of the Manipur Social Welfare Department, Y. Raseshwori Devi, inside her office at Moirang in the Bishnupur district on November 14, according to Telegraph. Later on the same night, the Military Council faction of the Kangleipak Communist Party (KCP) claimed responsibility for the killing, saying she was ‘punished’ for her corrupt ways. The outfit accused the Minister and the officials of being involved in the irregularities in the recent appointment of supervisors of the department. “The KCP (Military Council) had threatened to target all those close to the social welfare minister and director. Apart from this threat, we do not see any other reason for attacking an elderly woman officer,” said an unnamed official. The report added that militants had shot dead Raseshwori’s husband Brajagopal, a panchayat pradhan (head of village local self-government), a few years back for reasons still not known.

For the first time in the last 18 years of militancy in Jammu and Kashmir, the Army has recovered a war time weapon which has the capacity of hitting a target from a distance of over 1,200 metres and destroying tanks and armoured vehicles. Defence spokesman at headquarters of the 15 Corps, Lt Col A. K. Mathur, informed that the troops had launched a search operation in the dense Hafruda forest cover in Handwara-Kupwara belt on November 15 and seized one 82-mm smooth bore breech-loaded tripod-mounted, recoilless anti-tank gun of Chinese make with its optical sight. He said that the weapon was in serviceable condition and had been delivered to target convoys of armed forces and armoured vehicles, including the bullet-proof bunkers and IED-proof Caspers. Col Mathur said that the major weapon recovered today had the potential of destroying targets, including tanks, much like the militants do in Afghanistan and Iraq. Further, an assortment of 700 Pika rounds, 300 AK rounds, 29 UBGL grenades, four remote control IED boxes, 10 AK-47 magazines and two Sniper magazines were also recovered from the same hideout in Kupwara district.

The Communist Party of India-Maoist (CPI-Maoist) has called for a bandh (strike) in the States of Bihar and Jharkhand on November 19 and 20 in protest against the Nandigram killings in West Bengal and in support of the "struggling" farmers who are threatened to be uprooted from their land. Times of India reports that the two-day strike has been called by the Central Committee and the Special Area Committees of West Bengal and Bihar-Jharkhand of the CPI-Maoist. "The red flag bearing government of West Bengal has come out openly in support of the capitalists. It has started uprooting farmers and their families from the land to make room for industrialists," said a statement issued by the Bihar-Jharkhand special area committee secretary, Rakesh, and West Bengal state committee secretary, Somen. The CPI-Maoist has reportedly alerted all its members, sub-committees, squads, militia and People Liberation Guerilla Army to ensure that the strike is successful.

The Justice K.N. Saikia Commission has indicted the former Chief Minister Prafulla Kumar Mahanta, the then police hierarchy and the Home Ministry for the “extra-constitutional killings” which occurred in Assam during 1998-2001, according to The Hindu. “There is enough evidence to show that the then Home Minister was at the helm of these extra-constitutional killings,” the one-man Commission said. Mahanta, who was heading the Asom Gana Parishad-led government, was also Home Minister during this period. The report of the Commission, constituted by the State government to probe the “secret killings” of family members of leaders and cadres of the proscribed United Liberation Front of Asom (ULFA), was tabled in the Legislative Assembly by Chief Minister Tarun Gogoi on November 15. About the motive behind the “secret killings,” the Commission said it was “perpetuation of the Asom Gana Parishad rule by villainy, treachery and monstrous cruelty and dangerous propensity.” The Commission recommended to the government “to try to first keep in abeyance, and then gradually dismantle” the Unified Command structure of the Army, the Assam police and the Central paramilitary forces as an immediate measure to prevent recurrence of such killings. The government also tabled the preliminary report of the Justice J.N. Sharma Commission, constituted prior to the setting up of the Saikia Commission. Justice Sharma said he was not able to identify the killers and accomplices, and pinpoint responsibility.

Suspected cadres of the Communist Party of India-Maoist (CPI-Maoist) killed a village head and one security guard at Titlighat village under Gua police station in the West Singhbhum district on November 22, reports Telegraph. 15 persons were killed and 80 others injured in the near-simultaneous blasts targeting lawyers in court premises in the three cities of Varanasi, Faizabad and Lucknow in Uttar Pradesh. In Varanasi, three blasts killed 11 persons and injured 45 people. Four persons were killed and 14 injured in two explosions at Faizabad. In Lucknow, there was only one blast and no casualty was reported. Police sources said the banned Harkat-ul-Jehad-al-Islami was behind the blasts, Hindustan Times. They suspected that the Jaish-e-Mohammed (JeM) militants sought the help of HuJI as both have close ties with each other. The report added that on November 17, lawyers of the Sessions Court in Lucknow assaulted three JeM militants who had planned to abduct Congress party General Secretary Rahul Gandhi. Lawyers of the State had also refused to represent Wali Ullah, mastermind of the March 2006 blasts at the Sankat Mochan temple in Varanasi as also Jalaluddin Molla, a key HuJI militant arrested in the State in June 2007. Ammonium Nitrate and timer devices were used in triggering the blasts in Lucknow and Varanasi, according to a PTI report. The Union Minister of State for Home Sriprakash Jaiswal, who described the incidents as "pre-planned conspiracy", said the organisation behind the attack was yet to be identified.

According to IANS, the Jharkhand Police have decided to form motorcycle squads equipped with the latest weapons to fight the Maoists. “The cops manning the squad will be given special training to fight the rebels. In hilly areas, Maoists take advantage of jungles while escaping. Bikes will be helpful as it is difficult to chase any one on four wheelers inside jungles,” an unnamed police official told IANS on November 24. “In jungles, Maoists detonate vehicles by triggering landmine blasts. But it will be difficult to blast bikes,” he added. Each squad will have at least 24 police personnel on 12 bikes. There will be at least two bike squads in each of the Maoist-dominated districts. Latest bikes with the maximum horsepower will be purchased and police personnel selected for the squads will be trained to fight Maoists in the forests. So far Jharkhand has constituted five special teams to fight the insurgents. They include personnel of the Special Task Force, Indian Reserve Battalion and Grey Hound Force.

The Governor of Goa, S. C. Jamir, survived an assassination attempt on November 24 when his convoy was attacked with improvised explosive device (IED) blasts in the Mokokchung district of Nagaland, according to Times of India. Two security force personnel were injured in the attack, which was the fourth attempt on the life of the former Nagaland Chief Minister. Officials said the attack occurred when Jamir's 30-vehicle convoy was passing near Changki around 6 am (IST). He was coming from his hometown, Mokokchung, and was heading towards the State's commercial hub of Dimapur, the officials added. Sources said four of the six IEDs planted by militants exploded seconds after Jamir's vehicle passed by. Police suspect the attack was the handiwork of NSCN-IM, which had earlier dubbed Jamir as "anti-people and anti-national". However, the Naga outfit denied its involvement and alleged that the attack was "stage-managed". "The life attempt was staged-managed to generate a sympathy wave for Jamir and Congress in Nagaland," an NSCN-IM statement said. In 1993, Jamir was injured in an attack at Nagaland House, New Delhi. Another abortive bid on his life was made in Kohima in 1995. Four years later, he escaped another ambush on the National Highway-39 near Kohima.

The Hindu reports that the Supreme Court on November 27 granted bail to Hindi cinema actor Sanjay Dutt and 16 others, all convicted and sentenced to imprisonment for different periods by the Mumbai Terrorist and Disruptive Activities Prevention Act (TADA) court in the 1993 Mumbai serial bomb blasts case. In granting bail, a bench, comprising Chief Justice K.G. Balakrishnan and Justices R.V. Raveendran and J.M. Panchal, took into consideration the nature of offence and charges and the sentence served by the convicts/appellants. The court, however, declined grant of bail to six of the 25 appellants, who were awarded life imprisonment for conspiracy and other serious charges, and to one convict, who was sentenced to 10-year imprisonment. The bench posted the seven appeals to January 2008. Customs officer Somnath Thapa who was awarded life imprisonment by the TADA court was granted bail for one year on medical grounds. The bench said all those granted bail should furnish a bond subject to the satisfaction of the TADA Court. They should surrender their passports and for travel abroad, they must seek permission from the TADA court. They should also report to the Special Task Force of the Central Bureau of Investigation, Mumbai, once in three months.
