On August 1, explosives including 2.875 Kg Gelatine Stick Class-2 Explosives (23 Nos.) 24 Non-Electric Detonators and approximately 9 m Safety Fuse/Cordtex were recovered from Umdu village on Umling-Patharkhmah road under Nongpoh Police Station (PS) of Ri-Bhoi District in Meghalaya, reports East Mojo. One person was arrested on grounds of possession of these explosives. This recovery was part of an ongoing investigation in which two persons who were planning to form a new militant outfit were arrested in Tura on July 23, 2021. During the investigation, the arrested persons revealed that they have kept some explosives hidden in Ri-Bhoi District near Umling to prepare an Improvised Explosive Device (IED) for causing a blast somewhere in Garo Hills.

On August 1, as a mark of protest against the Government of India (GoI) for its silence on the Framework Agreement even after 6 years, the National Socialist Council of Nagaland- Isak-Muivah (NSCN-IM) has called for a 12-hour “total closure of shops and business establishments in Nagalim” from 12:00 am to 12:00 noon on August 3, reports Morung Express. The NSCN-IM stated in a press release that the Framework Agreement which was signed on August 3, 2015 between the GoI and the NSCN-IM is yet to see the light of fulfilment as committed by the GoI. Six years down the line, there is no positive response yet from the GoI. “The Nagas cannot be taken for a ride in this manner.” “What had been committed should be taken to a logical conclusion.”

On August 3, two Border Security Force (BSF) personnel were killed in an ambush with suspected militants of banned Biswamohan faction of National Liberation Front of Tripura (NLFT-BM) at RC Nath Border Outpost (BOP) near the India-Bangladesh border in Dhalai District of Tripura, reports East Mojo. Around 10 armed militants of NLFT-BM ambushed a team of Security Personnel who was out for checking of border fencing. The two martyred BSF personnel were identified as Sub-inspector (SI) Bhuru Singh and Constable Raj Kumar. Earlier, a team of ‘Unlawful Activities (Prevention) Tribunal’ of the Union Home Ministry (UMHA) had visited Tripura in February to record evidence against the NLFT and ATTF. Tripura shares an 856-km long international border with neighbouring Bangladesh, of which about 67-km area is unfenced.

The arrestee have been identified as self-styled (ss) ‘corporal’, Wangai Wangpan (22), of Chasa village in Tirap District in Arunachal Pradesh. According to sources, the arrests were made on different dates following a complaint lodged by the victim that “she was illegally detained by unknown people for four days in an unknown location.” During investigation it was ascertained that the issue originated from the victim’s inability to pay back a loan amounting to several lakhs of rupees to a local credit society. According to the statement given by Army’s 3rd Corps, “in a recent incident at Chenloisho, the true face of NSCN-K-YA has emerged wherein they have been indulging in nefarious activities against the local people of Nagaland. In evening, when the villagers and the Assam rifles personnel were returning back together to their locations, three hand grenades were lobbed at them from a height above the dense foliage. He reiterated that the Naga people were never a part of Indian Union. Tuccu also clarified that the National Socialist Council of Nagaland (NSCN) had not been rigid in the Indo-Naga political talks. “In reality, it is the other way round of repeating the same policy of shifting blames than taking responsibility,” he said. On August 16, the Enforcement Directorate (ED) has attached movable properties linked to some alleged key functionaries of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), reports The Hindu. The accused persons have been identified as Rayilung Nsarangbe, a self-styled (ss) 'colonel' and ‘treasurer’ of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), his wife Ruth Chawang and Apam Muivah, ‘secretary’ to the outfit’s ‘prime minister’, Ato Kilonser. The assets worth INR 6,88,00,000 are in the form of bank balances, mutual funds and insurance products. The ED probe is based on an FIR and chargesheet filed by the National Investigation Agency in December last year. It was alleged that NSCN-IM ran a well-organised extortion racket in Manipur and Nagaland, resulting in diversion of government funds. It had been criminally intimidating the companies involved in road construction projects in Manipur and collecting huge sums as illegal ‘tax’. According to the ED, the outfit’s in-charge of four administrative Districts in Manipur reported to Rayilung Nsarangbe, as he was the treasurer of the “collective leadership”. They would submit the extorted money along with details of the collections to him. Huge amounts were being directly collected by him. While a major part of the funds was spent on the direction of the “collective leadership”, the rest was being deposited in the bank accounts maintained in the name of Rayilung Nsarangbe, that of his wife and Apam Muivah. He had also transferred funds to Apam Muivah from Ruth Chawang’s accounts, as alleged.

According to sources, the incident occurred at around 2 AM on Tuesday at Aitlang Tlangpui area of Hailakandi District in Assam, when three residents of Vairengte town of Kolasib District in Mizoram went to the area to take normal supply of meat from their friend identified as Nibus, a resident of Bilaspur of Kokrajhar District in Assam, who invited them over. The three civilians have been identified as Lalchhandama, Lalduhawmi and Vanlalrovi. On reaching Aitlang Tlangpui area, the three Mizoram residents heard a loud whistle from Nibus, who was also at the border point, and when they whistled in response, Assam Police personnel, who was guarding the Assam border, suddenly opened fired towards the three Mizoram residents. While Lalduhawmi sustained a minor injury on her arm, the rest of them escaped unhurt. Lalduhawmi was released from Vairengte hospital after being administered first aid.

According to sources, acting on specific information regarding the shipment of a drug consignment from Manipur, a Police cordon was set up near Jorabat outpost under Basistha Police Station and during checking, 60 packets of heroin weighing about 660 grams packed in plastic soap cases were seized from a truck. This promise was made by Village headmen of 80 villages during a security co-ordination meeting held at Assam Rifles base at Khonsa town in Arunachal Pradesh’s Tirap District. The village headmen said that they see no point in paying extortion money to the militants, as the Security Forces have been providing the villagers with the required security. The villagers of Tirap District further added that the militants often take away their livestock, forcing them to abandon rearing cattle. The deceased, identified as Sonkhothang alias David Haokip, was a former militant of Suspension of Operation (SoO) of Kuki Liberation Organisation/ Kuki Liberation Army (KLO/KLA) involved in the double murder case of Hengjang village chief Thangkhotinlet alias Thangneo Kipgen and his nephew Thangminlun Kipgen on July 12, 2019. Non-SoO militant outfit Kuki National Front-Nehlun (KNF-N) claimed responsibility behind the killing. KNF-N ‘information and publicity secretary’, Gou Kuki, stated that David Haokip was an active militant of Kuki National Liberation Army (KNLA) and was awarded capital punishment as a retributive measure and for failing to pay heed to our earlier repeated warning. According to sources, seven of NSCN-R cadres who were using the mess and barrack as a base for illegal activities, were arrested and later released after giving due warning to the group for violating the Ceasefire Ground Rules (CFGR). The Ministry of Information and Publicity (MIP) of NSCN-R, through a press release, condemned the “arbitrary raid” by the Security Forces at the residence of its Finance Minister, Khekato in the wee hours on Monday. It said that the raid was conducted at around 2AM which caused “much chaos, fuss and fear psychosis in and around the vicinity, besides causing much harassment and mental affliction upon the family members including minor children.” The misadventures of the Assam Rifles (AR), Security Forces (SF) should stop “immediately by all means” and that the silence of the NSCN-R should not be taken as weakness, it added. It also said that the patience of the NSCN-R is just to observe the “spirit and sanctity” of the CFGR, further adding that the desire for peace should not be misconstrued as “cowardice or submission.” Although the NSCN-R sources acknowledged the Security Forces for handing back the seven cadres unharmed, it claimed that the residences of the NSCN-R leaders where some cadres reside cannot be treated as an illegal mess or barracks.
