On October 1, five individuals were arrested along with a huge cache of arms and ammunition from Naharjan area along the Assam-Nagaland border in Karbi Anglong District of Assam, reports Northeast Now. A gypsy car was intercepted carrying the five arrested persons and three AK- 56 rifle with 75 rounds of ammunition and a pistol with eight rounds ammunition was recovered from it. The arrested has been identified as Akhui Kashung, Ngmpoi, Wungreingam, Ashang Chithung and Lanchungrei Kamei.

Former members of the militant outfit, Kanglei Yawol Kanna Lup (KYKL) have formed a new armed outfit in Manipur - Socialist Revolutionary Party (SOREPA), reports East Mojo on October 3. According to Toijam Ibochou, former vice president of KYKL and current convenor of the Interim Central Committee, SOREPA, stated that the new outfit was established to ‘regain the independence of Kangleipak/Manipur in Western South East Asia (WESEA),’ along with like-minded revolutionary outfits affirming its belief in ‘scientific socialism’ as the way forward. He further stated that the motto of SOREPA is ‘Socialism with Kanglei (Manipuri) federal characteristic.’

Four militants belonging to Parimal Debbarma faction of National Liberation Front of Tripura (NLFT-PD) surrendered in Tripura along with arms, ammunition including one revolver (US-made), one factory-made gun, one Chinese grenade, four bullets, three extortion notes and 800 Bangladeshi Taka, reports Northeast Now. The militants - Doberam Reang, Sailendra Reang, Samprai Debbarma, and Subhalal Tripura had fled from the Jupui NLFT-PD camp under Bagaichari Police Station (PS) of Rangamati District in Bangladesh feeling frustrated with the present predicament of NLFT organisation and continuous pressure and motivation of Tripura Police to quit militancy.

Hangsik, a resident of Old Kothung village in Lazu circle, surrendered before DC, Taro Mize, the District Police and the 6 Assam Rifles (AR). The surrendered militant deposited one pistol (.32), one live ammunition and a magazine. He had joined the outfit in May 2017.

A militant of the Khaplang faction of the National Socialist Council of Nagaland (NSCN-K), identified as ‘self-styled second lieutenant’ Langnye Sumpa (38), surrendered in Tirap District of Arunachal Pradesh on October 4, reports East Mojo. Police said, Langnye a resident of Kheti village had joined the outfit in 2004. The surrenderee is liable to be dealt with as per the law if he is found indulging in illegal or anti-national activities, Tirap, Deputy Commissioner (DC), Taro Mize said.

The NSCN-IM militant was identified as Janpu Nokbi while the NSCN-K militant was identified as Khunliam Sumpa. Sumpa was a self-styled second lieutenant who had joined NSCN-K in June 2004.

Two militants of different factions of National Socialist Council of Nagaland (NSCN) were arrested along with arms and ammunition from Dimapur District in Nagaland on October 5, reports Northeast Now. One woman cadre belonging to Niki Sumi-led faction of NSCN (NSCN-K-NS) was arrested along with one 9mm pistol with magazine, six live rounds of 9mm pistol, one mobile phone and a cash amount of INR 10,500 from Padumpukhri in Dimapur. Another militant of Nationalist Socialist Council of Nagaland-Reformation (NSCN-R) was arrested from Medziphema in Dimapur District. One .32 pistol along with magazine, five live rounds of .32 pistol and one mobile phone were recovered from the arrestee.

A self-styled sergeant major of Yung Aung faction of National Socialist Council of Nagaland – Khaplang (NSCN-K-YA) identified as Wangkhu Wangsa was arrested during a search operation from Tirap District in Arunachal Pradesh on October 6, reports East Mojo. Wangsa was allegedly involved in the ambush of an Assam Rifles convoy near Nginu village in Longding district on December 3, 2016 that killed two soldiers of 16 Assam Rifles, including a junior commissioned officer and injured eight others. According to Police sources, Wangsa was wanted by the Tirap police for extortion cases and a case under section 384 of the Indian Penal Code read with Section 10/23 Unlawful Activities (Prevention) Act has been registered against him for now at Dadam Police Station.

On October 7, Niki Sumi-led faction of National Socialist Council of Nagaland-Khaplang (NSCN-K-NS) led by ‘chief’ Niki Sumi met Government of India (GoI)’s representative for Naga peace talks, AK Mishra, in New Delhi, reports Northeast Now. This was the first time, both the entities met following the signing of the ceasefire agreement. In a statement, ‘ministry of information & publicity (MIP)' stated that the outfit while ushering its commitment to peace and the Naga peace talks, reiterated its stand to the AK Mishra that it would go by the aspirations and wishes of the Naga people and would not impede the Naga peace talks as long as it meets the Naga people’s desire for inclusive and amicable political solution. Though the Government of India signed a ceasefire agreement with NSCN-K-NS for one year on September 6, formal talks between the two sides are yet to begin.

According to Police sources, a complaint was registered in West police station regarding blank firing at three different locations – Nepali Basti, Residency Colony and Notun Bosti in between 1.25 am to 1.38 am. Later, that day, another incident of firing was reported at Landmark Colony. Based on the information and CCTV footage, a search operation was launched and a suspected vehicle carrying the three militants was apprehended. The 10 Bangladeshis identified as Sohail Ahmed, Abdul Gafur, Najma Begum, Sofira Akhtar, Alia Begum, Fatima Akhta, Rajesh Sheikh, Asabul Sheikh, Sanaullah Ankhi and Kawsar Hussain who had unlawfully entered Dharmanagar in Tripura were arrested during routine check-ups of vehicles on three different occasions. The illegal immigrants revealed that they work in various cities in South India and had entered Tripura with the help of a linkman. The linkman Bidhan Chandra Das has also been arrested for helping them to enter India illegally.
