A linkman of National Socialist Council of Nagaland-Unification (NSCN-U), identified as Toiho Semma (56) was arrested by a joint team of Army and Police from Rajgarh under Tingkhong Police Station in Dibrugarh District on November 1, reports The Sentinel. One China-made pistol and 17 rounds of live ammunitions of 9 MM pistol was recovered from his possession. The arrested linkman, who belongs to Vikheto village in Dimapur (Nagaland), had come to the area for collection of money.

Amid reports that most-wanted militant leader I.K. Songbijit has formed a new militant outfit detaching himself from the National Democratic Front of Bodoland (NDFB), Director General of Police (DGP) Assam, Mukesh Sahay maintained that the dreaded leader still enjoys allegiance with his parent outfit, reports The Assam Tribune on November 1. Sahay, however, conceded that Songbijit is desperately trying to set up a strong base in Karbi Anglong under the banner of the United National Liberation Front of Western Southeast Asia (UNLFW), the umbrella organization of a number of militant outfits including the Independent faction of United Liberation Front of Asom (ULFA-I) and Khaplang faction of National Socialist Council of Nagaland (NSCN-K). “We are aware of their design and appropriate measures are being taken in the hill district,” said Sahay.Unconfirmed reports suggested that a new armed outfit named People’s Democratic Council of Karbilongri (PDCK) was recently formed in Myanmar with I.K. Songbijit as its head. Police sources meanwhile divulged that although the formation of the new outfit is more or less confirmed, the actual leadership is yet to be ascertained. Songbijit, a Karbi by birth, has taken over the reins of I.K. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) after the arrest of Ranjan Daimary, who is charged with masterminding the October 30, 2008 serial blasts in the State. However, unconfirmed reports kept cropping up about Songbijit no longer being the leader of the outfit.

Meanwhile, Assam Police confirmed that a new Karbi insurgent outfit named ‘People’s Democratic Council of Karbilongri (PDCK)’ has been floated by I.K. Songbijit, the former leader of the National Democratic Front of Bodoland (NDFB), reports The Sentinel on November 3. The formation of the new Karbi insurgent outfit under the leadership of Songbijit is being seen as a shift of focus by the insurgent leader from the Bodo cause to the cause of the Karbis. Songbijit, who belongs to the Karbi community, led the Bodo insurgent outfit for the last several years. Songbijit has changed his name to Jeksai Kangtang Lijang and has been appointed ‘chairman’ of the new Karbi outfit, formed on October 27. Nongme Tungjang and Captain David Mukrang have been appointed as the outfit’s ‘general secretary’ and ‘chief of army staff’ respectively. Despite being a Karbi, Songbijit was given the responsibility to lead the NDFB’s hardline faction, but in last year (2015) his power was curbed to a great extent. It has been questioned in NDFB circle as to how a Karbi could lead a Bodo armed outfit from the front.The State Government has informed the Centre about the formation of the new Karbi outfit. Additional Director General of Police (ADGP)-Special Branch, Pallab Bhattacharjee said, “We have already received inputs that the outfit has been formed in Karbi Anglong and is being led by IK Songbijit,” adding, “When the Karbi People's Liberation Tiger (KPLT) entered into a ceasefire, other insurgent groups like United Liberation Front of Asom (ULFA) and Khaplang faction of National Socialist Council of Nagaland (NSCN-K) desperately needed a foothold in the hill district. This new outfit formed by Songbijit has got the support of both ULFA and NSCN-K.”

Police launched an operation along the Assam-Nagaland border in Jorhat District following some inputs of militant activities along this stretch of the inter-state border, reports The Sentinel. The Police operation was launched on November 2, but no one so far has been arrested. According to intelligence inputs, militant groups like Maoists and Khaplang faction of National Socialist Council of Nagaland (NSCN-K) have been active along the Assam-Nagaland border in the District in the past few days. A top Police officer in the District said, “We visited the New Somthira border outpost (BOP) on Wednesday (November 2). We have also visited Gabhoru, Dissoi valley, New Sonowal and Khoromia BOPs on Tuesday (November 1) and took stock of the situation there,” adding, “Activities of other anti-social elements from the Nagaland side are also on the rise in the border areas. The militant groups are waiting for a chance to carry out terror activities in the district.” Police have also inputs of activities of several other anti-social elements on Nagaland side to carry out encroachment bids on Assam land. Both Mariani and Titabor police stations are on high alert following the inputs.

On the controversy surrounding Minister for Education, Health and Finance Himanta Biswa Sarma’s statement on the National Register of Citizens (NRC) update issue, Assam Chief Minister (CM), Sarbananda Sonowal, on November 4, said his Government will always protect the State’s indigenous people, communities, their languages, cultures and literature, and mati (soil) and beti (daughter), reports The Sentinel. Sonowal said, “The Assamese people don’t have to worry for anything. We will provide safeguards to them. But to do it, the government needs the cooperation of people.” Without directly referring to the comments recently made by Sarma on the Citizenship (Amendment) Act, the Chief Minister said, “We will build a greater Assamese society by including both Brahmaputra and Barak valleys. I welcome all to achieve this goal.” When asked if any new formula has been devised for NRC update in the State, Sonowal, without answering the question directly, said, “The process of NRC update is going on smoothly.”Recently, Himanta Biswa Sarma stated that the completion of NRC update is likely to get delayed further due to a vital point raised by the cabinet sub-committee on NRC update. The point raised by him pertains to the requirement of ‘continuous’ stay in India for Hindu refugees. However, the possibility of delay over this point will become a reality only if the Supreme Court accepts it as valid, Sarma had added.

He had joined in the militant group in 2014 and was hiding in Dhemaji during operation by Security Forces (SFs) operation. A foreign made pistol was recovered from the militant, sources said.The third annual convention of the All Surrender NDFB Welfare Association was concluded with two-day long programme scheduled at Bodofa Cultural Complex in Kokrajhar District on November 7, reports The Assam Times. In a gazette notification, the Union Ministry of Homes Affairs (UMHA) said the law and order situation in Assam has continued to be a matter of concern due to the violent incidents by underground outfits and during January-September 2016, different militant groups were involved in 66 incidents of violence in Assam which resulted in killing of 29 people. “The militant outfits operating in the area continue to have been making constant efforts to regroup, re-strengthen and intensified their efforts for recruitment/infiltration of new cadres into the state and indulging in coercive extortion targeting businessmen, tea garden owners, contractors, commercial vehicles, timber smugglers, transporters and even government officials and politicians.”“United National Liberation Front of Western South East Asia (UNLFW) has been formed in April, 2015, and two of its constituents viz ULFA (I) and NDFB (S) have been desperately making efforts to perpetrate demonstrative acts of violence and during the current year they have been responsible for 57 per cent of the incidents of violence and 84 per cent of the deaths in the state,” the notification, issued by Joint Secretary in the UMHA Satyendra Garg, said. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) militants shot dead 14 civilians and injured 19 others in a busy local market on the outskirts of Kokrajhar town on August 5, 2016, while Independent faction of United Liberation Front of Asom (ULFA-I) cadres also shot dead two Hindi-speaking persons in Tinsukia District and orchestrated five and two improvised explosive device (IED) explosions in Tinsukia and Charaideo Districts, respectively, on August 12, 2016. “Now, therefore, the entire state of Assam and the 20 kilometers wide belt in the State of Meghalaya bordering Assam shall continue to be ‘disturbed area’ under Section 3 of the Armed Forces (Special Powers) Act, 1958 up to six months beyond November 3, 2016, unless withdrawn earlier,” it said.The Union Government had first imposed the AFSPA in Assam by declaring the entire State as “disturbed area” on November 27, 1990 when insurgency led by ULFA was at its peak.

One civilian was killed, while two including a Central Industry Security Force (CISF) personnel were critically injured following an attack by suspected militants on a commercial vehicle belonging to Pengaree Tea Estate (TE) in Tinsukia District on November 16, reports The Sentinel. The vehicle was fired upon when it was passing through a thick forested area alongside the Pengaree–Digboi road under Digboi Police Station in the District. The deceased was identified as Abhijit Paul (60), an idol maker, who was returning from Pengaree on the ill-fated vehicle, while Niten Chandra Singh, one CISF personnel on garden duty and the driver Willson Bagey sustained bullet injuries. Another CISF personnel Khairul Alam Laskar (35) and Gopal Sarkar, a tea garden staff, sustained bullet injuries. The incident occurred when a team of four CISF personnel along with a tea garden staff of Pengaree TE were heading for Doomdooma Police Station to fetch cash for paying workers. They were attacked three kilometres from Pengaree Police Station by suspected militants equipped with automatic guns.

Director General of Assam Police (DGP), Mukesh Sahay,on November 21, who is in Tinsukia supervising the counter-insurgency operations following the recent attack on Army personnel by militants at Pengeri, in which three Army personnel were killed, said that a massive manhunt was launched to nab the ultras involved in the attack. He further said that frequent meetings are being held between the stakeholders involved in the counter-insurgency operations, including Police, Army, Paramilitary Forces and other central agencies, to deal with the militants. He said a meeting of the Unified Command would be held within the next few days for a detailed discussion of the situation and to chalk out strategies to deal with the militants. The DGP also said that at present, the state-based militant outfits like the Independent faction of United Liberation Front of Asom (ULFA-I) and the I.K. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) are not in a position to strike alone and that is why a common platform of the active ultra groups of the Northeast was formed and the recent attack was carried out by such a joint group. According to sources, three workers had gone to a stone quarry when a group of unidentified assailants came and forcefully took them along with them. However, after an hour, one was set free, while Amarjeet Roy, (26) and Mantosh Varman, (25) are still missing. Amarjeet hails from West Bengal and is the site in-charge while Mantosh is from Uttar Pradesh and is the supervisor in the company. The company has filed an FIR at Mahur Police Station. According to sources, based on confirmed tip-off available with the army, the SFs already engaged in counter insurgency operation in the belt, arrested the youth from his residence and handed him over to Digboi Police Station for investigation. Jatin disclosed that after the incident of militant ambush on November 19, a group of 12 youths with sophisticated arms and ammunition entered his house on the night of November 20 and forced his family members to provide them food. “We had no other option but to fulfill their demand and get rid of them as soon as possible, not even knowing who they actually were,” said Konwar. He said that the armed group stayed for just one hour in their residence and disappeared in the darkness. The villages like Bhimpather, Kherjan, Dhekiajan, Mulukgaon, Haldibari and Tamoli Bongaon are bounded by thick reserve forests on all sides. Pengaree –Digboi Reserve Forest, where the ambush had taken place, shares a common boundary with Bhimpather area, including Haldibari village. Initially Arbind Konwar (15), his younger brother was arrested and in lieu of him, later SFs arrested Jatin for necessary formalities and investigation to determine the further course of action. The State Government has directed the Police and SFs involved in the counter-insurgency operations to intensify the operations against militants following the recent attack on Army personnel by a group of ultras belonging to the Independent faction of United Liberation Front of Asom (ULFA-I) and Khaplang faction of National Socialist Council of Nagaland (NSCN-K) at Pengaree in Tinsukia District on November 22, reports The Assam Tribune.Official sources said the meeting of the Unified Command, chaired by the Chief Secretary VP Pipersenia, reviewed the recent attack. Assam, by and large, remained peaceful for quite some time and the ultras, despite their best efforts, could not strike during the Republic and Independence Day celebrations. Sources said that the Unified Command decided to step up operations in the Upper Assam Districts, particularly the Districts bordering Arunachal Pradesh and Nagaland as the rebels have reportedly been sneaking into the State through those States. Assam Police Additional Director General of Police ADGP (Special Branch) Pallav Bhattacharjee said, “We have received inputs that ULFA (I) and few other rebel groups in the Northeast are trying very hard to convert their old notes into legal tenders. These outfits are trying to use some businessmen in the region and few tea gardens in upper Assam for the purpose,” adding, “We have alerted SPs of the districts concerned to keep an eye on any such development so that ULFAI’s attempt to convert its cash can be thwarted.” Paresh Baruahled ULFAI has engaged some people based in Nagaland and Upper Assam to exchange its spiked cash. According to reports, the cadres came to collect payoff from the private residence of KarbiAnglong Autonomous Council (KAAC) executive member-BidyasingRongp. Police recovered one 9mm pistol, 3 live bullets and one bike used by militants. “We received complaints from BidyasingRongpi that the outfit had demanded Rs. 5 lakhs from him over phone. And accordingly police laid an ambush near his residence and when the rebels neared the house we commanded them to halt instead they fired two rounds at the police party but failed to hit anyone; in the retaliatory fire they both received bullet injuries while the rear wheel of the bike was deflated but they somehow drove away and took shelter inside an empty quarter of the Council colony allotted to another KAAC executive member-PradipSignar, a few kilometers away from the place of incident,” said PradipNath, the officer in charge of DiphuPolice Station.

The Assam Police Special Director General of Police (DGP) Kuladhar Saikia on November 30 said that ULFA and some other insurgent groups based in Assam are using students and middlemen to legalize their spiked currencies of INR 500 and INR 1000, reports The Sentinel.Meanwhile, Assam Police DGP Mukesh Sahay said that the Police have detected movement of United Liberation Front of Assam (ULFA) cadres in areas along the Assam-Nagaland border and Assam-Arunachal Pradesh border. He also said “We are also keeping an eye on the ULFA’s drive to recruit more cadres.” Sahay further said that the State Police is keeping tabs on the movement of ULFA leader Dristi Rajkhowa on Meghalaya-Bangladesh border, while claiming that ULFA’s activity in Meghalaya has gone down in recent months following all-out action by security forces against the Garo militant outfit Garo National Liberation Army (GNLA). He also warned that anybody found aiding militant groups in converting old currencies into new ones would be booked under relevant terror funding laws.
