On receipt of intelligence reports that some insurgents were sighted there, the Assam Rifles personnel launched a search operation. The charges levelled against them are that they had refused to publish or broadcast the press releases issued by this outfit and that in a statement the All Manipur Working Journalists’ Union (AMWJU) had insulted it by describing it as a new organization, which is little known to the people. The seven editors named by the outfit for execution are Ahongsangbam Mobi, president of the AMWJU and editor of Sanaleibak, Yumnam Rupachandra who is the news editor of ISTV cable network, an person called Dilip, Hemnata Ningombam, editor of the Manipuri edition of Hueiyen Lanpao, Irengbam Arun, the resident editor of Imphal Free Press, Khoirom Loyalakpa, editor of Naharolgi Thoudang, A Robindro Sharma, editor of Poknapham and Khogendra Khomdram editor of the Manipuri edition of Sangai Express.

The news report states that Union Home Ministry and Manipur Government officials met leaders of the factions headed by Taibangangba, Lamphel, City Meitei and Pakhanglakpa in New Delhi recently and the leaders agreed in principle to sign a ceasefire agreement. The four rebel leaders along with Manipur principal secretary, home, Suresh Babu, UHM, joint secretary Sambhu Singh and a senior official of Manipur police attended the first round of meetings, which was convened in Delhi to discuss the modalities of the ceasefire. The meeting also reportedly discussed setting up of designated camps for cadres of the four groups. The groups are, however, yet to submit cadre strengths.

"There have been a series of blasts of grenades planted by insurgents in these places," Manipur Police chief Y. Joykumar Singh said. Though Singh said "no one was injured in the incident", other officials said two people were critically injured in the first blast at Mela Ground in Thoubal District town at around 8am. An hour later, a series of three blasts took place in Sagolband Salam Leikai, Telipati and Yasikul in Imphal. All the three explosions took place when Chief Minister Okram Ibobi Singh was delivering his Independence Day speech at the 1st Manipur Rifles' Parade Ground. Though no insurgent group has claimed responsibility for the blasts, Manipur Police and intelligence officials said the blasts were carried out by the Coordination Committee (CorCom) -- an umbrella group of seven major separatist outfits fighting for an independent Manipur. The Central Reserve Police Force (CRPF) has been asked to collect any information about the Maoists’ strategy to expand their base in the three states. “The intelligence agencies have informed us about at least four meetings held by Maoists in the past three months in Punjab alone. These meetings were held under the garb of addressing the issues of farmers and migrant labourers from Bihar, Jharkhand and West Bengal,” said a senior official. “We have information that at least 12 of the 22 districts in Punjab have a strong presence of Maoists. The meetings are being held by their front organisations which also include some NGOs,” said the official. The CRPF has been asked to share details about the Maoists with other states.

Times of India reports that amid the Okram Ibobi Singh Government's frequent calls to underground organizations for talks, the United Revolutionary Front (URF), a conglomerate of five different factions of the underground Kangleipak Communist Party (KCP), has started dialogue with the Government. Three rounds of initial tripartite meetings involving the Centre, State and the URF have already been held in Imphal. "Since March 23, three rounds of initial meetings involving us and representatives of the state and central government have taken place and the outcome was fruitful," said Lalheiba Meitei, the URF acting chairman and leader of KCP- Military Council (KCP-MC). Besides KCP-MC, the other constituent members of the front include Sunil Meitei faction of KCP Military Task Force (KCP-MTF), KCP-Chingkei Nganba faction, Lamyanba Khuman faction of KCP-MC and KCP-KK Nganba faction. Though formal political dialogue is yet to start, the URF cadres and leaders, numbering over 100, are currently putting up at a camp of 30 Assam Rifles at Khurkhul village in Imphal West District. URF's total cadre strength is 470 and most of them have been asked to turn up at the camp, Lalheiba said, while disclosing that two more KCP factions are likely to join the front. "Instead of holding ceasefire or suspension of operation with the government, our demand is to begin official tripartite political dialogue and we have a 31-point charter of demands to be put up during talks," said Lalheiba on August 17. "It would be premature to disclose our demands at this stage but some agendas are focused on formulating work culture and green revolution in Manipur," he said, while welcoming other groups to join the front and go together for dialogue. He added, "Once the formal political dialogue starts, the government would set up a designated camp for the front. Both the state and the Centre have agreed to some of our terms."

In a pre-dawn operation launched by teams of Manipur Police at Lilong and Hatta Golapati areas as a precaution to prevent an outbreak of Assam-like violence in the State, a total of 43 foreign nationals, including 24 Bangladeshis and 19 Myanmarese, have been rounded up, reports The Sangai Express. According to Home Minister Gaikhangam, Manipur police personnel carried out the special drive from the wee hours of August 30 based on information about presence of large number of foreign nationals in these two Muslim dominated areas of Imphal East and Thoubal Districts. Director General of Police Yumnam Joykumar said that all 19 Myanmar nationals, including two women and three children, are from Arakan region of the neighbouring country. The Bangladeshis rounded up in the operation mostly hail from Latsahi, Nabganj, Chappai Nabganj and Rajek Districts of Bangladesh, informed the State Police chief. The crackdown on illegal migrants comes close on the heels of a fresh campaign by civil society groups for the implementation of the Inner Line Permit (ILP) system in Manipur, reports The Times of India. Many activists fear that Manipur might be swarmed by foreigners like Assam if the ILP is not introduced in the state. The ILP is an official travel document required for Indian citizens to travel into restricted areas. Currently, it is in force in Nagaland, Mizoram and Arunachal Pradesh. Kanglaonline adds that terming August 30 action against illegal migrants in the state as a successful operation, state Home Minister Gaikhangam said that operations will continue for detection of foreigners in the state.
