Manipur Police have been carrying on with their drive against illegal migrants, particularly Bangla-deshis and Myanmarese. This ongoing drive was under the Union Home Ministry report to the State Government that informing that around 500 illegal migrants from Myanmar and Bangladesh entered Manipur recently. According to a source, the Home Ministry’s report clearly mentioned the Districts, localities, addresses and rented rooms/houses where the illegal migrants have been staying. So far, State police have rounded up 49 illegal Myanmarese and Bangladeshi migrants and due process for their deportation has been already initiated.

The Kuki National Organisation (KNO) has threatened to call off its seven-year truce with the Union and Manipur Government if a political dialogue is not started within three months, reports The Telegraph on September 3. The demand comes at a time when talks with the Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) have reached a crucial juncture. Both are competing for over-lapping territories, claims that had led to large scale violence in 1993. “The Manipur government unilaterally extended the suspension of operations (SoO) agreement (on August 30) for only three months, citing violation of ground rules by cadres. We signed the agreement but our stand is that if a dialogue is not started we will abrogate the SoO,” KNO spokesperson Seilen Haokip said. The outfit signed the tripartite suspension of operations in 2005. The KNO claims a Zale’-gam (Land of freedom) that includes large parts of Manipur’s hills under one administrative unit within the Indian constitutional framework.

The ZUF said that the ongoing public hearing or the seismic survey, investigation and drilling as part of oil exploration in Zeliangrong inhabited areas especially in Temenglong District, Churachandpur District, Jiribam sub-division (Imphal East District) should halt immediately. “ZUF will not torerate any arbitrary attempt or project to excavate mineral resources in the Zeliangrong lands in Assam, Manipur and Nagaland,” the outfit asserted.

Two labourers abducted and held hostage in connection with monetary demands served to contractors have been rescued on September 4 by Imphal West commandos from Sangaithel area under Patsoi police station in Imphal West District, reports The Sangai Express. The labourers were rescued from a tribal village located on a hill in Sangaithel area at about 5 pm, informed a source. Elangbam Gandhi (32) and Laishram Somorjit (22) of Laingamkhul were abducted by some people who identified themselves as cadres of Lamyanba Khuman faction of Kangleipak Communist Party-Military Council (KCP-MC) from a work site of Maklang Junior High School in the intervening night of August 19 and 20. After the labourers were taken hostage, the abductors demanded a ransom of INR 2 million from the contractors executing the contract work for school building construction.

Fear and panic have gripped people from outside the State who have taken up residence in Manipur, after militant groups issued “quit notices” to all non-Manipuri people, asking them to leave the State by December 31 or face dire consequences. The statement was issued September 5 to media houses by the Coordination Committee (CorCom)— an umbrella of seven major militant outfits – fighting for independence of Manipur. The Manipur Government, however, has assured protection to all genuine Indian citizens residing in the State.

Giving the ultimatum to all outsiders to leave Manipur as well to check the influx of migrants, the CorCom, the umbrella body of seven militant outfits has laid down that no one should rent out dwelling places to outsiders, hire the service of migrant workers and engage them in business transactions, reports The Sangai Express on September 5. By December 31, 2012, no one should issue any sort of identity documents such as no objection certificate, birth certificate, voter identity card, insurance policy documents etc, transporters and drivers should not ferry in outsiders. The order, directed as per power conferred under Arms Act 1959 came following the announcement made by the Election Commission to conduct the Panchayat election on 13 September, 2012. Also, following several complaints raised by different section of the society over the increasing numbers and frequency of surrenders of militant outfits taking place, the Ministry of Home Affairs (MHA) directed the concerned authorities that no surrender of any militants should take place until proper and appropriate verifications are made prior to the official surrender. A reliable source said, the move to verify the status of the militant outfit came from MHA after suspicion and complaints of fake or false surrender were reported. Some of them wanted to get the benefits from the Government after claiming or posing themselves as militants, the sources added. On the other hand, family members complained that they were simply arrested and does not belong to any militant group. Currently, there are 54 more militant cadres attached to several units of Army, Matripukhri (Imphal East) waiting to surrender officially.

Close on the heels of three Kuki militant outfits asking the Kukis not to observe Black day on September 13, the apex body of the Kukis, the Kuki Inpi, has urged all concerned to observe the day until the case of killing several Kuki civilians (during the ethnic clash between them and the Nagas) in the nineties is settled amicably, reports The Sangai Express. It claimed that till 1996 there were over 700 Kukis killed including children, pregnant women, aged persons and innocent people. However, the total number of Kukis killed in the 1990s ethnic violence escalated to one thousand. In a single day on September 13 in 1993 altogether 104 Kukis were killed.

A .9 mm pistol loaded with three live rounds, one Chinese made hand grenade, a mobile handset and an Activa Honda brand scooter were recovered from him, police said, adding that the dead body is awaited for official identification. Initial interrogation revealed their links with the IED blast on September 14 in Heirok II that injured a BSF Jawan. The order of the CJMIED was passed on September 21 after hearing the case filed by Porompat Police Station (Imphal East District) of the illegal migrants who were charge sheeted under provisions of Foreigners Act 1946, section 14-A, sources said. Two children, who accompanied the 22 illegal migrants, could not be imprisoned because of being underage and sent to juvenile home, sources said. However, there were no casualties during the explosion. The explosion occurred at around 10:30 am when a Police team was coming towards Yairipok Yambem from Maringthel. The IED exploded just as the second Police vehicle passed the canal. Before the blast, a combined team of the Security Forces conducted a cordon and search operation from the area in the early morning in which three People's Liberation Army (PLA) cadres were arrested during the combing operation along with the outfit’s flag.
