The Telegraph reports that seven persons, including two engineers from Kolkata, were abducted by militants from Manipur’s Imphal East District on August 1. The other five are two senior engineers of Manipur irrigation and flood control department (IFCD), two drivers of the department and a local contractor. The abducted have been identified as Abhijeet Sinha and Devjit Sinha of Calcutta-based R.M. Sinha& Company, superintending engineer N. Karnacharya and executive engineer N. Surchandra of the IFCD, the department’s drivers, Sarat Singh and Sanayaima Singh, both from Imphal, and local contractor Sanayaima Sharma. The Peoples United Liberation Front (PULF), meanwhile, has claimed responsibility for the abduction. A statement signed by its ‘finance and information secretary’ Ayub Ansari said the team were abducted after Surchandra refused to turn up despite being summoned repeatedly for discussions. The Police said the engineers were returning to Imphal city from Dolaithabi in Imphal East, when armed militants waylaid the two vehicles in which the team was travelling at Pukhao, also in Imphal East and 18 km from Imphal, in the afternoon. The vehicles were also taken. Their whereabouts remains unknown.

A meeting of Imphal Urban Cooperative Bank (IUCB) employees conducted on August 2 has appealed Maoist Communist Party-manipur (MCP-M) to call off for some days the later’s general strike to be called on August 5, reports The Sangai Express. A press release issued by the Convenor of the IUCB Ltd, said that the proposed general strike was called by MCP-M regarding dissatisfaction in the conduct of Board of Management of IUCB Ltd. It then urged to bring an understanding between the two sides so that the bank employees can perform their duties as usual for the service of the people.

Militants released the five remaining hostages, including two State Irrigation and Flood Control department engineers, N. Karunacharya (superintending engineer) and S. Surchandra (executive engineer), in the evening of August 4, reports The Telegraph. The rest of the released personals were drivers, L. Saratchandra Singh and Ibobi Singh and local contractor, Sanayaima Sharma. The released hostages claimed that the abductors belonged to the Kuki Revolutionary Army (KRA) and that they were held hostage at different places in the Saikul area, a Kuki-dominated sub-division, in Senapati District. As reported earlier, seven persons were abducted by militants from Pukhao in Imphal East District while they were returning to the capital Imphal from Dolaithabi barrage in the Imphal East District in the afternoon of August 1. The KRA is one of the Kuki groups which had signed a tripartite ceasefire agreement with the State and Central Government.

Stepping up counter insurgency operations ahead of the Independence Day 2013 celebration, Imphal East commandos arrested Kuki National Organization (KNO) cadre identified as Solal Touthang alias Kansa alias Lalboy (38) from New Lambulane, Tribal Market on August 4, reports The Sangai Express. Also, during the operation, one Moirangthem Kalachand alias Biren (55), who identified himself as cadre of Progressive faction of People's Revolutionary Party of Kangleipak (PREPAK-Pro) was arrested from Bamon Leikai at about 6.50 pm of the same day. One 9 mm pistol marked as ‘Auto Metric Pistal, Made in Italy’, one magazine containing two live rounds and a mobile phone were recovered from the possession of Kalachand. Acting on the disclosure of Kalachand, Imphal East commandos another cadre of the same outfit, identified as Khumukcham Bishwajit alias Nanao (48) was arrested from Bamon Leikai in Imphal East District at about 7.45 pm of the same day. One 9 mm pistol of the same brand recovered from Kalachand, one magazine containing three live rounds and two Chinese hand grenades were recovered from the backyard of Bishwajit’s home.

Farm Manager, M Priyokumar and another officer Wangkheirakpam Ibopishak were coming back to Imphal from Maram in a car when they were stopped on the highway and abducted at around 3 pm. Police have recovered the car from Kanglatongbi Shantipur area in the night. The Sangai Express reports on August 12 that the Nehlun faction of Kuki National Front (KNF-Nehlun) has called bandh (general shut down) with effect from 5pm of August 14 till 5pm of August 15 within the territory of the proposed ‘Kukiland’ in protest against the alleged step-motherly treatment of Kukis by the Government. The KNF-N would not cease their activities until and unless the demand for creation of Kukiland or statehood for Kukis is achieved, it asserted. The KNF submitted a memorandum to the Government on February 8, 1992, for introduction of a bill in the Parliament for creation of Kukiland as the 26th State of India. KNF also submitted a memorandum to the Government of Manipur, but it was never taken up for discussion. The warning came a few days after representatives of Jiribam District Demand Committee (JDDC) had met the Chief Minister Okram Ibobi Singh at his office on August 7 and discussed the Memorandum of Understanding (MoU) signed between the State Government and the Committee on November 9, 2011. The identity of the group behind the incident is yet to be established. However, Deputy Chief Minister Gaikhangam said the two officials were rescued in the morning. The Sangai Express reports that at least 13 cadres of the Manipur Naga Revolutionary Front (MNRF) and Manipur Naga People’s Front (MNPF) deserted their respective outfits and joined the Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) on August 16. ‘Lance corporal’ Honpam said that he along with nine males and three women cadres, including ‘Lance Corporals’ Horngam, Themboy, Wungnaoyo, Mayarngam, Tharmiwon, Rachael, Thanshok, Jasper, Salemphy, Rinyar, Worchuingam and Tuishim, left the organization and crossed over to India from Myanmar on July 25. The girls were recruited after assuring them to provide job at Moreh town in different firms. Some of the boys were enticed to join the organization by offering to pay a salary ranging from INR 10,000 to INR 20,000 per month. When they reached Moreh, they were forcibly taken to Myanmar and they were coerced to undergo ‘military’ training at the training camp of some underground outfits. They were used as forced labour of the outfit and some were used as the scouts of some outfits, they said.

Ruling out possibilities of separate administrative unit of the Nagas and statehood demand of the Kukis, a one-day political awareness campaign of the Hill People Forum-Manipur (HPF-M) held on August 30 mooted an “autonomous hill state” under Article 244 (A) of the Indian Constitution for the tribals of Manipur, reports The Sangai Express. HPF-M was floated on July 13 last with the objective of bringing indigenous tribal people of Manipur together to a common platform to demand a separate status of the indigenous tribal people of Manipur. The forum has been conducting a series of political awareness campaign in hill areas of the state.

The Nationalist Socialist Council of Nagaland-Isak-Muivah’s (NSCN-IM) arms supplier, identified as Wuthikorn Naruenartwanich alias Willy, was arrested by Bangkok Police on August 30, reports The Times of India. He was arrested for arranging supply of Chinese arms to the NSCN-IM. Willy is accused of buying nearly 1,000 assault rifles and an unspecified number of rocket-propelled grenades to be sold to the outfit. Willy, a Thai national was reportedly picked up at India’s request. According to a chargesheet filed by NIA in April 2011 against NSCN-IM leader Anthony Shimray, NSCN-IM’s arms procurer, and three others including Willy, Shimray told Willy that he wanted to procure 1,000 firearms, including AK series rifles, machine guns, rocket launchers and ammunition. Willy, in turn, introduced them to a Chinese firm in 2007 for the same. The deal was to be done for USD 2 million but after consultation with the NSCN-IM leadership in New Delhi, the firm agreed to sell the arms for USD 1 million.
