India will seek the extradition of Willy, adds Telegraph India. “We will seek his extradition to India in connection with a case (number RC-01) registered at the Delhi headquarters of NIA in 2010. A non-bailable warrant (NBW) and a red-corner notice were also issued against Willy in this NIA case in 2011,” said an official source. India and Thailand had signed an extradition treaty in May this year. India, however, had sought Thailand’s assistance in 2011 to arrest Willy on the basis of a Mutual Legal Assistance Treaty between the two countries, the source said.

The Telegraph reports that scribes and newspaper distributors of Manipur took out a joint rally, on September 2, to protest against a threat by a “militant group” to editors, reporters and newspaper distributors. The rally came a day after a delegation of Editors’ Committee met chief minister Okram Ibobi Singh to apprise him of the threat perception. Newspaper distributors have stopped giving papers since September 1 following the threat, while some of the hawkers stopped distributing morning newspapers since August 28.

12 cadres of six militant outfits surrendered to the Government along with arms at a ceremony held at the Chief Minister's Secretariat on September 4, reports The Sangai Express. The surrenderees include six from Progressive faction of People's Revolutionary Party of Kangleipak (PREPAK-Pro), two from Kanglei Yawol Kanna Lup (KYKL), and one each from the PREPAK, Peoples Liberation Army (PLA), United Nation Liberation Front (UNLF) and Lamyanba Khuman faction of Kangleipak Communist party (KCP-Lamyanba Khuman). The weapons handed over included two 9mm pistols with 20 rounds, nine hand-grenades with detonators, two IEDs, one AK-56 rifle with two magazines and an AK-47 rifle with magazine and 221 rounds.

Along with the arrest of two United People’s Revolutionary Front (UPRF) militants on September 4, a combined team of Thoubal Police and troops of Assam Rifles secured the release of two persons who were held in captivity by the group after abducting him on September 2, reports The Sangai Express. The Police identified the two arrested cadres as Muhammad Anish Khan and Muhamad Riyajuddin. A 9mm pistol along with four live rounds was recovered from Muhammad Riyajuddin while a mobile phone handset was recovered from the possession of Muhammad Anish.

Nagaland Post Despite the continuing threats, scribes in Manipur September 4 resumed to work while civil organizations showing solidarity to scribes staged a sit-in-protest the same day and demanded respect of freedom of press. Dailies failed to hit the stands since September 2 after they were threatened by a new militant faction “Military Defense Force (T)” for not entertaining their statement dispatched to the media houses in Imphal. The faction also threatened newspaper distributors of dire consequences if they continue to distribute newspapers without their story. The scribes resumed to work defying the threats as per a decision of the All Manipur Working journalists’ Union (AMWJU) and Editors’ Committee, Manipur, coinciding with the ‘relaxation’ given to the newspaper distributors by the faction.

The groups which have laid down arms are Nongdrenkhomba faction of Kangleipak Communist Party (KCP-Nongdrenkhomba), Kuki National Liberation Front (KNLF) and Kuki Revolutionary Front (KRF). 44 cadres of the KCP-Nongdrenkhomba surrendered to the Government along with 26 different kinds of weapons. Nongdrenkhomba was released from Sajiwa Central Jail on June 12, 2013, with a view to enable him take part in the ‘home-coming ceremony’. Altogether 50 cadres of the KNLF laid down 35 numbers of weapons. KNLF is a constituent member of Kuki National Organization (KNO), an umbrella body of several Kuki armed outfits. 53 cadres of the KRF surrendered to the Government along with 30 assorted weapons. KRF is a constituent member of United Peoples Front (UPF), another conglomerate of Kuki outfits. In addition to the cadres of the three outfits, eight cadres of Kanglei Yawol Kanna Lup (KYKL) surrendered to the Government along with four weapons. Altogether, 95 numbers of assorted weapons, 15 IEDs, 10 grenades, 10 lethod bombs, three mortar bombs, 12 radio sets, a number of magazines and 977 numbers of ammunition were deposited.

A statement issued by its media coordinator, H Poirei said CorCom considers that the blast merits clarification as there is no change on the conglomerate's stand that non-locals should have left Manipur by December 2012. As the CorCom declaration still remains, there might be speculation from certain quarters about involvement of constituent partners in the recent blast, Poirei explained while expressing that Government of Manipur needs to work out a mechanism to restrict entry of non-locals into the State in order to prevent similar incidents.
