The United Naga People’s Council (UNPC) and its armed wing Ching-Tam Liberation Army (CTLA) have conveyed joyous Christmas to each and everyone, reports The Sangai Express.“Let the good Lord Jesus live in everyone’s heart and Christmas be meaningful”, said a press release issued by the outfit. It also appealed to all concerned not to call any bandh or strike during the Christmas season. Calling for peace ahead of the festive season through media by any organisation/leaders without following in practice what they preach is meaningless particularly in Tamenglong area and all community of Manipur in general, it said.

The Zou Defence Volunteer (ZDV), a signatory of Suspension of Operation (SoO) and headed by Kamkhanpau on December 1 made an appeal to the Zou community in particular and the general public especially who are under Zomi banner to preserve love, peace and tranquillity to attain full security of each and every individual, reports The Sangai Express. A statement issued by one Caleb Thang, ‘Secretary’ ‘Information & Publicity’ ZDV (Headquarters) said no demand or extortion should be made to the Zou village chiefs, contractors, politicians and bureaucrats among the Zou community. It also said summoning of Zou village chiefs in the name of self-styled Zou Suankhual Pawlpi (ZSP) by unknown gang party and thereby making monetary demand be stopped.

At the initial stage, Lalminthang Sonate as ‘president’ has taken over the command of the outfit. J C Hmar is the ‘secretary’. An underground source said that a full body to head the organization will soon be constituted to give a new direction and dimension to the demand of the Hmars for a homeland of their own. The information available says that 115 cadres taken from the region of Hmar dominated areas of east Cachar and the bordering areas of Mizoram and Manipur form the strength of the outfit. All these cadres are undergoing training in arms and ammunitions and guerilla tactics under the supervision of Nationalist Socialist Council of Nagaland-Isak Muivah (NSCN-IM) in some undisclosed location. HPC–P, the source adds to say, has taken shape against the policy of its parent body to continue dialogue without any tangible solution to their demand. While HPC–D has been insisting on Autonomous Council for the Hmar inhabited areas, HPC–P is demanding Hmarland.

Security Force (SFs) succeeded in recovering war like stores from three overground workers (OGWs) on December 3. Based on specific information regarding ferrying of illegal arms and ammunition on National Highway 102, SFs arrested OGWs of a militant group on December 3. Five M4 A1 5.56mm Carbine (made in US) with two magazines and one handheld Kenwood Radio set were recovered from them. The arrestees were identified as Phalkholam; Dimkho-neng and Thangsei. Thangsei, along with recovered items have been handed over to Imphal West Police Station.

SFs arrested four People's Revolutionary Party of Kangleipak (PREPAK) cadres and one progressive faction of PREPAK (PREPAK-PRO) cadre in three separate operations in Moreh, Chandel District on December 3. Two PREPAK cadres were apprehended from Moreh Town and they were identified as ‘Captain’ Laishram Sanjeeva Singh and SS Sgt Konjengbam Sanamacha Meitei. The other two PREPAK cadres were arrested from Dalpatti, Ward No 2, Moreh and they have been identified as Kangabam Roshan Singh alias Pebaton and Nameirakpam Ranjit Meitei alias Loya. One Beretta pistol loaded with 3 live rounds and one revolver loaded with 03 live rounds were recovered from the arrestees. The PREPAK-PRO cadre was apprehended from Pangal Basti, Ward No 5, Moreh and he has been identified as Sandeep alias Lanthaba.

The non local man, Suresh Prasad was abducted on December 3 evening from Kairang Maning Leikai. Two mobile phones, one Maruti car, one cartridge of 70 mm were recovered from the abductors during the rescue mission.

Imphal West District Police commandos arrested two Kanglei Yawol Kanna Lup (KYKL) militants from different places, reports The Sangai Express. A statement issued by the Superintendant of Police (SP) of Imphal West said that one Huidrom Sunder of KYKL was arrested from Nagamapal on December 4. Another cadre of the outfit, Laishram Kiranjit alias Robert (33) was also arrested from Malom Tuliyaima Awang Leikai on December 5. Five militants, including two women, were arrested by 24th Assam Rifles battalion personnel at Khudengtabi area in Chandel District after they had crossed the Indo-Myanmar border and were proceeding to Imphal on December 3. Five M-16 rifles were recovered from their possession. In another operation in the evening of December 3, three insurgents of the United National Liberation Front (UNLF), identified as Ngangom Roshan (19), Abung Malemnganba (19) and Milan Gurung (19) were arrested from Asang Khulen area in Ukhrul District by 44th Assam Rifles battalion personnel, the Police said. Police commandos in another search operation in the same evening arrested two militants of KCP, identified as Sanjoy Khan (24) and Sajid Khan (25), from Lilong area in Thoubal District. "Extortion letters" were recovered from them, the Police said. An official report from Churachandpur District said a militant of Kuki National Army (KNA), identified as Th Naoba (42), was taken into custody during frisking of passersby at Bijang area in the District on December 3. The meeting further decided to hold a press meet within December wherein future course of action will be made public. A press release issued by the outfit’s publicity and information assistant secretary Poinu Luwang said that the outfit came to the path of peace on certain understanding with the Government leaving behind the demand for separation of Manipur from India. One of the foremost understandings was extension of all possible assistance to all projects taken up by the outfit in the interest of people. But so far, neither the State Government nor the Government of India has come forward with any kind of assistance. Even though leaders of groups under Suspension of Operation (SoO) pact have been issued gun licences and allowed to possess arms, no such permission has been given to URF leaders, it decried. Moreover, criminal cases registered against leaders of many militant groups now engaged in tripartite talks have been cancelled but URF leader Lanheiba Meitei is still compelled to present himself at the national Investigation Agency (NIA) Court, Guwahati (Assam) twice a month. The Assam rifles press release said that the combined team while conducting combing operation in a hilly and a thickly wooded area, were fired upon at about 6.30 am. During the ensuing exchange of gun fire the SFs killed three suspected KNF-N cadres, all wearing combat pattern dress. One M-16 Rifle with 300 live rounds, one AK 47 Rifle with 93 live rounds, one G-3 Rifle with 173 live rounds, four live rounds of 12 Bore Rifle, 34 live rounds of US Carbine, two notebooks containing incriminating details and other war like stores were recovered from their possession. In the fire fight, one armed cadre was possibly injured; however, he managed to escape under the cover of dense jungle. Significantly, the KNF-N is not a party to the Suspension of Operations (SoO) pact with the Government of India and the State Government.

The Umar Farooque faction People’s United Liberation Front (PULF-Umar Farooque) on December 24 warned that its cadres would go back to the jungles if the Centre and state government fail to look into their grievances by December 31, reports The Telegraph. This militant group, which is currently involved in a peace process with the government, accused both the Centre and state of failing to honour their commitments. “The government had promised us a onetime grant of INR 300,000 each for every cadre and INR 500,000 each for the politburo members. It is also not paying us a monthly stipend of INR 4,000 each, as promised. And vocational training still remains a dream,” Farooque said. After the homecoming programme, held at the Assam Rifles headquarters at Mantripukhri on the outskirts of Imphal, the cadres were told to stay at their respective homes for the time being. The Government had “promised” them a designated camp for their safety. More than two years after the ceremony they are still at home. The government is paying them some money from time to time in instalments. Farooque admitted that the cadres had received INR 28,000 each till today. The cadres are demanding vocational training, payment of the onetime grant, monthly stipend and a designated camp for their stay. “Because of the control of politburo members, our cadres have not committed any crimes till today. After December 31, we will not be able to control them and prevent them from going back to jungles,” Farooque said. Earlier, 41 PULF cadres of the group turned up at the “homecoming ceremony”, a sort of surrender programme on June 14, 2011. Later, more cadres joined the peace process and more than 150 cadres of this group have come overground.
