One National Socialist Council of Nagaland - Khaplang (NSCN-K) militant was killed by his colleagues when he along with four others tried to escape from the outfit’s camp at Samjiuram under Jalukie sub-division in the Peren district on January 2, reports United News of India. Five militants, hailing from the Chanlang district of Arunachal Pradesh, were trying to escape from their camp when the other militants chased them and shot dead one of them. However, two of the fleeing cadres surrendered before the police at Jalukie, one of them managed to escape and the other was captured by the NSCN-K militants. Nagaland Post quoting National Socialist Council of Nagaland – Khaplang (NSCN-K) sources reported that a meeting of the Cease-fire Supervisory Board (CFSB) between the Government of India and NSCN–K was held in the capital Kohima on January 7. The ongoing inter-factional unification move and setting up of a NSCN designated camp somewhere between Ghaspani and Vihokhu village were reportedly discussed. The meeting also deliberated on a strict implementation of cease-fire ground rules by both parties and immediate establishment of NSCN –K’s authorised camps. Representatives from the Union Government and Security Forces who attended the meeting included the CFSB chairman Lt. Gen (Retd) R.V. Kulkarni, IGAR (North), Deputy Inspector General of the Central Reserve Police Force and State Commissioner Toshi Aier. Eight militants of the Manipur-based Kuki Revolutionary Army (KRA) were arrested along with arms and ammunition from a house at Notun Bosti in Dimapur on January 13, reports Nagaland Post. They were later identified as Rabi Kumar, Ojit Kumar, Ricky Rajkumar, Min-thang Kuki, Tomba Singh, Lokho Mao, Ranbir Singh, and Anjali. Police recovered one .32 pistol with 50 live cartridges, two magazines, six mobile handsets, one digital camera, one still camera, ten CDs and a cash of Rs.45,000 from their possession. On January 12, the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) declared an "Emergency in Nagalim" and its Tartar Hoho (Parliament) was placed under suspended animation from 1 am of January 13, reports Imphal Free Press. The ‘chairman’ of the outfit, Isak Chisi Swu, stated, "In exercise of the powers conferred upon me by clause (h), Article 3, of part III of the Yehzabo, I, Isak Chisi Swu, Yaruiwo of the Republic of Nagalim, by this proclamation, declare that an emergency exists." He said, "In view of the precarious situation in Nagalim which increasingly threatens peace and normal state of affairs… Henceforth, the state of affairs shall be conducted by the (outfit`s) National Security Council until further orders." The former Nagaland Chief Minister and Nagaland People's Front (NPF) leader Neiphiu Rio asked the NSCN-IM and the National Socialist Council of Nagaland-Khaplang (NSCN-K) not to interfere with the next round of Legislative Assembly elections to be held under President's Rule in the State, according to Shillong Times. "I hope good sense will prevail on rebel groups and they should not interfere with elections. The Dimapur district police arrested two persons, Atai M.S and Kaphungam Angami, while they were trying to extort money from a hotel on January 14-night, according to Nagaland Post. Three senior cadres of the National Socialist Council of Nagaland-Khaplang (NSCN-K) were shot dead and another cadre was abducted by the rival National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) militants in a hideout at Mingkong in the Mokokchung district on January 14, for their alleged involvement in extortion, reports Telegraph. The NSCN-IM said the killings were necessary to prevent "illegal collection of money in and around Mokokchung". The NSCN-IM ‘dismissed’ 27 of its cadres, who had defected along with former ‘kilo kilonser’ (home minister) Azheto Chophi from ‘national service’ with effect from January 22, 2008, for ‘deliberately defying’ a directive of the ‘yaruiwo’ (prime minister) Isak Chishi Swu to return from the "reactionary camp" and report to the Council Headquarters.
