According to Sify.com report, Maharashtra Chief Minister Prithviraj Chavan, on February 1, made an urgent plea for central assistance for its ongoing modernization of the Police Force in view of the State's rapid urbanization and the terror threats it faces. Speaking at the Conference of Chief Ministers on Internal Security in New Delhi, Chavan said while detailing his State's security plans that it has added 14,395 men and 1,109 officers to its Police Force in 2010, besides an additional 2,355 officers in the Naxal [Left Wing Extremism]-affected District of Gadchiroli and its surroundings. He said that the proposed 'Alpha Hawks Academy' coming up at Nagpur, to be operational by next year, would impart specialized training to Police in anti-Naxal operations and forest warfare. He sought central funding of INR 220 millionto complete and commission the Academy.

Chief Ministers of different States discussed various facets of internal security scenario in the conference convened by the Centre in New Delhi on February 1, according to The Hindu. Raman Singh, the Chief Minister of Chhattisgarh said that banned outfits like Student’s Islamic Movement of India (SIMI) were trying to strengthen their base in the State. Chief Minister of Rajasthan Ashok Gehlot lauded the Rajasthan Anti-Terrorist Squad (ATS) over its successful probes in the bomb blast cases in Ajmer Dargah (October 11, 2007 in Rajasthan), Jama Masjid (September 19, 2010 New Delhi), Mecca Masjid ( May 18, 2007 Hyderabad, Andhra Pradesh), Malegaon (September 29, 2008 inMaharashtra), and Samjhauta Express (February 18, 2007). Meanwhile, Maharashtra Chief Minister Prithviraj Chavan told the Centre that it was not able to get trained manpower for its coastal patrol boats which were sanctioned and deployed in the aftermath of the Mumbai terrorist attacks ( November 26, 2008, also known as 26/11).

The Central Government should meet the massive expenditure incurred on para-military troopers deployed in Chhattisgarh, which is reeling under Communist Party of India-Maoist (CPI-Maoist) militancy for about three decades, Chief Minister Raman Singh said on February 1, while addressing the Chief Ministers' conference on Internal Security in New Delhi, reports Sify.com. Chhattisgarh Home Department officials said the Central Government has asked the State Government recently to meet about INR 8 billion expenditure incurred by it on para-military troopers deployed in the State. He highlighted in details how the State was grappling with rising Maoist militancy and informed the participants that about 50,000 Maoists of all ranks have been involved in the State in a war against democracy. He added that 10 of State's total 18 Districts were hit by Maoist militancy and the State viewed the Left Wing Extremism (LWE) Insurgency as a form of terrorism.

Tripura witnessed a steady decline in insurgency over past four years, said Chief Minister Manik Sarkar internal security conference in New Delhi on February 1, reports Tripurainfo. In a brief outline to drive his point the Chief Minister said, only 22 militant attacks were recorded in 2010, which was 113, 80 and 24 in 2007, 2008 and 2009 respectively. The record revealed there was no civilian casualty in 2010 but two civilians were killed and 29 civilians were injured last year in militant attack. As many as ten encounters were recorded. “Despite remarkable improvement in the situation, we believe there is no scope for complacency in dealing with insurgency,” Sarkar said. He also said that two more battalion of India Reserve (IR) Battalion could be raised. Referring to modernization of the state Police and state intelligence wing Sarkar said, “Various international issues originate from across the border which need close scrutiny. Deployment of adequate personnel, training for capacity building and modernization needs adequate emphasis and demanded Centre’s for pro-active attitude for strengthening Special Branch.”

Chidambaram said that both Central and State Government will engage ULFA in sincere and meaningful talks to find a just and honourable solution. Besides ‘chairman’ Arabinda Rajkhowa, the other ULFA leaders at the talks were ‘vice-chairman’ Pradip Gogoi, ‘political adviser’ Bhimakanta Buragohain, ‘foreign secretary’ Shashadhar Choudhury, ‘finance secretary’ Chitrabon Hazarika, ‘cultural secretary’ Pranati Deka, ‘publicity secretary’ Mithinga Daimary and ‘deputy commander-in-chief’ Raju Barua. Ahead of the Centre’s meeting with the ULFA, the Union Home Minister P. Chidambaram said that the Constitution of India is flexible and resilient enough to accommodate the aspirations of the people of the North Eastern Region. While addressing a meeting of the Consultative Committee attached to the Ministry, the Minister said aspiration of the ethnic groups can be fulfilled under the provisions of the Indian Constitution. The meeting was on “Matters relating to insurgency in NE: peace process”. The Government is in talks with nine insurgent groups from the North-east and expects to reach agreements with some of them during the year. The Government is open to talks with groups which abjure violence, Chidambaram said. The Home Minister said that the situation in the North-east has shown remarkable improvement in 2010 as compared to the previous year. The number of incidents of violence and the casualties of civilians and Security Force personnel has come down.

The special cell of Delhi Police has confirmed that it has asked All Party Hurriyat Conference-Geelani (APHC-G) Chairman Syed Ali Shah Geelani not to leave the city after one of his close associates was found involved in a hawala(illegal money transfer) racket, Times of India reports. "During Police remand, Gulam Mohammad Bhatt, who was arrested earlier in connection with a hawala case from Jammu & Kashmir, disclosed his association and financial dealings with the Hurriyat faction led by Geelani. In order to clarify certain issues that came to light during the disclosures made by Bhatt, a letter was sent to Geelani on February 17 to meet the Investigating Officer [IO] for questioning in the matter. However, Geelani expressed his inability to meet the IO due to medical reasons. In response to his reply, another letter was sent asking him to indicate the date and time convenient as per his health condition to meet the Investigating Officer. He was further asked not to leave Delhi till he has been examined in connection with the investigation of the case," said Deputy Commissioner of Police (Special Cell) Arun Kampani. "On January 22, officials of the special cell New Delhi Range apprehended four persons associated with Hizb-ul-Mujahideen [HM], a banned terrorist organization. The accused were identified as Mohammad SiddiqGanai, and Ghulam Gilani Laloo, both residents of Sopore, and Farooq Ahmed Dagga and Ghulam Mohammad Butt from Srinagar," said Kampani. Four different transactions of INR 100,000, INR 10,000, INR 10,000 and INR 2 million (total INR 2.12 million) were recovered from their possession respectively. One Maruti car, a mobile phone and some incriminating documents were also recovered from them. It was during Police remand that one of the accused, Gulam Bhatt, disclosed his association and financial dealings with Geelani. The questioning is meant to clear these issues," said Kampani.

The Home Secretaries of both India and Pakistan will hold talks in New Delhi on March 28 and 29 on a host of issues including the progress in the 26/11 attacks trial in a Rawalpindi court. "Islamabad has conveyed to New Delhi its consent to the meeting after home secretary G K Pillai extended the invitation to Pakistan interior secretary Chaudhry Qamar Zaman last week," a senior official said on February 23. India had proposed two sets of dates -- March 21-22 and March 28-29. The talks next month will be the first structured bilateral Home Secretary-level meeting on counter-terrorism after the recent Indo-Pak decision to resume comprehensive talks. The last Home Secretary-level talks between the two countries had concluded in Islamabad on November 26, 2008, the day Lashkar-e-Toiba (LeT) militnats attacked Mumbai. Thereafter, India had suspended the composite dialogue with Pakistan.

According to sources, among the militants there are cadres of Indian Mujahideen (IM) as well. The militants have been asked to target cricket teams and venues of matches. Mumbai - where World Cup final will be played on April 2 - is reportedly a prime target. According to sources, the Inter Service Intelligence (ISI) has provided these terrorists with a list of venues where matches will be held. The terrorists might do a recce of the stadium or the route of the team bus they plan to target. "We have stepped up the security at the stadium as well as the hotels where the teams are staying. Information related to movement of players is being kept secret. The special cell is keeping an eye on all suspicious movements in the city," said an unnamed senior Delhi Police officer.
