The Supreme Court (SC) on September 2, issued notice to Fahim Harshad Mohammad Yusuf and Sababuddin Shaikh, the duo accused of providing logistic support for Mumbai terror attacks (November 26, 2008, also known as 26/11), according to The Times of India. The bench of Justice Aftab Alam and Justice R M Lodha issued notice on a petition by the Maharashtra Government. Earlier, Yusuf and Shaikh were acquitted by a trial court and the verdict was later upheld by the Bombay high court. The two were acquitted for want of corroborative evidence. However, while entertaining the Maharashtra government's appeal challenging the acquittal Fahim Ansari and Sabauddin Sheikh the SC said it was a weak case where evidence gathered was not clinching to prove their involvement in the terror attack conspiracy.

It is believed that a sophisticated explosive device was used and the blast was of high intensity. PTI quoted Police sources as saying that they suspect the use of potassium nitrate in the bomb.

, claiming that the outfit Harkat-ul-Jihadi Islami (HuJI) was behind the attacks, the National Investigation Agency (NIA) detained five persons from Kishtwar Town in Jammu District, according to Indian Express. The arrestees were identified as Khwaja Mehmood Aziz, the owner of the cyber cafe, ‘Global Internet’ from where the e-mail was reportedly sent, his brother Khalid Aziz; their employee Ashwani Kumar; and two college students Imran Hussain Sheikh of Upper Malitath and Ashiq Hussain from Khandkoot in Doda, according to Daily Excelsior. Also, Uttar Pradesh Police on September 8 detained a person, identified as Shehzad, resembling one of the two sketches of the terror suspects in the Delhi high court blast, adds Times of India. The signatory of the mail, who identified himself as Chotoo, denied any HuJI role in the blast and dared the Government and the Police to stop their outfit from striking at a shopping mall on September 13. The mail purportedly said that the attackers had chosen Wednesday as the day of the blast as it was a busy day for the High Court when PILs (Public Interest Litigations) are heard. The email was traced to Ahmadabad in Gujarat.

United States Embassy in New Delhi believes that the All Party Hurriyat Conference (APHC) spearheading the resistance movement in Jammu and Kashmir split in 2003 due to "proxy participation" of Abdul Gani Lone-led People's Conference (PC) in the Legislative elections in 2002, Kashmir Dispatch reports citing a Wikileaks cable released recently. The partial extract of the original cable, which details the profile of Kashmir-related leaders, dates back to 2005. The cable while profiling Lone's son, Sajad Gani Lone, who participated in the 2008 state elections, says, "The Hurriyat split in September 2003 on the issue of People’s Conference’s proxy participation in 2002 landmark state elections." The three-part biographic report compiled "information academics, journalists, NGO activists and others during a 2002-2005 assignment at embassy New Delhi" and impressions gained from contact with Kashmir-related politicians, government officials, separatists. Syed Ali Shah Geelani demanded that the PC and the brothers be expelled from the APHC, but the moderates (Mirwaiz Umar Farooq, Prof Abdul Ghani Bhat, Maulvi Abbas Ansari and the Lones) resisted, whereupon Geelani took his group out of the Hurriyat, and it has remained deeply split ever since, the cable read.

. “This is to inform you that the India Mujahideen claims the terror attack on Delhi High Court. I just want you to pass a message to the Indian Government that next blast will be so cruel that you people won’t be able to forget it for decade (sic),” the email read. The server of this email was reportedly traced to Moscow in Russia. The fourth email came from IM’s Chhotu warning of a major terror attack in Ahmedabad in Gujarat. It read: “IM has planned the attack carefully. It is impossible for the Delhi police and NIA to trace the origin of the mails.” The mail, further cautioned: “In Ahmedabad will target a crowded place and the police will find it difficult to crack it.”

In the first positive development for investigators probing the Delhi High Court blast, the National Investigating Agency (NIA) arrested two persons from Jammu and Kashmir for sending an email claiming claiming responsibility for the attacks on behalf of the militant terror outfit HuJI. The arrestees were identified as Shariq Ahmed and Abid Hussain. After sustained interrogation, the two admitted to sending the email and reportedly also identified the person who asked them to do so. The duo were arrested on the basis of a forensic report received by the NIA of the computer hard disc that was used by one of them to send the email from , stating that the blast was carried out by HuJI.

Stating that India requires a comprehensive counter-terrorism strategy, Home Minister P Chidambaram on September 15 said that he hoped to secure a Government decision on setting up the long-pending National Counter-Terrorism Centre to help tackle multiple threats including home grown terror, according to The Times of India. Speaking to State Police Chiefs and intelligence officials in a conference in New Delhi, Chidambaram said the two recent bomb blasts in Mumbai and Delhi are a "blot" on the Government's record. Chidambaram said terrorist groups based in Pakistan continued to target India, but Indian modules were a reality as were groups that espouse the cause of right-wing religious fundamentalism or separatism. Many of them, he said, have acquired the capacity to make bombs. On the crucial aspect of capacity building to tackle terrorism, he said the most important "unfinished agenda" is NCTC. "I hope to secure a government decision on setting up the NCTC. Once there is a decision, I am confident the core team of NCTC can be installed within 60 days and the full structure can be put together within 12-18 months." Pointing to the wide arc of threats India needs to deal with, Chidambaram said: "There is no let up in attempts to infiltrate from across the Line of Control in Jammu and Kashmir. Besides, there are attempts to infiltrate terrorists via Nepal and Bangladesh into India as well as find a safe transit route from Sri Lanka to Tamil Nadu." Referring to the threat of Hindutva (right wing militant Hindu extremist) groups, the Home Minister said: "There are other Indian modules that espouse the cause of right-wing religious fundamentalism or separatism. Many of these modules have acquired the capacity to make bombs." He added that no country in the world, including the United States, appears to be entirely immune to the threat of terror, the worst-affected being Iraq, Afghanistan and Pakistan. While listing out the steps taken by the government to build capacity to deal with all kinds of threats after the 2008 Mumbai terror attack, he said, "Have we done enough to build capacity since the Mumbai terror attacks? The answer is yes and no.....we have not done enough...there are still over 5,00,000 vacancies in state police forces." He also asked Police forces across the country to revisit the standard operating procedures in dealing with public protests and use only non-lethal methods to control civil disturbances, including stone pelting.
